According to the National Fire Agency, there are 1,810 waste recycling facilities, 2,094 waste treatment facilities, and 223 waste minimization facilities in Korea. Waste fires are characterized by high severity and are prone to reignition, and it is difficult to timely detect them. Waste fires consequently demand many firefighters, equipment, and time to extinguish. Notwithstanding this reality, waste is excluded from the category of special combustible materials in the Act on Installation and Management of Firefighting Systems, 2021 (the Act). Therefore, this study proposes that special combustible materials, including waste, should be incorporated into the Act, that fire detectors and photoelectric smoke detectors should be installed to enable early detection of fires, and that the use of water and foaming agents as firefighting equipment should be enforced.
It is different from other countries, they limit the possibility of long-distance travel of infectious waste by principles around treatment and recommend to use various techniques. Medical waste generated from the health medical institutions requires more thorough management because it causes potential danger to anybody exposed and also greatly harmful to natural ecosystems. The amendment bill of Wastes Control Act points out growing risk while consigning to remote waste treatment facilities because of the low processing cost and propose area-division as a solution. This study based on literature reviews, comparison of foreign countries and Korean acts. It requires area-division strategies as a suitable alternative considering the domestic situation.

As the public interest in environmental issues increased, the "Act On The Integrated Control Of Pollutant-Discharging Facility" was enacted. Through the integrated environmental pollution prevention act in which 19 industries with large environmental impacts are sequentially applied, pollutants can be managed in a medium-integrated manner and integrated permission of the business unit is possible and BAT can be applied to enable a scientific and proactive environmental management system. In addition, if the facility with BAT works normally, the pollutant emission is offered with the range of lower limit to upper limit. This study analyzed the overview of Best Available Techniques-Associated Emission Levels (BAT-AEL), and its setting procedure and method, and then suggested the BAT-AEL of a waste incineration facility. In comparative analysis on Emission Limit Values (ELVs) of EU, this study tries to propose improvement matters and development directions if the relevant standard is revised.

As the amount of chemicals increases, there is a global movement to reorganize the chemical management system. Korea has also reorganized its chemical management system to enact the act on Chemical Control and Registration and Evaluation etc. of chemical substance. However, it is true that there are not enough explanations in domestic workplaces. Therefore, deepening understanding of chemical control act and searched for a complementary point and future development direction. Through the proposed method, chemical control act should be widely adopted and studied both inside and outside the country as a safe chemical management system.

Through the integrated environmental pollution prevention act in which 19 industries with large environmental impacts are sequentially applied, pollutants can be managed in a medium-integrated manner and integrated permission of the business unit is possible and BAT can be applied to enable a scientific and proactive environmental management system. In order to facilitate the implementation of integrated environmental pollution prevention act with these advantages, the BAT BREF should be published, modified and revised every 5 years considering the level of scientific development. This study reviewed the issues to be considered in applying BAT and the types of BAT and focused on presenting improvements and development direction when revising and supplementing the standards in the future based on these contents. For this purpose, when revising the standards, it will be necessary to reflect on the domestic situation, to expand the TWG(Technical Working Group) of small-scale workplace experts, and to exchange opinions with business places that have similar processes for each waste type through a systematic total inspection. In addition to these methods, by establishing a resident participation system through information disclosure, it is expected to be used as a guideline for environmental management of business places not subject to integrated permission of less than 3 types as well as those subject to integrated permission.

Although aquaculture production rates grown over the years, aquatic animal diseases occur every year which causes substantial economic losses. When an aquatic animal is infected with an aquatic animal pathogen it is either incinerated or buried according to the aquatic life disease control act. Although these methods prevent the spread of disease, it is not environment friendly. Here, we developed an aquatic animal rendering equipment for disposal of fish waste which is environment-friendly and efficient. Also, fertilizer components of fish waste were evaluated value for recycling. The mobile rendering equipment was designed for field operation and/or high temperature and pressure system, oil and water separator, and shredding drying apparatus. During the experiment (July-2016 to November-2016), a total of 53,824 kg fish waste was collected, and 29,216 kg compost of rendering by-product was made. Also, compost made from viral (Viral hemorrhagic septicemia virus) infected fish did not reflect any detectable pathogen. The concentration of nitrogen, phosphorus, and organic matter in the fish waste compost were 2.17%, 26.98%, and 92.44%, respectively. The results suggest that fish waste used in this study was decomposed efficiently as per the official standard for fertilizer product. This equipment can be useful for efficient inactivation of the aquatic animal pathogenic agents and recycling of the fish waste in an environment-friendly manner.

