A Study on improvement for a means of access to electronic financial service (전자금융서비스 접근매체 변화에 따른 법제도 개선방안)

  • As financial deregulation policies implemented by the government, electronic financial service is improved but security concerns are increasing and ultimately weaken trust in the financial service. Electronic financial service becomes more and more dependant on the IT platform and the initiatives of access device is also gradually shift to that platform. As biometric sensor is mounted on the smartphone, structural change in the access device is coming. It must be a positive signs in terms of fintech development, in the other side, it can cause many problems such as weakness of regulation and ambiguity of principals of responsibility. So in this paper, by analysing this problem-the shift of service initiative-on the access device I'll propose the best way to the the legal amendments.

  • The country using factoring actively today is England. The history of factoring could throw back to the Middle Ages, but modern factoring was developed in colonial age of the United States and it was known throughout England in 1960s. At the beginning, it performed mercantile agent who works in local area in order to get rid of uncertainty and inconvenience of a distant trade, but it was getting developed into a today's factoring system which focusing more on financial function. The factoring is called 'account receivable financing' in the United States and it is started out as sales agent and getting developed to 'del credere agent' who guarantee the payment. The activities of factors have been expanded to not only consignment sale and payment guarantees but also advance financing service. However, at the end of the 19th century, the direct sales(direct marketing) was expanded by the development of telecommunication and transportation technology, and then the marketing service by factor was degraded, but the collection of payment and advance finance had been maintained until now and developed into today's factoring system. Especially, the establishment of Uniform Commercial Code in 1931 had formed the basis for activating factoring in the United States through preparing a legal basis of factoring. Due to changes of international trade environment, most of commercial bank in Korea have to deal with export factoring as a trade finance service and it is desirable to specialize as a financing for small and medium company.

  • As enactment and enforcement of capital markets integration law, investment banks are going to be appeared in our financial market and be able to provide payment services. To provide these kinds of services, investment banks need to be participated in the financial network. As the financial network enormously affect the economy, the operation of the network will require a variety of risk managements. In this paper we define operational risk management criteria for the financial network such as security, in-time response, economical efficiency and stability to be required for the healthy economy and propose the configuration of the financial network system based on virtual private networks for investment banks to provide payment services. Finally we analyze that the proposed VPN configuration for financial networks has high security and in-time response with the cost and operation effective.

  • At the time the local credit-card companies plunged into a liquidity crisis in 2002, S-Card was urged to take into account the estimated customer income (ECI) to enhance its customer credit evaluation function for the first time in Korean financial industry. Before this new attempt by S-Card, most credit-card companies including S-Card had performed a customer's credit evaluation based on the customer's behavioral factors such as the amount of purchase on credit, debt payment, and financial history that is provided from the Credit Bureau. However, this approach failed to measure customer's potential value which is one of the major factors in judging the customer's ability to pay, and hence, led to difficulties in risk management. The purpose of this case study is to present the better approach to sophisticated risk management for financial firms in Korea by reviewing S-Card's process of customer income estimation and its application to risk management.

  • This paper discusses on Electronic Payment System between U.S.A. and Canada. In particular, I focused on ACSS compare with FedACH(Fed Automated Clearing House) to advance a research effects. Because both of them is a low-value, high-volume retail payment system which their countries represent. The ACSS(Automated Clearing Settlement System) is the system through which the vast majority of CPA payment items are cleared, through various payment streams. In 2014, ACSS system cleared approximately 6.8billion payments worth a total value of $ 44.9 trillion. While, The FedACH Network are the center of America Commerce, moving more than $40 trillion each year. That's made up of almost 23 billion electronic financial transaction, including direct deposit via ACH, social security and government benefits, electronic bill payments such as utility and mortgage payments. Thus in this article, first of all, I considered features of payment system and the types of payment items between ACSS and FedAch. Second, I analyzed the status of central bank and legal background. Third, I focused on the operational policy and risk aversion policy. Lastly, I suggested that their payment and banking system have to assume, with good reason, more efficiently accurately and securely operation to protect their customer from credit risk and financial fraud.

