  • A construction project of Incheon 2nd bridge, which is connected between the Incheon Song-Do New Town and the Incheon International Airport in Young-Jong-Do, have been proposed by the private capital in 1999. But the optimal span width in the bridge main span have not been decided in spite of the three investigations into the feasibility of ship's safe transit in this planned bridge. In this paper, we study the economic analysis on port operational efficiency according to traffic schemes, me-way or two-way of vessels over 10,000G/T, in the bridge main span of this bridge. In this comparative result, total queueing time due to the one-way in the bridge main span is evaluated 20,362 hours in 2011 and 24,544 hours in 2020. Therefore the demurrage cost and the accumulation cost of freight are evaluated 19.7 billion won in 2011, and 23.3 billion won in 2020, then total accumulated costs during 33 years from 2008 until 2040 are evaluated about 768..9 billion won.

  • Mokpo port marked the $131^{st}$ anniversary of its opening in 2018. while the Mokpo has taken the new port development initiatives, it is limited by inefficient port functioning due to the lack of maritime port policy and government investment. Hence, port logistics has not been activated. Additionally, studies on Mokpo port have not been conducted, and knowledge available on the port is declarative in nature. On the other hand, research on port competitiveness focuses on how to analyze the factors that determine port competitiveness. Therefore, this study was intended to expand the existing research on Mokpo port and conduct an analysis of non-competitiveness factors and suggested improvements by considering the operational aspect of Mokpo port. In this regard the importance of non-competitiveness factors was assessed through an analytic hierarchy process(AHP) analysis and the influence of the non-competitiveness factors was analyzed through an fuzzy structural modeling(FSM) analysis. The result of the AHP analysis show ed the important non-competitiveness factors included the deactivation of industrial complexes around Mokpo port, the number of liner route, the cost of the pilot and tug. Accor ding to the FSM analysis, the top level included the non-competitive factors at Mokpo port; the intermediate level included the number of liner routes, cost of pilot and tug, enrance and clearance fee, costs of inland transportation, fee for port facilities, and loading and unloading costs; and the bottom level comprised the most non-competitive factors including the deactivation of industrial complexes around Mokpo port, hinterland connectivity, access to international port, incentives, and cost of transportation and storage. Based on the results of analysis, improvements were suggested for non-competitive factors of Mokpo.

An Evaluation of Effectiveness for Providing Safety Navigation Supporting Service : Focused on Route Plan Sharing Service (안전 항해 지원 서비스 제공에 대한 유용성 평가(I) : 항로 계획 공유 서비스를 대상으로)

  • In this paper, we suggest a route plan sharing service for the navigation assistance service which is the second item of 16 items in maritime service portfolios (MSPs) for safety navigation based on interview process. Also, we developed scenarios for effectiveness evaluation of the proposed service, and conducted simulations using full mission ship handling simulator (FMSS) for effectiveness evaluation of proposed services based on the developed scenarios. Through the simulations, we analyzed proximity measures, controllability statistics and subjective evaluations to assess the usefulness of suggested service. If accomplishing the test for new services to apply real ships and vessel traffic (VTS) center, there has possibilities to occur various risks in terms of time/cost problems. Therefore, there is needs for the preliminary effectiveness evaluation processes necessarily when adopts and implements new services. Because we expected the service that is helpful for safety navigation, but the test results are not when conducted a simulation.

Review on the Japanese Super-Core Port Policy - An Assessment and New Politic Demands - (일본 슈퍼중추항만정책의 성과와 한계에 관한 고찰)

  • Japanese government has instituted and carried out Super-core Ports Policy to improve their operating efficiencies of international container ports from 2004. Despite of diverse institutional and administrative supports within this policy, this paper has assessed that they couldn't accomplished goals at the end of 2009 when the policy ended. In short, Japanese Super-core ports have explicitly lost the competitiveness for functioning as a hub-port in the East Asia region. We could find some defaults in the policy i.e. some limits of the private terminal operating units, inefficiencies in teaming between ports within Super-core port, lacking with system for collecting cargoes. In 2010, Japan is going to reinforce International Strategic Container Port Policy following Super-core Ports Policy. With this policy, they ought to prepare for the last leap on the basis of selection and concentration rules in international port. This new policy is particularly focused on recapturing their T/S cargo via Busan port. Regarding these changes, Busan port needs to prepare counter measurements for preserving Japanese T/S cargo firmly.

