우리나라 과학기술인력의 경력이탈 현황 분석 (An analysis of the deviation from S&T workforce career-path in Korea)

  • 본 논문은 전 생애주기에 걸쳐 나타나는 우리나라 과학기술인력의 경력이탈 규모와 현황을 추정하는 데 일차적인 목적이 있다. 이를 위해 먼저 과학기술인력의 경력이탈에 대한 조작적 정의를 내리고 이를 분석할 수 있는 기본틀을 크게 인재확보 단계와 활용단계로 구분하여 구축하였다. 이 틀에 입각하여 경력이탈 현황을 진단해 본 결과, 우리나라 과학기술인력의 경력이탈은 주로 활용단계에서 나타나고 양적 이탈보다는 창조경제시대를 이끌어갈 우수 인재의 이탈이라는 질적 이탈 문제가 심각한 것으로 나타났다. 마지막으로 생산가능인구 감소시대를 맞이할 경우 이러한 질적 이탈 문제는 더욱 심각해질 수 있으므로, 좋은 일자리 확보와 경력개발 경로 구축 등의 정책을 우선적으로 추진할 필요가 있다는 대안을 제시하고 있다.

  • Rapid innovation in ICT is transforming the way we work, the way we interact, the way we learn, and the way we live. In the education and training sector, ICT increases access to learning by making it possible for workers to fit their education into family and work schedules and by providing a greater programmatic choice of quality courses. ICT allows multiple workers to simultaneously enrol in training programs and work in their workplace in order to achieve their particular learning goals in a timelier manner. This paper deals with the ICT conditions, role of ICT, application of ICT, and effectiveness of ICT in the area of workforce development.

Men, Work, and Mental Health: A Systematic Review of Depression in Male-dominated Industries and Occupations

  • Among men, depression is often unrecognised and untreated. Men employed in male-dominated industries and occupations may be particularly vulnerable. However, efforts to develop tailored workplace interventions are hampered by lack of prevalence data. A systematic review of studies reporting prevalence rates for depression in male dominated workforce groups was undertaken. Studies were included if they were published between 1990 - June 2012 in English, examined adult workers in male-dominated industries or occupations (> 70% male workforce), and used clinically relevant indicators of depression. Twenty studies met these criteria. Prevalence of depression ranged from 0.0% to 28.0%. Five studies reported significantly lower prevalence rates for mental disorders among male-dominated workforce groups than comparison populations, while six reported significantly higher rates. Eight studies additionally found significantly higher levels of depression in male-dominated groups than comparable national data. Overall, the majority of studies found higher levels of depression among workers in male-dominated workforce groups. There is a need to address the mental health of workers in male-dominated groups. The workplace provides an important but often overlooked setting to develop tailored strategies for vulnerable groups.

The Importance of the University Education System for Trade Workforce: the Person-Organization Fit Perspective

  • As globalization accelerates and the trade environment rapidly changes, a more prepared trade workforce is required for the business world. The trade department is an important educational institution that educates and trains future trade talent. Thus, in the evolving trade environment, their role has significant implications for the economic growth of Korea. The present paper is a comparative study of the importance of the university education system in terms of the trade work force through the Person-Organization fit (P-O fit) perspective. We observe that the American trade education system is more oriented to meet and reflect the needs from the real world. It contains a support structure through various governmental organizations that offer financial incentives as well as educational opportunities through internships and other hands-on experiences. The trade education systems in universities in Korea are still static by comparison and are recommended to implement changes that will give students more practical exposure to trade. The governmental and business sectors are also encouraged to support universities in achieving these goals through building a strong cooperative network with university trade departments.

Occupational Health: Meeting the Challenges of the Next 20 Years

  • Background: The industrial revolution that took place in the United Kingdom (UK) between 1760 and 1830 led to profound social change. Occupational medicine was concerned with the diagnosis, treatment, and prevention of occupational diseases, that is, diseases directly caused by exposure to workplace hazards. A similar pattern of development has occurred globally. Methods: A review of relevant literature. Results: The international conceptualization and development of occupational health occurred during the 20th century. A new paradigm for occupational health has emerged that extends the classical focus on what might be termed "health risk management" that is, the focus on workplace hazards and risk to health to include the medical aspects of sickness absence and rehabilitation, the support and management of chronic noncommunicable diseases, and workplace health promotion. Conclusion: The future strategic direction for occupational health will be informed by a needs analysis and a consideration of where it should be positioned within future healthcare provision. What are the occupational health workforce implications of the vision for occupational health provision? New challenges and new ways of working will necessitate a review of the competence and capacity of the occupational health workforce, with implications for future workforce planning.

STEM Education and Sustainable Growth in Regions: Lessons Learned from the U.S. WIRED Program Evaluation

  • It is recent that STEM (Science, Technology, Engineering and Mathematics) education emerged as a great concern of the U.S. policy makers in terms of securing national and regional competitiveness. However, few attempts to embrace STEM education as a source for sustainable regional growth have been made mainly due to methodological challenges. This paper investigates the role of STEM education in achieving sustainable economic growth. For the purpose of the paper, a U.S. federal workforce development program named Workforce Innovation in Regional Economic Development (WIRED) in Southeastern Virginia that was implemented between 2007 and 2010 is selected and evaluated qualitatively. By identifying three themes as a result of three-stage coding methods, the evaluation results call for particular attention of local policy makers and key stakeholders to STEM education as a source of sustainable long-term economic growth in regions.

