Improvement Measures for Enhancing Professional Safety Sheriff's Specialty (안전보안관 전문성 제고를 위한 개선방안)

  • The purpose of this study is to examine the role of safety sheriffs and their necessity in order to improve the activation of safety sheriff's professionalism. Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. Finally, it is necessary to establish a concrete manual, strategic safety inspection plan.

A Study on the Feasibility of the Espionage Charges for the Industrial Technology Divulgence (산업기술의 해외유출행위에 대한 간첩죄 처벌 타당성 연구)

  • Economic security emerged as a strong element of national security. Nations around the world are exerting their efforts to collect economic intelligence to serve their national interest while making added efforts to uncover industrial espionage and arrest industrial spies in defensive aspect. Cases in point are the enactment of "Economic Espionage Act(1996)" of the U.S. and the "Act on Prevention of Divulgence and Protection of Industrial Technology(2006)"of Korea. Korea is trying to punish industrial spying on the same level as espionage that poses national security threat by revising Criminal Code. It is necessary to review whether the move to toughen the punishment of industrial spying from "up to 15 years in prison and/or up to 1.5 billion won in fine" to "minimum seven years of imprisonment, life imprisonment or death penalty" is appropriate. Advanced nations regulate industrial spying with a special act on economy although they have applied espionage act not to "enemy states" but to "foreign countries" in the first place. Likewise, preventing industrial spying by applying espionage act through the revision of criminal code poses a risk of undermining the autonomy of industry sector by excessive influence of state power. Furthermore, the penalty of minimum imprisonment of seven years, life imprisonment or death penalty with the application of espionage act under the criminal code is an legal application by stretching of the law, posing a risk of dampening healthy economic activities. Therefore, revising and applying relevant economic laws such as aforementioned 'Act on Prevention of Divulgence and Protection of Industrial Technology(2006)' is thought to be desirable to achieve the goal of protecting industrial technologies.

  • A sudden change of social structure makes the nations have experienced terrorism to establish an anti-terrorism law and associate with international agreements to protect themselves from terrorism. Korea is exposed to terrorism as it has grown in stature by holding the international occasions and has been easy to travel abroad since 1980. Korea regulates the terrorist by a guideline which was established in 1982 by the presidential instruction and other criminal law. However, the majority of people doubt the propriety of overinterpretation of the law and punishment for terrorism. To cope with the situation strongly, it is better to establish an anti-terrorism law to block terrorism and apprehend the terrorist beforehand. Also we should realign an anti-terrorism organization that should be organized by the type of terrorism. In addition, we can expect to avoid waste of a budget and human efforts if we introduce terrorism warning system and face with each stage of situation. Lastly it is possible to prevent terrorism if we build up preventive actions along with the local residents.

  • This study researched police intervention to ensure the safety of Multi-swarm events. And this study researched best practices of foreign countries. This study propose a solution. It used the situation to police intervention and domestic Multi-swarm events leading research and safety management systems. Safety management for multi-swarm events did ministry of public safety and security, local government, police department, fire department etc. Activities of Safety management for multi-swarm events was checked the risk level, safety management, safety planning and training, safety management in accordance with the Manual. But, safety management of police had Manual maintenance is necessary for the police forces and take advantage of, it is necessary to clarify the mission, it is necessary to configure the risk of a step-by-step checklist for police safety tips in detail. This study for solve the problem proposed the United States, United Kingdom, Germany, France, Australia, the case of the Japanese.

  • According to the children's crime risk is increased, national police agency has implemented child safety keeper system since 2009. Despite the importance of child safety keeper studies, there was no seeking of empirical research and development plan for the operation. The purpose of the study is to find ways to improve the effectiveness of the child safety keeper system. To achieve the research objectives, all the child safety keepers were surveyed by quota sampling in the 16 provincial police agency. Questionnaire analyzed by frequency analysis, t-test, Avova, multiple regression analysis. The result of analysis is the need to strengthen links with child safety keeping house, participatory setting for the patrol route, the improvement of education management and supervision, adequacy of allowance, strengthening contact with children for job success awareness.

