This paper is concerned on the reality and the effected factors to the help for the victims of crime in the police. In our society the related enacted law and polices for the victim of crime have been practiced, but it was not easy to be helped or supported in some ways. On the contrary the victims have been used as tool of investigation or just the sources of witness on the crime. These days the issue of the victims of crime is one of the most concerned matters to the public, and it turns to on of core issues in the law enforcement community. According to the filed survey for the study, the female and higher level or longer careers than the male and lower level or shorter careers in the police are more positive on the help for the victims of crime. But if the members in the law enforcement community would be trained up with the organized program to fulfill their duties, they could be in positive on the help for the victimes of crime.
This study is to explore the development of Korean National Emergency Management System. For the study's purpose, the concept of Emergency, Emergency Management and the existing system and related laws of National Emergency Management have been reviewed. In South Korea, the concept of National Emergency Management contains the variety concept of emergency management; safety management, security management, risk management and disaster management etc. and sometimes using them interchangeably. In addition, there are several laws related to emergency management, making different agencies managing inter-related emergency without nationalized coordination and control tower that results in ineffective management of national emergency. This study attempts to clarify the concept of national emergency and to suggest the necessity of National Integrated Emergency Management System(IEMS). Then, it suggests existing system and related laws's integrate for the development of South Korean National Emergency Management System.
This study aims to analyze protocol & security systems of international conferences such as 2010 Seoul G20 Summit, 2012 Seoul Nuclear Security Summit and to propose Improvement strategies. The results derived from this study are as follows. First, it is necessary to support the establishment of international conference laws. We should select a major agency for 'International Conference Industry Promotion Act', coordinate of the system of international conference laws, resolve potential conflicts, maintain consistent on support organization of international conferences. Second, it is necessary to coordination among different ministries that control security relevant laws. We should solve clashes possibility between a few laws on security system which is closely related to protocol & security of international conference. Third, it is necessary to produce a joint protocol handbook of government for establishing protocol & security system of international conferences. We should try to confirm protocol & security system of international conferences through publishing a joint protocol handbook of government from their own protocol handbook of the executive, the legislature, etc. Forth, it is necessary to build and strengthen expertise of PCOs(professional convention organizers). We should find and assist several PCOs for achieving government policy that develop industrial foundation on international convention and train human resources on international convention expected next generation of promising industries.
Security officers' intent to leave their job would have devastating effects on national security related industries. That is because excessive turnover would result in wasting the money for recruiting and training for organizations as well as putting the level of national security at risk. Therefore, this study has a goal to investigate the factors influencing the intent of leave job among security staff working for one of public institution, airports(n=198). Specifically, this study has a focus on examining the effect of job satisfaction, job commitment and security staff's level of commitment on national security on their turnover intent. The results of the multivariate ordinary lest square regression analysis reveal that job satisfaction, job commitment, and the level of national security commitment directly influence turnover intent. Also, the job satisfaction and the level of national security commitment has indirect impact on the turnover intent via job commitment. However, the results indicate that gender, age, and educational level are not related with security staff's decision to leave their job. Policy implications and study contribution were discussed in this study.

This study aims to empirically validate the relationship between organizational learning transfer climate and the transfer of training and to enhance the transfer of training among South Korean coast guards. The empirical data was collected through 526 South Korean coast guards admitted to the institute, and support by managers and peers, and potential for organizational change were selected as independent variables for multiple regression. As a result, the transfer of training is positively correlated with support of mangers and peers, and potential for organizational change, thus suggesting factors like supervisor participation and long-term educational planning as policy implications for the effective transfer of training to work environment. Defence Security Command is the only military intelligence and investigation agency which is in charge of safeguarding military information and investigating specific crimes such as subversion and disloyalty in military. While the presidential security provided by Defence Security Command, along with Presidential Security Service(PSS) and the police, forms one of three pillars sustaining presidential security, its works and activities have been rarely known to the public due to the military confidentiality. This study looks into some data specialized into the presidential security among works of Defense Security Command by using various resources such as biographies of key people, media reports, and public materials. It reviews the presidential security works in a historical sense that the works have developed and changed in accordance with the historical changes of Defense Security Command, which was rooted in Counter-Intelligence Corps (Teukmubudae in Korean) in 1948 and leads to the present. The study findings are as follows. First, when the Korean War broke out in 1950 and since then the South Korea was under the threat of the North Korean armed forces and left wing forces, Counter-Intelligence Corps(Bangcheopdudae in Korean) took the lead in presidential security more than the police who was in charge of it. Secondly, even after the Presidential Security Office has founded in 1963, the role of the military on presidential security has been extended by changing its titles from Counter-Intelligence Corps to Army Security corps to Armed Forces Security Command. It has developed their provision of presidential security based on the experience at the president Rhee regime when they could successfully guard the president Rhee and the important government members. Third, since the re-establishment into Defence Security Command in 1990, it has added more security services and strengthened its legal basis. With the excellent expertise, it played a pivotal role in the G20 and other state-level events. After the establishment of the Moon Jaeinin government, its function has been reduced or abolished by the National Defense Reform Act. However, the presidential security field has been strengthening by improving security capabilities through reinforcing the organization.
