This study was established to build and suggest the Ecological Performance Standards for replaced wetlands as the mitigation strategies for the construction projects. The request performance and assessment factors and standards were derived by bibliographic review and verified by the field survey for the reference wetlands. And the weights for each factor were derived by AHP(Analytical Hierarchy Process) method. The results are as follows : 1) Assessment factors were induced by in-depth research of many wetland assessment models and benchmarks evaluated ecological functions. This study proposed final 12 assessment factors through ecological specialist and experts interviews added with literature analysis. 2) 10 natural wetlands were selected as Reference Wetlands as the measure to propose assessment factors and assessment criteria. Those reference wetlands are well-conserved inland natural wetlands classified to the one having worthy to conserve (grade "high") according to RAM(Rapid Assessment Method). Reference wetlands chosen by the study are Parksilji, Jeongyangji, Mulkubi, Bawineupkubi, Jilnalneup, Jinchonneup, Doomoso, Haepyung wetland, Whangjeong wetland, and Whapo wetland. The research developed assessment criteria for the performance assessment factors based on several explorations of the reference wetlands. 3) "Requiring performance" of replaced wetlands is defined as "to carry out similar or same ecological functions provided by natural wetlands", in overall. The detailed requiring performances are as follows; ${\bullet}$ to play a role of wildlife habitats ${\bullet}$ to have biological diversity ${\bullet}$ to connect with other ecosystems ${\bullet}$ to provide water environment to perform good ecological functions 4) The assessment factors for required performance are categorized by wildlife habitat function, biological diversity, connectivity of adjacent ecosystem, and water environment. Wildlife habitat category is consisted of wildlife habitat creation, size of replacement wetland, and site suitability. Biological diversity category contains the number of plant species, the number of wildlife species, and number of protected species as the sub-factors. Connectivity of adjacent ecosystem is comprised of wildlife corridor, green network and distance from other ecosystem. Finally, water environment make up with water quality, depth of water body, and shape of waterfront. 5) Finally, every assessment factors were verified and weighted by the AHP methods and the final standards were proposed. The weights of factors of requiring performance suggested as habitat (0.280), connectivity (0.261), diversity (0.260), hydraulic environment (0.199). And those of detailed sub-factors are site suitability (0.118), protected species (0.096), distance to neighbor ecosystem (0.093), habitat creating (0.091), green corridor (0.090) etc.

The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.
In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. There has been growing social interest recently in the movement rights of people with reduced mobility. However, it simply eliminates the temporary inconvenience of walking of people with reduced mobility because it focuses only on supply of institutional facilities. Therefore, we look forward to improving movement welfare by proposing an optimized path finding algorithm for people with reduced mobility that takes into consideration physical elements affecting their movement, such as slope, steps etc. We selected Walking barrier factor by analyzing previous studies and calculated the relative importance of Walking barrier factors using an Analytic Hierarchy Process(AHP). Next, through the fuzzy system, the Walking disturbance level of link, which integrates the weights of Walking barrier factors and the attributes of each link, is derived. Then, Walking path cost that takes into consideration the ‘length’ factors is calculated and an optimized path for people with reduced mobility is searched using Dijkstra’s Algorithm. Nineteen different paths were searched and we confirmed that the derived paths are meaningful in terms of improving the mobility of people with reduced mobility by conducting a field test. We look forward to improving movement welfare by providing a navigation service using the path finding algorithm proposed in this study.
It is hard, but important to evaluate and select a new service model for the public sector, accompanying unexpectable risk. The purpose of this study is to build and develop the evaluation framework of public projects and to present a project evaluation system which is more rational and methodical. The evaluation framework has been developed by calculating the evaluation criteria and weights resulted from an interview with an expert group and Analytic Hierarchy Process(AHP). Moreover, market-oriented characteristics, technology-oriented characteristics, service development capabilities and policy-oriented characteristics were predominantly chosen as the evaluation items. The re-evaluation of the app development support programs was conducted to check the feasibility as an evaluation system influencing the performance of firms. The result of an evaluation system proposed by this study showed better evaluation performance than previous ones, better predicting the actual business performance. Currently, though the policies of the public sectors and support programs focus on the outcome and performance management, the result of this study shows the importance of project selections. Also, implications of the study are discussed.

