Creative Economy Activation Policy using Virtual Cluster-type Dynamic Collaboration Platform (버추얼 클러스터형 다이내믹 협업 플랫폼을 활용한 창조경제 활성화 정책)

  • Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

The Influence of Innovative Capacity on Regional Economic Performance (지역혁신역량이 지역경제 활성화에 미치는 영향)

  • This study aims to identify the factors that contribute to the regional innovative capacity and to analyze the effects on the regional economic development including newly-established corporation and job creation. The results are as follows. First, as a result of factor analysis, the 14 variables were grouped into 3 factors, i.e. innovative input, infrastructure, and linkage. Second, the panel models were developed using the above factor scores and economic performance variables such as the number of newly-established corporation and employees. As a result, innovative capacity factors positively contributed to the newlyestablished corporation and job creation. The innovative input was the most influential factor determining the regional economic performance, followed by linkage and infrastructure. This study suggests several policy implications for the reinforcement of innovative capacity and regional competitiveness.

  • 세계화는 각 도시들이 살아남기 위해 경쟁하지 않으면 안되도록 하였고, 이러한 담론 속에서 장소는 정말로 '상품화'되고, '소비'되며, '광고'될 뿐만 아니라 '판매'되는 대상으로 간주되었다. 새로운 도시성장전략으로서의 장소 마케팅이란 공공·민간 주체들이 기업가와 관광객 심지어 그 장소의 주민들에게 매력적인 곳이 되도록 하기 위해 주로 문화적인 전략을 통해서 지역의 이미지를 제고시키고 지역의 경제 활성화를 꾀하는 다양한 방식의 노력들이라고 할 수 있다. 고양시는 지역에 특화된 화훼산업을 기반으로 한 꽃 전시회라는 지역의 작은 행사를 '고양 세계 꽃 박람회'라는 장소 마케팅으로 발전시켰다. 이것은 지역 이미지 제고, 지역정체성과 시민단합에 매우 긍정적인 영향을 미쳤으며, 지역경제 활성화의 측면에서는 화훼업의 특성상 국내의 전반적인 경기침체와 같은 이상 변수로 직접적인 효과는 뚜렷이 나타나지 않았으나 장기적인 관점에서 경제적 효과가 커질 것으로 예상된다. 고양시의 사례 연구는 서구에서 발전한 장소 마케팅이 우리 나라에서도 적용될 수 있는 가능성을 보여주었다.

A study on the Activation Plan of Social Economic Organization in Chungnam Area (충남지역 사회적 경제 조직의 활성화 방안에 관한 연구)

  • This study is a study on how to revitalize social and economic organizations in the Chungnam region. For this, the following major results were presented in literature studies based on prior studies. First, it is necessary to upgrade the social economic organization promotion system and system in Chungnam. Second, there is a need to advance the measures to revitalize various social and economic organizations in cities and counties by building an integrated support system for social and economic organizations. Third, it is necessary to expand the public purchase of products of social economic organizations. Fourth, it is necessary to strengthen the business competency of the social economy organization and promote education. Fifth, it is necessary to upgrade the network for social economic organizations and create differentiated businesses. On the other hand, the social economic organization in Chungnam region shown through this study is as follows. First, social and economic organizations should share their willingness to implement policies in the provincial and provincial areas of Chungnam Province and cities and counties in terms of solving and improving various problems in the region. Based on this, it is required to upgrade the social and economic organization area. Second, the Chungnam region needs a shift in awareness that it is a social and economic organization that is a key factor in overcoming changes in the demographic structure due to industrial weakness and aging. Third, a positive shift in awareness is required by shifting awareness and strengthening education on social and economic organizations. To this end, it is necessary to raise the awareness level of local residents through public education and joint public-private education.

  • 정부는 24일 이헌재 부총리 겸 재정경제부 장관 주재로 경제장관회의를 열고‘벤처기업 활성화대책’을 마련하였다. 이번 발표된 활성화대책은 벤처관련 자본시장과 인프라구축에 중점을 뒀으며, 고사상태에 놓인 제3시장을 적극 육성하고 실패한 벤처기업을 걸러주는 동시에 재기의 발판을 만들어 주는 내용을 담고있다. 특히 벤처기업 성장과정을 창업, 성장, 성숙 및 구조조정단계로 세분화해 각 단계에 맞는 지원방안을 내놓는데 초점을 맞췄다. 다음은‘벤처기업 활성화대책’상세 내용이다.