공장 자동화를 위한 다열 배치에서의 작업자 할당 (Workforce Assignment in Multiple Rowsfor Factory Automation)

  • This paper considers the workforce assignment problem to minimize both the deviations of workloads assigned to workers and to maximize the total preference between each worker and each machine. Because of the high expense of technology education and the difficulties of firing employees, there is no part time workers in semiconductor industry. Therefore, multi-skilled workers are trained for performing various operations in several machines. The bicriteria workforce assignment problem in this paper is not easy to obtain the optimal solution considering the aisle structure and it is belong to NP-class. The proposed heuristic algorithms are developed based on the combination of spacefilling curve technique, simulated annealing technique and graph theory focusing on the multiple-row machine layout. Examples are presented for the proposed algorithms how to find a good solution.

사이버보안 인력의 효율적 관리를 위한 자격등급 모델 설계 (An Qualification Level Model for Efficient Management of Cyber Security Workforce)

  • 대규모 사이버공격이나 테러가 발생하여 국가가 막대한 피해를 보거나 안보에 치명적인 위협이 되었을 때에서야 비로소 사이버보안 인력 양성에 대한 사회적 관심은 높아진다. 또한, 정부에서는 사이버보안 인력 양성과 확보 정책을 제시하곤 한다. 하지만, 양성된 사이버보안 인력이 관련 기관이나 기업에 취업한 이후에 이들을 체계적으로 관리할 수 있는 시스템은 아직 미약하다. 소프트웨어 인력은 표준화된 자격등급 모델이 있어서 각 등급별로 적합한 직무를 설정하여 관리하고 있다. 사이버보안 인력도 경력, 학력, 교육훈련 실적 등을 고려한 특화된 자격등급 모델이 필요하다. 자격등급을 부여함으로써 각 등급별로 수행할 수 있는 직무를 설정하고 부서의 직책과 직위도 등급을 고려하여 부여해야 한다. 따라서 본 논문에서는 사이버보안 인력의 효율적으로 관리하기 위한 자격등급 모델을 제안한다.

  • The purpose of this study was to compare and analysis researches related the promising career and job outlook and to provide the direction for job choice to engineering students. Literature review and expert council were used to achieve the objectives of study. The result of this study was analyzed that these jobs were promising, that is, environmental scientist and specialist, earth scientist and hydrologist(education and research related career), architecture and architectural engineer, civil engineer, landscape technician, land surveyor map production expert photo surveyor surveying technician(construction related career), material engineer (mechanics and material related career), mine and geology engineer(chemistry, fiber and environment related career), computer system design and analyst, system software engineer, application software engineer, web specialist, and computer support specialist (electrical and telecommunication related career) and food engineer(food related career). In addition, health silver specialist, bio biomedical engineer, renewable energy specialist etc. were promising by considering social and economic trend for demographic change like aging and green growth.

산업인력양성 체제로서 국내 직업교육의 변천 과정 고찰 (A Study on the Transition Process of Vocational Education as National Human Resource Development in Korea)

  • 본 연구에서는 국가인적자원개발 체제로서 산업인력양성을 위한 직업교육이 국가 경제 및 산업, 사회문화적 맥락과 어떤 관련성을 갖고 변천 과정을 거쳤는지를 파악하였다. 첫째, 우리나라의 경제 환경, 산업발달, 사회 변화에 따라 산업인력양성 체제로서의 직업교육이 어떻게 변해왔는지, 둘째, 직업교육의 역할과 비중에 영향을 준 주요 요인들은 무엇인지, 셋째, 산업인력양성 체제로서의 직업교육과 이공계 인력양성은 국가인적자원개발 모형 관점에서 어떻게 다르게 변화했는지를 분석하였다. 이를 위해 국내·외 학술지 논문, 연구보고서, 학위논문 등의 문헌을 조사하여 시대별로 구분하고 시대 별 경제, 산업, 사회적 이슈, 정책과 연관하여 직업교육의 주요 변화를 분석하였다. 연구결과 첫째, 산업이 고도화되면서 직업교육의 수준은 높아지고 범위는 확장되는 양상을 보였다. 둘째, 직업교육은 제조업 산업 기반 이후 점점 축소되는 경향을 보였고 특히 중등직업교육은 경공업 중심의 국가 산업 이후 쇠퇴하는 경향을 보였다. 셋째, 1970년대 이후 산업의 고도화에 따른 국가인적자원개발의 다양화 및 직업의 다양화로 학력 수준에 따른 임금 격차가 생겼고 이는 대학교육에 대한 선호를 높여 중등직업교육을 기피하는 현상이 발생하게 되었다. 또한, 이공계 인력양성에 초점을 맞춘 국가인적자원개발 모형을 제안하여 직업교육 전반에 초점을 맞춘 기존 국가인적자원개발 모형을 비교하였고, 국가인적자원개발을 다양한 분야나 수준별로 세분화하여 모형을 도출하고 변화를 살펴볼 필요가 있음을 밝혔다. 연구 결과로부터 우리나라 직업교육, 특히 중등단계 직업교육은 경제 성장과 교육열, 외환위기와 같은 외부 충격에 의해 사회문화적 인식에 큰 영향을 받아 쇠퇴해 왔으며, 직업교육의 위기를 극복하기 위해서는 이러한 인식을 바꾸려는 장기적 노력이 필요함을 시사점으로 제시하였다.
