  • This Study aims to propose a new information security governance model design method for streamlining security governance at national strategic level. The research method of this study is to diagnose our operational experience and to derive a new model design method. In the meantime, national information security activities were perceived to be focused on knowledge transfer, and motivation of activities and securing of executive power were weak. As a result, security blind spots and frequent occurrence of large security incidents have become unresolved challenges. National cyber security governance should be grouped together as a whole systematically from the upper policy to the lower level of performance under the responsibility of the national leader. Based on this approach, this study presented the comprehensive framework of Korean security governance model and embodied it into four architectural designs such as vision, goal, process, and performance, thus deriving the foundation for future national governance model design. Further research is needed to diagnose problems in life cycle flow, security policies based on environmental changes, and new frameworks in which all subjects participate.

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

  • This paper examines how corporate social responsibility is related to the degree of asymmetric information in the Korean financial market. Recent theory argues that there is a negative relationship between a firm's corporate social responsibility and its information asymmetry. To test this hypothesis, we use the environment, social and governance (ESG) score, published by the Korean Corporate Governance Service, to proxy a firm's management practices toward socially responsible activities. In the entire sample of the Korean firms, we find contrasting results; the ESG score shows negative relationships with the price impact measure but statistically insignificant relationships with the dispersion of analyst forecasts. However, the ESG score shows negative relationships with both measures when we exclude chaebol affiliates from the sample. These findings are robust when we examine environmental, social and corporate governance scores separately. This set of results argues for the extant theory, expecting a negative relationship between a firm's engagement in corporate social responsibility and asymmetric information. It further argues for the importance of firm characteristics in determining the influence of socially responsible activities.

  • Although the area of information security planning and management has gained an increased attention, not much discussion was available on the role and the impact of the board members towards a firm's security management and governance decisions. In this research, we draw on corporate governance and the organizational demography literature to conduct an exploratory empirical study on the association between the board structure of a firm and the possibility of information security breaches. Our results show that the board size, the average age/tenure and the heterogeneity of age could reduce the possibility of security breaches while the proportion of independent directors and the heterogeneity of tenure could increase it. Our findings shed lights on the important role played by the board when managing information security risks in organizations.

In order to analyze the causes of the crisis of PSB, We attempted to typify the constituent factors of governance of PSB based on the perception of public service broadcasting employees and media professionals. The results of the study are summarizes as follows. First, PSB' governance is typified by four factors such as market influence, political influence, professionalism, and guarantee of PSB system. Secondly, it is analyzed that only political influence among PSB governance factors has a significant effect on the perception of crisis of PSB. Thirdly, it is analyzed that the way of constituting the KBS board and the ratio of personnel have a meaningful influence on 'political influence'. The results of this study confirm that Korean PSB needs to improve the governance structure of PSB away from political influence in order to secure the legitimacy and identity.

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

  • Despite the increasing importance of information technology in firms, the extent to which IT governance are established varies widely across the firms. To perform desirably the role of IS needed in most companies, high level of IT governance and the effective management should precede. However, the impacts of such activities and management on the IT governance have not been empirically examined in depth until now. Thus, building on the theory of governance and the institutionalization, the research model and the hypotheses of the study were formed and then empirically tested. The study used a survey of senior IT managers from 108 firms in order to examine hypothesized relationship among the following constructs: strategic alignment, IT governance committee, IT planning, EA, PMO, SLM, IT compliance, incident management, IS effectiveness, visibility, and corporate performance. A structural equation model is developed by using LISREL to assess the relative effects and interrelationship among these constructs. The results show that strategic alignment has positive influence on IT governance committee and IT planning. IT governance committee, IT planning, SLM, incident management from IT governance activities have positive effects on IS effectiveness, whereas IT compliance has a negative effect on IS effectiveness. Visibility is positively influenced by IT planning, EA, SLM. IT compliance, and both IS effectiveness and visibility have positive effects on corporate performance.
