Green-house GAS Reduction Through the Environmental Policy Mixes Both Environmental Trading and Carbon Taxes (온실가스 감축을 위한 배출권거래제와 탄소세의 정책혼합 효과 분석)

  • This paper analyzes the economic and environmental impacts of domestic policy to reduce greenhouse gas emissions by focusing on carbon tax, domestic emissions trading and the mixture of these policies. By utilizing a dynamic CGE model, KORTEM, this study shows that the economic cost under carbon tax is projected to be higher than that under emission trading. It is because under carbon tax scheme each emitter in economy must meet its emission target regardless of the abatement cost. On the other hand, emission trading allows emitters to reduce the marginal cost of abatement through trading of emission permits. In designing policy portfolio to address the climate change problem in Korea, therefore, this paper proposes the introduction of domestic emission trading scheme as the main domestic policy Instrument.

  • Banking and borrowing under the ETS may affect the low carbon technology investment level. If the indirect implementation measures are allowed, firms can gradually adjust their carbon reduction costs between implementation periods based on their carbon reduction costs and emission price forecasts. This implies that banking and borrowing may reduce or increase the level of low carbon technology R&D investment. In an oligopoly market, the effects of the measures are quite different from the ones in a perfectly competitive market. This is because the indirect implementation measures can shift market competition in Cournot competition model. The effects of banking and borrowing on the carbon reduction R&D investments depend on emission reduction costs, marginal production costs, discount rate, initial free allocation, and the cost reduction effects of R&D investment.

  • "온실가스 배출감축사업 등록 및 관리에 관한 규정(지경부 고시 제2009-248호)"을 개정하여 중소기업 참여요건 완화 및 비용부담 경감 등을 통한 중소기업의 온실가스 감축사업 참여 활성화를 위한 근거를 지식경제부가 마련하였다. 이에 따라 앞으로는 중소기업도 "자발적 온실가스 배출감축사업(KCER)"에 참여하는 것이 활성화 될 전망이다.

  • 배출권 거래제의 가장 큰 장점은 주어진 감축목표를 최소의 비용으로 달성할 수 있다는 것이다. 따라서 감축목표가 명확하지 않을 경우 배출권 거래제는 정상적인 기능을 발휘하기 어렵다. 온실가스 감축목표의 경우 기후변화문제의 장기적 특성으로 인해 단기적 목표보다는 중장기적 목표의 설정이 중요하다. 결국 국가 차원의 중장기 온실가스 감축목표의 설정이 배출권 거래제의 선행 요건이 된다. 현재 우리나라는 2020년에 대한 국가 목표만 있는 상황인데, 배출권 시장의 원활한 운영을 위해서는 2030년은 물론 2050년에 대한 국가 온실가스 감축목표의 설정이 필요하다. 배출권 시장은 단기적인 목표 뿐만 아니라 중장기적인 목표가 감축여건과 동시에 가격 형성에 영향을 줌으로써 비용효과적 자원배분을 촉진할 수 있다.

  • Korea country was set up over 30% greenhouse gas reduction target in comparision with BAU(Business as usal) at the national level, depending on climate change, which have been promoted as several technical and policy planning in order to reduce national greenhouse gas reduction. In this study, we derived the policies and technologies of power plant sector that is a high rate of reduction and public interest, we established a model for a common evaluation indicators and each of the evaluation factors between policy and technology priorities based on appropriate subject experts using analytic hierarchy process(AHP). Further we suggest insight to electricity company to establish the investment strategies of the technology and the associated policy by applying a weight evaluation index presenting a comprehensive priority.

  • This study explores what potential future greenhouse gas allocation schemes might mean for OECD countries, and discusses a number of concepts of equity, examines three specific burden sharing rules and formulae. The results indicate that Korea reduces its emission from 8.1% and 19.8% which is 34.9-85.8 million tons of $CO_2$ emission on the assumption that the overall level of abatement remains 20% of total 2000 OECD emissions.

  • The business cycle during a recession leads to negative effects on raising funds and operations management of company. In particular, the company with many inventories in the recession causes liquidity problem. Which leads to frustration in the competitive strategy management. In this case the company experiencing cash or liquidity problems attempts to reduce its investment in inventory. However, reducing inventory investment makes problems to increase inventory operating costs. This paper presents sensitivity of total cost compared to the size for reducing inventory investment. This will guarantee the relevance of the reducing inventory investment. Optimal Inventory levels also may be required to be less than the optimal levels without reduction on inventory investments.

  • The United Nations Climate Change Conference, Durban 2011, ended on December 12, 2011, 36 hours over its schedule, delivering the Durban Package, which consisted of, inter alia, the extension of the period for Kyoto Protocol term and the launch of Ad-hoc working Group on the Durban Platform for Enhanced Action. Despite the positive progress made in Durban, the future of post-2012 climate regime still seems cloudy. Before the Durban conference, some of Annex I countries with emissions reduction commitment under the Kyoto Protocol's first commitment period openly declared their intention not to participate in the second one, reducing the effectiveness of Durban agreement. Parties to the conference have a long list of difficult issues disturbing the materialization of the new legal agreement in 2020 such as level of mitigation targets of individual countries and legal nature of their commitment. Given this uncertainty, the Korean government should reinforce its domestic climate policies rather than settling in the fact that it remains as a non-Annex I county party under the Durban Agreement due to the extension of the Kyoto Protocol period. Domestically, it needs to continue to raise the public awareness for rigorous climate policies to transit its economy to low carbon pathway which reduces the country's dependency on fossil fuel in the long term. It is also important to implement cost effective climate policies to cope with domestic resistance and international competitiveness. Internationally, its priority would be working for trust-building in the on-going negotiation meetings to encourage meaningful participation of all parties.

  • Since the release of mid-term domestic GHG goals until 2020, in 2009, some various GHG reduction policies have been proposed. There are two types of modeling approaches for identifying options required to meet greenhouse gas (GHG) abatement targets and assessing their economic impacts: top-down and bottom-up models. Examples of the bottom-up optimization models include MARKAL, MESSAGE, LEAP, and AIM, all of which are developed based on linear programming (LP) with a few differences in user interface and database utilization. In this paper, we suggest a simplified LP formulation and how can build it through step-by-step procedures.
