Small stream Flood safety Economic Analysis with Consideration of Investment Efficiency (투자 효율을 고려한 소하천 치수 경제성 분석)

  • 수자원의 관리적인 측면에서 하천에서 발생하는 재해로부터 자유롭기 위해 치수는 매우 중요하다. 특히 치수사업은 투자를 통해 주어진 제원을 알맞게 분배하고 사업의 타당성과 우선순위를 정하는 객관적인 기준이 필요하다. 이를 위해 본 연구에서는 소하천 치수사업을 진행함에 있어 투자효율을 고려하여 치수 경제성 분석을 방법을 제시하고 연구를 수행하였다. 대상지역은 강원도 고성군에 위치한 홍수범람지구 7개 소하천으로 선정하였다. 치수사업에 따른 직접 편익을 계산하기 위해 홍수빈도와 피해액의 관계를 결정하였으며 이를 토대로 유량규모별 피해액을 산정하고 치수시설의 완성 및 유지관리에 필요한 비용을 산정하여 총 사업비를 구체화 시켰다. 경제성 평가기준인 총비용과 그 투자에 대한 총 편익을 비교하기위해 순현가(NPV), 편익/비용비(B/C), 내부수익율(IRR)의 세 가지 기법을 이용하였으며 동일치수사업에 대해서는 B/C비기준에 의한 평가로 경제성 평가를 실시하였다. 그 결과, 연구 구간의 계획 규모를 50년으로 선정하였다.

Economies of Scale and Scope in the Korean Railway Industry: A Generalized Translog Cost Function Approach (일반초월대수 비용함수모형을 이용한 한국 철도산업의 규모 및 범위의 경제성 분석)

  • Using a generalized translog multiproduct cost function model, this paper examines economies of scale and scope in the vertically-integrated Korean railway industry. The paper then conceptualizes that the Korea National Railroad (KNR) produces four outputs (passenger-kilometers, ton-kilometers of freight, average length of passenger trips, and average length of freight haul) using three input factors(labor, fuel and maintenance, and rolling stock and capital). Using time series data collected from the KNR's annual records for the years from 1977 to 2002, the simultaneous equation system consisting of a cost function and two input share equatins is estimated with the Zellner's iterative seemingly unrelated regression. The findings show that the cost function corresponding to a non-Cobb-Douglas, non-homothetic, and non-homogeneous production technology adequately represents the KNR's cost structure. On the other hand, the Korean railway industry experiences sizeable overall scale economies, which result from substantial product-specific scale economies associated with passenger-kilometers and freight ton-kilometers and from scope economies associated with their joint production. In addition, the magnitude of economies of scope is influenced largely by the ratio of passenger trips, and has increased over time as the former has increased while the latter has decreased.

A Tale of Four Provinces: A Comparative Analysis of Provincial Governance in Vietnam (사성사색(四省四色)의 베트남 지방성(省) 거버넌스)

  • This paper situates 63 provinces of Vietnam on a two-dimensional governance space, according to their levels of both economic and political governance, and systematically explains the two-dimensional distribution of provincial governance. It presents three sets of explanatory factors: the amount of foreign direct investment (FDI) that each province has attracted, the combination of provincial urbanization and population density, and the North Central Coast region factor. Provinces that score high in both economic and political governance tend to have received a good amount of FDI and to be highly urbanized and densely populated whereas provinces that score low in both governance dimensions tend to have the opposite characteristics. Provinces that are high in economic governance but low in political governance are those that have received the greatest amount of FDI and tend to be highly urbanized yet relatively sparsely populated. Provinces that are high in political governance but low in economic governance are characterized by a relatively small amount of FDI, low urbanization, and high population density. Finally, provinces in the North Central Coast region tend to score very high in political governance.

  • 전력계통을 구성하고 있는 수력, 화력, 원자력발전소, 변전소, 개폐소 및 이들을 연결하고 있는 송배전선의 규모가 전력수요의 현저한 증가와 더불어 더욱 거대화, 복잡화됨에 따라, 수용가에 안정한 양질의 전력을 저렴하게 공급하기 위해서는 이들 설비를 보다 합리적, 경제적으로 운용할 필요성이 점차 높아지고 있다. 본고에서는 전력계통의 경제운용을 위해 고려해야 할 기본사항과 일반적인 경제운용계획산법을 간략하게 소개함으로서 전력계통에 관심이 있는 회원제위의 이해를 돕고져 한다.