Structural Analysis for Ports of Korea-China Car Ferry using Shift Effect Method - Focusing on Incheon Port (전이할당 분석을 이용한 한중카페리 항만의 구조분석에 관한 연구 -인천항을 중심으로-)

  • Korea and China have maintained sea routes between two nations through the shipping conference which was established in May 1993. Due to this effort, the market of Korea-China car ferry on Yellow sea makes growth year by year. The car ferry business has shown fierce competition because it has huge impacts on regional and national level economy. In this respect, the aim of this research is to analyze the structural analysis for ports of Korea-China car ferry using Shift Effect(SE) method. As a results, passengers and cargo volumes of Incheon port continuously transfer to Pyeontaek and Gunsan port. Moreover, absolute growth rate of Incheon port do not reach the potential growth rate. The competitiveness power of Incheon port has lower position compared to Pyeontaek and Gunsan port. The cargo volumes of ports located on western coast of Korea have increased recently, however, passengers and cargo volumes of Incheon port have shown lower increasing rate compared to average of Korean western coast ports. For Incheon port, high value added cargoes which give large profit on port side, have to be attracted. Moreover, Incheon port has to become a specialized port.

An Empirical Study on the Competitiveness by Satisfaction Measurement of Incheon Port (인천항 이용 만족에 따른 경쟁력에 관한 실증 연구)

  • The purpose of this study is to suggest the new strategies for strengthening the competi tiveness of Incheon port. To measure the calling factors and satisfaction of ports, this study developed a list of 24 items using a seven-point Likert scale through the previous literature reviews, pilot test and emerging factors. Factor analysis, regression analysis, one sample T-test, IPA and SPSS were conducted to verify the determinants choosing ports and customer satisfaction. The result of an empirical study revealed that the cargo volume and information system, etc. in Incheon port was evaluated as satisfied factors and berth availability and port charge, etc. as dissatisfied factors. Based on the outcomes of this study, to strengthen the competitiveness of Incheon port, several strategies were advised such as the inducement of North American and European cargo, port infrastructure, dedicated terminal and GTO inducement, hinterland construction, logistics companies inducement and cooperation with neighboring ports.

  • The purpose of this study is to suggest the logistics strategies for the improvement Gunsan port's competitiveness. To accomplish the purpose, this paper reviews the concept & function of logistics firstly. Next we find out the main factors of improving port's competitiveness, build the basic model of the logistics strategy and apply the model to the case of Gunsan port. The strategies to improve the competitiveness of Gunsan port are as follows ; (1) Construction of logistics environment (2) Planning the port marketing for the extension a logistic market share (3) Construction of logistics chain and finally (4) Construction of logistics community.

An Economic Ship Routing System by Optimizing Outputs of Engine-Power based on an Evolutionary Strategy (전화전략기반 엔진출력 최적화를 통한 선박경제운항시스템)

  • An economic ship routing means to sail a ship with a goal of minimizing the fuel consumption by utilizing weather forecast information, and many such systems have been recently developed. Most of them assume that sailing is carried out with a constraint like a fixed output of engine-power or a fixed sailing speed. However, if the output of engine-power is controlled, it is possible to reduce the fuel consumption by sailing a ship under a relatively good weather condition. In this paper, we propose a novel economic ship routing system which can search optimal outputs of the engine-power for each part of a path by employing an evolutionary strategy. In addition, we develope an $A^*$ algorithm to find the shortest path and a method to enhance the degree of curve representation. These make the proposed system applicable to an arbitrary pair of departure and destination points. We compared our proposed system with another existing system not controlling output of the engine-power over 36 scenarios in total, and observed that the former reduced the estimated fuel consumption than the latter by 1.3% on average and the maximum 5.6% with little difference of estimated time of arrival.

A Study on Economic Operation for Liner-Fleet by Fluctuation of Fuel Oil Price (연료유 가격변동에 따른 컨테이너선대의 경제적 운영방안)

  • For container shipping company, fuel oil prise is a considerable expense. In the last 3 years, fuel oil prises have risen considerably. An increasing fuel oil prise in container shipping, in the short term, is only partially compensated through surcharges and will therefore affect earnings negatively. This paper deals with the impact of increasing fuel oil price and capital costs for vessels on the number of vessels on the Asia-Europe trade. As per result of 'H' carrier's operation in 2008, there were no cost difference between 8 and 9 vessels operation in case the fuel oil price is USD 169/tons while adopt USD 31,818 as fixed cost. We can expect that the fuel oil price will not be decreased under USD 200 $/Ton on the basis of current high oil price phenomenon. When the fuel oil price is over USD 200 $/ton, therefore, 9 vessels operation is more economic than 8 vessel operation even if the fixed cost is over USD 35,000.
