Korea waterworks intergration promotion plan based on case analysis (수도사업 통합 사례 분석을 통한 수도사업 통합 추진 방안)

  • In order to overcome the small scale of Korea waterworks and to achieve comprehensive improvement and innovation transformation, the waterworks integration was reviewed. The effect of consolidation was confirmed by the integration of the water supply business in the southern Gangwon region and the western Gyeongnam region in Korea, such as an increase in the flow rate and a decrease in the production unit cost. After facing management and service limitations overseas, more than 1,000 small-scale waterworks projects in the UK were integrated into 27 waterworks providers, and Japan also revised the Waterworks Act in December 2019 and is in the process of integrating waterworks. It is considered appropriate to promote the integration of waterworks projects in Korea by respecting the autonomy of local governments, but using a participatory method, a win-win method, and a linkage method. For the integration of waterworks projects, three strategies are proposed: First creating a national foundation for integration (revision of the Waterworks Act), Second establishing a waterworks integration strategy led by local governments, Third forming an external consensus and providing incentives for participation.

A study on the improvement of efficiency for waterworks on the basis of the accidents in the system by setting the example of Chungcheongbuk-do (시스템사고에 기반한 상수도 효율성 개선에 관한 연구: 충청북도를 중심으로)

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

A Waterborne Outbreak and Detection of Cryptosporidium Oocysts in Drinking Water of an Older High-Rise Apartment Complex in Seoul

  • From May to June 2012, a waterborne outbreak of 124 cases of cryptosporidiosis occurred in the plumbing system of an older high-rise apartment complex in Seoul, Republic of Korea. The residents of this apartment complex had symptoms of watery diarrhea and vomiting. Tap water samples in the apartment complex and its adjacent buildings were collected and tested for 57 parameters under the Korean Drinking Water Standards and for additional 11 microbiological parameters. The microbiological parameters included total colony counts, Clostridium perfringens, Enterococcus, fecal streptococcus, Salmonella, Shigella, Pseudomonas aeruginosa, Cryptosporidium oocysts, Giardia cysts, total culturable virus, and Norovirus. While the tap water samples of the adjacent buildings complied with the Korean Drinking Water Standards for all parameters, fecal bacteria and Cryptosporidium oocysts were detected in the tap water samples of the outbreak apartment complex. It turned out that the agent of the disease was Cryptosporidium parvum. The drinking water was polluted with sewage from a septic tank in the apartment complex. To remove C. parvum oocysts, we conducted physical processes of cleaning the water storage tanks, flushing the indoor pipes, and replacing old pipes with new ones. Finally we restored the clean drinking water to the apartment complex after identification of no oocysts.

A Study on the Performance of a Sprinkler System with Direct-Coupled Waterworks by Full-Scale Fire Test (실화재실험을 통한 상수도 직결형 스프링클러시스템의 성능에 관한 연구)

  • In this research, full-scale fire test was performed on a real house for the evaluation of the performance of waterworks direct-coupled sprinkler system. The fire was set to occur as spontaneous combustion as the cooking oil overheats. The size of house is $56m^2$ and it consists of a living room, a kitchen, and a room. In order to verify the performance of waterworks direct-coupled sprinkler system, it was installed in the kitchen. The result of the test showed that the fire started from the kitchen enlarged up to its ceiling but it was soon exhausted as the sprinkler started to work. The pressure of the waterworks was 0.28 MPa when the sprinkler operated, by which it verified that fire could go out even by waterworks pressure of the general residence.

Development of BIM models and management of BIM data for waterworks maintenance (상수도시설물의 유지관리를 위한 BIM모델 개발 및 BIM 데이터 관리방안)

  • 3D-based BIM(Building Information Modeling) technologies can be utilized effectively as a means of systematic management of facility information for safety assurance and effective maintenance of waterworks facilities. In this study, BIM models of water treatment facilities that can be used as basic data for BIM-based maintenance of waterworks facilities were developed. Information exchange and generality of the developed BIM models were evaluated by conducting interoperability analysis of IFC(Industry Foundation Classes) conversion models. In addition, the application of COBie(Construction Operations Building information exchange) was recommended as an effective countermeasure to deal with technical limitation regarding exchange and utilization of facilities-related information through current IFC models. The results of this study can contribute to the development of BIM-based maintenance system for waterworks facilities.

Development of the LBS-based Water Service Information Service System (LBS 기반의 수도정보서비스시스템 개발)

  • Even though Korea's national project - NGIS(National Geographic Information System) has been built since 1995 and the GIS database for underground facilities has also been built, not so many systems are utilizing those databases currently. Also, the waterworks GIS developed and operated by K-Water is not used effectively in supporting field works. In order to manage and operate the waterworks pipelines effectively, systematic supporting strategy must be established by adopting the state-of-the-art technology. In this research, a ubiquitous-based strategy for managing waterworks facilities is proposed to increase the usability of the existing related databases and to ensure the systematic way of distributing information. The current status of the existing waterworks GIS and GIS database were analyzed to achieve the goal. By studying the state-of-the-art technology, we found that importing the LBS technology to the databases is necessary. The results of these efforts are exclusive waterworks-mobile-terminals and LBS system supporting them. Furthermore, the applicability of the ubiquitous technology to waterworks has been examined to realize the real-time waterworks management.

Modeling Residual Chlorine and THMs in Water Distribution System (배급수계통에서 잔류염소 및 THMs 분포 예측에 관한 연구)

  • This study suggested a method for prediction of residual chlorine and THMs in water distribution system by measurement of residual chlorine, THMs, and other parameters, estimation of chlorine decay coefficients and THM formation coefficients, and simulation of water qualities using pipe network analysis. Bulk decay coefficients of parallel first-order were obtained by bottle tests, and pipe wall decay coefficients of first-order were estimated through evaluation of 5 models, which showed the lowest values of 0.03 for MAE(mean absolute error) and 0.037 MAE in comparison with the observed in field. And bottle tests were conducted to model first-order reaction of THM formation by nonlinear least square regression and the resultant coefficients were compared with the observed in field. As a result, the coefficients of determination$(R^2)$ for the observed and the predicted values were 0.98 in September and 0.82 in November, and the formation of THMs was predicted by modeling.
