  • Police questioning is police measure for acquiring information or inquiring an identification without questionee's will in order to accomplish the goal under the Police Act. However, like spear and shield, it has its own inherent limits between both sides of public power and human right and has stirred an hot issue in our society for longtime. The core problem is whether policeman can force a questionee stop when the questionee refuses policeman's stop requirement, the first step for police questioning. Some opinions argue that police questioning has somewhat effects on crime prevention and suspect arrest but people still have inconvenience and refusal from experiences of reckless police questioning in the past. Because of this, the police needs to recover people's trust on police questioning. In order to do so, in case of police questioning, human right should be superior to crime prevention or suspect arrest. This is the time's call. So when there is a police questioning, policeman's exertion of it on the questionee who refuse it should be conducted under strict conditions.

The result of this fact-finding survey about crime prevention system is on the hand pointed out the circumscription of the police power, and the other hand they have the age-old ceremonies on the dependence about police system. Because the public security order needs the compelling power to maintenance the peace and this power is exercising only by police. They don't have the trust about the role of the private security as the crime prevention institution. But, they consider the private security is just for anyone in particular and special class by their demand. And also, they consider the private security is very expensive to utilize for their security in the everyday life. There for, some people have trust for the private security and if they have a chance for the security, they consider to utilize the private security for their safe life as an security agency. The private security has a powerful experts and so many high-tech equipments for the security. Thus, we have to find a solution to get the best out of it. Because the private security is also a part of crime prevention institution as the police agency.

  • Despite the trend and severity of industrial technology outflow crime, little research has been conducted about the effect of police force on that kind of crime in Korea. Consequently, this research preliminarily empirically examined relationship between foreign affairs police forces such as policemen, budget, establishing special investigation unit and the arrest of industrial technology outflow crime due to the limit of related data. Research findings can be summarized as follows. A statistically significant positive relationship was found between foreign police budget and the arrest of crime in the country. On the contrary, foreign police force is not significantly associated with the arrest and occurrence of crime overseas. Based on the result, the effect of the police force such as hardware factors including policemen, budget on the industrial technology outflow crime seemed to be weak. Consequently, considering police alternatives from previous researches, several implications such as reinforcement of foreign police force by increasing personnel and organizational innovation, enriching training program, strengthening the domestic and foreign cooperative network between police and related bodies can be suggested. Also, the improvement of the formal statistics on the industrial technology outflow crime and strenthening public relations can be recommended.

  • The purpose of the study is to predict the number of police calls using neural network which is one of the machine learning and negative binomial regression, by using the data of 112 police calls received from Chungnam Provincial Police Agency from June 2016 to May 2017. The variables which may affect the police calls have been selected for developing the prediction model : time, holiday, the day before holiday, season, temperature, precipitation, wind speed, jurisdictional area, population, the number of foreigners, single house rate and other house rate. Some variables show positive correlation, and others negative one. The comparison of the methods can be summarized as follows. Neural network has correlation coefficient of 0.7702 between predicted and actual values with RMSE 2.557. Negative binomial regression on the other hand shows correlation coefficient of 0.7158 with RMSE 2.831. Neural network has low interpretability, but an excellent predictability compared with the negative binomial regression. Based on the prediction model, the police agency can do the optimal manpower allocation for given values in the selected variables.

The experience of Germany suggests a few implications and preview points when the two Koreas unify how North Korean police to absorb and utilize, which is the purpose of this study. According to a study, in a unified transition in North Korea, 110,000 police forces is needed in order to cope with an outbreak of rioting and public disorder in North Korea. It is never easy, in an imminent unification, to secure a large number of police forces in a short time. We cannot help making the best use of North Korean police. At this point, the German case would be nice for us to see the implications presented. Because West German police led the integration of East Germany in the People's Police, and reemployed them under certain conditions. As a result, by taking over the People's Police of North Korea without friction with the security of the high security demand required by the unification process in the future, it is necessary to achieve seamless integration of the North-South police.
