국내 고시인성 안전의복의 착용 현황 분석 및 시인성 평가를 통한 착용 의무화 제안 (A Proposal for Workers to Mandatorily Wear High-visibility Safety Clothing in Korea through the Analysis of the Current Status and Evaluation of Its Visibility)

  • In roadside workplaces, more attention should be paid to the safety of workers. The roadside workers underestimate the effect of the brightness of their clothes and judge that drivers will recognize them easily, and the drivers misjudge that the roadside workers are far away and that the vehicle can be stopped in sufficient time. Therefore, customized safety education reflecting this and wearing work clothes with certified visibility functions are required. In Korea, it is not compulsory for roadside workers and vehicle guide attendants to wear work clothes with a visibility function. In this study, the distance ahead perceived by drivers was measured using manikins wearing certified and non-certified reflective safety vests. The perception distance of the non-certified reflective safety vest was 1.4 times longer than that of the certified reflective safety vest, thus confirming the importance of wearing a certified reflective safety vest. To prevent roadside workers from suffering traffic accidents, we propose the enactment of a law that makes it mandatory for them to wear high-visibility safety clothing. Specifically, Article 32 of the Enforcement Regulation of the Road Traffic Act should include high-visibility safety clothing in life protection equipment, and additionally, to prevent secondary accidents, we propose the enactment of a law requiring the installation and wearing of certified reflective safety vests in vehicles.

  • A cause of vehicle accidents is the reduced visibility due to bad weather conditions such as fog. Therefore, an onboard vision system should take visibility detection into account. In this paper, we propose a simple and effective approach for measuring the visibility distance using a single camera placed onboard a moving vehicle. The proposed algorithm is controlled by a few parameters and mainly includes camera parameter estimation, region of interest (ROI) estimation and visibility computation. Thanks to the ROI extraction, the position of the inflection point may be measured in practice. Thus, combined with the estimated camera parameters, the visibility distance of the input foggy image can be computed with a single camera and just the presence of road and sky in the scene. To assess the accuracy of the proposed approach, a reference target based visibility detection method is also introduced. The comparative study and quantitative evaluation show that the proposed method can obtain good visibility detection results with relatively fast speed.

MODIS AOD를 이용한 지상 시정 산출 (Estimation of surface visibility using MODIS AOD)

  • 이 연구에서는 위성의 AOD를 이용하여 지면 시정을 산출하는 방법을 제시했다. 시정을 산출하기 위해서는 에어로졸의 분포 고도가 필요하다. 이 연구에서는 두 가지 에어로졸의 분포 고도를 이용하여 시정을 산출하였다. 하나는 대기층이 분리되어 나타나는 경우로 물리적으로 아래와 위층이 완전히 분리되어 있는 경우를 의미한다. 이 경우 분리된 층의 상한 고도를 에어로졸 층 고도(Aerosol Layer Height: ALH)로 가정하였으며 상대습도의 연직분포에서 뚜렷한 최소값이 나타나는 고도로부터 찾았다. 다른 하나는 분리된 층이 존재하지 않은 경우를 의미한다. 이 경우 행성 경계층 고도(Planetary Boundary Layer Height: PBLH)를 사용하였다. 이 두 고도는 RDAPS 예측장 자료로부터 산출되었다. 따라서 시정은 MODIS AOD와 PBLH/ALH로부터 추정하였다. 여기서 ALH를 사용하는 경우 Koschmieder's Law를 이용하였으며 PBLH를 사용하는 경우 경험적 관계식을 이용하였다. 추정 시정을 검증하기 위해 2015~2016년 봄철에 목측 9개와 PWD22 17개 지점의 시정 자료를 사용하였다. 추정시정의 검증에서 검증 값은 지점, 년도, 오전(Terra)/오후(Aqua)에 따라 상당한 차이가 있었다. 이 중 2016년 Terra위성을 이용한 중서부 지역 지점들의 검증은 가장 좋은 결과를 보였다. 검증 결과를 요약하면 상관계수는 0.65보다 높았고, 낮은 시정에서 RMSE는 3.62 km, ME는 2.29 km 보다 낮았다. 그리고 POD는 0.65보다 높았고, FAR은 0.5보다 낮았다. 이러한 검증 결과는 낮은 시정의 데이터 수가 많을수록 좋아졌다.

