A Basic Analysis on the Operation of the Cultural Heritage Committee (부록 1. 문화재위원회의 역할에 관한 기초적 분석)

  • The Cultural Heritage Committee is an advisory committee established under the Cultural Heritage Administration with the aim of carrying out examination and deliberation on preservation, management and use of cultural properties. The Cultural Heritage Administration is responsible for Korean cultural properties. It was found to produce and execute policies on cultural properties, which involves in-depth investigation and consultation of experts in the fields of cultural properties. In here the Cultural Heritage Committee plays an important role in policy-making on Korean cultural properties. Governmental committees in Korea are largely divided into consultation committees and administrative commissions. Consultation committees are subdivided into consultation, deliberation and legislative committees. The Korean government established the Bureau of Cultural Properties in October 1961, and enacted provisions (as a presidential decree) on March 27, 1962, by the Cultural Properties Act, January 10, 1962. The Cultural Heritage Committee was opened as a deliberation committee which covers the entirety of cultural properties, including designation and cancellation of cultural properties, on which currently 120 members serve in 9 subcommittees. The committee member hold two years membership. This analysis contains a frame and scheme of the committee, function and statue of the current operation and study on role of a deliberation committee.

A Study on the Designated Manager System of Public Libraries in Japan (일본 공립도서관 지정관리자제도 연구)

  • The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

Gravity Field Interpretation and Underground Structure Modelling as a Method of Setting Horizontal and Vertical Zoning of a Active Fault Core (활성단층의 3차원적인 규모를 결정하기 위한 중력장 데이터의 해석 및 지각구조 모델링: 양산단층에서의 예)

  • In order to estimate the vertical and horizontal structural in the Yangsan fault core line (Naengsuri area, Pohang), we carried out gravity field measurements and interpretation procedures such as Euler deconvolution method and curvature analysis in addition to the forward modelling technique (i.e. IGMAS+). We found a prominent gravity difference of more than 1.5 mGal across the fault core. This indicates a distinct density difference between the western and eastern crustal area across the Yangsan fault line. Comparing this gravity field interpretation with other existent geologic and geophysical survey data (e.g. LiDAR, trenching, electric resistivity measurements), It is concluded that (1) the prominent gravity difference is caused by the density difference of about 0.1 g/㎤ between the Bulguksa Granite in the west and the Cretaceous Sandstone in the east side, (2) the fault core is elongated vertically into a depth of about 2,000 meters and extended horizontally 3,000 meters to the NNE direction from Naengsuri area. Our results present that the gravity field method is a very effective tool to estimate a three -dimensional image of the active fault core.

A Study on Yijing and the Landscape Characteristics through the Analysis of Poems in Changdeokgung's Rear Garden (창덕궁 후원의 시문분석에 의한 의경(意境)과 경관 특성)

  • The purpose of this study is to interpret the landscape characteristics of Changdeokgung's rear garden with the idea of Yijing(意境) the way to have a sense of an imaginative object. A term of Jing(境) in Yi-jing means a boundary of man's consciousness. On the boundary of consciousness for an imaginative object, there is a situation of man's emotion to be called Qingjing(情境) to meet an object, and beyond Qingjing, there is Yijing, a consciousness of the idea and the truth. The Structure of the Yijing is an analytical framework in this study. It is clarified that the idea of Yijing and landscape characteristics of changdeokgung's rear garden to analyze works of kings and related historical documents. In result, there were three kings named Injo, Sukjeong and Jeongjo who played big roles to develop the rear garden. First, Injo had built physical structure of the rear garden, the second Sukjong enjoyed Qingjing with composing the poems of Sangrimshipkyoung(上林十景), Jeongjo clearly had made a boundary of idea of Yijing broaden. It is an effective way to interpret imaginative characteristics of our traditional landscape through the concept of Yijing the useful way to understand and systemize a subject of idealistic consciousness.

Policy Suggestions for Geological and Geotechnical Information Management in Earthquake Hazard Mitigation Measures by Local Governments (지자체 지진방재 대책을 위한 지질과 지반정보관리 정책 제언)

  • Due to recent mid-scale earthquakes in the Korean Peninsula, the Korean central and local governments are preparing new measures for earthquake hazard mitigation. Geological and geotechnical information is essential for earthquake hazard assessment. Thus, related data have been collected and assimilated as DBs by various national organizations. However, several problems arise when local governments intend to use this information to establish earthquake hazard mitigation measures. In the case of the geological information, small-scale geological maps make it difficult to acquire detailed information, whereas lithofacies and faults do not often match at the boundaries of large-scale geological maps. Significant geotechnical information is lost due to lack of digitalization. Present study proposes four policy plans for geological and geological information management. First, it is necessary to link industry-academictechnology fields to use the information that has already been or to be produced more efficiently and professionally. Second, local government regulations are required to be enacted and revised to accumulate a lot of geological and geotechnical information. Third an expert system should be prepared to improve the quality of the information. Fourth, it is necessary to establish a dedicated department and expand budget support for efficient information management.