Although the environmental conflicts regarding noise and vibration are continually increasing during construction, noise and vibration occurring in construction are only managed in construction phase. Noise and Vibration occurring in construction are considered to be insufficient, so we find that noise and vibration management in design phase has to be operated for reducing. The objective of this paper is to present noise and vibration management lists to consider in design phase for enhancing efficiency in noise and vibration management and to develop the appraisal sheets for designers to evaluate and the manuals to easily use management lists. To achieve this, we identify the noise and vibration management lists to consider in design phase through analyzing the previous literatures and confirm the 9 lists through conducting a research with experts in environmental area for verifying the propriety of lists. Also, this study applies to AHP technique to identify the priority and the weight evaluation among the lists. Through this study, we identify the most efficient lists, including from the low noise and low vibration methods, the noise and vibration reduction by blasting works, the installment and the arrangement of noise and vibration control equipments, for noise and vibration management in design phase. The achievement of this study will help to prevent the environmental disputes and conflicts in advance and will consider utilizing for the successful construction project.
This study is to develop and provide a personal information protection framework that enables IoT service providers to safely and systematically operate personal information of IoT service subjects in the overall process of providing IoT devices and services. To this end, a framework for personal information framework was derived through literature survey, and FGI with experts, it was divided into three stages, each of three stages: IoT service provision process and IoT personal information processing process. The study conducted an e-mail survey of related experts using AHP techniques to determine the importance of the components of the selected personal information protection framework. As a result, in the IoT service provision process, the IoT product and service design and development stage (0.5413) is the most important, and in the IoT personal information processing process, personal information protection in the collection and retention of personal information (0.5098) is the most important. Therefore, based on this research, as the IoT service is spreading, it is expected that a safe personal information protection framework will be realized by preventing security threats and personal information infringement accidents.

In this paper, we identify risk factors that are likely to occur during the lifecycle of a new product development (NPD) project from the literatures, and identify the three objectives or three constraints that will ultimately be achieved for project success in the ICT industry : performance (scope/quality), schedule (time), and cost. Firstly, we interviewed the project experts to classify the risk factors according that the final project objectives are changeable based on scope/quality, time and cost budget constraints. Secondly, the survey for pairwise comparisons between the risk factors was asked to the project managers and members who had ever actually participated in the NPD projects of ICT industry to determine the priority ranks on relative importance using AHP (Analytic Hierarchy Process). The risk factors negatively affecting the goals of projects were analyzed by using the AHP respectively in four project stages during the life cycle of the project. The comparison of risk factors within each stage is a different approach unlike the literatures which have covered project's overall risk assessment. There is an advantage that risk management can be effectively performed with priorities according to each stage from the start to the end of the project. In other words, it is necessary to identify what risk factors will occur in each stage, and to have ideas at each stage with the priorities so that they can be mitigated and eliminated before actual occurrence. As a result, risks on scope & quality changes were found to be the most important considerations for initiative stage of NPD projects in the ICT industry, whereas in the final stage, risks on schedule (time) changes were the most important priorities. Among the ICT industry product categories, 'communication and broadcasting devices' and 'IT and communication based devices' generally have a high priority in terms of risks on scope & quality changes when initiating the project. At the closing stage of the project, however, considering that schedule (time) changeable risk is getting higher, these products tend to target at B2B market rather than B2C because the new products must be delivered and launched in time as customer firm required.

The purpose of this study was to identify and prioritize the key indicators and drivers of forest thinning. The research for this study was designed in two-phases: 1) sequential, exploratory, mixed methods research that was initiated with a qualitative phase (Delphi technique), and 2) the quantitative phase (Analytic Hierarchy Process technique). Results indicated that management and planning were the most important factors in the first level of criteria among the "management and planning," "directing and monitoring," "supervision," and "quality of thinning work." On the sub-criteria level, "the quality of forest management planning" was indicated as the most important factor among the ten sub-criteria. Our results have shown that the developed forest thinning evaluation factors were a well-represented characteristic for a variety of forest thinning work in Korea.
The present study aimed to derive decision factors for residency in the hinterland of Incheon New Port that is undergoing the development of port hinterlands and changes in leasing methods considered from the perspective of companies and analyze the priorities of determinants for residency through Fuzzy-AHP in order to present a direction to activate companies entries into the hinterland of Incheon New Port. When the comprehensive rankings of determinants for residency in the hinterland of Incheon New Port, rent levels among cost factors took the highest ranking with a value of 10.2% followed by the throughput of the port among market factors with a value of 8.2%, the scale of the market on the background with a value of 7.3%,, reduction in inland transport costs among cost factors with a value of 7.1%, connectivity to inland transportation networks among locational factors with a value of 6.7%, and designation as a free trade zone and the scale with a value of 6.4%. When seen from the viewpoint of companies to determine whether to move into the hinterland of Incheon New Port, the rent level should be provided to be more attractive compared to the hinterlands of ports in other regions. In addition, inland transportation costs which are a matter of the most serious concern of shippers in the capital region should be reduced and sea routes that can directly connect Incheon New Port to US ports and European ports should be opened.
