The Energy Management System (EMS) communicates with power plants and substations, monitors the substations and plant operational status of the transmission and substation system for stability, continuity, real-time, and economy of power supply, and controls power plants and substations. Currently, the power exchange EMS communicates with power plants and substations based on the serial communication-based Distributed Network Protocol (DNP) 3.0 protocol. However, problems such as the difficulty of supply and demand of serial communication equipment and the lack of installation space for serial ports and modems are raised due to the continuous increase in new facilities to perform communication, including renewable power generation facilities. Therefore, this paper presents a TCP/IP-based communication method instead of the existing serial communication method of the power exchange EMS, and presents a security risk analysis that may occur due to changes in the communication method and a countermeasure to the security risk.

국내수삼의 유통 및 포장실태를 조사하고자 1998년 9월 중순부터 1999년 2월까지 생산지로 금산, 풍기, 강화와 소비지로 경동시장과 S 플라자에서 조사하였다. 유통은 수확 후 생산지역의 수삼센터로 운송되고 여기서 중간거래상에 의해 도매가 이루어지며 이를 소비지인 서울 경동시장이나 백화점, 센타내 소매점으로 운반, 소비자에게 판매되고 있다. 수감 거래시 거래단위는주로 차단위 (1차는 750g)가 사용되고 있고 백화점에서 g단위를 사용하고 있었다. 등급은 년근, 색택, 크기 및 모양에 따라서 특대, 특, 대, 중, 소 등으로 나뉘어 거래되고 있다. 같은 등급에서도 수삼개체간의 크기에 따른 편차가 적게는 17%에서 많게는 130%까지 차이가 나므로 수삼의 등급화가 시급히 이루어져야 함을 알 수 있었다. 수삼의 포장실태는 도매단계에서는 10~20kg 용 골판지 상자를 주로 사용하고 PP마대를 일부사용하고 있으며 소비자 단계에서는 PE 봉투가 주로 사용되며 선물용으로 평량 350~390 g 짜리 마닐라판지로 만든 상자를 사용하고 있다. 이와 같이 수삼의 포장은 소비자보다는 거래를 위한 것이며 소비자용도 적정 포장화가 필요하며, 규격포장 개발을 통해서 수삼유통 현대화가 이루어져야 된다고 사료되었다.

최근 국제원유시장의 구조는 원유시장이 성립된 이래 가장 복잡하고 이해하기 어렵다고 볼 수 있다. 세계적으로 연료수급균형을 둘러싸고 예측할 수 없는 수 많은 변화 요인과 관련, 업계가 적절히 대응할 수 있는데 대한 관심이 높아지고 있는 가운데, 세계최대의 상품거래소중의 하나인 NYMEX(뉴욕상품거래소)가 지난 10월 23일 인터컨티넨탈 호텔에서 NYMEX중동원유세미나를 가졌다. 이 세미나는 내년초 중동산 원유인 오만ㆍ두바이의 신규상장을 앞두고 원유선물거래 및 옵션거래제도를 알리기 위해 대한석유협회에서 후원하고 NYMEX가 주최하는 것으로 업계, 협회 및 기타 관련기관에서 약 80여명이 참가했다. 다음은 이 세미나에 앞서 22일 석유협회에 내방한 NYMEX의 John Howlet 마케팅부장과의 인터뷰 내용을 정리한 것이다. <편집자 주>

석유제품은 고율의 세금(특소세 및 교통세) 부과와 소비자나 거래자가 품질ㆍ상표ㆍ계량을 확인하기 어려운 특성을 갖고 있으며, 그 결과 탈세ㆍ무자료 거래 등 불법ㆍ부정유통의 가능성이 매우 크고, 실제로 이 같은 불법ㆍ부정유통이 시장에서 빈번히 발생되고 있다는 지적이 있어왔다. 특히, 1995년이후 석유산업의 전반적인 자유화 및 규제완화 추세에 따라 이동차량을 이용한 무자료 거래와 일부 수입사의 부당영업행위 등 불법ㆍ부정유통의 규모가 커지고 있다는 우려가 제기되어 왔다. 이에 따라 산자부는 2002년 5월이후 연구용역과 관련업계 및 전문가의 광범위한 의견수렴을 거쳐 이번 개선방안을 마련하였다. 2002. 12. 11(수) 규제개혁위원회 경제1분과위원회의 심의를 마쳤으며, 향후 필요한 절차를 거쳐 내년 상반기내 석유사업법령 개정을 추진, 빠른시일내 시행할 예정이다. 산자부는 이번 「석유유통구조 개선방안」과 별도로 『유류구매카드제』 도입을 추진, 정유사ㆍ수입사ㆍ대리점ㆍ주유소ㆍ판매소 및 직매처(대수요처)간의 거래를 카드로 결제하고, 그 내용이 석유공사의 석유수급전산망에 자동입력되게 하여, 석유제품거래의 투명성과 유통의 건전성을 근본적으로 제고할 계획이다.

There are many researches about the intelligent stock trading systems with the help of the advance of the artificial intelligence such as machine learning techniques, Though the establishment of the reasonable trading policy plays an important role in the performance of the trading systems most researches focused on the improvement of the predictability. Also some previous works, which treated the trading policy, treated the simplified versions dependent on the predictors in less systematic ways. In this paper, we propose the integrated multiple simulation' as a method of optimizing trading performance of stock trading systems. The propose method is adopted in the NXShell a development environment for neural network based stock trading systems. Under the proposed integrated multiple simulation', we simulate the multiple tradings for all combinations of the neural network's outputs and the trading policy parameters, evaluate the learning performance according to the various metrics and establish the optimal policy for a given prediction module based on the resulting performance. In the experiment, we present the trading policy comparison results using the stock value data from the KOSPI and KOSDAQ.

