Analysis of Library User Needs in the New Normal Era: Focusing on Social Media (뉴노멀 시대의 도서관 이용자 요구 분석 - 소셜 미디어를 중심으로 -)

  • The coronavirus infection-19 (hereinafter referred to as Corona 19) that occurred last year has not been ended until now. There have also been major changes in the library environment. This study focuses on changes in the library environment due to prolonged infectious diseases. In addition, it aims to derive implications for library services in the New Normal era by analyzing changes in user needs over time. For this purpose, we have comprehensively summarized the response activities of libraries due to the spread of Corona 19 in 2020, and analyzed changes in user needs that appeared on social media. Key terms were selected by collecting 496,741 tweets related to libraries in 2019 and 2020, and analysis by year and period by operation type was conducted. Through the analysis, the needs of library users in 2020 were classified into four issues, and the implications for each issue were derived.

  • The purpose of this study was to understand the experience of nurses working in public health centers in the context of the COVID-19 pandemic and to identify its essence. The subjects who had worked for more than one year during the period of COVID-19 pandemic in three county health centers in C province were selected as research participants and analyzed according to the phenomenological method proposed by Colaizzi. As a result of the study, three themes were derived: Negative feelings about COVID-19, A firm sense of professional calling, Leading the way in preparing a system to respond to new infectious diseases. Based on this, it was confirmed that it is necessary to strengthen psychological problem support for nurses, improve biased work, support professional manpower, support systematic education, and prepare appropriate compensation system. Therefore, based on the results of this study, active discussions should be made with various interests in order to establish a support system for nurses who are major personnel in the health care system and to prepare an effective infectious disease response strategy.

Mobility and Thermal Comfort Assessment of Personal Protective Equipment for Female Healthcare Workers: Impact of Protective Levels and Body Mass Index (감염병 대응 개인보호복의 동작성 및 열적 쾌적성: 보호 수준 및 여성 착용자 체격의 영향)

  • This study aimed to assess the mobility and thermal comfort of personal protective equipment (PPE) among female healthcare workers, taking into account wearers' physique and PPE protection levels. A total of 16 participants (age: 26.3 ± 8.3 y, height: 161.5 ± 7.3 cm, body weight: 57.1 ± 11.0 kg, BMI: 21.9 ± 3.6), representing diverse body types, underwent four PPE conditions: L (Low_Plastic gown ensemble), M (Medium_Tyvek 400), H (High_Tyvek 800J with Powered Air Purifying Respirator [PAPR]), and E (Extremely high_Tychem 2000 with PAPR, Bib apron, and Chemical-resistant gloves). The mobility protocol consisted of 10 different tasks in addition to donning and doffing. The 10 tasks were repeated twice at an air temperature of 24.3 ± 0.1℃, 59±4%RH. Findings revealed a disproportionate relationship between PPE protection and wearer discomfort. Significant differences in clothing microclimate and total sweat rate were observed between the lowest (L) and highest (E) protection levels (p < 0.01), while distinctions among medium levels were inconclusive. Subjective evaluations favored conditions H and L over M and E (p < 0.05), indicating reduced heat, and humidity, increased comfort, and lower exertion. Instances of mobility discomfort, specially in the small body type group, underscored the need for a suitable PPE size system for Korean adult female medical workers. Furthermore, enhancements in gloves, shoe cover, and PAPR hood designs are essential for improving ease of movement and preventing hindrance.

