Improvement of Waste Drug Management System by Comparing Domestic and Overseas Programs (국내외 제도 비교를 통한 폐의약품 관리 개선 방안)

  • Background: At the end of the'Waste Drug Disposal Project', collection and disposal of waste drugs remain a social issue. Objective: This study aimed to provide suggestions to improve the drug waste management system in Korea by comparing domestic and overseas relevant programs. Methods: This is a comparative study between South Korea, Australia, Canada, France, and the US. These overseas countries were selected because they have been operating waste drug management programs continuously to date. Comparison was conducted by a pre-determined analysis frame including legal regulation, enforcement program and its performance. Results: All selected countries except Australia had legal regulations on drug wastes. The US had the largest variety of drug waste disposal methods. Canada had recommended that pharmacies actively participate in drug waste withdrawal programs. France had the largest variety of methods to promote relevant programs, including window sticker, SNS, and app, as well as the highest level of awareness and participation. Australia had the lowest level of awareness and participation in pharmaceutical waste management programs. Pharmaceutical companies took responsibility of paying for these programs in the selected overseas countries. Conclusion: Further efforts should be made to establish a clear guideline including the role of pharmaceutical companies, and to develop various methods for the public to be aware of appropriate ways of disposing drug wastes in Korea.

  • A weight-rate disposal system for food waste has been implemented in all over the country. The food waste disposal system is a system paying service charge according to the volume of food waste, which means the more we produce waste, the more we have to pay as much.Since this policy was introduced, each of apartment, villa, etc and other buildings must install the food waste disposal system. We can say that there are strong points in this paper for us to install a weight monitor on the channel of the floor each, accumulate the fares automatically and collect the fares at the end of every month.

  • Petroleum industry produces one of the popular hazardous waste known as Petroleum Sludge. The treatment and disposal of petroleum sludge has created a major challenge in recent years. This review provides insights into various approaches involved in the treatment, and disposal of petroleum sludge. Various methods used in the treatment and disposal of petroleum sludge such as incineration, stabilization/solidification, oxidation, and bio-degradation are explained fully and other techniques utilized in oil recovery from petroleum sludge such as solvent extraction, centrifugation, surfactant EOR, freeze/thaw, pyrolysis, microwave irradiation, electro-kinetic method, ultrasonic irradiation and froth flotation were discussed. The pros and cons of these methods were critically considered and a recommendation for economically useful alternatives to disposal of this unfriendly material was presented.

Measuring thermal conductivity and water suction for variably saturated bentonite

  • An engineered barrier system (EBS) for the disposal of high-level radioactive waste (HLW) is composed of a disposal canister with spent fuel, a buffer material, a gap-filling material, and a backfill material. As the buffer is located in the empty space between the disposal canisters and the surrounding rock mass, it prevents the inflow of groundwater and retards the spill of radionuclides from the disposal canister. Due to the fact that the buffer gradually becomes saturated over a long time period, it is especially important to investigate its thermal-hydro-mechanical-chemical (THMC) properties considering variations of saturated condition. Therefore, this paper suggests a new method of measuring thermal conductivity and water suction for single compacted bentonite at various levels of saturation. This paper also highlights a convenient method of saturating compacted bentonite. The proposed method was verified with a previous method by comparing thermal conductivity and water suction with respect to water content. The relative error between the thermal conductivity and water suction values obtained through the proposed method and the previous method was determined as within 5% for compacted bentonite with a given water content.

  • Japan enacted the "Designated Radioactive Waste Final Disposal Act" for the geological disposal of high-level radioactive waste in 2000 and began the site selection process. However, no local government wanted to participate in the siting process. Therefore, in 2015, the Japanese government developed a new site selection process during the literature survey step, and on June 28, 2017 they published a "Nationwide Map of Scientific Features for Geological Disposal" created with the aim of promoting public participation from local governments. This map illustrated the requirements and criteria to be considered in the early or conceptual stages of securing a geological repository and was useful for improving public understanding and exchanging opinions with local governments by analyzing the suitability of different geological disposal sites.

Discussion about the Self Disposal Guideline of Medical Radioactive Waste (의료용 방사성폐기물 자체처분 가이드라인에 관한 고찰)

  • Purpose In the procedure of domestic medical radioactive self-disposal, there are many requests of supplementation and difficulties on the screening process. In this regard, presentation of basic guideline will improve the work processing efficiency of medical institution radioactive waste. From 2015 to 2016, We reviewed and compared a supplementary requests of domestic fifteen medical institution radioactive self-disposal Plan & Procedure manual. In connection with this, we derive the details of the radioactive waste document based on the relative regulation of nuclear safety Act. The representative supplementary requests of Korea Institute of Nuclear Safety are disposal method of non-flammability radioactive waste, storage method of scheduled self-disposal waste, the legitimacy of self-disposal and pre-treatment of self-disposal, reference radioactivity of disused filter and output of storage period, attachment the evidential matter of measurement efficiency when using a gamma counter. Through establishing a medical radioactive waste guideline, we can clearly suggest a classification standard of radioactive nuclide and the type of occurrence. As a result, we can confirm the reduction of examination processing period while preparing a self-disposal document and there is no spending expenses for business agency. Also, the storage efficiency of facility will better and reduce the economic expenses. On the basis of this guideline, we will expect a contribution to the improvement of work efficiency for officials who has a working-level difficulty of radioactive waste self-disposal.

