The Development of a Web-based Decision Support System for Construction Claim Management (건설 클레임 관리를 위한 웹기반의 의사결정 지원 시스템 개발)

  • Recently, construction claims have been increased for protecting the rights of construction participants and effectively adjusting the changes under the contract. Thus, the importance of claim management has been emphasized in the construction industry. In domestic construction industry, some claim issues involved in construction activities are often being developed into disputes and even litigations because of the absence of methods or systems for the dispute resolution, and the lack of judicial precedents which can be provided as the references for resolving a particular dispute. In general, the judicial precedents related to the disputes and litigations occurred among construction participants would be extremely valuable in evaluating and analyzing current claims issues. However, such useful information has not been effectively accumulated and utilized in resolving the similar or sometimes identical types of disputes, thus requiring a large amount of additional costs, time and efforts. The primary objective of this study is to propose a web-based decision support system for construction claim management, which enables contractual participants to easily access and use the information of the judicial precedents related to the current construction claims. The decision support system is composed of 'prevention' and 'settlement' modules for avoiding and systematically resolving the construction claims.

  • 최근들어 우루과이 협상의 진전이 가사화됨에 따라 서비스업의 개방이 현실적인 사항으로 인식되고 있고, 서비스업으로 분류되는 건설업도 개방압력에 직면해 있다. 건설시장의 개방에 따라 가장 크게 우려되는 부분은 국내업체의 설계 및 엔지니어링 분야를 들 수 있으며 선진외국 건설업체와 비교했을 때 매우취약한 실정이다. 이에 대처하기 위해 설계 및 엔지니어링 기술을 육성시킬 수 있는 기술경쟁입찰 풍토를 조성할 필요성이 있으며 설계 및 시공단계의 상호조정을 통하여 공사수행을 보다 효율적으로 수행할 수 있는 일괄입찰제도의 확대운용은 필수적이라 하겠다. 따라서 본 연구는 국내 일괄입찰공사의 확대시행을 위한 현행 일괄입찰제도의 개선방향을 설정하고 일괄입찰제도 절차의 개선안을 제안하여 설계입찰자의 평가 및 낙찰자 선정에 대한 구체적인 개선안을 도출하고자 하였다. 이와 같은 개선방안의 마련을 위해 설문 및 면담조사가 실시되었으며 최종적으로 실무자들과의 총의회를 통하여 최종안을 제안하였다. 본 연구의 주된 내용은 일괄입찰공사유형의 제시, 사전자격심사, 입찰서류 및 입찰기간, 입찰자평가시 발주처참여, 낙찰자선정, 실시설계판정, 건축$\cdot$토목$\cdot$기계$\cdot$설비에 대한 새로운 평가체계 제시 등으로 요약할 수 있다.

  • 국토해양부는 지방국토관리청의 도로공사와 관련하여 발생하는 공사비 정보의 교환 및 공유를 목적으로 작업분류체계 기반의 공사비 관리 항목을 추가하여 전자설계도서 작성 납품 지침을 개정하였다. 이를 반영하고 문제점 개선 및 활성화를 위하여 5개 지방국토관리청에서 관리중인 10개 도로건설공사를 시범적용 사업으로 지정하여 발생하는 공사비 정보를 디지털 수량산출정보로 관리하고 있다. 시범사업을 진행하면서 건설공사에 발생하는 설계변경 업무를 전자화하여 관리하는 기능을 개발하고 추가 적용하였다. 이를 통해 건설사에서 생성한 설계변경 정보를 건설사와 발주처가 동일한 형태로 공사비 정보를 공유 및 관리 가능하도록 하였다.

