A Free Trade Area of the Asia Pacific (FTAAP): Is It Desirable?

  • This paper evaluates whether the proposed FTAAP is a desirable policy option for APEC member economies and the world economy. More specifically, this paper qualitatively investigates whether the FTAAP satisfies conditions for a trade bloc to generate positive and sufficient net trade creation effect. In addition, this paper estimates the likely impact of the FTAAP by using a CGE model analysis. From the qualitative analysis based on statistical data, this paper strongly argues that the FTAAP can be a desirable regional trade bloc able to generate positive gains from freer trade. From the ex-ante scenario analysis using both static and capital accumulation CGE Models, this paper concludes that the FTAAP has great potential for improving welfare of participating APEC economies and will boost economic growth in the region. In particular, the FTAAP would be even better if it can be linked with liberalization of trade in services and enhanced trade facilitation.

해외 주요국의 디지털 통상 정책 및 무역 협정 규범 동향 (Trends in Digital Trade Policies and Trade Rules in Major Overseas Countries)

  • Digital trade rules are crucial in supporting the digital economy as the rules effectively reduce unnecessary trade barriers. This study introduces various approaches that major countries take regarding digital trade policies and rules. Comprehensive and Progressive Agreement for Trans-Pacific Partnership has introduced comprehensive rules on e-commerce, including binding articles on the free flow of information, location of computing facilities, and source code. More recent e-commerce provisions or digital trade agreements cover wider range of issues, from cyber security, artificial intelligence, and data innovation to electronic invoicing and payments. Multilateral negotiations on digital trade rules, including the World Trade Organization E-commerce Joint Statement Initiatives and Indo-Pacific Economic Framework, are in progress. Thus, countries involved are expected to respond to new digital trade issues with long-term strategies considering domestic policy objectives.

무역자유화 시대에 따른 유가공 제품의 다양화 방향 (The Diversification of Dairy Products in the Era of Trade Liberalization)

  • The liberalization of imports under the system of World Trade Organization (WTO) will provide a serious impact on Korean dairy industry when foreign competitive dairy products are introduced from any countries in the world. With the importation of dairy products, Korean dairy industry may bring about the limitation of raw milk production, decline of the working ration in facilities and loss of diversification of dairy products. Therefore, Korean dairy industry should prepare high quality dairy products to secure international competitions against the opening of importation. In conclusion, development of high quality and functional dairy products that are satisfied to consumers are the most important subjects to overcome the adverse circumstance as WTO. This report reviews the direction of the diversification of dairy products in the Era of trade liberalization.

  • As the development of information and globalization of world economy enters new condition, the stake of every nation's makes more complwx, and multilateral negotiation lead by WTO is seriously delayed. But the number of agreement about FTA increase exponentially. In this study we aim to consider whether Korean FTA affects the relation of the trade of Korea and Japan or not, especially Automobile industry. The composition of this paper is as follows. Chap. 1 is Introduction. In Chap. 2, we consider the change of the Trade Policy of Korea focusing in FTA. In Chap. 3, we consider how Korean FTA affect the structure of Japan's Trade, especially the automobile industry of Korea and Japan. In Chap. 4, we have conclusion. As the conclusion, the impact to the automobile industry of Korea and Japan is that Korean FTA works to Korean automobile industry advantageously in micro level, but in macro level, the competition of world automobile industry move into a next generation technology market.

  • This paper described the contents of the WTO (world trade organization) SPS (world trade organization) Agreement and trends in the WTO SPS provisions such as equivalence, localization, transparency, and risk assessment. The purpose of the WTO SPS agreement is to promote international trade by preventing arbitrary and unreasonable use of SPS measures, which are the rights of a country for the protection of human health and animal and plant health, and by abolishing the non-tariff barriers. To this end, the requirements for implementing the SPS measures taken by the importing country are restricted to those that can scientifically prove to be inevitable for SPS protection. The major provisions in WTO SPS agreement were elaborated to promote international trades. When trade-restricted SPS measures such as prohibition of imports are made, a scientific basis should be provided. Therefore, it is essential to provide scientific evidence based on risk analysis to protect people's health from potentially harmful imported foods.