The Analysis of Determinants of Currency Internationalization in a Multipolar World Economy and its Prospects (다극화시대의 국제통화 결정요인 분석 및 전망)

  • The emergence of new multipolar world economy along with the predominant growth of emerging economies encourages these emerging countries to internationalize their currencies. Currently the discrepancy between qualification and status of international currency is easily observed, and the emerging market currencies are no doubt underestimated considering their share of the world's economic size and trade volume. This paper studies the determinant factors of currency internationalization for five key currencies (US Dollar, Yen, Euro, Pound, and Swiss Franc). The analysis shows economic size, trade volume, and the stability of price and exchange rate are most important. Based on this result, Chinese Yuan is forecast to become a new international currency in the near future. Therefore, Korea needs to preempt the issue of regional economic integration, and even currency integration, by taking into account the possibility of internationalized Yuan.

  • This present paper examines stochastic cost functions of Malaysian commercial bank from 1991 to 1997 periods catches the changes un their management structure and technical efficiency. Then we also discuss policy implications for bank integration and competition policy which is the part of current financial reform that reinforces the banking sector. The present paper contributes to the expansion of their study in two respects. Firstly, we have estimated the cost function, availing ourselves of SEA based on a parametric approach. Secondly, our model also includes as a factor the existence of bad debts. According to our results, we observed economies of scale clearly, but economies of scope and technological progress were not observed. Regarding the policy implications, the result of our analysis suggests strongly that the current policy is appropriate.

  • Most domestic container terminals are lack of container storage capacity compared to the throughput of container. The main reason is the difference between the theoretical capacity applied to the development of terminals and the real capacity of a berth Another reason seems to be the increase of the container crane in number per berth to match the need for the getting larger vessel, which is resulted from the increase of the berth capacity from the start. This study, therefore, aims to suggest the economic size of container yard by comparing the existing one. For this the berth capacity was recalculated, the required yard size derived considering up to 10,000TEU vessel and then cost comparison done.

  • 기후변화와 급격한 도시화로 재난 피해의 규모는 계속 증가하고 있는 추세이며, 전 세계적으로 대형 재난으로 인해 심각한 경제적 손실과 수많은 인명피해가 발생하고 있다. 재난 발생으로 인한 피해는 발생지역의 피해액과 복구비뿐만 아니라 산업 및 국가 경제 전반에 심각한 영향을 미친다. 최근 태풍 '차바'와 극심한 가뭄 등의 재난 발생으로 인해 국가 경제가 전반적으로 위축되는 것으로 평가되었다. 그러나 우리는 특정 지역에서 발생한 재난이 타지역으로 파급되어 국가 경제에 어떠한 영향을 미치는지에 대한 대략적인 현황조차 파악하지 못하고 있다. 따라서 본 연구에서는 산업연관모형과 한국은행에서 발간하는 지역별 산업연관표를 이용하여 태풍 '차바'의 발생으로 인한 울산지역의 피해가 타지역으로 전파되는 영향을 평가하였고, 울산 지역에서 발생한 태풍 '차바'의 피해가 국가 경제에 미치는 영향을 평가하였다. 본 연구결과는 대규모 재난발생이 주변지역으로 파급되는 특성을 파악하고, 국가 경제에 미치는 영향을 정량적으로 평가하여 재난관리를 위한 의사결정시의 기초자료로 사용될 수 있을 것으로 판단된다.

Development of a Single Allocation Hub Network Design Model with Transportation Economies of Scale (수송 규모의 경제 효과를 고려한 단일 할당 허브 네트워크 설계 모형의 개발)

  • Transportation Economies of scale are the essential properties of hub networks. One critical property of the hub network design problem is to quantify cost savings which stem from economies of scale, the costs of operating hub facilities and opportunity costs associated with delays stemming from consolidation of traffic flows. Due to the NP-complete property of the hub location problem, however, most previous researchers have focused on the development of heuristic algorithms for approximate solutions. The purpose of this paper is to develop a hub network design model considering transportation economies of scale from the consolidation of traffic flows. The model is designed to consider the uniqueness of hub networks and to determine several cost components. The heuristic algorithms for the developed model are suggested and the results of the model are compared with recently published studies using real data. Results of the analysis show that the proposed model reflects transportation economies of scale due to consolidation of flows. This study can form not only the theoretical basis of an effective and rational hub network design but contribute to the assessment of existing and planned logistics systems.