  • The presentation of this paper was triggered by the spread of MERS in Korea in the year 2015. The analysis of the present acts related with MERS is necessary in order to cope efficiently with any probable spread of such infectious diseases as MERS in future. The acts that should be analyzed in this paper include 'Medical Service Act' and 'Infectious Disease Control And Prevention Act' (hereafter, IDCAPA). At first the classification of the infectious diseases in IDCAPA should be referred to. The Act does not properly classify them because the scope of concept of each group of the infectious diseases overlaps each other. This overlap should be removed. The present system in IDCAPA is not proper for the efficient notification and reporting of the infectious disease patients. This is so in some viewpoints including the persons obligated to make the notification and reporting, the persons to whom they should notify and report such patients, and the process of notification and reporting. The efficient approach to the information related with the infectious disease is necessary for the rapid prevention of its spread. Cohort isolation and quarantine of the infectious patients and exposed contacts are the strongest and most efficient steps for the prevention of spread of the infectious diseases. One of the great problems related with such steps would be the conflict of powers or attributions, the likelihood of which is inevitable under the present system of IDCAPA. The IDCAPA distributed the power or attribution to take the steps to the three governments including the central government, the metropolitan government and the primary local government. The power should be concentrated in the central government, which could afford financially to compensate for the huge amount of damages caused likely by the steps. The power to take the steps would be actually just a useless thing for its holder without such financial capacity. The remedy for the victims by the fault of spreader should be approached to in the sense of national wealth. The general principle of tort law could not supply the victims with the sufficient remedy because the damages would be likely too huge for the wealth of such spreader to cope with. In future another parliamentary inspection could reveal another problems in the administration by the government of the MERS event in the year 2015. Any problem caused by defect in the legal system of the control and prevention of the infectious diseases should be taken into consideration when the legal system would be reformed in future.

A Case Report of the COVID-19 Outbreak Response by a Middle School Health Teacher in a Mountain Village (산촌 중학교 보건교사의 코로나19 집단감염 발생 대응 사례)

  • Purpose: This study aimed to describe a school health teacher's experience working in a mountain village during the COVID-19 outbreak in 2021. Methods: The study used a case study method based on the school records and reports to the local office of education. Results: In T City, since the first COVID-19 case confirmed on March 8, 2020, as of May 17, 21, a total of 21 cases have occurred, including two third-year students of H Middle School. Since then, one additional case was confirmed on May 18, one more on May 25, and one more on May 27, resulting in a total of five confirmed cases. During this period, 42 students and 13 teachers were self-quarantined, all students and staff were tested for COVID-19 PCR, and students received remote classes. The role of school health teacher can be described through three categories: "collaborator", "care coordinator", and "educator". The school health teacher did a lot of work until the situation came to an end, successfully fulfilling these three roles. Conclusion: Some suggestions were made to prepare a more effective communicable disease response system suitable for public health infrastructure of non-urban area.

Comparative review of the guidelines for the infection prevention and control in the cabin during flight - Focused on the guidelines of U.S., Canada, E.U., Australia and China (운항 중 항공기 내 감염병 확산 방지를 위한 해외 주요 지침의 대응 요소 분석 연구 - 미국, 캐나다, 유럽연합, 호주, 중국의 객실 운영지침을 중심으로)

  • Purpose: As communicable disease, COVID-19, pandemic strikes over the world, it is critically bewared that air travel possibly be a major pass way to deliver the infectious disease virus. Especially the airplane could be an unique environment to cultivate the virus spreaders. In order to keep the continuous safe airway as well as the industry, related international associations and organizations have been published the guidelines for the prevention and control the infectious disease through the all aspects of aviation. By reviewing the guidelines, focusing on the in-flight infection prevention and control, this study would not only inform a summary of the international guidelines but also provide an essential and general consideration for related research or guideline study. Methods: Guidelines of 5 major countries are reviewed, which has been seriously influenced by COVID-19 : U.S., Canada, E.U., Australia and China. The items of the guidelines are re-categorized as its similarity and structure by applicable cases. Results: The result of this study shows that each guideline seems to share a major structure and issue such as identifying sick traveler, sick passenger care, and cleaning even though that of China has a different since it used to consider the flight conditions based on 3 levels of infection risk. For sick passenger care, the guidelines includes crew safety, service level, sick passenger isolation, and cleaning. Implications: A published guideline as a public manual could be to prevent and control the in-flight infection efficiently and promptly. It also could provide a confidence of knowledge and educate for all users to prepare the in-flight emergency as well.