Deep Borehole Disposal Concept of Spent Fuel for Implementation in Korea (사용후핵연료의 심부시추공 처분 개념의 국내 적용성 분석)

  • As an alternative of the spent fuel disposal in a geologic repository, a deep borehole disposal concept for disposal at the section of 3 - 5km deep in a borehole has been proposed in several countries. In this paper, the latest reports of Sandia National Laboratories on the borehole disposal researches are analyzed. For implementation of this disposal concept in Korea, a conceptual design of spent fuel disposal canister and a modified deep borehole concept are suggested along with a required disposal area.

A Study on the Household Wastes Diminution and Recycling of Seoulite Housewives (생활폐기물 감량을 위한 자원 재활용에 관한 연구 - 서울시 주부를 중심으로 -)

  • The study was designed to heap reduce daily household waste and promote the recycling of society's resources. the focus is on promoting environment-friendly activities and slevating a sense of nature-conscious domestic welfare, as well as providing wars to encourage garbage-savvy shopping, waste disposal by content and recycling. The thesis utilized demographic data obtained from 225 female homemakers and includes results based on frequency, ratio, mean, Duncan's Multiple range Test and Multiple Regression analysis. The main results are as follows: 1. Environmental consciousness appears to be higher than that of the adjustment of purchases to reduce waste and of recycling. Conversely more action seems to be taken on the waste disposal separation established since the launch of the volume-based waste collection fee system than on environmental education. 2. Homemakers with relatively higher environmental consciousness reciprocate with correspondent shopping habits, waste disposal eparation and recycling. Factors that influence daily waste reducing action include environmental consciousness homemaker employment status and the type of residence. 3. Activities reducing daily domestic wastes appear to effect a meaningful variable in explaining a sense of environmental welfare. The more respondents practice related shopping habits, waste disposal separation or recycling the more they recognize their living environment as desirable.

  • Securing of radioactive waste disposal site and the related operations for disposal of low and intermediate level radioactive waste is being actively carried out in Korea. For disposal of radioactive wastes, physicochemical and radiological status and integrity of radioactive wastes must be secured first. Also, waste generators must provide this information to disposers. In addition, to secure the safety of waste disposal, waste acceptance criteria (WAC) and site specific waste acceptance criteria (SWAC) to consider characteristics of the disposal site are required. Radioactive wastes must be processed, generated, managed and transferred in accordance with these criteria. [1] For this, evaluation of properties on each of the radioactive wastes must be performed. However, in reality, atomic power plants are experiencing difficulties in relation to this due to the large quantity of radioactive waste generation. In order to solve this problem, IAEA and major overseas countries have developed, thus are using waste certification program (WCP) and quality assurance program (QAP) [2,3]. On the basis of these programs, radioactive waste certification program has been developed for safe disposal of radioactive wastes in Korea to satisfy the provisions specified in 'low and intermediate level radioactive waste transfer guidelines' of announcement No. 2005-18 from the Ministry of Science and Technology and specific site waste acceptance criteria (tentative plan). In addition, it is being planned to administer amendment on commercial atomic power plant related procedures and ensile staff training in order for early introduction and operation of radioactive waste certification system.

Preliminary Evaluation of Domestic Applicability of Deep Borehole Disposal System (심부시추공 처분시스템의 국내적용 가능성 예비 평가)

  • As an alternative to deep geological disposal technology, which is considered as a reference concept, the domestic applicability of deep borehole disposal technology for high level radioactive waste, including spent fuel, has been preliminarily evaluated. Usually, the environment of deep borehole disposal, at a depth of 3 to 5 km, has more stable geological and geo-hydrological conditions. For this purpose, the characteristics of rock distribution in the domestic area were analyzed and drilling and investigation technologies for deep boreholes with large diameter were evaluated. Based on the results of these analyses, design criteria and requirements for the deep borehole disposal system were reviewed, and preliminary reference concept for a deep borehole disposal system, including disposal container and sealing system meeting the criteria and requirements, was developed. Subsequently, various performance assessments, including thermal stability analysis of the system and simulation of the disposal process, were performed in a 3D graphic disposal environment. With these analysis results, the preliminary evaluation of the domestic applicability of the deep borehole disposal system was performed from various points of view. In summary, due to disposal depth and simplicity, the deep borehole disposal system should bring many safety and economic benefits. However, to reduce uncertainty and to obtain the assent of the regulatory authority, an in-situ demonstration of this technology should be carried out. The current results can be used as input to establish a national high-level radioactive waste management policy. In addition, they may be provided as basic information necessary for stakeholders interested in deep borehole disposal technology.