As a reinforced fabric, asbestos has been utilized as a fire-resistant material as it has a superior flexural stiffness and heat resistance up to $1500^{\circ}C$. However, due to its harmfulness, its use has been prohibited recently and the even the installed asbestos materials are being repaired or supplemented if there is a concern about flying. Asbestos is mainly used for construction panels as a reinforced fabric and coating materials to ensure the fire-resistance of steel frames. Asbestos was used as fire-resistant materials for steel frames until 1991 and then prohibited as Act on Industrial Safety and Health limits the concentration of asbestos in the air. Classified as a designated waste according to Act on Waste Control, asbestos must be buried if there is no possibility of flying (panel-type materials) or cement-solidified and then buried if there is a possibility of flying (spray coating material) In general, it is required that a new waste landfill include a certain landfill facility for designated waste, but in reality there is an absolute storage of landfill facilities for designated waste as they only install facilities of the size required by the regulations. This could result in the 2nd environmental pollution as they cannot process asbestos wastes which will be generated in large volume in the future. This study explores a method that melts asbestos wastes at $700^{\circ}C$ rather than cement-solidifying the waste asbestos from construction sites, especially asbestos-containing spray coating. The study results showed that there was no change in the composition and shape even though asbestos wastes was melted at $1300^{\circ}C$, but there was a change for the specimen which was process in advance for low temperature melting and then melt at $900^{\circ}C$.

Spent filters with a high radiation dose rate of 2 mSv·hr-1 or more are not easily managed. So far, the Korean policy for spent filter disposal is to store them temporarily at nuclear power plants until the waste filters can be easily managed. Nuclear power plant decommissioning in Korea is starting with Kori unit 1. Volume reduction of waste generated during decommissioning can reduce the cost and optimize the space usage at disposal site. Therefore, efficient volume reduction is a very important factor during the decommissioning process. A conceptual method, based on the experiences of developing 200 and 800 ton compactors at Orion EnC, has been developed considering worker exposure with the followings a crusher (upgrade of compaction efficiency), an automatic dose measuring system with a NaI(Tl) detector, a shield box, an inner drum to prepare for easy handling of drums and packaging, a 30 ton compactor, and an automatic robot system. This system achieves a volume reduction ratio of up to 85.7%; hence, the system can reduce the disposal cost and waste volume. It can be applied to other types of wastes that are not easily managed due to high dose rates and remote control operation necessity.
The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

Radioactive mixed waste (RMW) means waste mixed with radioactive substances and hazardous substances. In Korea, there are definitions and disposal restrictions on RMW in the Nuclear Safety Management Act, but it is difficult to apply because the contents are insufficient, so this paper proposed applicable management standards. The main RMW generated from nuclear power plants is waste oil, waste asbestos, PCB, and waste fluorescent liquid, and their radiation characteristics are mostly at very low levels and some are estimated at low levels. In addition to nuclear power plants, RMW also occurs in research institutes, industries, and hospitals. The acceptance criteria of all disposal facilities in the world basically prohibit disposal of RMW unless the hazardous substances of RMW are removed or mitigated below the standard value. Cases in Korea, the United States, Japan and Europe were reviewed to propose the RMW management standards in Korea. With reference to the results of the above review, this paper clearly defined RMW and proposed detailed management standards for the separation, storage, treatment and disposal of hazardous substances by applying the Waste Control Act. It also mentioned legislation of management standards, regulatory methods, and acceptance criteria of disposal facility operator.