Love and Economy in Cross-border Marriages in South Korea (사랑과 경제의 관계를 통해 본 이주결혼)

  • This study attempts to explore a phenomenon of an expansion of emotional capitalism in the context of marriage migration. Emphasizing that 'emotion,' 'love,' 'affection,' 'intimacy,' and 'care' are neither materialistic nor a work, and noting that they are social roles attached to natural femininity and that they are separated from the economic realm, modern myth has been challenged by the increase of marriage industry, emotional/service work, and care industry. This study discusses the ways in which individual desires for love and intimacy and her/his economical needs are combined or negotiated. Specifically, this study 1) reviews existing literature on how 'love' and 'intimacy' has been combined with economy under capitalism in general, 2) discusses the ways in which a marriage has been commercially negotiated within the context of South Korea, 3) analyzes combined aspects of 'love' and 'economy' within cross-border marriages and suggests that cross-border marriages, even though they are highly commercially negotiated, may not be fully explained by 'economy' only as other marriages have both aspects of 'love' and 'economy.' An analysis on 'love' and 'economy,' not only separated from each other but also controversial, is essential for understanding 'intimacy' and transitions of Korean families in post-modern era. However, the evaluation criteria for commercial trades in 'love' and 'intimacy' have not developed yet. Whereas a certain trade is inevitable or essential, others may threaten our lives. Developing the ethical and political evaluation criteria on such commercial trades requires future study.

Factors Affecting Used Sales Price in C2C Trade Market (C2C 무역 시장에서 중고 판매 가격에 영향을 미치는 요인)

  • As global growth has gradually declined, the Customer to Customer (C2C) market has expanded. And the growth potential of the C2C market is getting higher than in the past. Therefore, in this study, we examined what factors affect the price of used products within the C2C market. In order to examine the factors, we used data provided by Kaggle, which is a data science platform, and Mercari, Japan's largest C2C community marketplace platform. In research methods, the characteristics of the products were selected such as product categories, product status, shipping costs, product brands, and the data were analyzed using a linear mixing model to predict the price of C2C used goods. As a result, the variable that most affected the price was the shipping cost. When the seller paid for the shipping cost, the price would drop more than if the buyer had to pay. This study has been shown that the shipping costs is also an important factor in the used market, which can provide practical implications for customers of real transactions.

  • Information service technology continues to develop, and information service continues to expand based on the IT convergence trend. The premeter-based security model chosen by many organizations can increase the effectiveness of security technologies. However, in the premeter-based security model, it is very difficult to deny security threats that occur from within. To solve this problem, a zero trust model has been proposed. The zero trust model requires authentication for user and terminal environments, device security environment verification, and real-time monitoring and control functions. The operating environment of the information service may vary. Information security management should be able to response effectively when security threats occur in various systems at the same time. In this study, we proposed a security policy distribution system in the object reference method that can effectively distribute security policies to many systems. It was confirmed that the object reference type security policy distribution system proposed in this study can support all of the operating environments of the system constituting the information service. Since the policy distribution performance was confirmed to be similar to that of other security systems, it was verified that it was sufficiently effective. However, since this study assumed that the security threat target was predefined, additional research is needed on the identification method of the breach target for each security threat.

Neuroscientific Challenges to deontological theory: Implications to Moral Education (의무론에 대한 신경과학의 도전: 도덕교육에의 시사)

  • This article aims to search for moral educational implication of J. D. Greene's recent neuro-scientific approaches to deontological ethics. Recently new technique in neuroscience such as fMRI is applied to moral and social psychological concepts or terms, and 'affective primacy' and 'automaticity' principles are highlighted as basic concepts of the new paradigm. When these principles are introduced to ethical theories, it makes rooms of new and different interpretations of them. J. D. Greene et al. claim that deontological moral judgments or theories are just a kind of post hoc rationalization for intuitions or emotions by ways of neuroscientific findings and evolutionary interpretation. For example, Kant's categorical imperative in which a maxim should be universalizable to be as a principle, might be a product of moral intuition. Firstly this article tries to search for intellectual backgrounds of the social intuitionalism where Greens' thought originates. Secondly, this article tries to collect and summarize his arguments about moral dilemma responses, personal-impersonal dilemma catergorizing hypothesis, fMRI data interpretations by ways of evolutionary theory, cultural and social psychological theories, application to deontological and consequential theories, and his suggestion that deontological ethics shoud be rejected as a normative ethical thought and consequentialism be a promising theory etc. Thirdly, this tries to analyse and critically exam those aspects and argumentation, especially from viewpoints of the ethicists whose various strategies seek to defeat Greene's claims. Fourthly, this article criticizes that his arguments make a few critical mistakes in methodology and data interpretation. Last, this article seeks to find its implications for moral education in korea, in which in spite of incomplete argumentation of his neuroscientific approach to morality, neuroethics needs to be introduced as a new approach and educational content, and critical materials as well.
