Mutilingualism and Language Education Policy (다언어주의와 언어교육정책)

  • This paper is to analyze the language education policy in the context of multilingualism. As the majority of the population are multilingual, language policy should be centered on the multilingual speakers as the norm, and multilingual language policy is the best route which we can follow as a language policy in education. The motivation and legitimacy of the multilingual policies are suggested in terms of 6 different perspectives: identity, sustainability, equity, World Englishes, machine translation, and Universal Grammar (UG). As a model of language policy, the English-Plus (i.e., English+n) policy and similarly the Korean-Plus (i.e., Korean+n) policy are suggested to be the most appropriate language policies in the field of education in America and Korea respectively. These plus policies aim at bilingual fluency in both the native language and other foreign languages that are constitutive of the multilingualism of the country in which the bilingualism is treated as a variant of multilingualism. In a period of convergence and diversity in the 4th Industrial Revolution, language diversity and multilingual policy should be considered as a right to be protected or as a resource to be conserved rather than as a problem to be solved.

A Study on the Development of Cyberpolice Volunteer System Using the Collective Intellectual Network (집단지성 네트워크형 사이버폴리스 자원봉사시스템 구축에 관한 연구)

  • In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.

An Exploratory Study on the Sharing and Application of Public Open Big Data (공공 빅데이터 개방 및 활용 활성화 방안에 대한 연구)

  • With the growing interest in the 4th industrial revolution and big data, various policies are being developed for facilitating the use of public open big data, which are leading to a wide range of added values created from use of such data. Despite the expanded requirements for public data disclosure and the legal system improvement, however, the use of public open big data is still limited. According to the literature review, there are studies on policy proposals for the government guiding directions for public open big data, but there is a lack of studies that handle the issue from the users' viewpoint. Therefore, this study aims to analyze the public open data ecosystem in Korea and to analyze public open big data through interviews with the providers (the government and public institutions) and users (private sector companies and citizens). This way, the study finds inhibition factors and facilitation factors, draws out issues and suggests solutions through a causal relationship analysis between each factor. Being a research on finding measures for facilitating both public big data release and use, this study has theoretical implications. In the meanwhile, the derived issues and alternatives provide practical implications also for stakeholders who are planning to facilitate release and use of public open big data.

Development of a Road Hazard Map Considering Meteorological Factors (기상인자를 고려한 도로 위험지도 개발)

  • Recently, weather information is getting closer to our real life, and it is a very important factor especially in the transportation field. Although the damage caused by the abnormal climate changes around the world has been gradually increased and the correlation between the road risk and the possibility of traffic accidents is very high, the domestic research has been performed at the level of basic research. The Purpose of this study is to develop a risk map for the road hazard forecasting service of weather situation by linking real - time weather information and traffic information based on accident analysis data by weather factors. So, we have developed a collection and analysis about related data, processing, applying prediction models in various weather conditions and a method to provide the road hazard map for national highways and provincial roads on a web map. As a result, the road hazard map proposed in this study can be expected to be useful for road managers and users through online and mobile services in the future. In addition, information that can support safe autonomous driving by continuously archiving and providing a risk map database so as to anticipate and preemptively prepare for the risk due to meteorological factors in the autonomous driving vehicle, which is a key factor of the 4th Industrial Revolution, and this map can be expected to be fully utilized.

A Study on the Categorization of Historic-Cultural Contents Project on Urban Regeneration (도시재생에서 역사문화콘텐츠 사업 유형화 연구)

  • This research examines the extent to which the Urban Regeneration Project has on not just physical environments and settings, but also non-physical elements such as history, culture, community, and the general economy, in addition to the analysis and categorization of its historical-cultural contents. In order to achieve this, the historical-cultural content were defined and categorized by analyzing a total of thirty-three characteristics of the Urban Regeneration Project. The analysis showed three things. First: historical-cultural business seen as a purpose of the Urban Regeneration Project comes to be subdivided into three different categories: the Arts & Cultural, the Economic Cultural, and the Historical Heritage. Second: the historical-cultural content as the leading projects were generally executed in collaboration with physical regenerations. Third: In the initial stages of the project, many businesses made crafty use of an eclectic of historical-cultural content. However, some conflicts between public officials and residents could be observed. In conclusion, the comprehensive use of historical-cultural contents in carrying out Urban Regeneration Project must have using historical-cultural content must have physical regeneration at its core, but also go above and beyond, expanding to an Human Resource-regeneration that is comprised of nonphysical regeneration as well as a governing body. Furthermore, hefty research on the development and appropriate usage of historical-cultural content is critical, as the 4th Industrial Revolution unfold before the world.

