A Multivariate Analysis of Changing Information Gaps in Korea (사회인구학적 배경에 따른 정보격차의 다원모형분석)

  • As we are entering the information society, there are increasing concerns about information gaps which are believed to create serious obstacles to social integration and development. Previous studies on the information gaps in Korea, despite their contributions to our understanding of the issue, appear to be descriptive. This study attempts to analyze the relative importance of residential area, gender, age education, and household income for information gaps and their changes in recent years. Based on the data from two surveys conducted by the Information Culture Center, the study run multivariate logit model analysis of the sue of computer and internet. The result shows that all the variables except residential area have influences on the use of computer and internet. In terms of time change, gender-based difference in the use of digital media has decreased between 1998 and 2000 while the differences by all the other variables have remained constant or increased.

Population Aging and Consumption Inequality in Korea (인구구조의 고령화와 소비격차)

  • This study aims to analyze the factors affecting consumption inequality in the 10 years following the financial crisis, applying the cohort method on the data for the first to the eleventh wave of the Korean Labor and Income Study produced by the Korean Labor Institute. The study found that consumption inequality increased rapidly immediately following the financial crisis, and then decreased gradually until increasing again from 2005 onward. Analyzed in terms of age-time-cohort effects, there was a significant change in consumption inequality around the age of mid-forties, and the decrease in consumption inequality was smaller in the younger generations than in the older ones. This suggests that as the current younger generations age over time, consumption inequality may become greater. Also, when the factors in population-cohort-age effects from 1998 onward are analyzed, the age effect in consumption inequality becomes smaller, whereas the role of the rising average age due to demographic shifts seems to be increasing. This means that consumption inequality may become a serious problem in the rapidly aging society. Therefore, there is a need to consider ways to bolster social security and to provide further public assistance in the low-income retiree.

Travel Disparity among the Elderly in Seoul during the COVID -19 Pandemic Period: Differences in Destination Diversification according to Socioeconomic and Spatial Factors - (COVID-19 대유행기에 나타난 서울시 고령층의 통행격차 - 사회경제적 요인과 공간적 요인에 따른 목적지 다변화의 차이를 중심으로-)

  • By defining a travel disparity based on the degree to which travelers diversify their destinations, this paper examines how socioeconomic and spatial factors affect the travel disparity among the elderly in Seoul. This paper uses the COVID-19 pandemic as a natural experiment which can bring about different behavioral responses among the older travelers. Using the smart card data, we compare the destination diversification patterns before and after the pandemic. In the early morning(4:30-9:00), the degree of destination diversification varies between the core and the periphery and this trend persists through the pandemic. In the late morning(9:00-12:00), a new trend of disparity appeared after the pandemic. Although those who hold higher socioeconomic status and live closer to the core have a larger range of choices for destinations, the difference of range did not lead to differences in diversification before the pandemic, due to the discretionary nature of the elderly's trip. In contrast, as the elderly were forced to search alternative destinations right after the outbreak of the pandemic, the range of choices became an important factor causing observable differences in destination diversification. The findings suggest that the travel disparity observed during the pandemic is due to the difference in the range of choices by socioeconomic and spatial factors.

A Study on the Gap Analysis of Public Libraries in Gyeongbuk Region (경북지역 공공도서관 격차분석 연구)

  • In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

  • 이 논문은 다문화 가정의 구성원인 결혼이주여성들이 사회통합을 하는데 필요한 교육정책에 관한 논의인데, 그 중에서 한국사회를 구성하는 기존 구성원들과의 정보리터러시 격차해소를 위한 교육정책에 주목하였다. 지금까지 다문화 가정의 결혼이주여성들을 대상으로 한 교육과정들은 대부분 언어격차의 해소를 위한 것이었다. 기본적으로 그들에게 의사소통을 위한 언어격차의 해소도 매우 중요하다. 그러나 정보화 사회에서 정보의 활용능력과 정보의 습득이 곧 여러 가지 삶의 질이나 다양한 기회의 획득에 중요하게 작용하므로 결혼이주여성들이 빠른 사회통합을 할 수 있도록 하기 위해서는 언어교육뿐만 아니라 정보리터러시 격차해소를 위한 교육정책이 필요하다. 이 논문에서는 결혼이주여성들의 정보격차 해소를 위한 정보교육의 현황을 일부지역을 중심으로 파악하였다. 그리고 정보리터러시 기준에 기초하여 정보교육의 커리큘럼 개발을 위한 구성요소 및 세부항목을 추출하여 정보교육 커리큘럼 개발을 위한 기초자료를 제시하고 정보교육의 활성화 방안에 대해 제언하였다.

Wage Differentials between Standard and Non-standard Workers: Assessing the Effects of Labor Unions and Firm Size (정규직과 비정규직의 임금격차 : 노동조합과 기업규모의 영향을 중심으로)

  • Using panel data from the Korean Labor and Income Panel Study(KLlPS), we examine the wage differentials between standard and Don-standard workers. To control for unobserved individual heterogeneities, we estimate the fixed effect models. Our results show that the OLS estimates are upwardly biased. We also find that labor unions and firm size are important determinants of the wage differentials.

  • The development of ICT are turning information society into smart society which focus on mobile environment. The effect of ICT influence not only technical aspects but also societal and economic aspects. But we can't ignore the side effects of ICT, especially digital divide can cause social elimination. Digital divide is related to redistribution of wealth, so there are too many studies which deal with digital divide. But Most of these studies are focusing on physical accessibility. Also most of digital divide studies address digital divide based on demographic factors such as gender, age, income and education. Of course, these studies are important, but we expect that the aspect of digital divide is different from past digital divide. This paper deal with exploratory discussion for necessity of new digital divide conception by reviewing limitations of existing digital divide research.

The Evolution of Wage and Productivity Dispersion between Korean Manufacturing Establishments, 2000-14 (제조업 사업체 간 임금 및 생산성격차 추세와 그 관계에 대한 분석)

  • Recent empirical studies highlight the importance of between-firm or between-establishment factors in rising wage inequality. Examining the establishment-level data from the Mining and Manufacturing Survey of 2000-14, this paper finds that overall between-establishment wage dispersion has increased in Korea. However, unlike other OECD countries, the divergence occured in the lower tail of the wage distribution. Dispersion in labor productivity exhibits a similar movement, therefore explains the widening wage dispersion. In contrast, the link between wages and total factor productivity is much weaker, which appears to be associated with inefficient capital reallocation. I also find much heterogeneity in the productivity-wage relationship across productivity distribution. The most productive establishments turn the smallest portion of productivity gains into wage increases.

Wage Differentials by Types of Employment Arrangements (정규근로와 비정규근로의 임금격차)

  • The recent economic crisis started at the end of 1997 has brought about changes in labor market practices. One of them is rapid increase in the ratio of workers with alternative employment arrangement, so-called contingent workers. This type of arrangement, unlike traditional employment arrangement, makes employers properly adjust employment to business cycles and it also makes it possible for employees to solve time and spatial constraints related to labor supply. However, recent experience has revealed its negative characteristics such as lower wage rate, deficient fringe benefits, insufficient job security. Using the data from the first and the second wave of the Korea Labor and Income Panel Survey, this study focuses on change in the tendency of being contingent workers and decomposition of the wage differentials among regular and contingent workers by estimating the switching regression model. Results show that the recent crisis significantly contributed to probabilities of being contingent workers, especially for women, the young, the older, and the lowly educated. Decomposition shows that one quarter or one third of 35% of wage differentials are due to the price effect that the same productive characteristics are differently paid by the types of employment arrangements.
