Analysis of Government Policy Effectiveness for Industrial Accident Prevention in Small and Medium-sized Enterprises: Focusing on the Mediating Effects of Executive Leadership and Safety Regulations

중소규모 사업장의 산업재해 예방을 위한 정부 정책의 효과성 분석: 경영진 리더십과 안전 규정의 매개효과를 중심으로

Abstract

This study aimed to analyze the effectiveness of government policies for preventing industrial accidents in small and medium-sized workplaces. In particular, it examined the impact of the Ministry of Employment and Labor's supervision, the Korea Occupational Safety and Health Agency's support activities, and awareness of the Occupational Safety and Health Act and the Serious Accidents Punishment Act on the incidence of industrial accidents, focusing on the mediating effects of management leadership and safety regulations. The research method involved analyzing 689 small and medium-sized manufacturing companies using statistical data from the 10th Occupational Safety and Health Status Survey conducted by the Occupational Safety and Health Research Institute. Mediation effect analysis using PROCESS macro revealed that awareness of the Occupational Safety and Health Act and the Serious Accidents Punishment Act had significant direct and indirect effects on reducing the incidence of industrial accidents. On the other hand, the Ministry of Employment and Labor's supervisory activities did not show significant effects, while the Korea Occupational Safety and Health Agency's support activities indirectly contributed to reducing industrial accident rates through strengthening safety regulations. Management leadership and safety regulations had significant effects on industrial accident rates in all models. Based on these results, this study proposed strengthening educational programs to improve awareness of regulations, enhancing support systems to increase the effectiveness of safety regulations, developing programs to strengthen management's safety leadership, diversifying the Korea Occupational Safety and Health Agency's support activities, and improving the Ministry of Employment and Labor's supervision methods. The results of this study are expected to contribute to the establishment of effective policies for preventing industrial accidents in small and medium-sized workplaces.

본 연구는 중소규모 사업장의 산업재해 예방을 위한 정부 정책의 효과성을 분석하고자 하였다. 특히 고용노동부의 감독과 산업안전보건공단의 지원 활동, 그리고 산업안전보건법과 중대재해처벌법에 대한 인지도가 산업재해 발생률에 미치는 영향을 경영진 리더십과 안전 규정의 매개효과를 중심으로 검증하였다. 연구 방법으로는 산업안전보건연구원의 제10차 산업안전보건 실태조사 통계자료를 활용하여 689개 중소규모 제조업체를 대상으로 분석을 실시하였다. PROCESS macro를 이용한 매개효과 분석 결과, 산업안전보건법과 중대재해처벌법에 대한 인지도가 산업재해 발생률 감소에 유의미한 직접효과와 간접효과를 미치는 것으로 나타났다. 반면 고용노동부의 감독 활동은 유의미한 효과를 보이지 않았으며, 산업안전보건공단의 지원 활동은 안전 규정 강화를 통해 간접적으로 산업재해 발생률 감소에 기여하는 것으로 나타났다. 경영진 리더십과 안전 규정은 모든 모델에서 산업재해 발생률에 유의한 영향을 미쳤다. 이러한 결과를 바탕으로 본 연구는 법규 인지도 향상을 위한 교육 프로그램 강화, 안전 규정의 실효성 제고를 위한 지원 체계 강화, 경영진의 안전 리더십 강화 프로그램 개발, 산업안전보건공단 지원 활동의 다각화, 그리고 고용노동부 감독 방식의 개선 등을 제안하였다. 본 연구의 결과는 중소규모 사업장의 산업재해 예방을 위한 효과적인 정책 수립에 기여할 수 있을 것으로 기대된다.