The Effects of Emotional Labor on Fatigue Scale of Private Security Guards in Regular Exercise (시큐리티 요원의 규칙적인 운동참여 활동이 감정노동과 피로도에 미치는 영향)

  • The purpose of this study was to examine the effects of emotional labor on fatigue in regular private participation of sports workers, and to provide basic data to improve the welfare and working environment of private security guards, the core of private security industry. The survey response of 260 private security guards was used as the final analysis data, and the following conclusions were drawn through statistical tests of factor analysis, t-test, correlation analysis, and multiple regression analysis using the SPSS Windows 18.0 statistical program. First, the private security guards who regularly participate in sports showed lower sub-variability of fatigue, physical, exhaustion, and nervous system fatigue than private security guards who did not participate in sports. Second, it was found that fatigue was lower as the inner variables became higher, and that as the surface behavior became higher, the fatigue factor was lower. In conclusion, regular exercise participation can reduce emotional labor and improve fatigue of civil security personnel.

A Factor having Influence on Housebreaking Victimization (주거침입 피해에 영향을 미치는 요인)

  • The aim of this study was to investigate the factors influencing on housebreaking victimization in South Korea. It is important that a resident, police officer, and policy makers use Routine activities/lifestyle theory in order to explore whether proximity and exposure to offenders or presence of guardianships affect the resident's risk of being victimized. In this context, the current study utilizes proximity variables: disorder of residence, exposure variables: hours of empty house and guardianship variables: social networks, security equipment. The study employs secondary data(Korean Crime Victim Survey in 2008) responses from a sample of 4, 710 resident. and Logistic regression analysis was used to examine whether the likelihoods of housebreaking victimization was associated with the measures of proximity and exposure and the lack of guardianship. The result of the study showed that proximity(disorder of residence) and guardianship (security equipment) are statistically significant predictors that is associated with an enhanced risk of school violence victimization while controlling for other variables. Further policy implications of the study will be discussed.

  • Japanese oil companies have begun to set up a mutual support system to prepare for any large scale oil spillages due to the huge increase in size of tankers since 1973. In 1990, the Petroleum Association of Japan established the Oil Spill Response Department and has been conducting researches on management of oil spill combatting materials and the effective prevention of maritime oil disasters. Japan Coast Guard, in accordance with the regulations of the OPRC in 1995, formulated the national contingency plan and built a mutual-contact network among the related government institutions. Its Guard & Rescue Department. Disaster Prevention Section has been working for the maintenance of oil spill combatting materials and coordinating related work with private organizations. The Japanese government has been strengthening the maritime oil spillage management system since the Nakhodka wreck incident in 1997.

A Study on Countermeasure against Trauma and PTSD of Police Officers -Focused on In-depth Interview with Targets- (경찰공무원의 심리적 외상(Trauma)과 외상후 스트레스 장애(PTSD) 대응 방안에 관한 연구 -대상자 심층면접을 중심으로-)

  • The objective of this study is to provide psychological welfare promotion method of police officers who experience trauma and PTSD due to police activity in local community while handling various accidents and protecting civil life and safety at the forefront of the national disaster accident site. For this objective, following countermeasure was presented through trauma/PTSD-related literature and in-depth interview with police officers who experienced trauma and PTSD. First, psychological examination is required to be performed positively and realistically for the police officers. As police officers have high emotional labor stress not only by physical burden but also by civil service, a regular psychological examination shall be established systematically together with physical rest. Second, proper action for the regular psychological examination result of the police officers is required. Third, a psychological support system for the police officers is required to be established and for this objective, expansion of police-operated mindful accompanying center and its devoted operation are required to be performed. Fourth, an opportunity of getting rid of stress of police officers shall be provided and for this objective, required budget for activating club activity is required to be allocated and activity condition should be created.

A Study on the Direction of Policing for Effective Disaster Prevention and Management (효과적인 재난 예방 및 관리를 위한 경찰활동 방향)

  • The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.
