기고문 - 조경수 배치 설계사 양성과 경관 상품 개발

  • 국가 발전과 국민생활수준 향상으로 조경수를 이용한 경관조림이 생태공원, 도시숲, 학교숲. 거리숲 등의 이름으로 확대되어가는 현상을 보게 된다. 경관조림지를 보면서 행정가의 눈에 의한 행정적 조림, 작업원의 눈에 의한 사업적 조림은 있으나 전문가에 의한 경관조림기술이 부족하다는 것을 느끼곤 하였다. 수많은 조경수들 중에서 본연의 형태와 생태적 요구 특성에 알맞고, 입지특성 및 지역의 문화사회적 특성을 고려한 수종을 선택하고 배치하는 일은 물론 쉬운 일은 아닐 것이다. 그러나 경관조성과 관리사업에 대한 사회적 수요는 지속적으로 늘어날 전망이고, 경관의 질도 향상시켜 나감은 물론 경관조성사업의 투자 효율도 증대시키는 측면에서 조경수 배치 설계사 양성의 필요성을 제안해 보고자 한다.

부산남항 수변경관 현황분석 연구

  • 항만경관은 항만의 특징을 드러내는 매력적인 요소로서 항만재개발에 있어 중요한 요소가 되고있다. 최근에는 항만재개발사업에 있어 항만경관의 중요성을 인식하고 항만 고유의 특색을 살린 수변경관계획 수립을 통해 수변경관을 개선함으로서 사람들이 모이는 매력적인 항만으로 변모하고자 한다. 도심의 친수공간으로서 잠재력이 큰 부산남항은 다양한 수변공간계획 및 개발사업이 추진되고 있지만 관련 기존 항만개발사업은 기능성과 경제성에 초점이 맞추어져 있어 수변경관에 대한 고려가 매우 부족한 실정이다. 따라서 본 연구는 부산남항의 경관을 개선하고 매력적인 항만으로 변모하기 위한 수변경관계획 수립을 하기 위해 기초자료 수집을 목적으로 부산남항을 7개 지구로 구분하고 각 지구의 수변경관(색채, 랜드마크, 야간경관) 현황을 조사하였으며, 조사결과를 토대로 지구별 수변경관의 문제점을 분석하고 개선대책을 제시하였다.

  • 항만은 해륙교통의 요충지로서 그리고 국토의 균형적인 발전과 지역진흥의 기반으로서 중요한 역할을 담당하고 있지만 노후항만시설 및 쇠퇴공간에 대한 유지 및 보수가 효과적으로 이루어지지 않아 기능의 상실은 물론 재해와 우범화의 대상이 될 수 있다. 특히, 항만의 활성화를 위해 중요한 부분인 항만고유의 기능인 생산 및 물류의 지원과 아울러 소득수준 향상에 따른 풍부한 생활공간으로의 환경 친화적인 정비와 항만재개발이 필요하며, 미래지향적 종합항만공간으로의 기능전환이 이루어지고 있다. 국내 최초로 대규모 항만재개발이 추진되고 있는 부산북항재개발 사업에서도 항만도시의 경쟁력을 위해 국가차원에서의 경관계획을 반영하고 있으며, 해양도시 이미지 개선 및 가치향상을 위한 노력의 일환으로 고유의 자연, 역사, 문화적 자원과 함께 각종시설, 건축물, 상징물, 생태 녹지의 상황과 특성에 맞는 경관조성에 노력을 하고 있다. 본 연구에서는 부산북항재개발 사업에 대한 경관색채계획 사례분석을 통해 경관조성방안에 대해 향후발전방향에 대한 기초자료로 활용 할 수 있으리라 판단된다.

  • In this study we had chosen the examples of the development projects, so that examined about the process of the landscape impact assessment and the detail evaluation items. Especially the part of the leisure facilities and the landscape aspects among the evaluation items were reviewed whether followed the process of environment impact assessment or not, whether the impact estimate, and depreciation scheme according to the present condition and enforcement of the actual development projects perform reasonably or not. From the study, derived the improvement on the landscape impact evaluation using with 3D Simulation method is expected to contribute to the valid landscape impact assessment and the reasonable alternative proposal.