Specific Weather Factors Affecting the Incidence of Fire Blight in Korea from 2020 to 2023 (2020년부터 2023년까지의 과수 화상병 발생에 미치는 특이적 기상 요인)

  • Since its initial outbreak in Korea in 2015, fire blight has consistently emerged annually. Fire blight outbreaks usually begin in May, peak in June, and decline in July in Korea. In this study, we analyzed cases that exhibit a distinct pattern of disease occurrence based on yearly weather conditions from 2020 to 2023. In 2020, fire bight disease occurrence began in late May. Although the disease incidence started late by the low temperatures in April, which caused flowering period delayed, the incidence increased significantly due to the high risk of blossom infection. In 2021, the first outbreak began in late April because the flower infection started in early April. In 2022, despite the high blossom infection risk during the flowering period in April and the high incidence of fire blight in May, the incidence decreased sharply from June due to the low rainfall in May. In 2023, due to torrential rains and hail in late June, the incidence of fire blight increased even in July. Considering the weather factors that affect the increase of fire blight disease, it is suggested that control measures to prevent the fire blight infection should be carried out before and after wind-driven rains.

The Development and Implementation of Ward Monitoring Service Using Bluetooth Low Energy Scanners for Infectious Disease Response (감염병 대응 비콘 스캐너 기반의 병실 모니터링 서비스 개발)

  • This study attempted to develop a beacon scanner based ward monitoring service in order to respond to the new paradigm of medical environment which is trying to introduce ICT technology as medical service to track and manage the spread path of large infectious diseases such as MERS. The study also included beacon hardware development, firmware development for the beacon low-power bluetooth 4.0, and server and web-based dashboard UI development. Using these, we have developed a customized monitoring system that provides functions such as locating patients by location based service and monitoring based on web UI. It is possible to maximize the efficiency of offline hospital services and to value active infection control and patient safety by integrating online technology into the area where online technologies such as beacons are not properly integrated.

A Study on the Disease Prevention Monitoring System Using IoMT Environment (IoMT 환경을 이용한 질병 예방 모니터링 시스템에 관한 연구)

  • Recently, viral infectious diseases and new diseases are not limited to one region, but are spreading worldwide, causing serious economic and social damage. In addition, the development cycle of new diseases is shortening, and the rate of spread is accelerating. In order to prevent the spread of disease, passive forms of response after a disease outbreak, such as personal and regional quarantine and border closure, are prioritized. This type of response has many shortcomings as a fundamental response to preventing the spread of disease. Therefore, this study proposes a disease prevention monitoring system including new disease occurrence information. In this study, disease information and user information are collected through the establishment of the IoMT environment. Information collection using an agent collects and classifies data registered in the disease information server. In the IoMT environment, user data is collected, and whether the user is infected with a disease is evaluated and provided to the user. Through this study, individual disease symptom information can be provided and active countermeasures against the spread of disease can be provided.

A Study on the Librarians' Perception of Public Library about the Response to the COVID-19 (코로나19 대응조치에 관한 공공도서관 사서인식 조사연구)

  • With the COVID-19 pandemic being prolonged, the society is being converted into an untact society, thereby affecting the service methodology of domestic and foreign library systems. This study thus surveyed the librarians' awareness of COVID-19 response measures of public libraries, and proposed public libraries' response measures in situations where the novel infectious disease is spreading and prolonging. Specifically, the proposed measures include, first, preparing national-centered library countermeasures to jointly respond to the epidemic disease, second, strengthening various untact and online services of various public libraries through government-level budget support, third, a thorough prevention of epidemics and preemptive response from the viewpoint of employees and users, and fourth, the expansion of library services aimed at resolving the digital cultural divide among classes of people, including information unfairness.
