  • The purpose of this study was to compare differences between essential tasks and delegable tasks among public kindergarten dietitians. A survey study was conducted through a self-administered online method from November 18 to December 28, 2019. The survey consisted of essential tasks and delegable tasks, including 6 Duties, 25 Tasks, and 94 Task Elements. The survey was distributed to a sample of 500 kindergartens in Korea, after excluding incomplete surveys and outliers, and a total of 224 responses were used for the analysis. Descriptive statistics were used to compare essential tasks and delegable tasks. The results show that 'Duty A. Nutrition Management', 'Duty B. Foodservice Management Practices', 'Duty C. Hygiene management of kindergarten foodservice', 'Duty D. Nutrition-Diet Education and counseling', and 'Duty F. Professionalism Enhancement' were recognized as essential tasks to be performed by kindergarten dietitians. All 16 tasks elements (100.0%) in 'Duty E. Managing snacks during semesters, and lunch/snack during breaks' were identified as delegable tasks. In conclusion, most tasks were recognized as essential tasks to be performed by kindergarten dietitians. On the other hand, 'Duty E. Managing Snacks during semesters, and lunch/snack during breaks' was considered a delegable task by public-attached kindergarten dietitians. It is recommended that public-attached kindergartens should consider additional workforce related to 'Duty E'. This study is expected to offer basic data on laws and regulations about the duties of kindergarten dietitians.

  • Korean domestic workers are trend to avoid harmful and dangerous jobs calls 3D work due to the poor working conditions. Therefore, the incoming population of foreign workers is increasing to fulfill the required labor force. Mostly these foreign workers are placed in small and medium-size industries. As work that induces musculoskeletal disorders(WMSD) is equally exposed to domestic workers as well as foreign workers, this study attempted to investigate the work burdened by musculoskeletal disorders and derive improvement measures by understanding the actual conditions of the worksites of foreign workers. The result of this investigation defines that the possibility of developing musculoskeletal disorders is very high in the environment in which more than 40% of the respondents work with heavy objects and repetitive work of wrists and elbows. To prevent the symptoms of musculoskeletal disorders among foreign workers, three measures were proposed. To reduce the mandatory check-up period of WMSD under the Occupational Safety and Health Act, to revise the employment permit system, and to enhance the practical help of EPS education. Safety and health management of foreign workers is becoming an essential task not only for securing a workforce but also for the national image. Personal and economic losses at the national level should be minimized through policy support such as financial support for small and medium-sized businesses in Korea and supplementation of legal systems for the protection of foreign workers.

  • The purpose of the study was to investigate the policy implication and a usage model for aging workforces of research and development field in the era of working age population decline and the introduction of the retirement age legislation. In spite the importance of the use for aging workforces of R&D, previous studies have not been taken in terms of R&D workforces. In addition, the activated policies and services was implemented for the aged and retired people. Therefore, we suggested the usage model in four folds: 1) internal employment model, which is to hire and employ pre-retired active workforces by their retirement age, 2) internal and external linkage model, which is to make them to depart from their previous workplaces and move them to new workplaces where they can apply their knowledge and skills, 3) extending retirement age model, which is to expand their age limit and provide their job opportunities after they left their work, and 4) ouplacement model, which is to provide them with employment information and service as well as operate the educational programs before they leave the workpalce. Finally, we suggested the update of legislation and law for old workers, government supports for retiring workforces, and the conversation and compromise between R&D workforces and managers of workplaces.

  • The Literature Museum Network aims to realize the legislative purpose of the Literature Promotion Act and achieve balanced development of local literature centers across the country. In the Literature Museum Network, the literature museum network support center will be established by region to take charge of cooperation projects between local literature centers, which will be the culmination of the National Literature Museum of Korea. It is intended to test-run various projects planned by the Munhakwan Network Support Center to create derivative contents, or to establish a regional hub literature center in charge of education and other affairs of the literature museum's workforce. If the existing metropolitan administrative districts are used to form zones, the entire country can be organized into four zones. They include the Seoul-Gyeonggi Literature Museum Network (23 local literature centers), the Gangwon Chungcheong Literature Museum Network (32 local literature centers), the Yeongnam Literature Museum Network (30 local literature centers), and the Honam Jeju Literature Museum Network (22 local literature centers). One literature museum network support center will be established for each region and one local literature center will be selected as the hub literature center. The Literature Hall Network Support Center is in charge of collecting and managing literary materials, developing contents and programs, promoting and foreign cooperation, etc. The hub literature museum will be in charge of pilot operation of content and programs, training and education of experts in the literature museum, and running joint storage facilities. This structural system and efficient operation of the literature museum network will ultimately provide an opportunity for the formation of cultural governance in which the power and public nature of the establishment of literary promotion infrastructure are secured.