This paper aims to analyze distribution structure of commercial Internet knowledge exchange markets. To that end, it has four specific study goals. First, define the type and volume of information available at the Internet knowledge exchange market as well as that of market users. Second, analyze distribution structure of the Internet knowledge exchange market. Third, identify current issues regarding infringement of intellectual property rights and conduct a survey to understand current standing of Internet knowledge exchange markets' IPR violation. Forth, assess application of Digital Rights Management(DRM) to Internet knowledge exchange markets and DRM's role in controlling unauthorized copying and illegal uses.

This study aims to identify copyright issues regarding the knowledge content currently circulated through knowledge exchange markets in the Republic of Korea. The content providers of knowledge exchange markets comprise government & public institutions, full-text database companies, publishers and individuals. It is worth noting that commercial trade of copyrighted content or material among academic journals, database companies and knowledge exchange markets essentially exclude individual authors who are the actual copyright holders. In principle, the original author owns the copyright whether it has an explicit notice or not. Unless the author/owner officially agrees to transfer the copyright including the right for so-called "derivative works", content-making based or derived from the copyrighted material, digitalization of the copyrighted work as well as its registration on full-text database and circulation through knowledge markets are illegal.

우리나라는 전계통 정전 발생 및 광역지역 정전에 대비하여 매년 "전계통 정전시 복구계획"을 수립하여 정전발생에 대비하고 있다. 우리나라는 외부와 고립된 계통으로 외부수전이 불가능하므로 전국 7개 지역에 12개 자체기동발전기를 지정하여 운영하고 있다. 정전 발생시 우리나라 계통복구 절차를 살펴보면 먼저 거래소가 EMS와 전국 발 변전소로부터 올라온 정보를 분석하여 광역정전 여부를 파악하여 정전상황을 각 사업소에 통보하게 된다. 그 후 즉시 자체기동발전기를 기동하고, 시송전 선로를 구성하게 된다. 이 시송전선로를 통해 자체기동발전기에서 생산한 전력을 우선공급발전소에 전달하여 최초 계통복구를 위한 시송전계통을 구성하게 된다. 이후 안정후공급발전기에 기동전력을 공급하면서 계통에 병입되는 전력에 맞춰 계통 부하복구를 시행하게 된다. 지역별 계통이 안정화되었을 경우 지역간 계통을 연계하여 복구과정을 마치게 된다. 이러한 복구계획의 시초가 되는 자체기동발전기가 우리나라와 같은 고립계통에서 매우 중요하므로 자체기동발전기 정기시험을 매년 시행하고 있다. 마지막으로 2006년 제주계통 정전시 복구계획 적용사례와 이때 발생되었던 문제점 및 해결방안을 설명하였다.

영국이나 독일의 경우, 현물 증권시장은 수백년의 오랜 역사를 가지고 있는 반면 선물시장은 일천한 역사를 가지고 있다. 이에 따라 선물시장은 독자적인 위치를 확보할 기회가 없었으며, 90년대의 전산화와 이에 따른 거래소 합병 열풍으로 현물과 선물을 함께 거래하는 통합거래소가 주종을 이루게 되었다. 선물업 규제도 증권업 규제에 흡수되어, 선물업계의 자율규제는 유럽에서 찾아볼 수 없게 되었다. 반면 미국에서는 증권시장과 선물시장 모두 전문적인 발전의 역사가 길며 증권업과 선물업의 분리가 뚜렷하고 업계에 관한 전문성을 가진 협회 위주의 자율규제가 활성화되어 있다. NFA식 자율규제 방식은 전 세계적으로 성공적이고 효율적인 선물규제방식으로 평가되고 있는데, 선물시장 참여자와의 대화와 직접적인 의견교환으로 정부의 획일적이고 경직된 법집행에서 탈피하고 있다. 우리나라의 경우 선물업계의 실정을 정확하게 파악하고 있는 민간 전문기관에 의한 자율규제가 필요하다. 특히 시장참여자들과의 직접적인 접촉을 통해 전문적인 선물산업의 발전에 기여하는 미국 NFA와 같은 선물협회 중심의 자율규제가 절실하게 필요하다.

전력거래소는 전격계통 안정된 운영과 공정한 전력시장 운영을 주요 임무로 하며, 이를 위하여 전국의 80여개의 발전소와 600여개 변전소로부터 발전량, 전압, 조류, 자단기 상태정보 등 다양한 전력계통 자료를 취득하고 있다 전력거래소의 중앙급전소에는 이와 같은 계통자료 취득은 물론 발전량 제어기능을 수행하기 위한 에너지관리시스템(이하 EMS 라 한다)을 운영하고 있으며, 발,변전소에는 현장의 전력설비와 연결되어 계통자료를 취득하여 EMS로 전송하는 원격소장치 (이하 RTU 라한다)를 운영하고 있다. 자료취득 경로는 모든 발전소와 34skv급 이상의 변전소의 경우 EMS와 RTU가 직접 연결되어 자료를 취득하며 154Kv급 이하 변전소는 12개 지역급전소의 자료취득제어시스템(이하 SCADA라 한다)를 경유하여 자료를 취득하고 있다. 전력계통의 대형화와 복잡화에 따라 계통해석기능 자동발전제어기능에 의한 계류운영으로 정보기술에 대한 의존도가 증가하고 있으며, 변동비 반영시장의 개선운영에 따라 공정한 전력시장 운영과 안정된 전력계통 운영을 위해 전력계통 취득자료의 신뢰도가 요구되고 있다. 따라서 EMS를 비롯한 RTU, 통신망 등 전력계통 자료취득 설비의 운영실적을 분석하여 각 시스템별 고장 고장원인 고장유형 등을 고찰하므로써 시스템 성능개선을 위한 설비투자와 운영개선에 반영하고자 한다.
