The Possibility of Regional Health Insurance Data in Blueprinting the Local Community Health Plan (지역보건의료계획 수립에 있어 지역의료보험자료의 활용가능성)

  • The health center has to play an important role in promoting community health and satisfying a variety of community health needs and demands in the decentralized Korea. The nearly enacted Community Health Act compels every health center to make its own health plans which intend to deal with local health problems and plan its future health care. This obligation is obviously a big burden to most health centers. They do not have experiences in and abilities of making local health care plans. In order to establish a systematic community health plan, health centers have to concentrate their efforts on enhancing the ability of making health care plan through gathering and analysing the local health informations. However, it is very difficult in reality. This is simply because it will take long time to accomplish these activities. It seems natural that various professionals and researchers participate in carrying out the process of making community health plan in the initial stage. No standardized methodology and analysing framework exist even in the health professional society. Nonetheless, it is common to introduce survey research methodologies in analysing consumer's health care utilization and cost, and in identifying factors influencing health behaviors. Many researchers and professionals have applied social survey methodologies in obtaining information on providers and health policy makers as well. The authors have found that few studies have ever utilized local health data stored at the self-employed medical insurance society as the data source of planning activities. The purpose of this study is to illustrate the usefulness of the data stored at the Sung-Dong Gu Self-employed Medical Insurance Society in establishing the community health plan. The major contents of this study are as follows ; 1. frequency of utilization by age, area, sex, type of medical care institutions, and some major diseases 2. Medical treatment by type of medical care institutions, by classification of 21 diseases, by frequency of three-character categories 3. Medical treatment of major neoplasm and some chronic diseases by age, sex, and area. The conclusion of this study is that it is of great potentiality to find out the local health problems and to use them in blueprinting the community health plan through comparing the frequency of medical utilization analyzed by a variety of variables with NHI health data or the health data from survey research.

Antioxidant and Anti-Adipogenic Effects of Colored and Brown Rice Extracts Depending on Cultivars (품종별 유색미 및 현미 추출물의 항산화 활성 및 지방축적 억제 효과)

  • The purpose of this study was to investigate antioxidant characteristics and anti-adipogenic effects of colored rice and brown rice extracts in 3T3-L1 adipocyte depending on cultivar (Josaengheugchal, Heugjinmi, Hongjinju, Geongganghongmi, Seolgaeng, Milyang 320, Sindongjin, Baegjinju). Colored rice and brown rice was extracted with 100% ethanol, followed by the analysis of polyphenol, flavonoid, anthocyanin, antioxidant, and anti-adipogenic activity. Total polyphenol and flavonoid content ranged from 6.86~314.08 mg GAE/g and 1.47~56.88 mg CE/g the highest total polyphenol and flavonoid content was observed in Heugjinmi cultivar. Anthocyanin composition was analyzed by HPLC, cyanidin-3-gluoside and peonidin-3-glucoside was found in black rice including Josaengheugchal and Heugjinmi. Also, the ABTS and DPPH radical scavenging activity of colored rice cultivars was higher than that of brown rice cultivars, the highest ABTS radical scavenging activity also was observed in Heugjinmi (128.20 mg TE/g). The anti-adipogenic effects of colored rice and brown rice extracts on differentiation of 3T3-L1 preadipocytes evaluated that extracts of Heugjinmi cultivar significantly reduced intracellular lipid accumulation. These results provide valuable information for the use of Korean colored rice cultivar as a functional food materials relative to anti-obesity.

