Korean society suffers from severe divisions represented by bi-polarization and collapse of the middle class. Intensive demanding on expanding social welfare budget has emerged in accordance with such a dramatic shift. Social consensus moving toward well-financed welfare policy, however, happens to meet political opposition supported by the discourse of fiscal soundness. This paper thus pays particular attention to deciphering the discursive structure in way of understanding how discourses bring public policy into play. For this purpose, news articles about fiscal soundness collected from 8 national newspapers have been analyzed in terms of frame, attitude, perspective and world view. Research results show, first of all, that there exist persistent competition between two frames identified as 'reduced tax with fiscal discipline' and 'increased tax with welfare money.' While the 'reduced tax' frame favors in maintaining tax cut at the expense of welfare budjet, the frame of 'increased tax' supports such arguments as the flexible employment of fiscal soundness and prosperity of national community helped by widening tax revenues. Also did these frames include a number of sub-frames like welfare populism, partisan politics, trickle down effect, tax bonanza for the rich, universal welfare and market over-reactions in order to bolster its logical authority. Media's active taking a part in penetrating supportive frames in line with political stance was found as well. Taking into account both the discursive structure upheld by frames and politics materialized by the media, the authors argue that public policies should be considered more as discourse than fixed reality. Shedding additional light on understanding the interplay among public opinion, policies and media discourse is of another importance for further study.

The purpose of this study was to examine the internet addiction tendency of University students. A self-reported questionnaire was completed by 354 students in the G city from March 15 to May 22, 2017. The data were analyzed by exploratory factor analysis, Pearson's correlation analysis and multiple regression analysis using the SPSS 12.0 program. Factors affecting the internet addiction tendency were using time of internet, consciousness of information ethics(soundness to internet use), self-control(p<0.05). Accordingly, it is necessary to develop mediator program in order to preventive internet addiction to enhance of consciousness of information ethics and control using time of internet and self-control.

The main aim in software education is to improve problem-solving ability based on computational thinking with the healthy information ethics. For this purpose, many institutions have attempted various educational programs such as Educational Programming Language, Physical Computing, and Robot education. However, it is possible to obscure the essence of computer education for computational thinking if the computer education focuses on using certain special education programming language and products. Therefore, this paper suggests a method of algorithm education using RAPTOR which is a visual programming development environment and is based on flowcharts. In order to verify the effectiveness of the algorithms education using the RAPTOR, 16 high-school students were applied to an educational program for twelve hours on five steps and then we obtained positive results.

Busan Metropolitan City is the 3rd Marine City, which has the largest Container port facility and logistic system in the world. However, Busan Citizen's maritime consciousness does not reach that level. This study figures out the problems, and suggests the revitalization of Ocean Education in Busan. This is for the revitalization of the reputation as a Marine City Busan, construction the hydrophil culture and propagation of ocean culture.

본 연구의 목적은 초등학생의 컴퓨터 이용 실태를 분석하여 정보통신 윤리교육에 보다 나은 방향을 제시하기 위해 다음과 같은 연구 문제를 제시하여 연구하였다. 첫째, 초등학생의 컴퓨터 이용 실태는 어떠한가? 둘째, 초등학생의 인터넷 이용과 대화방 사용실태는 어떠한가? 셋째, 초등학생의 불법 복제와 정보통신 윤리 실태는 어떠한가? 위와 같은 연구문제를 해결하기 위해 인천광역시 서구 지역에 있는 초등학교 학생들에게 설문지를 배부하여 응답하도록 하였으며 그 설문자료를 분석한 결과를 요약하면 다음과 같다. 이와 같은 분석 결과를 토대로 결론을 정리하면 다음과 같다. 첫째, 초등학생의 컴퓨터 이용시간 및 컴퓨터를 이용하여 주로 하는 일을 살펴보면 컴퓨터 이용 시간의 적절한 조절 능력과 컴퓨터 활용 능력의 배양이 필요하다. 둘째, 건전한 인터넷 문화를 이룰 수 있도록 지도해야 한다. 셋째, 개인의 인격이 존중되듯이 개인의 사생활도 보호되어야 한다. 넷째, 불건전 사이트에 대한 의식은 대다수의 초등학생들이 부정적인 견해를 견지하고 있다. 따라서 보다 나은 인터넷 서핑을 위해서는 아동들로 하여금 불건전 사이트에 대한 접속을 차단할 수 있는 여러 가지 방법을 모색하고 지도를 통해 불건전 사이트에 접속하지 않도록 하는 교육이 실시되도록 하여야 한다.