  • 국제주의 질서나 지역주의 및 쌍무주의 질서가 일응 무역자유화를 지향하는 점에서 양자는 일치하면서도 후자가 역내 자유주의와 역외 보호주의라는 양면성을 가지므로 갈등과 모순이 있을 수 밖에 없다. 그러나 차선 이론이나 GATT나 WTO의 현실인정의 예외 규정으로 보완내지 공존관계에 있음이 현실이고 나아가 지역주의와 쌍무주의가 국제주의의 실험장이 될 수도 있다. 우리나라의 통상현안과 관련하여 볼 때 WTO출범에도 불구하고 이처럼 국제주의질서와는 별개로 지역주의 및 쌍무주의 질서가 현실적으로 공존함으로써 우리의 어려운 통상환경의요인으로 작용하고 있으므로 대국적인 통상정책으로 이에의 적절한 대응이 요구된다. 요컨데 우리경제가 OECD에 가입했고 선진경제대열에 진입하고 있음을 감안할 때 범세계적 시각에서 통상관련제도를 국제주의 질서의 측면에서 최대한 개편 보강하여 통상협력 하는 한편, 지역주의나 쌍무주의 측면에서도 권역별로 충화된 수단의 최적 Mix를 도출함으로서 조화로운 통상관계를 정립시켜 나가야 할 것이다.

주요 콩 생산국의 생산변동 조정유형과 무역전이효과 분석 (Adjusting Patterns of Production Fluctuation and Trade Transmission Effect of Major Soybean Production Countries on World Market)

  • 본 연구에서는 우리나라의 대표적 수입 곡물인 콩의 주요 교역국들의 생산, 소비, 무역 및 재고 동향과 각국의 생산변동에 따른 조정유형 분석을 수행한 후, 이를 바탕으로 각국의 국제시장 전이효과를 계측하였다. 분석결과 최근 콩의 국제시장 전이효과가 주요 생산국인 브라질, 파라과이, 캐나다 등을 중심으로 증대되고 있으며, 대부분의 국가가 재고보다는 소비와 무역을 통해 생산변동을 조절하고 있는 것으로 나타나 국제 콩시장의 불안정성 증가가 예상된다. 따라서 대규모 콩 수입국인 우리나라는 일정량의 국내생산기반 유지, 적절한 재고정책의 활용, 선물시장의 활용, 수입선 다변화 등과 같은 해외조달능력의 향상을 통한 안정적인 국내 콩 수급 방안 마련이 시급한 것으로 나타났다.

군산항만의 발전전략에 관한 연구-대 중국교역을 중심으로- (A Study on Development Strategies for Kunsan Port : Focused on trade with China)

  • The establishment of the WTO system means that the global age of trade has officially arrived. Since the integration of the world economy brings about the free movement of goods and services between nations, it is inevitable that sea-bound freight will continue to increase. A recent World Bank report says that China and Korea will be the first and seventh largest economic Powers, respectively, by the year 2020. In particular, the Korea peninsula has a geo-political advantage in being developed as a major Northeast Asian container center. Moreover China's swift uprising needs new order of trade for economy belt in Northeast Asia. Therefore, it can be said that Kunsan Port. which has already been designated as a free trade zone, has greater potential to rise as a regional beach-head port and main region for foreign investment. As such. Kunsan Port will play a major role in accelerating the emergence of the West Sea in international trade. There are several strategies for developing Kunsan Port into a central container port: 1) develop Kunsan port Into an import/export front base f3r multinational corporations, 2) develop Kunsan container port into the core composite container-linked central port, 3) attract foreign investment to the Kunsan Free Trade Area so as to promote balanced development among the regions of Korea, 4) support the central government and local governments to accelerate the coming of the "West Sea Era." These recommendations call for urgent implementation.

  • The world economy is becoming increasingly globalized. The globalization has resulted in far reaching agreements to deepen trade liberalization and enlarge its scope to cover new areas in addition to strengthening its supporting institutional base. Economic growth has developed international trade which has accelerated the development of international carriage of goods in 21st century. The international trade is basically founded on the contract of international sale of goods and backed up by the contract of international carriage of goods and the insurance on the goods carried. It is essential to incorporate each other sections for the efficient development of international trade. As a result of rapid expansion of international carriage of goods, rationalization of transport was required, which has brought about the International Multimodal Transport System through containerization. The approach to liability system will be a right way to solve the insurance problems for the development and enlargement of world trade volume. International multimodal transport system has affected international trade a lot, especially the field of insurance a grate deal. This paper is to analyze contents of liability system on Multimodal Transport with in the UN Convention on International Multimodal Transport of goods.
