An Integrated Cost and Schedule Control Process Model Using Earned Value Management System (EVMS를 활용한 공정-공사비 통합관리 프로세스모델)

  • This research has been Initiated to provide an effective management tool for budget control of the public projects using EVMS. Barriers to implementing the tool for the domestic public projects are identified : no PMB (Performance Measurement Baseline) for budget control, management by BOQ(bill of quantity), no systematic planning and control. To eliminate these barriers, an integrated cost and schedule management process model using EVMS is proposed. This model is composed of six sub processes : organizing, scheduling, budget allocating, establishing PMB, managerial analysis, change incorporation.

  • 1. 전국의 산림은 산림개발의 유행에 따라 마음과 같이 3개권역으로 구분한다. 가. 용재림 개발권 주요산맥을 연하는 오지대(奧地帶) 나. 풍치림 개발권 고속도변(좌우 4km범위) 도시주변 공원지구, 기타 토지대 다. 농용림 개발권 전 가, 나 속에 속하지 않는 야산지대 2. 3대 개발권별로 우선 개발할 지역을 연차적으로 지정한다. 3. 개발지역을 지정시는 미리 산림의 용도를 구분하여 시정 고시한다. 4 개발지역내의 산주는 개발우도에 따라 개발의무를 진다. 5. 산주가 개발의무 불이행시는 대집행(代執行)으로 개발을 수행한다. 6. 대집행(代執行)은 가. 산림개발공단 나. 산림 경영을 하고 있는 능력있는 개인 또는 법인 다. 산림조합(산련, 산림포함)으로 하며, 산림청장이 지정한다. 13. 개발지역 내에서의 확정된 개발계획은 기존영림 계획에 우선한다. 14. 개발지역 내에서의 개발사업 수속절차는 이 법으로 일원화 한다. 7. 산주가 대집행자에 대하여 비용변상이 없는 한 이 양자간에는 수익(收益) 분배를 하여야 하며, 본계약의 장기 보장을 위하여 저당권 설정을 한다. 8. 산림개발의 중추적 대집행자인 동시에 경영자로서 시범적이며, 집단적인 산림개발과 임도시설 관리를 전담하는 산림개발 공단을 설립한다. 9. 장기처리와 융자지원을 위하여 산림개발 자금을 200억원 한도로 설치하고 이의 관리 운영을 전담할 산림개발 금고를 별도 법율로서 설립한다. 10. 산림개발 기금은 다음 재원으로 조성한다. 가. 국유임야 관리 특별회계의 잉여금 나. 임목의 벌채자 및 원목 수입이용 가공 판매자에 과하는 기금부담금 다. 매년 정부 예산에서 정하는 재원 11. 개발지역내에서는 취득세, 소득세, 등록세, 상속세, 양여세, 기타 공과금의 감면등 세제상의 특전을 부여한다. 12. 개발지역내에서의 산림도벌 무허가벌채등 산림 사범은 가중 처벌한다.

A Study on the Management Plan by Actual Condition Survey of Protected Tree in Yesan-gun (예산군 보호수 실태조사를 통한 효율적 관리방안 제언)

  • This study was conducted to understand the distribution characteristics of old tree (protected tree) and propose the effective management plan for old tree to make hold a sustained function as natural and cultural resources in rural area. We surveyed 96 old trees at 69 farm villages in Yaesan-gun, South Chungcheong Province. The species of tree was investigated with Zelkova serrata, Ginkgo biloba, Quercus acutissima, Pinus densiflora, Celtis sinensis, and Juniperus cbinensis order. Most of them located at the inside (43.6%) and the entrance (35.1%) of a village, and at mountain slope (31.9%) and alluvial plain (25.3%) in terms of distribution topography. The existing place of pollution source was investigated with 61%, and the pollution sources were blocks, construction materials, cement packings, farm machines and living garbage. The place where the rates of bare ground were more than 50% for the root region of a protection tree was 63%. The tree surgical operation was investigated in 37.5% of protection trees, and 12.5% of protection trees were investigated with a tree surgical operation being immediately. The average score for health condition of old tree at study sites was 18.6 points. A monitoring class was divided by public monitor 59.3%, main monitor 38.5%, and dead tree 2.2% on the basis of that information. Hereafter, we will conduct to promote the management guideline and develope culture contents through additional investigation.

