Since the Gifted and Talented Education Promotion Law was enacted 15 years ago, in Korea, gifted education in Korea has continued rapid and quantitative growth. The number of gifted classes or institutes for the gifted have increased, as well as the number of gifted education teachers increasing their participation in professional development training and educational activities. However after 2014, gifted education is somewhat shrinking. Due to the controversy of private education and expansion of social welfare in Korea, administrative and financial support for gifted education is being reduced. This study reviewed the gifted education policies promoted by successive governments and analyzed the relationship between politics and support for gifted education efforts by the government. In addition, the phenomenon of the recently shrinking gifted education in Korean society was analyzed in various aspects. These aspects include: decreasing quantitative growth due to the weakening of administrative and financial support from central and local governments on gifted education, regulations on suppressing private education, social inequality to gifted education access, and lack of solidarity in the gifted education scholastic community. Based on this analysis of gifted phenomenon, ways of developing the ideological and practical aspects of future-oriented gifted education were suggested. In the ideological dimension, it was emphasized that gifted education must move away from insularity and the adhesive perspective of Korean society on the concept of giftedness, the concept of intelligence and the recognition of the legitimacy of gifted education. On the other hand, in the practical dimension, the following points were identified: the collection of empirical data on the economic impact of gifted education, gifted education amendment of the statutes, adaptation of the gifted education program with gifted identification, diversification of gifted education service system, and actively promoting new research topics in relation to the Gifted and Talented Education.

The purpose of this study is to conduct a comparative analysis of health behaviors, health status, and health care utilization by the homeland of the internationally married women immigrants living in Korea. The subjects of this study were 171 married women immigrants who are registered at 7 multicultural centers in Chungbuk province. The study was conducted from September 2010 to November 2010 by surveying them with structured questionnaires translated in 7 different languages. In health behaviors the results indicated that there were statistically significant differences in high intensity exercise, walking, weight control, and the number of times having breakfast per week depending on the subject's homeland. In health status, there were statistically significant differences in low back pain incidence and obesity rate by the subject's homeland. In health care utilization, the subjects revealed statistically significant differences in utilizing health screening, in selecting primary medical institutes, and in the reasons for avoiding medical institutes depending on the subject's homeland. Health promotion policies that take the results of this research into account would provide suitable health care services for internationally married migrant women.
The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.
This study purported to examine the effects of precarious employment and social capital on the changes of self-rated health status among the middle aged and the young-old population in South Korea. The study analyzed 12 year follow-up data generated by the Korean Labor and Income Panel Study(KLIPS 6-17), which included 10532 employed subjects aged 55 to 75. Multi-level growth curve modeling was performed by fixed and random effect models using STATA 13.0 program. Afterwards, Hausman test was performed, which resulted in support of the estimation by fixed effect model. The results showed that a day labor position was significant factor affecting the deteriorated changes of self-rated health status over time. In addition, wage, weekly working hours, and private/relational social capitals were also found to be significant factors affecting the changes of the self-rated health status. The results supported the divergence hypothesis as well as the cumulative advantage theory. Efforts should be made to develop and implement various employment support policies and social service programs to alleviate the health inequality of the employed workers over their middle-aged to young-old period.
Kerala, a southern-west state of India, has been vigorously studied due to its unique development status. Indeed, Kerala shows such a high level of social development as Human Development Index indicates, yet it is suffering from the low level of economic. As a result, scholars have examined a broad range of rationales to understand the 'Kerala Development Model' as discussing historical contexts, social welfare policies, land reforms by Communist Party of India, and so on. Among them, scholars agree that education is one of the most critical factors that led to social development of Kerala. Despite the consensus, there has been lack of research that deeply look into how education has been delivered, what impacts it has on people, and why it contributes to social development in Kerala. This research, thus, would discuss the meanings, values and impacts of education with the capability approach that is originally termed by Amartya Sen. The approach criticize the dominant paradigm of 'development' that is materialistic oriented, instead it emphasizes expanding a range of capabilities of people to reach 'development' that people can act upon what they value and cherish. Based on Sen's perspective, we believe that dimensions of education can be re-defined and expanded in a relation to development.

This study aims to investigate the relationship between filial piety, family exchange, and social exchange and perception of intergenerational solidarity and to find the differences of those relationships among different age groups. '2017 Age Integration Survey' data, which were collected under the support of Social Science Korea (SSK) project of National Research Foundation of Korea. 300 participants for each three age group such as the young, middle-aged and older adult were randomly selected among 1,017 and data were analyzed by structural equation modeling method. Findings were as follows. Firstly, filial piety, family exchange, social exchange affected the perception of intergenerational solidarity. Secondly, there is a significant difference in those relationships among different age groups. Family exchange and social exchange were statistically significant variables to explain the perception of intergenerational solidarity in the young age group; filial piety, family exchange, and social exchange, all three variables were related statistically significantly to the perception of intergenerational solidarity in the middle-aged group. For older adult group, filial piety and social exchange appeared as the significant variables. Based on these findings, several suggestions in policies and practices were made to increase the perception of intergenerational solidarity by reflecting the characteristics of each age groups.
