Analysis and Prevention Countermeasures of Claim factors in Domestic Apartment Construction (국내 아파트공사의 클레임요인 분석 및 예방대책)

  • Claims are on an increasing trend in the domestic construction field with changes of negative thought about them. But there are still many factors of causing disputes Potentially due to old customs that an owner is predominant over a contractor. Unless these factors are solved, it is obvious that many disputes will occur henceforward. This study derives claim factors that must be solved first of all through analyzing how claim factors influence construction management factors such as time, cost, quality, and presents countermeasures that may prevent these claims.

New Building Materials and Methods for Modernized Korean Housing (Hanok) (보급형 신한옥을 위한 부위별 공법 개발 및 영향도 분석)

  • Modernized Korean housing (Hanok) with competitive price has been actively developed due to the increased interests in traditional Korean housing. Developing new building materials and methods is an essential area for Modernized Hanok. This paper compared and analyzed two mock-up buildings of Modernized Hanok and one mock-up of Traditional Hanok those were actually constructed as test-beds. Many different new methods were introduced, and their influences on construction cost and schedule were analyzed in order to verify the research results as well as to find implications for future direction. As a result, the construction cost and schedule of Modernized Hanok have been decreased by about 40% and 20%, respectively, when compared with traditional one. 'Wood frame' and 'Roof' are found as being the most influencing areas with highest weights in terms of cost and schedule. Therefore, further development in these two areas would facilitate to reduce overall cost of Modernized Hanok with improved building performance.

  • Construction projects have risks due to various factors such as construction delays and construction accidents. Based on these construction risks, the method of calculating the construction period of the construction project is mainly made by subjective judgment that relies on supervisor experience. In addition, unreasonable shortening construction to meet construction project schedules delayed by construction delays and construction disasters causes negative consequences such as poor construction, and economic losses are caused by the absence of infrastructure due to delayed schedules. Data-based scientific approaches and statistical analysis are needed to solve the risks of such construction projects. Data collected in actual construction projects is stored in unstructured text, so to apply data-based risks, data pre-processing involves a lot of manpower and cost, so basic data through a data classification model using text mining is required. Therefore, in this study, a document-based data generation classification model for risk management was developed through a data classification model based on SVM (Support Vector Machine) by collecting construction project documents and utilizing text mining. Through quantitative analysis through future research results, it is expected that risk management will be possible by being used as efficient and objective basic data for construction project process management.

  • The study was conducted to determine the effects of adding pig blood as an admixture to both mortar and concrete. The mortar tests included the determination of its unit weight, flow and its compressive strength. Moreover, the concrete test includes the determination of air content, slump, bleeding, setting time compressive strength and freeze-thaw resistance of the material. As the test result, the utilization of pig blood, as an additive to both mortar and concrete mixtures causes air entrainment. The mortar flow increased and both the unit weight and the compressive strength of mortar decreased. As the blood replacement rate increases, the air content decreases over time, the setting and amount of bleeding showed a tendency to decline and reduced compressive strength, and the freeze-thaw resistance of the concrete increased.

  • 정부의 주택 2백만호 건설이 본격 추진되면서 건설인력난, 자재난 등이 심화되고 있어 설비공사업계가 이의 대책 마련의 일환으로 건식공법 개발에 부심한 노력을 기울이고 있다. 건식 공법은 자재의 대량생산으로 현장에서 조립만 하면 되기 때문에 시공이 간편할 뿐만 아니라 비숙련공도 거뜬히 시공할 수 있어 인건비 및 자재난 등을 해결할 수 있다. 게다가 건설공사에 있어서 가장 중요한 공사비 절감, 공기 단축, 품질의 표준화 등의 효과를 누릴 수 있기 때문에 설비공사업계에선 이의 적극적인 도입이 더욱 필요한 때이다.

  • 정부는 8월 15일 광복절을 맞아 특별사면을 단행하고 정부, 지자체, 공기업 등 각 기관별로 지난 8월 15일부터 시행에 들어갔다. 이에 따라 영업정지,입찰참가 제한 등을 받고 있는 4,441개 건설사에 대한 제재조치가 해제된다. 또 자격정지 등 행정처분이나 벌점을 받고 있는 건설기술자 4,390명에 대한 처벌도 삭제된다. 반면 민,형사상 책임과 과징금,과태료,이행감제금 등의 납부 및 이행의무는 사면대상에서 제외된다.

  • 최근들어 심화되고있는 자재난과 인력수급난등은 작업을 원활치 못하게 하는 요인으로 작용하여 공기를 지연 시키고 있어 건설업계가 호황속에 불황을 맞고 있는 실정이다. 이에 따라 건설업계 스스로 자구책을 강구해야 한다는 여론이 높아지고 있어 신자재 개발 및 신공법 개발을 더욱더 서두르고 있다. 몇몇 건설업체들은 이미 자동화 공정 미 건식공법 등을 도입 실용 단계에 들어갔으며 시험단계 중인 업체들도 상당수를 차지해 조만간 걸설업계에도 신공화법의 바람이 불 것으로 관련인들은 내다보고 있다. (주)한양 기계부는 그동안 화장실 벽체 배관의 공장 조립 시공화 방안을 연구 검토한 결과 그 타당성이 인정되어 올해 초부터 이 방안을 본격적으로 시공에 착수했다. 이에 본지는 신공법 개발의 한 분야로 이 방안을 소개 한다.

  • 국토부는 하수급인의 계약상 이익을 부당하게 제한하는 특약유형을 구체화하고 하도급대금 직접지급 공공기관의 범위 확대 등의 내용을 담은 건설산업기본법 시행령 개정안을 지난 5월 27일 공포하고, 6월 30일부터 시행에 들어갔다. 다만, 건설근로자 퇴직공제 가입대상 공사범위 확대 관련 조항은 9월 30일부터 시행에 들어간다. 개정된 시행령은 하수급인의 계약상 이익을 부당하게 제한하는 특약유형을 보험료 미지급, 하자담보책임 전가, 하도급대금 조정 미반영 등으로 구체화 했으며 하도급대금 직접지급 공공기관의 범위를 공기업, 한국농어촌공사, 한국철도시설공단, 지방직영기업, 지방공사 및 지방공단 등으로 확대했다.

  • The delay of construction is one of the most frequent and complicated elements of the claim. And the liquidated damages cause many disputes during the judgement. The liquidated damages should be a compensation for owner's substantial loss, but actually be applied as a damage for breach of contract. These damages are different from owner's loss and give constructors a excessive burden. So we need a more reasonable system than a lump application system. In this study, we make a Improvement System, that based on owner's substantial loss, and suggest the new liquidated damages calculation method.

  • PERT(Project Evaluation and Review Technique) is typical method in order to probabilistically establish the schedule plan for large scale complex project or mega project. PERT technique is impossible to estimate relationship of each activity probabilistically when there are overlapping relationships because it is limited to Finish-to-Start(FS) relationship. In order to overcome this kind of limitation of PERT technique, PLET(Probabilistic Linkage Evaluation Technique) has been suggested to probabilistically estimate project duration for various overlapping relationships for each activity. However, estimating project duration by PLET technique only considers uncertainty of relationship between activities and not activity time, thus it is not the perfect duration estimating method. The main objective of this research is to propose the integration model of PERT and PLET and verify its probabilistic validity. By verifying application of time calculation method of integration model in practical case, this research will suggest probabilistic project duration estimating method in schedule plan of high-risk construction industry.