  • Now in order to overcome the weakest points of the rural areas of the city of Kimje and, transform them into rural cultural villages which have local governing systems suitable to new localization age and activate this plan, we selected Daesan Village as a model village which had shown a lot of potentials in the basic research and studied it dividing it into the former part and the latter part. We studied Daesan village in the former part focusing on state analysis and basic ideas and in the latter part focusing on master plan and detail planning. We can summarize the conclusion like the followings. 1. Daesan Village located 8 kilometer away from the downtown Kimje and the city of Iksan respectably has comparatively good environment of good sunny place as an open field whose surrounding configuration of the ground consists of farming lands and low hills in front and rear. It has 38 farming households in all. 2. Human environment(인문환경); the village road whose width is about 4 meters is forming a flow system forking off into three. There is a route bus which operates three times a day even into the inside of the village. The main sources of revenue are vegetables in facilities, fruits and floriculture. Their average revenue is about 10.5 million won. 3. Here in DaeSan Village a legend dealing with Teasan literally meaning a big mountain consist of th village's tradition and you can see the tombs of a very faithful son and Anwi an army general in the age of the Japanese Invasion of Korea of 1592 to 1598 inside the village. 4. 85 out of the eitire population 141 whose age are over 20 showed very positive attitudes in a questionnaire about, making the village a cultural one and its development. 5. The basic of planned ideas is to increase the revenue of the farming household by making the village a professional farming one which has a state-of the-art production facility and agricultural technique. It is to make the village the one where people can enjoy the sense of the rural life and the farmer can enjoy their lives through consumptive and consistant leisure and resting activities. 6. We are planning to make entrance space, life space, rest and sport space, and cultural space considering the characteristics of the village and the demand of the resident. We are also planning to make tile entire city of Kimje an information transmitting base in short and long term perspectives. 7. DaeSan Village was planned as a place where tradition and the future exist together. On the basis of this concept we planned future programs for Daesan Village and in the latter part of the study master plans and detail plans will be continued.the regional agricultural condition. The development permissions were only during the period of restricted to use ($1979.12{\sim}1993.11$). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.

Video Compression using Characteristics of Wavelet Coefficients (웨이브렛 계수의 특성을 이용한 비디오 영상 압축)

  • This paper proposes a video compression algorithm using characteristics of wavelet coefficients. The proposed algorithm can provide lowed bit rate and faster running time while guaranteeing the reconstructed image qualify by the human virtual system. In this approach, each video sequence is decomposed into a pyramid structure of subimages with various resolution to use multiresolution capability of discrete wavelet transform. Then similarities between two neighboring frames are obtained from a low-frequency subband which Includes an important information of an image and motion informations are extracted from the similarity criteria. Four legion selection filters are designed according to the similarity criteria and compression processes are carried out by encoding the coefficients In preservation legions and replacement regions of high-frequency subbands. Region selection filters classify the high-frequency subbands Into preservation regions and replacement regions based on the similarity criteria and the coefficients In replacement regions are replaced by that of a reference frame or reduced to zero according to block-based similarities between a reference frame and successive frames. Encoding is carried out by quantizing and arithmetic encoding the wavelet coefficients in preservation regions and replacement regions separately. A reference frame is updated at the bottom point If the curve of similarity rates looks like concave pattern. Simulation results show that the proposed algorithm provides high compression ratio with proper Image quality. It also outperforms the previous Milton's algorithm in an Image quality, compression ratio and running time, leading to compression ratio less than 0.2bpp. PSNR of 32 dB and running tome of 10ms for a standard video image of size 352${\times}$240 pixels.

A Study on Ceramic Restoration Methods with Full Color 3D Printing (풀 컬러 3D 프린팅을 이용한 도자기 복원 방법 연구)

  • The use of synthetic resins in ceramic restoration poses several challenges, including aging and potential damage to artifacts, which has raised the need to investigate new materials and restoration methods. This study set out to incorporate full color 3D printing into the 3D digital technology-based restoration method, an emerging approach currently being researched, and to print out missing parts with color information. After examining material physical properties with an experiment, the investigator printed out missing parts from a white porcelain vessel and grayish-blue-powdered celadon plate and compared them in chromaticity and brilliance. The experimental results show that the outputs had comparable tensile strength to the original restoration materials, whereas the recorded compressive strength was approximately 1.4~2 times higher than that of the original restoration materials. According to the NIST table of color difference values, the white porcelain vessel was visible at ΔE*ab 1.55, and the grayish-blue-powdered celadon plate was perceivable at 3.34. Even though it was impossible to express the colors accurately owing to printer limitations, this non-contact approach reduced the possibility of damage to the minimum. In conclusion, it can be applied to objects with a high chance of damage or generate display effects through purposeful color differentiation in missing parts.

Protein Structure Alignment Based on Maximum of Residue Pair Distance and Similarity Graph (정렬된 잔기 사이의 최대거리와 유사도 그래프에 기반한 단백질 구조 정렬)

  • After the Human Genome Project finished the sequencing of a human DNA sequence, the concerns on protein functions are increasing. Since the structures of proteins are conserved in divergent evolution, their functions are determined by their structures rather than by their amino acid sequences. Therefore, if similarities between two protein structures are observed, we could expect them to have common biological functions. So far, a lot of researches on protein structure alignment have been performed. However, most of them use RMSD(Root Mean Square Deviation) as a similarity measure with which it is hard to judge the similarity level of two protein structures intuitively. In addition, they retrieve only one result having the highest alignment score with which it is hard to satisfy various users of different purpose. To overcome these limitations, we propose a novel protein structure alignment algorithm based on MRPD(Maximum of Residue Pair Distance) and SG (Similarity Graph). MRPD is more intuitive similarity measure by which fast tittering of unpromising pairs of protein pairs is possible, and SG is a compact representation method for multiple alignment results with which users can choose the most plausible one among various users' needs by providing multiple alignment results without compromising the time to align protein structures.

