The purpose of this study is to explore the model for the family welfare service delivery system in Korea. In order to provide more effective and efficient delivery system it is necessary to evaluate the existng family welfare delivery system. By the review of literature family welfare delivery system is fragmentary and inconsistent. Then the role of informal voluntary public and commercial sector in the delivery system is examined Lastly the models for family welfare service delivery system are proposed. Major suggestions are as follows: 1, It is necessary to reform the family welfare service delivery system for considering the integration of the family life. 2. Family welfare worker ought to coordinate the service to meet the complex needs of individuals and the family 3. The intersector collaborative model for family welfare service delivery system in proposed.

In era of lowbirth, aging population, low growth and social polarization, the effective welfare delivery systems are taking on added significance than past years. Public housing welfare resources, such as public rental housing, housing voucher, affordable housing loan, are more diversified and expanded. These programs could work effectively by the comprehensive interlink and community based delivery system. From the standpoint of recipients, how effectively the substantial benefits of welfare resources being delivered to each individual is more important than how much welfare resources being produced totally. This study aimed to explore the reform of public housing welfare delivery system. For this purpose, diagnosed the current states and key issues related to public delivery system, and analyzed what kinds of housing welfare services should be strengthened, and finally suggested the collaboration among the public sectors (local government, LH, HUG, HF etc.) and the partnership with non-profit organizations. Main research implications are as follows. The main housing welfare services which could be categorized as the housing welfare center's role are advice & information offering, several public resources interlink and accessibility improvement, community based network construction, etc. And the most important key for successful delivery system reorganization is the collaborative operation of the public sectors and local government, non-profit organizations.

The purpose of this study was to establish the housing welfare delivery system in Incheon. Documentary research and content analysis methods and survey were used in this study. Data drawn from internet homepage of each community center, gu-office and city hall in Incheon. The major results of this study are as follows. 1) Related works of housing welfare are housing welfare facility management, self helf center, support service of housing life, residential environment management 2) Housing welfare delivery system consists of city, gu-office, community center order. There are many problems that the lack of experts and department of housing welfare and inconsistent works. 3) There should be optimize the related works of housing welfare in order to increase of efficiency of works and to prevent overload to public servant. 4) Housing welfare delivery system needs to co-work through collaborative network in order to realize welfare society. And each main groups have to establish their horizontal relationships.

본 연구는 사회복지의 발전추세에 따라 향후 공적 사회복지 전달체계가 더욱 중요함을 인식하고 여기에 나타난 조직운영 상의 실태분석을 통해 극복요인을 파악하고자 하였다. 극복요인으로는, 첫째, 전달체계의 속성에 대한 극복이다. 둘째, 업무의 비효율성에 대한 극복이다. 셋째, 전달체계 및 인력상의 부조화에 대한 극복이다. 넷째, 사회복지통합관리망의 관리부실에 대한 극복이다. 결론적으로 본 연구를 통해 위와 같은 극복요인이 해결될 때 비로소 공적 사회복지 전달체계가 원활히 이루어질 수 있음을 알 수 있다.

The purpose of this study was to review the current state and issues of family life welfare policy and service delivery system in Korea Up to now social welfare has exclusively represented welfare area and family life welfare has been treated as a subarea of social welfare not an independent area Recently the organization system of family life welfare in Korea was reorganized. The depatment of family life welfare was disorganized and the role and function of it was dispersed. The present policy for family life welfare and service delivery system pose many issues in legal arrangement administrative dimension approach characteristics of welfare concerned department institution professional personnel and certificate system.

본 연구는 최근 사회적으로 관심이 고조되고 있는 가족복지정책을 중심으로 제기되고 있는 가족복지 서비스 전달체계에 관한 모형을 정립해 가는데 고려해야 할 원칙과 방향에 대하여 논의하고 있다. 이를 위해 본 연구는 가족복지정책의 패러다임 전환과 보건복지부에서 여성가족부로 가족업무가 이관되는 변천과정을 개괄하였다. 이를 통해 전환기에 서 있는 가족복지정책이 담보해야 할 내용성을 제시하고 이를 실현하기 위한 전달체계의 구축원칙을 기존 사회복지전달체계와의 연관성과 가족복지서비스 전달체계의 특성을 결합하여 제시하였다. 마지막 부분에서는 2004년도 시범사업을 수행한 기관들의 프로그램을 살펴보면서 가족복지서비스 전달체계 구조상 가장 지역사회 가족과 맞닿아 있는 가족지원 센터의 모형을 설계하는데 기본적으로 고려할 사항을 제안하였다. 가족복지서비스 전달체계의 구축원칙으로는 우선 가족구성원이 일과 가정의 양립을 통해 가족의 안정성을 강화하며, 어떠한 형태의 가족이든 사회적로 배제되지 않고 기본적인 생활기반을 유지해 나갈 수 있도록 지원하는 가족복지정책의 목표를 실현가능한 것으로 전환시키는 전달체계이어야 한다는 것이다. 또한 사회복지전달체계에서 요구되고 있는 통합성, 지속성, 효율성, 접근성의 강화가 동시에 요구된다. 특히 가족복지서비스의 구체적 현장단위인 가족지원센터는 민주적이고 평등한 가족관계 증진을 위한 교육 및 상담 프로그램 등과 같은 직접적 서비스 제공과 함께 구체적이고 다양한 욕구를 지닌 가족구성원에게 필요한 정보를 제공하고 지역사회의 가족관련 기관들을 활용할 수 있게 지원하는 모형으로 정착할 수 있는 방안이 고려되어야 하겠다.