Identifying the Comic Festival's values on the Urban Revitalization: in the case of BICOF (만화축제의 도시 활성화 가치 인식에 관한 연구 : BICOF 사례를 중심으로)

  • This article is concerned with the values of the BICOF in terms of the urban revitalization. The values of the BICOF cover the economic value, social value, cultural value and city image value. The 13 indicators for measuring the values of the BICOF are developed. The article examined how the related stakeholders identified the BICOF's values on the Bucheon City by using AHP method. In addition, the objectives and programmes of the BICOF are analyzed in the perspective of the urban revitalization. As a result, the recognition of the BICOF's values varied according to the stakeholders. In addition, the result of AHP analysis indicates that the cultural values and image values should have priorities in comparison with the social values and economic values. This recognitions is different from the recent formal statements that BICOF's economic values should be emphasized as a priority. The article concludes that the identity of the BICOF should be established in the base of building the value consensus among the related stakeholders.

  • Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

  • IT 산업은 1990년대 이후 우리나라의 경제 성장을 선도해 온 주력 산업이다. 그러나 최근 들어 일본, 중국 등 경쟁 국가의 경제 성장과 국내 내수 산업의 침체 등 IT 산업의 위기론이 제기되고 있어 IT 분야의 새로운 성장 동력의 개발이 필요하다. 이러한 상황 속에서 전파 산업은 새로운 성장 동력을 창출해 낼 수 있는 주력 분야로 주목 받고 있다. 본 논문에서는 IT 산업에서 전파 산업이 차지하고 있는 위상 등을 경제적 파급 효과 분석을 통해 가늠해 보고 전파 산업 활성화를 위해 필요한 정책적 사항을 제언한다.

  • 에너지저장시스템(Energy Stroage System, ESS)은 잉여 전력과 에너지를 필요한 시점에 적절하게 공급할 수 있도록 에너지를 저장해두는 기술로 전기에너지의 픔질 및 효율성을 극대할 수 있는 에너지 활용 시스템이다. 미국을 비롯한 유럽 선진국들은 다양한 ESS 관련 제도정비 및 개선을 통해 ESS 산업의 활성화를 유도하고 있다. 우리나라의 경우, 신재생에너지 확대 정책을 수립하고 에너지 저장기술을 그린에너지 분야의 주요 핵심과제 선정하여 체계적인 육성전략을 추진 중에 있다. 그러나, ESS 도입 및 활성화를 위한 법제도적 기반이 마련되어 있지 않고, ESS도입에 대한 경제적 효과성에 대한 객관적인 기준이 없어, ESS의 보급 및 활성화가 제대로 이루어지지 않고 있는 실정이다. 본 연구에서는, ESS의 보급과 활성화를 위해 효과적으로 ESS의 경제성 분석하기 위한 기법을 제시하는 것을 목적으로 한다. 세부적으로는 전기요금 산정방식에 따라 ESS의 운영모형을 정의하고, 운영모형별 경제성을 분석하기 위한 기법을 제시한다. 그리고, 실제 데이터를 활용하여 ESS로 절감할 수 있는 피크 크기를 구할 수 있는 알고리즘을 구현한다. 또한, 저감 피크와 온도, 습도에 대한 회귀 분석을 통하여 최대저감피크를 예측할 수 있는 해법을 제시한다.

  • With Recently in art and culture domains, there's rising controversy over shared economy and public domain works. The government is introducing institutional measures such as Gongumadang and KOGL(Korea Open Government License) program to expand the grounds for public domain works. In order to promote and facilitate the use of public domain works, it is imperative to understand how the providers who create and provide the public domain works, as well as the users, perceive shared economy and public domain works. However, preceding studies usually put emphasis on the meaning and significance of the shared economy and show limitation of not discussing providers' perception on shared economy and public domain works. Therefore, this study examines to see if there's a difference of perception between the consumers/users and the providers who owns the copyright of public domain work.