  • What is the term "intelligence information society", which is a term that has been continuously discussed recently? This means that the automation beyond the limits of human ability in the whole societies based on intelligent information technology is a universalized social future. In particular, it is a concept that minimizes human intervention and continuously pursues evolution to data (or big data) -based automation. For example, autonomous automation is constantly aiming at unmanned vehicles with artificial intelligence as a key element. However, until now, intelligent information research has focused on the intelligence itself and has made an effort to improve intelligence logic and replace human brain and intelligence. On the other hand, in order to replace the human labor force, we have continued to make efforts to replace workers with robots by analyzing the working principles of workers and developing optimized simple logic. This study proposes important strategies and directions to implement intelligent information education policy and intelligent information technology research strategy by suggesting access strategy, education method and detailed policy road map for intelligent information technology research strategy and educational service. In particular, we propose a phased approach to intelligent information education such as basic intelligence education, intelligent content education, and intelligent application education. In addition, we propose education policy plan for the improvement of intelligent information technology, intelligent education contents, and intelligent education system as an important factor for success and failure of the 4th industrial revolution, which is centered on intelligence and automation.

  • In the era of the 4th industrial revolution, the development of information technology brought various benefits, but it also increased social interest in privacy issues. As the possibility of personal privacy violation by big data increases, academic discussion about privacy management has begun to be active. While the traditional view of privacy has been defined at various levels as the basic human rights, most of the recent research trends are mainly concerned only with the information privacy of online privacy protection. This limited discussion can distort the theoretical concept and the actual perception, making the academic and social consensus of the concept of privacy more difficult. In this study, we analyze the privacy concept that is exposed on the internet based on 12,000 news data of the portal site for the past one year and compare the difference between the theoretical concept and the socially accepted concept. This empirical approach is expected to provide an understanding of the changing concept of privacy and a research direction for the conceptualization of privacy for current situations.

  • In this paper, we propose a case that drone (unmanned aerial vehicle), one of the representative technologies of the 4th Industrial Revolution, threatens airport safety and privacy infringement, and describes a drone control system proposal to solve the problem. Unmanned aerial vehicle (Drone) is creating a serious problem recently, In Korea, on May 21, 19, according to the Jeju Regional Aviation Administration, drones flew over Jeju Jeongseok Airfield twice in the same month, causing problems in aircraft operation.   • As the Great Reset is discussed at the World Economic Forum due to the COVID-19 pandemic, artificial intelligence, the driving force of the 4th industrial revolution, is also in the spotlight. However, corporate research in the field of artificial intelligence is still scarce. Since 2000, related research has focused on how to create value by applying artificial intelligence to existing companies, and research on how startups seize opportunities and enter among existing businesses to create new value can hardly be found. Therefore, this study analyzed the cases of startups using the comprehensive framework of the multi-level perspective with the research question of how artificial intelligence based startups, a sub-industry of software, have different innovation patterns from the existing software industry. The target firms are gazelle firms that have been certified as venture firms in South Korea, as start-ups within 7 years of age, specializing in machine learning modeling purposively sampled in the medical, finance, marketing/advertising, e-commerce, and manufacturing fields. As a result of the analysis, existing software companies have achieved process innovation from an enterprise-wide integration perspective, in contrast machine learning technology based startups identified unit processes that were difficult to automate or create value by dismantling existing processes, and automate and optimize those processes based on data. The contribution of this study is to analyse the birth of artificial intelligence-based startups and their innovation patterns while validating the framework of an integrated multi-level perspective. In addition, since innovation is driven based on data, the ability to respond to data-related regulations is emphasized even for start-ups, and the government needs to eliminate the uncertainty in related systems to create a predictable and flexible business environment.

A Study on the intentions of early users of metaverse platforms using the Technology Acceptance Model (기술수용모델을 활용한 메타버스 플랫폼 초기 이용자들의 이용 의도에 관한 연구)

  • The purpose of this study is to empirically identify the process of technology acceptance of the metaverse, a virtual world-based platform that has attracted attention due to the 4th industrial revolution and the COVID-19 pandemic. The technology acceptance model (TAM) was used to identify factors affecting the use of the metaverse platforms and to analyze the causal relationship among these factors. For research, a survey was conducted on ordinary adult men and women and was analyzed using a structural equation model. The study found that perceived pleasure, interactivity, self-efficacy, and social influence had a positive effect on perceived ease-of-use. Interactivity and social influence had a statistically significant effect on perceived usefulness. The relationship between perceived ease-of-use and perceived usefulness was not statistically significant, but both perceived ease-of-use and perceived usefulness had a significant effect on positively forming attitudes toward metaverse. Lastly, favorable attitudes toward the metaverse platform had a positive effect on the intention to continue using it. Through this study, it was possible to identify the factors affecting the intention to use the metaverse and to confirm the causal relationship between the factors. A deeper understanding of users may be obtained in future if the research subject can be expanded and investigated with various factors.