본 연구는 복지거버넌스 유형화 논의를 이론적 배경으로 하여 영국 근로연계복지정책 전달체계를 분석하였다. 본 연구는 영국 뉴딜정책 파트너십 전략을 연구대상으로 하였으며, 중앙정부차원의 파트너십과 공공부문-민간부문 파트너십으로 나누어 분석하고, 연구결과를 다음과 같이 제시하였다. 첫째, 중앙정부차원의 전달체계 개혁 수단은 부처통합이고, 서비스 전달전략의 구체적 변화는 통합고용사무소 설치로 나타났다. 둘째, 공공부문-민간부문 파트너십에서 전달체계 개혁 수단은 경쟁을 통한 계약, 즉, 시장기제의 도입이다. 특히, 지역차원 파트너십에 있어서 서비스 전달체계 개혁 수단은 노동시장 수요 측면에서의 패러다임도입이다. 이는 지역고용 및 훈련의 통합서비스 제공을 목적으로 하며, 중앙정부 차원의 포괄적 지원체계 마련을 핵심 내용으로 하고 있다. 본 연구는 이를 바탕으로 각 차원의 복지거버넌스 유형을 파악하였다. 그리고 분석 결과를 통하여 우리나라 근로연계복지의 통합적 서비스 제공에 관한 시사점을 제시하였다.

사회복지통합관리망은 정부에서 제공하는 다양한 복지급여 및 서비스를 통합적으로 제공 관리하기 위한 정보시스템으로서 사회복지 행정의 효율화에 기여하고, 나아가 사회복지 전달체계를 개선하기 위하여 구축되었다. 사회복지통합관리망은 복지행정업무를 담당하는 지자체 사회복지공무원의 업무량을 경감시키고 일하는 방식을 개선함으로써 전달체계 효율화 측면을 강조하였으며, 이에 따라 정보화 평가 또한 복지행정업무의 효율성측면과 예산, 인력 감축 규모를 통해 실질적인 효과를 찾아볼 수 있다. 따라서 본 연구는 사회복지통합관리망 구축 및 운영에 따른 경제적 측면, 공급자 측면 그리고 수요자 측면에서 정보시스템의 효과를 살펴보고, 이에 따른 사회복지통합관리망의 실질적인 성과를 제시하였다.

최근 들어 국내외에서 '여성복지'에 대한 관심의 증가와 더불어 사회복지정책이나 서비스를 성인지적(gender-sensitive)관점에서 분석하는 작업이 시도되고 있다. 그러나 아직도 클라이언트로서의 여성에 대한 관심은 그리 많지 않으며 여성을 서비스의 주 이용자로 하는 여성복지서비스 전달체계에 관한 연구 또한 미흡한 실정이다. 이에 본 연구에서는 여성복지서비스 전달체계의 현황을 개괄하고, 전달체계의 기능이 서비스 효과에 미치는 영향을 분석하였다. 이를 위해 여성복지담당 공무원인 여성복지계장과 여성복지상담원을 대상으로 설문조사를 실시했다. 이들의 주관적 평가내용에 기초하여 통합성, 접근용이성, 지속성, 적합성, 노력성, 전문성의 6가지 원칙으로 여성복지서비스 전달체계의 기능을 평가하고, 직무만족도와 업무효과를 중심으로 전달체계의 서비스효과를 측정하였다. 분석결과를 정리하면 1)여성복지계장과 여성복지상담원 모두 전달체계의 기능 중 노력성(재정과 인력의 충분성)이 미흡하다고 지적하였다. 2)업무효과에서는 여성복지계장의 경우 대부분 긍정적인 평가를 하고 있으나 여성복지상담원은 업무내용에 따라 비교적 긍정적인 평가와 부정적인 평가가 엇갈렸다. 3)직무만족도에서는 여성복지계장과 여성복지상담원 모두 동료나 지도감독자, 상담소 이용자 등과의 인간적인 관계에 있어서는 만족하고 있으나 업무수행과 관련된 부분에서는 불만족스러워하고 있었다. 4)전달체계 기능 중 업무효과에는 전문성(계장)과 접근용이성(상담원)이, 직무만족도에는 노력성(계장), 통합성, 접근용이성, 적합성(상담원)이 유의미한 영향을 미치는 것으로 나타났다. 집단에 따라 상이한 결과를 보이긴 했어도 전달체계의 접근용이성, 적합성, 통합성, 노력성 및 전문성이 부분적으로 서비스의 효과와 만족도에 통계적으로 유의미한 영향을 미치는 것으로 나타난 것은 전달체계의 기능과 서비스의 효과성간에 유의미한 관계가 있음을 어느 정도 뒷받침해주고 있다.