  • The purpose of this paper is tthe first, diagnosing the effect of terminal operating strategy which Busan Port container operators established and executed by the strategy execution process (XPP) model, second, enhancing the competitiveness of Busan Port Container Terminal by presenting ways to improve the executive ability of strategies. In order to achieve the purpose, this study utilized XPP 6 steps diagnostic variables of Kaplan and Dr. Norton for problems of the strategy execution of Busan Port container operators and conducted the survey of 7-point scale targeting employees of Busan Port container operators for the variable measurement.

  • Marine Technology is the last hope of mankind for in resolving predestined issues of food, resources, and environmental problems. Facing and realizing this great challenge, domestic industrial, academic and research institutional experts participated in formulating the Marine Technology Development Plan, and the national Science and Technology Committee chaired by the president deliberated and passed this important plan thus setting the foundation for activating and promoting MT development. A project. to develop Marine Technology Road Map(MTRM) is being carried out since June of 2005 for effective undertaking of such endeavor. This paper investigate current issues in MY, MTRM status, establishing and operating MT R&D Expert Institutes, funding resources, etc to provide recommendations for promoting and stimulating MT.

  • National competence is based on the quality of university education, which is determined by the competitiveness of academia, research and information, IMD reported that Singapore, #2 country in national competence index, topped in quality of university education. Meanwhile Korea's current national knowledge infrastructure project lacks comprehensive coordination at a governmental level and has been conducted in a rather sporadic manner, without any consideration on the overall analysis of knowledge information resources. Consequently, a disproportionate amount of attention was devoted to collecting general information resources, while neglecting rare, hard-to-collect sources with historic, academic, and/or cultural values. This study proposes to build an academic resource management system to fully supervise academic resources at least, among national knowledge information resources which is a national asset, and also to allocate budget and cultivate new information building projects based on overall analysis on academic resources. In other words, there is a need for a management system to implement efficient linkage, distribution and utilization of academic resources and, to that end, we need to build an academic resource management system at a national level, maximizing the benefits from the knowledge society that we live in.

  • The defense innovation 2020 advanced topics which have to establish robust milatary are based on archiving defense innovation by selecting twenty-one main topics and eighties' sub-topics whose topics focus on defense innovation and defense circumstance in 2020. Although defense innovation 2020 which is to be advanced with defense basic policy need to decision making, it is specified in programming step by merging budget with plan. If the Defense Ministry archives decision making from initial plan step, although it archives group decision making in programming step at present, it will archive efficient affair. This study archives a group decision making of defense innovation 2020 advanced topics which were published in the Defense Ministry by applying Analytic Hierarchy Process in plan step. In addition, if the weights of the main topics are equal, the sub topics analyze how to be changed throughout sensitivity analysis and suggest the topics' priority rank throughout group decision making.

  • Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

  • EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.

A Study on public renewal of abandoned space by public sector -Focused on KAMCO pilot projects- (공공주체에 의한 국내 유휴공간의 공공적 재생방향에 관한 연구 -한국자산관리공사의 국유지 위탁 시범 개발사업을 중심으로-)

  • This study investigates the space, use, and procedural aspects that should be considered in securing the publicity in space renewal of unused lands by analyzing the characteristics of relevant projects conducted by The Korea Academia-Industrial Corporation Society, a party representative of a public agent. The findings reveal the following conclusions. 1. There should be a required procedure that guarantees the adequate qualities of public organizations or publicity for projects run by KAMCO. 2. When the public agent plans a project, there should be an effort to clarify the profit limitations and adequate guarantee of consigned fees charged by the consigned organizations in an attempt to ensure that certain proportions are used to enhance the public goods. 3. There is a need to diversify the ways KAMCO discloses information. A professional organization and separate budget should be required to assess the autonomy of KAMCO to guarantee publicity.