The Value of the Good Faith of the Occupier for Acquiring the Right of Ownership by Limitation of Possession

  • This scientific article is devoted to the study of the legal significance of such a category of legal status of the purchaser of another's thing, as its good faith. The essence of this phenomenon has been studied, it has been established that the criterion of good faith attaches significant importance to the claims of the participants of these relations for the acquisition or preservation of private property rights. The paper emphasizes that, in addition to the importance of good conscience at the time of possession of another's thing, which gives legal certainty the possibility of registration of the title and is part of the actual composition for the acquisition of property or the right of ancient possession, bona fides also characterizes the behavior of the occupier. In this case, good conscience only has some legal consequences when it is opposed to subjective law. Under such conditions, it acquires direct legal significance, including as a condition for the acquisition and protection of rights. Good faith possession of another's property is an internal indicator of the subject's awareness of a certain property status. This sense, the article assesses this status from the standpoint of the scientific concept of the visibility of law. According to this theory, prescription is also considered as a consequence of the appearance of law, however, because it arises and lasts against the will of the parties and despite their awareness of this fact. Therefore, bona fide continuous and open possession of property as one's own, during the acquisition period, was most significantly associated with the appearance of property. Therefore, the concept of good faith, in the sense of personal perception of real values, is closely related to the principle of protection of the appearance of law, as it is aimed at understanding it by third parties. The paper notes certain differences in the application of the theory of the appearance of the right in the acquisition of property by a bona fide purchaser from an unauthorized alienator and the acquisitive prescription. It is emphasized that such a mechanism must be used in presuming the attitude to the thing as its own, by the holder of movable property. But there should be exceptions to the rule, in particular, if the owner has grounds for vindication of the thing.

주행 공공 안내표지판의 맥락적 시인성 향상을 위한 표지판 디자인 연구 (Public information signage design for driving in perspective of improving contextual visibility)

  • 도로 위 공공 정보를 안내하는 표지판은 짧은 시간 내에 의사결정을 내릴 수 있도록 도와야 하므로 해당 지점에서 적합한 정보를 효과적으로 표현할 수 있어야 한다. 현재 법령에 의해 개정된 도로표지규칙은 도로명 주소를 기반으로 하려 기존의 도로표지판과 비교할 때 정보의 종류, 표현 방법, 표현 비중 등에서 크게 달라진 모습을 보여주고 있다. 본 연구는 도로명을 기준으로 달라진 개정된 도로표지판이 실제 지각-인지-이해-투영의 인지적인 관점에서 효과적인지를 분석하고 실제 주행하는 환경과 적합한 정보를 제공하고 있는지 검토하였다. 분석한 정보를 기반으로 개선된 디자인을 제시하고, 기존의 도로명 위주의 표지판과 비교하여 시인성 정도를 평가하는 실험을 진행하고 표지판 내용의 적합성에 대한 정성적 조사를 진행하였다. 이를 통해 보다 적합한 주행 정보와 직관적인 시인성을 높이는 방안을 검토할 수 있을 것으로 기대한다.

The Effects of Electronic Commerce on the Freight Transport Industry

  • This paper investigates changing business transaction under the e-commerce environment and their implications on freight transport industry with some case studies. It shows that an efficient and reliable delivery system is essential for e-commerce as business industries are faced with the stricter and more diversified demands of customer. In addition, many aspects of business practices such as small batch, customized production and just-in-time distribution in the e-commerce environment, in turn, bring about a number of changes in the volume and service patterns of freight transport. E-commerce requires longer transport distances and often higher delivery frequencies. It also entails to a certain extent a modal shift towards truck and air freight transport modes. On the one hand, the logistical requirements of e-commerce goods may stimulate greater complexity in existing supply chain management, causing higher costs. However it is true that the increased visibility of goods through more efficient information flow allows more efficient and effective transport management in the logistics system.

  • Cross-border supply chains undergone complexity in the global trade process, unpredictability and continually evolving regulations and information requirements. Under these circumstances, longer lead time inhibiting quick response to market demands, unanticipated supply chain costs eroding product cost savings, compliance and documentation errors causing delays and fines are challenging global trade companies when they execute global business. These problems are mainly caused by unautomated, unintegrated process which lead to longer and more unpredictable lead times, slower cash flow, cost overruns, and ultimately lower profits and less satisfied customers. Complex and unpredictable global trade environment requires global trade companies of global trade management functions to automate and control this complex environment for driving out cost, time and risk from their business. Global trade management allows cost savings, supply chain efficiencies and improved compliance through improving global supply chain visibility, facilitating cash flow by supply chain financing, enhancing supply chain security and risk management.