Globalization, deindustrialization, and the revolutionary development of technology has led to the concerns that existing social policies might not be fit for the current and upcoming society. At the same time, the idea of universal basic income has drawn significant attentions as the alternative to the old welfare state. There are pros and cons of basic income, and scholars of both sides stand against each other with their equivalently strong logics. In this situation, some governments have planned or conducted field experiments in order to estimate the causal effects of basic income. This study explores the Finnish and Dutch basic income experiments in methodological perspective. All the World have been watching the experiments in these two countries with keen interest. The results of these experiments will surely influence on the pros and cons of basic income in numerous countries, including South Korea. It is important to precisely figure out the methodological meanings and limitations of the experiments, for the experiments in both countries deal with only some partial components of basic income and have been exposed to many threats to internal validity. Therefore, scholars for and against basic income should be careful in interpreting the findings from these experiments. This study elucidate the methodological meanings and limitations of the Finnish and Dutch basic income experiments. Furthermore, this study extracts some lessons from these experiments that would be useful if scholars would have an opportunity to design and conduct a basic income experiment in South Korea.
Korea has recently invested much of its effort in fostering talents in scientific fields to establish a foundation for sustainable future growth. From this perspective, the ministry of education has come up with a special rule aimed at achieving the substantiality of engineering schools in universities. The ministry has been providing educational support by providing a tech-innovation center, industry-oriented education, and policies such as PRIME. Despite this support, most students in the natural science field end up being hired in fields not related to their majors. There has been a growing opinion regarding the need for career education for these students. In this research, based on a social cognitive career theory (SCCT) model that provides a comprehensive understanding of career development, this research would like to practically examine the relationship among college students' career preparation behaviors and influencing variables, such as grit, career decision-making self-efficacy, outcome expectation, and major interest. Data from 153 natural-science majors at A college in Korea were collected and analyzed using path analysis. The result was that the data strongly supported the model explaining the relationship between career preparation behaviors and influencing variables. Based on this result, we propose that career education that can promote grit, career decision-making self-efficacy, outcome expectation, and major interest is required to encourage students in the field of the natural sciences to pursue career preparation behaviors related to their majors.
As the social development progress, social welfare policy for people with disabilities also advance to meet rights of people with disabilities. The personal assistance service(PAS) is the primary service system for persons with disabilities based on guaranteeing the self-determination. The purpose of this study was to compare the personal assistance service system between Japan and Korea to propose improvement plan for Korean system. The comparison of two countries was based on current situation analysis of PAS. The analysis on eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible etc. The result showed that PAS in Korea is served according to administration convenience than personal need based. Korean PAS policies are limited to particular service amount and type of needed services to satisfy personal PAS need. Whereas, Japan PAS system is served on the philosophy of independent living paradigm and therefore, PAS is provided on personal service needs. The service emphasis is on self-determination and rights on service selection for persons with disabilities. The recommendation for improvement of PAS in Korea are as followed. First, PAS should served under independent living paradigm. Paradigm based service is important because it effects the main theme of PAS; the self determination and rights of service selection. Second, reconstruction of PAS system is needed. As it showed on analysis, eligibility criteria, information referral, amount and type of services and service provider, appealing process and service fee deductible need to be supplemented. Last, to better serve PAS, case management method should be apply. Case management would contribute to settlement of PAS system in Korea. Thru case management, participation opportunities of people with disabilities must be provided during the selection of service quantity and type of PAS.
The objective of this study was to investigate the influence of family-related factors and age-friendly environment on intergenerational interaction in middle-aged group and the older adult group. Based on the results, this study is to suggest countermeasures for decreasing intergenerational interaction with the population aging. This study analyzed 260 sample participants aged from 45 to 64 and 399 sample participants aged 64 and more, categorizing them into middle-aged group and the older adult group respectively. The sample participants were taken from '2014 Survey on the Aged Society' and had at least one adult child aged over 18 at the time of participation. In order to identify the relationship between five sub-dimensions related to family, age-friendly environment and intergenerational interaction within the family in two age groups, t-test and multiple regression analysis were used. As a result, both two family-related factors had positive correlation with intergenerational interaction within the family. However, affective solidarity showed a higher significance in the middle-aged group and familism showed a higher significance in the older adult group. Among the sub-dimensions related to age-friendly environment, only personal opinion on age integration showed significance in the older adult group. This study provides several implications from the results.