  • At the point of changing from the capacity qualification of temporary equipments for building to safety certification system, the meaning of qualification and the present state of main products are evaluated for Capacity qualification system and compare with related system in developed country. These suggest classification of temporary equipments for building construction in safety certification. Now, present state of the capacity qualification system is estimated; according to the reforming system from restating law in 2003, there are a lot of changing of application in every 3 years because of that. The ability of Making business is improved by checking again but, there are limitation to constantly keep the safety as the system to approve form about sent imitation products. Changing from the capacity qualification system to safely certification system make to include the structure of the qualification system and make a plan standard. It make least panic in the building market and set up some standards for capacity by changing building circumstance. The classification of temporary equipment for building construction in safety certification from the module of quotation form classify each duty quotation item, self-regulation safely verification item and option quotation item, these will more improve the system form and quality of temporary equipment for building than before.

  • Productivity is one of the very important index that measures efficiency of production activities in industry, enterprises and the building industry as well. None the less, the concept of construction productivity is not so clear that productivity management in the building industry have been performed by experience or intuition, productivity related data have not been analyzed through effective productivity management, because structured definition and classification of factors influencing construction productivity did not exist so that it has not been known what information explain each of them. In order to solve this problem, at first construction productivity and factors influencing construction productivity are defined and classified into three groups; (1)Project factors influencing construction productivity (2)Management factors influencing construction productivity (3)Activity factors influencing construction productivity. To find out relation between construction productivity and factors influencing construction productivity, a questionnaire survey for construction managers in the building industry has been conducted.

  • The Ministry of Land, Transport and Maritime Affairs has promulgated the mandatory design of BIM for road projects of more than 50 billion won by 2020 under the Basic Plan for the Sixth Construction Technology Promotion. As a result, major public clients are attempting to implement BIMs that are appropriate to the situation of each institution. On the other hand, it is difficult to design and construct a proper BIM and accumulate BIM information of the ordering organization because the technical guidelines and standard classification system that can perform BIM effectively have not been presented sufficiently. The characteristics of the road should be managed systematically, e.g., atypical objects, such as earthworks, which are constantly changing along a line; large objects, such as bridges and tunnels; and facilities, such as signs and soundproof walls. To achieve this, a multitude of standard systems should be developed and disseminated, but there have been insufficient studies on practical methods. To solve this problem, this study developed a BIM standard object classification system in the road sector to meet the international standard, accommodate a multi-dimensional information system, and provide a more effective BIM standard information environment that can be utilized easily by practitioners.