  • Advantages of flash memories are their shock resistance and fast read speed, which is much faster than that of a HDD. Because of these characteristics, they are increasingly used in the traditional household electric appliance and portable handset and therefore, development of file systems which use them as storage medium is increasingly needed. But they have two problems as storage medium. First, data stored in them cannot be overwritten: it must be erased before new data can be stored. Unfortunately, this erase operation usually takes about one second. Consequently, updating data in flash memories takes long time. In this paper, their problem is solved by using a data update mechanism like LFS(Log-structured File System). Second, their erase operations are restricted. We propose novel cleaning policy in order to increase the life cycle. We implemented FAT file system, which is suitable to small storage medium and solved problems, which usually happen in implementing FAT. We evaluated the performance of sequential writes and random writes on our implemented flash file system.

The distribution of 137Cs activities in sediment samples of South-Han River basin (남한강수계 하천 퇴적물 시료 중 137Cs 분포)

  • $^{137}Cs$ was investigated in river bottom sediments located in South-Han River basin and it was compared with international case studies to estimate the concentration level of $^{137}Cs$ in river sediment of Korea. The obtained values of $^{137}Cs$ which was analyzed by gamma-ray spectrometry were in the range of <$MDA{\sim}3.80{\pm}0.14Bq/kg{\cdot}dry$ and similar to the $^{137}Cs$ activities in soil of Korea. According to international case studies, $^{137}Cs$ activities were between 3.7 to $15,396Bq/kg{\cdot}dry$, when pollutants such as nuclear power plant accidents and radiation leaks were present near the rivers. The $^{137}Cs$ activities showed a variety of distribution depending on the country, when pollution occurs and survey time. Also, $^{137}Cs$ activities of river sediments without pollution sources were mostly less than $10Bq/kg{\cdot}dry$ in other countries. It was comparable with the obtained $^{137}Cs$ activities in this study. The obtained values provide useful information on the background concentration of $^{137}Cs$ in river sediment and will be able to use a basis for determining contamination of $^{137}Cs$ in the river.

Comparison of Cross-contamination of Salmonella spp. on Pork Meat and Workers' Hands during Pork Cutting Processing (돈육 가공공정에서 돈육과 작업자 손 간의 Salmonella spp.의 교차오염 비교)

  • This study describes cross-contamination events that occur in animal food processing. We analyzed the number of Salmonella spp. contamination transferred from pork meat to workers' hands (wearing polyethylene gloves; PG, cotton gloves; CG, and bare hands), cutting boards and knives, and vice versa. Transfer rate of CG 38.80% was higher than that of PG 3.11% and bare hands 1.35%. In particular, when wearing CG, the transfer rate from the CG to bare hands with CG was 0.07%. Also, the range of transfer rates from the contaminated pork meat to cutting board and knife was 0.20-1.99%. In contrast, the transfer rates from the worker's hands (with PG/CG and bare hands) to cutting board, knife, and pork meat ranged from 0.0015-0.21%. There was a lower transfer rate from workers' hands than from pork meat. These findings indicate that the use of PG compared with CG could effectively reduce or prevent the cross-contamination and provide important information concerning the consecutive transfer of Salmonella spp. during food processing.

  • For geotechnical applications, engineers use data obtained from a site investigation to interpret the structure and potential behavior of the subsurface. In most cases, these data consist of samples that represent 1/100,000 or less of the total volume of soil. These samples and associated field and lab testing provide the information used to estimate soil parameter values. The resulting values are estimated ones and there exists some likelihood that actual soil conditions are significantly different from the estimates. This may be the case even if the sampling and interpretation procedures are performed in accordance with standard practice. Although these efforts have been made to characterize the uncertainty associated with geotechnical parameters, there is no commonly accepted method to evaluate quantitatively the quality of an investigation plan as a whole or the relative significance of individual sampling points or potential sampling points.