Effects of Cyberloafing on Cybersecurity Risks of Organizations: The Case of a Financial Institute (사이버로핑이 조직의 정보보호 리스크에 미치는 영향)

  • Organization members often use the Internet for non-work purposes during work hours, which is called cyberloafing. Certain types of cyberloafing (e.g., webhard, adult, and gambling sites access) can be a major cause of malware infection, which can ultimately generate significant damages to organizations. It therefore is important to examine the relationship between cyberloafing and cybersecurity risks of organizations. We analyzed log data from an internet filtering system of a financial institute and found that the more employees access to blacklist sites, the higher the possibility of malicious code infection. In other words, cyberloafing increases cybersecurity risks of organizations. We suggest that organizations need to monitor and control their members' internet use in an appropriate way.

The Genealogical Study on SWIFTNet Trade Service Utility and Bank Payment Obligation (SWIFTNet TSU BPO의 계보학적 연구)

  • The thesis examines genealogical study of various aspects to overcome lots of problems which come by when we execute SWIFTNet TSU BPO. Practical implications regarding the innovation of electronic trade infrastructure are as follows. First, the shipping documents in the SWIFTNet TSU BPO are directly sent to an importer by an exporter after the baseline is confirmed. With this process itself, therefore, the bank cannot secure the account receivable. When initiating the SWIFTNet TSU BPO deal, it is needed to set regulations on the bank's account receivable security in the contract. Second, the SWIFTNet TSU BPO should also have an institutionally unified sharing platform with security, stability and convenience. It other words, it is needed to develop services which meet e-payment paradigm and international environments through continued analysis on market changes and flow. Third, the SWIFTNet TSU is useful in terms of promptness, reduction of risk in foreign exchange payment, cost reduction. Therefore, the SWIFT should be perfectly united and linked among the banks, importer and exporter to make the SWIFTNet TSU more convenient in countries around the world. Fourth, the SWIFT should be approached from the aspect of expansion of network and creation of a new business model through analysis on these problems with a worldwide perspective. At the same time, it is necessary to build a cooperative system to share information and promote comprehensive management for efficient operation.

  • 금융과 IT의 융합을 의미하는 핀테크(Fintech) 열풍이 전세계적으로 뜨겁게 불고 있다. 핀테크를 통해 신기술들이 금융 산업 전반에 융합되면서 새로운 형태의 금융서비스가 등장하고 기존의 금융 시스템들이 가져왔던 문제점들을 개선하는데 기여할 것으로 보인다. 하지만 핀테크 산업 활성화를 위한 지속적 규제 완화와 이용자 편의성을 위한 각종 절차의 간소화 그리고 채널 서비스 기술간의 융복합이 일어나는 환경에서 제공되는 핀테크 서비스의 안전성에 대해 우려가 있다. 핀테크 시대에 정보보안은 성장의 인프라이며 금융상품을 선택하는 중요한 기준이 될 것이므로 보안리스크의 정량화와 단계별 통제 방안을 수립하고 사용자 인증, 결제정보 보안, API(Application Programming Interface) 보안 등 필요한 보안요소를 사업모델에 맞게 적용함으로써 편리성과 보안성을 함께 확보할 수 있어야 한다. 본 연구에서는 정보보안 관점에서 핀테크의 서비스의 특징과 보안 취약점을 분석하고 관련 위험을 줄이기 위한 대응방안을 모색해 보았다.

  • This paper investigates how blockchain technology which is an innovation technology of the 4th Industrial Revolution has been settled in international trade. FinTech technology is expected to expand because a new remittance method for replacing the letter of credit has been introduced. In addition, since the purchase of individual customers makes international trade increase rapidly, more convenient FinTech technology will stand in a spotlight. Thus, we confirm that cryptocurrency use will increase in order to maintain stability and reduce risk in international transactions. However, since the legal standing of blockchain technology is now insufficient, the slow spread of FinTech technology will be made for a while.

  • Due to the development of information and communication technology, the global influence on politics, economics, society, and culture has grown. A major example of this impact on the economic sector is the growth of e-commerce, which increases both the speed and efficiency of businesses. In light of these new developments, businesses need to shift away from the misconception that information overwhelms to embrace the enhanced competitiveness that e-commerce provides. However, concern about fraudulent transactions through e-commerce is pertinent because of the loss in both critical revenue and consumer confidence in open markets. Current solutions for fraudulent transactions include real-time monitoring and processing, payment pending, and confirmation through SMS, E-mail, and other wired means. Our research focuses on the management of Fraud Detection Systems (FDS) to safeguard online electronic payment systems. With effective implementation of our research we hope to foster an honorable online trading culture and protect consumers. Future comparative research in domestic and abroad markets would provide further insight into preventing fraudulent transactions.