The purpose of this study was to investigate the effect of equality of both sexes and self-esteem on perception of dating violence among university students and presents basic data for helping healthy adaption of university life. A survey was held to the university students in Chungcheong cities from April 28 to May 12, 2018. of 225 copies of the questionnaire distributed, a total of 200 copies were in the final analysis. For data analysis, SPSS 21.0 for Windows was used. As a result, there were correlations between variables, the Perception of dating violence of university students were affected by the Equality of both sexes and Self-esteem. and the largest effect was the Violent experience. In conclusion, it is need to development program and counseling with considering healthy intimate relationship and right gender-role for improving adaption of university life.

본 논문에서는 최근 유아대상으로 무분별한 스마트폰 기기 노출 등으로 인한 피해의 심각성을 알고 유아교육에서 인터넷 윤리 및 스마트폰 기기의 올바른 사용이 제대로 이루어 질수 있도록 교육 방법을 제안하는 것이다. 제 4차 산업혁명으로 인하여 연령과 상관없이 과도하게 스마트기기에 많이 노출되고 있다. 따라서, 유아기때부터 올바른 정보 윤리 의식 및 적절한 컴퓨터 사용을 할 수 있는 교육이 이루어지며, 유아 스마트폰 증후군을 예방하여 건전하고 안전한 사이버 세상이 이루어지도록 해야 한다. 그러나 아직까지 유아교육분야에서 정보 윤리 및 스마트폰 중독에 대한 프로그램이 특강형태로 이루어지고 교재교구들이 부족하며, 다양한 활동이 개발되어지지 않고 있는 실정이다. 따라서, 본 연구는 정부차원에서 각 센터와 기관들과 잘 협업이 이루어지도록 유도하며, 전문가들에 의해 다양한 활동이 개발되고 교재교구가 제작될 수 있는 방안을 제안하고자 한다.

This study aims to show a model of environmental planning towards sustainable science parks. For the purpose of this study, an analysis of the environment of green space at sustainable science parks as pertaining to environmental soundness, ecological stability and landscape aesthetics is applied as a case study to Osong Bio-Health Science Technopolis, a developmental promoted district. Considering the factors resulting from Habitat Agenda(II) and other preceding studies, this study derives fifteen elements of environmental planning for sustainable science parks. A questionnaire/survey was conducted with relation to these fifteen elements to officials who would be moved to Osong Bio-Health Science Technopolis. From this survey, it is shown that respondents have a strong awareness that for the sustainable environment of a science park, the park should preserve as much green space as possible, and that the park should be in harmony with the surrounding natural environment. The practice of forestation at sustainable science parks not only develops a healthy environment that promotes an image of green, but also promotes a stable ecological system. As such, this study suggests alternatives to environmental planning from the perspective of landscape ecology by assessing the project of developing Osong Bio-Health Science Technopolis. To continuously maintain landscape aesthetics, one needs to control the height of buildings, lest the forests should be hidden by the buildings.

The purpose of this study was to suggest implications that the level of sound financial management ability of university students could be raised, starting with the awareness that not only college students but also all financial consumers need high levels of financial management ability, such as knowledge and attitudes toward financial management, as economic conditions are in trouble in the aftermath of the ongoing Corona19. A survey was conducted on college students to achieve the purpose of the study. In relation to the research model set in this study based on the survey, financial management ability and financial self-efficacy as the independent variable, and financial management behavior as the dependent variable were selected to analyze the structural relationship according to the study model. The analysis shows that financial management ability had an effect on financial self-efficacy and financial management behavior. Based on these results, theoretical and policy implications were presented. Finally, the limitations of this study and future research directions were suggested.

Korea is the 5th Maritime Power in the world, especially, Busan Metropolitan City is the 3rd Marine City, which has the largest Container port facility and logistic system in the world. However, Busan Citizen's maritime consciousness does not reach that level. This study points out the problems, which are insufficiency of linkage among maritime education institutes, uniformity of ocean education programs, incomplete ocean education system, inadequate management of ocean education programs and shortage of professional instructors. To solve these problems, it is necessary to develop the ocean education modules, establish the ocean education course and put into formal education course to maximize the education effectiveness. This is for the improvement of the reputation as a Marine City Busan, construction the hydrophil culture and propagation of ocean culture.
