  • So far, the water management have separately been accomplished by water supply, flood control, and environmental river management. In spite of sustainable policy of water resource development, flood & drought damage, poor water accident, and deterioration of river ecosystem have continuously occurred. It means that it is difficult to improve those problems with the present systems and institutions. So, it is time to discuss to change the present water management system of administrative sense into the one classified by the watershed in order to understand problems of water resource in the regional basis. First, a integration of similar branch office in organization and a work specialization should be driven in the government. Second, it is desirable to develop the water resources according to the inherent characteristics of the watershed.

Status of Community Drinking Water in Korea and Implications for Appropriate Management

  • Community drinking water (CDW), mostly naturally flowing groundwater, plays important roles in supplying drinking water for urban and rural residents in Korea. Over 1,600 CDW facilities are distributed throughout the country, many of them situated in the outskirts of metropolitan cities. A large proportion of Korean people have become dependent on CDW for drinking due to a distrust of piped water's quality and a strong belief in the special medicinal effects of some CDWs. However, administrative and official management and the control of CDW facilities have been inadequate when compared with the strict examination and control of commercial bottled water, which is physically treated groundwater from deep bedrock aquifers. In this study, even though signs of anthropogenic contamination were not generally found, the tested chemical compositions of selected CDWs featured high enrichment of some constituents including Ca, Mg, Na, and HCO3 with natural origins such as water-rock interactions. Careless consumption of particular CDWs, which has no scientific basis, will not guarantee health improvement. Consequently, more intensive management of CDW facilities and a long-term interdisciplinary examination of the health effects of CDWs are needed to effectively protect people's health.

Behaviour Analysis of Irrigation Reservoir Using Open Water Management Program (개방형 물관리 프로그램을 이용한 관개용 저수지의 거동 분석)

  • For optimal irrigation reservoir operation during flood and normal period, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. We developed Open Water Management Program (OWMP) with an open architecture to deal with newly arising upgrade problems for optimal management of irrigation reservoir. And we evaluated the applicability of OWMP to estimate daily runoff from an agricultural watershed including irrigation reservoirs, and analyzed behaviour of irrigation reservoirs as irrigation water requirements considering frequency analysis of reservoir storage and frequency analysis water requirements for effective management of reservoir. When we executed OWMP with data produced from an experimental field, IHP basins, the mean relative errors of application of daily runoff and irrigation water requirement were less than 5%. We also applied OWMP to a Seongju irrigation reservoir to simulate daily runoff, storage and water requirement from 1998 to 2002, and the mean model efficiency between measured and simulated value was 0.76. Our results based on the magnitude of relative errors and model efficiency of the model simulation indicate that the OWMP can be a tool nicely adapted to the effective water management of irrigation reservoir for beneficial water use and flood disaster management.

  • Built-out issue of copper processing appearing recently in the Paldang watershed is a critical problem to deteriorate the basic framework of national water management policy as well as to be simply a copper-related problem. Up to now, Korea government has invested hard and relevant upstream areas have been victimized readily in a variety of field to comply its goal of 'Safe Water Supply'. Because of the reason, the desirable water quality level of the Paldang watershed has been maintained regardless of its dense population. Paldang drinking water management policy is based on residents' understanding which is considered as a 'social capital'. The issue raised in the aspect of water quality management policy should be reviewed on the basis of the 'social capital' concept. One regarding semiconductor industry as a potential industry to export many products in 10 years insists that the industry not be a simple private business but be a prominent part for national competitiveness. There is no doubt about this opinion. However, a nation should support environmental right-to-life of its people prior to any other tasks. In other words, it is really risky to give up people's right due to economic benefits. Therefore, it should not happen to trade 'life', the dignity of man, with national competitiveness which is likely to be preferred in these days. In addition, coherent policy not to destroy 'social capital' promoting Paldang drinking water resource management policy should be maintained.

  • TM/TC system is composed of control center, reservoirs, pumping stations and twelve canal systems. For this system we developed water management program which includes flood forecast program, drought reduction program, irrigation scheduling program and database program. With these program we expect that operators improve the irrigation efficiencies of the irrigation systems due to the timely irrigation on a right place, in a proper quantity and refute tile cost of maintenance and reduce flood and drought damages. In agricultural engineering respect, the databases including water level, rainfall, the amount of flowing can be useful to the researcher who make a study of hydrology and hydraulics in . rural area. Water management program records all of the TM/TC data to MDB format file per 10 minutes.

Development of an Automatic Irrigation Control System in Protected Horticulture (시설원예에 있어서 물관리 지동화 시스템 개발)

  • This study is performed to develop an automatic irrigation control of system for effective water management in greenhouse. The automatic irrigation control system is composed of an IR-RED optical sensor in tensiometer and an One-chip micro controller. The following results are obtained : 1. A practical IR-RED optical sensor in tensiometer, which shows the starting point of irrigation, was developed. 2. The automatic irrigation system with the optical sensor and One-chip micro controller was developed and also designed to be able to combine with the control system for temperature, curtain opening, etc. 3. A multiple irrigation control system for several greenhouses were suggested. 4. The results of the system test with the driving program for automatic water management were excellent.

