  • 최근 많은 국가들이 유역통합관리(IWM: Intergrated Watershed Management)의 개념을 적용하여 하천의 기본단위라 할 수 있는 유역에 적용시켜 유역통합관리의 구현을 모색하고 있다. 유역통합관리는 하천의 관리에 있어 이제까지의 단편적인 접근이 아닌 유역내 다양한 요소들을 종합적으로 고려하여 하천관리를 시도하는 새로운 접근방식이다. 국내에서도 행정구역이라는 공간적인 구분없이 유역을 기본 단위로 관리해야하는 타당성을 인식하고 한국정부에서는 최근에 물관리기본법을 제정하였고 이 법에 유역별 관리원칙을 명시하고 있다. 본 연구에서는 안양천 유역에 안양천유역협의체 구성에 기초가 되는 안양천의 청사진(blueprint)을 Shared Vision Planning 개념을 적용하여 작성하였다. 안양천의 청사진은 유역관리의 원칙에 입각하여 지속 가능한 발전을 위한 계획 마련을 위해 안양천과 관련된 이해당사자들이 함께 공유할 수 있는 안양천의 비전, 관리원칙 및 목표 등을 제시하여 유역계획의 수립 및 실행을 위한 지침서로 활용하기 위해 되었다.

  • Rural water resources systems may be largely constituted by two parts. One is rural water supply systems such as reservoirs, wells, pumping stations. The other is rural water demand systems which include municipal water, irrigation water, industrial water, livestocks water, inland fisheries water and envir¬onmental water in rural areas. planning to develop rural water resources systems is a very hard task because of their complicated factors and the large number of spatial data to investigate and manipulate. A Geographic Information SystemCGIS) will be a powerful and efficient tool to handle the spatial data and to plan the land use. All data can be efficiently maintained and easily updated. This paper refers to the construction of a GIS for planning rural water resources systems applied to Kokseong County, Cheonnam Province, Republic of Korea. The Geographic Informa¬tion was constituted by 4 layers of base map and 11 layers of thematic map.

  • Seasonal water requirements by paddy rice is important to water budgeting for the water resources planning at a basin scale. This paper compares the water requirements resulting from different approaches for the Han River Basin. The demands from the drought years of 1967 and 1968 were found to be significantly less than the irrigation standards. This may result in significant underestimation of the basin-wide water demands. A conversion factor method is proposed to define seasonal irrigation demands. The factor is defined from the ratios of the standards for each growing stage to the drought year demands. The results were compared satisfactorily with those from the irrigation standards, and readily applicable to the water resources planning.

  • Water loss is one of the typical but challenging problems in water management. To reduced water loss or increase water efficiency, the pilot projects were implemented in the TTD's irrigation area. Modern soil moisture technology and local level water user training were conducted together as a mean to achieve improved water efficiency. In terms of technology, soil moisture sensors and monitoring system were used to estimate crop water requirement to reduce unnecessary irrigation. This was found to save 16.47% of irrigated water and 25.20% of irrigation supply. Further improvement of water efficiency was gained by means of local level water user training in which stakeholders were engaged in the network of communications and co-planning. The lessons learnt from the TTD pilot project was translated into good water management practices at local level.

  • For the system benefit optimization by considering risk or reliability from a multiple reservoir system using the Monte Carlo Technique, Many stochastically generated inflow series have to be used for the system analysis. In this study, the stochastically generated inflow series for the multiple reservoir system operation are preprocessed according to the considering system objectives and operating time periods. Through this procedure, several representative inflow series which have discrate probability levels and operation horizons are selected among the thousands of generated inflows. Then a deterministic optimization technique is applied to the hydropower energy estimation from the Han River Reservoir System which considers five reservoirs in this study. It took much less computational requirements than using the original Morite Carlo Technique, even though estimated result was almost similar.

  • This study shows the application of sustainable water resource planning procedure developed in the previous paper. Its goal is to prevent the streamflow depletion in upstream watershed of the Anyangcheon which is a typical urban stream. The pressure-state-response model which is the framework to reflect the sustainability was applied. The composite programming which is the multilevel multicriteria decision making technique is also used in the calculation of state and evaluation index. The feasible alternatives were proposed and hydrologically analyzed by SWAT(Soil and Water Assessment Tool) and the priority ranking of alternatives were proposed based on the results of SWAT.