Development and Utilization of Evaluation Methods for Offshore Wind Farm Landscape Quality Assessment (해상풍력발전단지 경관의 질 평가를 위한 평가기법의 개발 및 활용방안)

  • In Korea, the technical techniques for assessing visual impacts are standardized, but the methods for assessing the marine landscape itself are not standardized and need to be improved. In particular, in the landscape impact assessment of offshore wind power generation in Korea, it is necessary to recognize the landscape itself as a receptor and prepare a system that can evaluate the characteristics and sensitivity of the landscape. In this study, we propose an evaluation method for preparing a marine landscape quality assessment document that reflects the project characteristics of offshore wind power projects, and examine the possibility of utilization by applying it to actual project sites as an example. To evaluate the quality of marine scenery in offshore wind power projects, evaluation items of landscape characteristics, physical characteristics, and socio-cultural characteristics were evaluated based on the preliminary survey contents, and the quality of marine scenery was divided into five grades. Next, the evaluation criteria of the evaluation items were synthesized and the quality of the marine landscape was classified into preservation grade (grade 5), semi-preservation grade (grade 4), buffer grade (grade 3), semi-improvement grade (grade 2), and improvement grade (grade 1). In addition, the Sinan-Ui Offshore Wind Farm, an actual project site, was randomly selected to conduct the evaluation process and examine its utilization. This study aims to complement the existing method of visual impact assessment in offshore wind power projects and evaluate the quality of the marine landscape itself to effectively conserve marine landscape resources during offshore wind power projects. Rather than relying on mechanical and quantitative evaluation, this study is expected to be used as a basis for comprehensive understanding of the location and socio-cultural characteristics of the project site and for communication and cooperation with stakeholders.

Difference of Place Identity Perception and Landscape Preference between Residents and Tourists in Ihwa-dong Mural Village (이화동 벽화마을 주민과 관광객간의 장소 정체성 인식 및 경관 선호 차이에 관한 연구)

  • Murals in villages revitalize communities and spaces, and are economically efficient. Central and local governments are therefore actively undertaking Mural Village Projects but there are some issues and concerns about the projects for the provision of uniformed landscapes for the regions that are the result of a short-term completion of projects, and instead of cohesion, cause destruction of place identities. In addition, the problem of sustainable landscape management that is the result of low community involvement can be pointed out because the murals are products of government-led projects. The study covered the context of landscape and space change processes from a critical perspective, and focused on Ihwa-dong Mural Village, which is considered the first mural village in Korea and has begun to undergo drastic changes due to attention received from media. The purposes of this study are as follows. First, the study provides data about difference of place identity perception and landscape preference between residents and tourists in Ihwa-dong Mural Village. Second, this paper evaluates the current Mural Village Projects and finds alternative directions to improve the projects by using these data. This paper analyzed tourist hot spots in Ihwa-dong Mural Village by using SNS analysis, a field study and focus group interviews. The difference of place identity perception and landscape preference was examined among three groups: residents, new residents who are invited by Mural Village Projects, and tourists. This study showed that many tourists are focused on landscape areas that were not intentionally constructed projects. In addition, the locations of preferred landscapes and stores overlapped. Meanwhile, using qualitative data analysis, it was found that residents perceived the area as being an under-privileged location, while the murals, a non-daily landscape, largely affected place identity perception of new residents and tourists. For landscape preference, tourists preferred outdoor rest areas, while new residents and residents preferred less. Additionally, new residents and tourists preferred an area's night view while residents made no mention of this. Related to the direction of the projects, three groups showed their dependence on the government. This empirical study is significant from a participatory design perspective and in analyzing the issues for mural villages' landscapes, which are spreading across the nation and proceeding without criticism in urban regeneration. Implications for urban planners and suggestions for the future projects are given.

Preliminary Landscape Improvement Plan for Gu-ryong Village (구룡 해안마을 경관형성 기본계획)

  • This Study is about the "Comprehensive Landscape Improvement Plan for Gu-ryoung Seaside Village that was one of most exhibited projects for developing sea villages." The formulations of the plan were supervised by the Ministry of Land, Transport, and Maritime Affairs and were executed by the Goheung Country. Rather than proposing renovations for the landscape, this study maintains the existing order and attempts to examine the plan by scrutinizing the vernacular design language of the landscape. In the study, community members had the opportunity to express their opinions and ideas about the community through workshops composed of community participation programs, and participated in the decision-making process through consultation meetings. The conclusion of this study was relevant to the activities of the committee on landscape improvement. The Comprehensive Landscape Improvement Plan has three objectives: (1) resorting and modifying the natural landscape, (2) restructuring the roadways, and (3) modifying key spaces. In the end, the role of Gu-ryong Mountain as a background of the landscape was focused on tree planting drives that were undertaken, and accessibility to the sea front was improved. Second, in restructuring the roadways, rough roads were restored and unconnected roads were connected to ensure a network of roads along the sea front, inner roads in the village, roads at the Fringes Mountains, and stone roads on the mud flat. In addition, roads were named according to the character of the landscape and signs were installed. Finally, the existing key spaces, in which community members came together, were restored and new key spaces were created for the outdoor activities of the inhabitants and the diverse experience of visitors. A guideline was also created to regulate private areas such as roofs, walls, fences of residential buildings, and private container boxes and fishing gear along the sea front. The strength of this study is that it is seeking to determine the greatest potential of the landscape and set the plan by examining the lives of community members. Some problems were found during the development of this study. Further, there were problems in the community's understanding as elaborated below. First is the gap between community members' awareness and practice. Even though they were aware of the problems with the village landscape, they hesitated to implement improvements. Second, community members have misunderstandings about the landscape the improvement plan. The local government and the residents have understood this plan as a development project; for example, new building construction or the extension of roads. Third, residents are not aware that continuous attention and improvements are required for the upkeep of the landscape in the sea village. The plan to improve the landscape should promote a balance between making the area as a tourist attraction and maintaining the lives and cultural activities, because the sea village system incorporates settlements, economy, and culture.