Development of Water Quality Management System in Daecheong Reservoir Using Geographic Information System (GIS를 이용한 저수지의 수질관리시스템 구축)

  • The current industrial development and the increase of population in Daecheong Reservoir basin have produced a rapid increase of wastewater discharge. This has resulted in problem of water quality control and management. Although many efforts have been carried out, reservoir water quality has not significantly improved. In this sense, the development of water quality management system is required to improve reservoir water quality. The goal of this study is to design a GIS-based water quality management system for the scientific water quality control and management in the Daecheong Reservoir. For general water quality analysis, WASP5 model was applied to the Daecheong Reservoir. A sensitivity analysis was made to determine significant parameters and an optimization was made to estimate optimal values. The calibration and verification were performed by using observed water quality data for Daecheong Reservoir. A water quality management system for Daecheong Reservoir was made by connecting the WASP5 model to ArcView. It allows a Windows-based Graphic User Interface(GUI) to implement all operation with regard to water quality analysis. The proposed water quality management system has capability for the on-line data process including water quality simulation, and has a post processor far the reasonable visualization for various output. The modeling system in this study will be an efficient NGIS(National Geographic Information System) far planning of reservoir water quality management.

The Improvement of Water Quality Purification through the Effective Management of Fallow Paddy Fields (휴경논의 효율적 관리를 통한 수질개선 효과 연구)

  • A number of fallow paddies field continues to increase because of adverse agricultural circumstance such as upsurge income of foreign products, increase of labor costs in local community, imbalance between productivity and profitability etc. Such fallow paddies are necessary to be protected against weeds and trees. If fallow paddies are not managed, it will be devastated and needed cost for re-cultivation. Therefore, management of gradually increased fallow paddy fields should be conducted. In this study, the effect of plants growth inhibition and water quality purification through the control of flood in fallow paddy were examined in an experimental field. The managed and unmanaged fallow paddies through the control of water depth were constructed in the experimental field. The monitoring was conducted from 2005 to 2007. As the result, the managed fallow paddies were more effective than the unmanaged ones on the growth inhibition and water purification. In addition, when the fallow paddy is managed with regular water depth, it was the most effective in the plants growth inhibition.

Development of WRAP-SALT for Quantitative Analysis of Water Supply Capabilities considering Water Quality (수질을 고려한 수자원 공급의 정량적 분석을 위한 WRAP-SALT 개발)

  • The Texas Commission on Environmental Quality(TCEQ) WAM(Water Availability Modeling) System consists of the generalized Water Rights Analysis Package(WRAP) river/reservoir system water management simulation model, 22 sets of WRAP hydrology and water rights input files for the 23 river basins of Texas, geographic information system tools, and other supporting databases. The WRAP/WAM modeling system, as routinely applied since the late 1990s, has not included consideration of water quality. Recently developed WRAP-SALT(Water Rights Analysis Package) is designed primarily for computing concentration frequency statistics and supply reliability indices at locations of interest in a river system for alternative water development and management scenarios. Though motivated primarily by natural salt pollution, WRAP-SALT water quality modeling features are applicable to essentially any conservative water quality constituent. The Brazos River studies discussed in this paper focus on total dissolved solids, though the available observed data also includes chloride and sulfate which can be modeled as individual constituents. The WRAP-SALT salinity input file contains loads or concentrations of salinity inflows during each month of the hydrologic period-of-analysis and reservoir storage at the beginning of the simulation. The WRAP-SALT model computes salt loads and concentrations for each control point of a river/reservoir system for inflows and outflows during the month and end-of-month reservoir storage for each month of the hydrologic period-of-analysis, for given loads entering the system. River reaches connect control points. The mass balance algorithms proceed from upstream to downstream, with outflow from one river reach contributing to inflow to the next downstream reach. In a given month, for each control point in sequence, the inflow loads are first computed. Loads and concentrations of outflows and reservoir storage at the control point are then determined. Complete mixing during the month is assumed at locations without reservoir storage.

A Study on Fuzzy Control Method of Energy Saving for Activated Sludge Process in Sewage Treatment Plant (하수처리 활성오니공정의 에너지 절감을 위한 퍼지 제어 방법에 관한 연구)

  • There are two major issues for activated sludge process in sewage treatment plant. One is how to make sewage be more clean and the other is the energy saving in sewage treatment process. The major monitoring sewage qualities are chemical oxygen demand, phosphorus, nitrogen, suspended solid in effluent. These are transmitted to the national TMS(Telemetry Monitoring System) at every hour. If these exceed the environmental standard, the environmental charges imposed. So, these water qualities are to be controlled below the environmental standard in operation of sewage treatment plant. And recently, the energy saving is also important in process operation. Over 50% energy is consumed in blowers and motors for injection oxygen into aeration tank. So, with the water qualities to be controlled below the environmental standard, the energy saving also is to be accomplished for efficient plant management. Almost researches are aimed to control water quality without considering energy saving. AI techniques have been used for control water quality. AI modeling simulator provided the optimal control inputs(blower speed, waste sludge, return sludge) for control water quality. Blower speed is the main control input for activated sludge process. To make sewage be more clean, the excessive blower speed is supplied, but water quality is not better than the previous. In results, non necessary energy is consumed. In this paper we propose a new method that the energy saving also is to be accomplished with the water qualities to be controlled below the environmental standard for efficient plant management. Water qualities in only aeration tank are used the inputs of fuzzy models. Outputs of these models are chemical oxygen demand, phosphorus, nitrogen, suspended solid in effluent and have the environmental standards. In test, we found this method could save 10% energy than the previous methods.