User Acceptance of a Light-Emitting Diode Vest for Police Officer

  • This study aims to suggest practical considerations for designing protective clothing with increased visibility that will have higher user acceptance by law enforcement officers. Light-emitting diode(LED) patrol vests were visually and structurally assessed, and 125 police officers' responses from surveys about user acceptance of the vest were analyzed. The current LED patrol vest was designed for enhanced safety of police officers by increasing visibility in the dark. However, the user acceptance rate of the LED patrol vest indicates low use of and low satisfaction with the vest despite its enhanced safety features. In particular, differences in materials, design, functionality of the pockets and size of the vest depending on the hours worked, were statistically significant. The police officers' responses suggest areas of improvement in design, materials, ease of movement, size and functionality. Key issues include 'tactile discomfort'; 'impeded vision from the glare of the LED'; 'frequent malfunctions of the LED'; 'impossible repair of the broken LED units'; 'no user feedback'; 'inconvenient to replace batteries'; 'brittle materials' and 'unpleasing look'. To increase user acceptance, designer should incorporate context-awareness, a convenient user interface, a modular design approach, first responders' self-image as public servants in relation to their aesthetic perspectives of their uniforms, and scientific evaluation of the effectiveness of the intended functions of the clothing. Suggested implications for designing the LED patrol vest can be applied to designing other functional/protective clothing for intended end users with special needs.

도심 지역에서의 드론 운용을 위한 비행 고도별 SBAS 보강항법 가용 시간 예측 (Prediction of the Available Time for the SBAS Navigation of a Drone in Urban Canyon with Various Flight Heights)

  • 다양한 산업에서 드론의 활용 가능성이 높아지는 추세에 따라 무인기 관련 법 개정에 대한 요구가 커지고 있다. 그러나 현재 드론은 조종사의 비행 조건 및 운용 범위가 엄격하게 제한되고 가시 환경 하에서만 운용이 가능하므로, 택배 등의 산업에는 활용이 어렵다. 따라서 다양한 산업에서의 드론 활용 가능성을 높이기 위해서는 위치정확도 향상은 물론이고, 무인기의 충돌을 방지하고, 위험요소를 회피하기 위한 적절한 보호수준(Protection Level)을 계산하는 것이 필수적이다. 보호수준을 포함한 무결성 정보는 SBAS(Satellite Based Augmentation Systm) 시스템을 이용한 보강항법 수행을 통해 산출할 수 있으며, 이를 통해 GPS(Global Positioning System) 단독측위가 가지는 한계를 보완할 수 있다. 이에 따라 본 논문에서는 LAAS(Local Area Augmentation System) 착륙 카테고리별 결심고도를 기준으로 드론의 비행고도를 설정하여, GPS 단독측위와 SBAS 보강항법 수행 시의 하루 중 항법수행 가능 시간의 비율을 비교하는 시뮬레이션을 수행하였다.

Daytime Visibility of Halley's Comet in 1222

  • We reexamine the Goryeosa (History of the Goryeo Dynasty, A.D. 918-1392) account that Halley's Comet was seen during the daytime on September 9, 1222. To verify whether the referenced "daytime" refers to twilight or daylight (i.e., when the Sun is above horizon), we determine the absolute magnitude and heliocentric power-law exponent for Halley's Comet using observations made around the perihelion in 1986 and a formula considering the brightness enhancement by forward-scattering. We then apply the results to estimate the light curve of Halley's Comet in the 1222 event and find that the total visible magnitude could reach a maximum of -1.7 on September 8, one day before the Goryeosa's account. Therefore, we think that Halley's Comet with a coma of -1.7 mag and tail-length of about $20^{\circ}$ was actually observed during the day on September 9 because the observational conditions on that day were so good that Venus was visible in daylight. Furthermore, we think that the event might have been witnessed in the morning sky because the contents of Venus's culmination (occurred around September 9.07 TT) continue on the same day account.