Landscape Color Plan based on Storytelling (스토리텔링 기반의 경관색채계획 울산광역시 동구 주전마을을 대상으로)

  • This study was performed based on "Basic plan of landscape forming project in Jujeon village" which was performed during January ~ August 2011 as a target of "Pilot project of landscape forming in coast village" held by the Ministry of Land, Transport and Maritime Affairs. The project target, Jujeon village, Dong-gu, Ulsan metropolitan city has unique scenery and cultural and historic features. However, its distinct landscape is getting fallen due to insufficient management and development done without considering local feature. Therefore, we need to plan to increase the distinctive place value of coast village, and the landscape color plan is an essential element upon ma king entire harmony of village unit. This study, therefore, aims to suggest authentic landscape color plan and improvement plan of Jujeon village through local color research, local history, geographical feature, and resident sense research of Jujeon village. Especially, for independent landscape color plan for a small village, this study is significant to develop authentic color plan of Jujeon village based on storytelling and to provide possibility in landscape color plan through storytelling in the future.

The Method of Selecting Landscape Control Points for Landscape Impact Review of Development Projects (개발사업의 경관영향 검토를 위한 주요 조망점 선정 방법에 관한 연구)

  • The Natural Landscape Rating System was introduced in the amendment of the NATURAL ENVIRONMENT CONSERVATION ACT in 2006. For landscape preservation, the system aims to consider the effects of development projects or plans implemented in a natural landscape on skylines, scenic resources, and view corridors. Currently, a lack of consistency in standards for determining Landscape Control Points (LCP) to assess landscape impact lowers the accuracy and reliability of the assessment results. As the perception of and the impact on a landscape varies, depending on the location of the LCP, it is necessary to establish a reasonable set of criteria to select viewpoints and avoid unreliability in the assessment due to unclear criteria. The intent of this study is to propose an objective and reasonable set of criteria for LCP selection to effectively measure the impact on the landscape from development projects that anticipate a change in the landscape and, ultimately, to suggest basic analysis methods to assess the landscape impact of development projects and to monitor the landscape in the future. Among the development projects affecting natural landscapes, as reported in the statement of the environmental impact assessment, cases of construction of a single building or other small-scale development projects were studied. Four spot development projects were analyzed in depth for their landscape impacts, in order to make recommendations for the LCP selection procedure, which aims to widen the scope of selection according to the direction of viewpoints from the target site. The existing results of analysis based on LCP have limitations because they failed to cover the viewshed of the target buildings when there are topographical changes in the surroundings. As a solution to this problem, a new viewshed analysis method has been proposed, with a focus on the development site and target buildings, rather than viewpoints, as used in past analysis.

Variation Landscape Enhancement Strategy through Coloring Plan in the Busan North Port Redevelopment (부산북항재개발사업에서 색채계획을 통한 경관조성방안)

  • In the Busan North port redevelopment project, which is the first large scale port redevelopment project in this country, it adopted the national landscape plan for competitiveness of port city. Furthermore, it includes many efforts on landscape formation in the process of improvement of ocean city image and enhancement of its value, which fits for the situation and characteristics of the original nature, history, and culture resources, together with all facilities, structures, symbols, and eco green belt. Firstly this study attempted to analyze the characteristics of Busan landscape, Busan city design plan(2010), especially coloring plan, together with the case study of landscape color plan for foreign countries. From the basis of this analysis, it was proposed a landscape enhancement strategy in the Busan North port redevelopment project through the coloring plan and it is expected that the result would be used for the basic data for other redevelopment project.