  • 하천의 수리 및 하도의 특성으로 대표되는 물리적 환경(하도 및 수리 특성)은 생태계 기반으로서 수질특성과 더불어 생물에 미치는 영향이 아주 크다. 따라서 하천의 물리적 환경을 진단하고 평가하는 경우에는 상 중 하류의 위치에 따른 하도의 지형학적 특성과 하천의 규모 및 유량의 크기 등에 따라 하천의 유형을 분류하고 그 유형별 특성에 따라 하천환경의 평가시스템을 구축할 필요가 있다. 1980년 후반 이후에는 세계 각국에서 환경보전, 하천복원 및 하천관리 등 종합적인 하천공학적 관점에서 적용할 수 있는 하천분류체계가 제시되었으며 1990년대 이후 선진국들은 정성적 또는 정량적인 하천의 서식환경 평가시스템을 구축하여 적용하고 있으며 대표적으로 정량적 평가시스템을 운영하는 국가는 독일과 미국이고, 정성적 평가시스템을 운영하는 국가는 영국이며, 호주는 영국과 미국의 평가시스템을 통합한 시스템을 운영하고 있다. 한편, 국내에서는 하천환경에서 생태계 기반인 하천의 물리적 특성(구조)에 대한 평가 및 진단 절차도 없이 시행되고 있는 사례가 대부분이다. 또한 지금까지는 하천의 자연도 평가 연구 등에서 선진국들의 하천환경평가시스템을 여과 없이 적용함으로써 국내의 하천특성을 제대로 반영하지 못하는 문제점을 노출하고 있다. 따라서 국내 하천의 물리환경 평가시스템에서는 생물 서식의 기반이 되는 하천의 하도지형 특성 및 수리특성을 반영할 수 있어야 한다. 하천평가에 앞서 하천유형 분류에 따른 하도특성은 하상경사에 따라서 급경사 하천(high-gradient stream), 중경사 하천(mid-gradient stream), 완경사 하천(low-gradient stream)으로 구분하였으며 하천의 물리환경 평가시스템의 평가영역 및 평가지표는 정량적 평가시스템을 운영하는 독일(LAWA, 2004)과 미국(EPA, 2004)의 연구결과를 참고하여 공통지표를 추출하고, 우리나라의 하천이용 및 정비현황을 반영하여 하천유형을 3가지로 분류하고 각 하천유형에 대하여 3개 영역 10개 평가지표를 5개 등급으로 구분하여 평가시스템을 구축하였다. 하천에 대한 하천 지형특성과 현황을 조사할 항목은 수리 및 하도영역의 6개 항목, 하안영역의 2개 항목, 하천교란 영역 2개 항목으로 3개 영역으로 구분해서 평가하고 그 점수에 따라 1등급은 매우좋음(1등급)상태의 $20>{\sim}18{\geq}$점, 좋음(2등급)상태의 $18>{\sim}14{\geq}$점, 보통(3등급)상태의 $14>{\sim}8{\geq}$점, 나쁨(4등급)상태의 $8>{\sim}14{\geq}$점, 매우나쁨(5등급)상태의 4>점으로 등급을 산정하였다. 매우 좋음의 1등급은 참조하천이며 좋음~매우나쁨의 2등급~5등급은 비교하천으로 구분하였으며 보통보다 높은 경우는 자연하천, 낮은 경우는 인공하천으로 나누어 서식처 기반에 따라 평가체계를 구축하였다. 한국형 하천환경 물리평가 체계가 확실히 구축되기 위해서는 각자의 평가 등급이 적절하게 평가 되는지를 검증해야 하기 때문에, 본 연구에서는 하천유형별 자연하천과 인공하천을 비교 분석하였고 평가 영역별 평가지표를 기준으로 상관분석을 통한 상관성을 분석하고 더 나아가 가중치의 적절성 및 각각의 등급에 미치는 영향을 검토하고자 한다.

  • To manage a construction project efficiently, it is essential to ensure the practical usage in construction management. The purpose of this study is to develop a practical model, which will increase the efficiency of management. The followings are the method of this study: (1) Establishing a breakdown structure based on integration of CBS and WBS which is well acquainted (2) Developing and systemizing managerial standards and processes on such activities as calculating and marking progress rates & schedule, summarizing cost by activities level, making out project analysis reports. This study shall contribute to raising the efficiency in construction management after being verified in a pilot project and being developed into construction management system.

  • Each corporation isn't consistent because of offering specific information for publicity. It spends considerable labor force and time surfing of the material information and choosing need material. That's the reason it's different with material information and choice system between production and marketing corporation. Among lots of material information, some of them are used by offering material information simplify. So it is demanded necessity of reasonable material choice system. That system helps it choose a material more easily. So we studied about the information retrieval system of reasonable material choice through the study about assortment system of material information and material choice method. It's the basic study for the suggestion of reasonable material choice system. According to this study, if that system is suggested and realized, we can overcome from the system of typical and repeatable at every course of architecture during several times. It will be helpful to increase about the productivity of architecture as the minimization of time, labor, resource and cost for the material choice.

  • Rail transit agencies in Korea have been struggling to set up a performance-based rail facility maintenance plan because there are no formal definition and decision criteria for aging infrastructure. This study investigates the definition of aging infrastructure through extensive literature review and identifies benchmarking criteria through comparison with rail transit facility management systems in Korea and United States. As results, an aging infrastructure should be defined considering both service age and performance level of a facility. The priority of repair/replacement should be also determined with reasonable criteria based on relationship between service age and performance level. To determine the definition and decision criteria, a practicable classification system for aging rail transit needs to be established in accordance with classification system for performance assessment. Furthermore, a comprehensive database needs to be built including useful life, performance level, and maintenance cost of each component of rail transit. It will allow establishing an efficient budget execution plan for aging infrastructure.
