A Study of the Training for the Literary Scholars and of the Compilation and the Publication of Anthologies during the Reign of the King Sungjong in Chosun Dynasty (성종조의 문사양성과 문집편간)

  • In this paper, I intended to study the policy executed by the king Sungjong(성종), the ruler of the early Chosun(조선) Dynasty, for the purpose of the training for the literary scholars under the diplomatic necessity and from his own interest in literature, and the compilation and the publication of anthologies of the famous civil officials in those days under the influence of this policy. The overall findings of the study can be summarized as follows : 1. Sungjong was comparable with the Sejong(세종) in his studiousness and especially, he was very interested in literature. He composed verses personally, showed them to his civil officials and demanded their poems in response to his own ones. Futhermore, he executed steadily the institutions of Eung-je(응제), Kaw-si(과식) and Weol-kwa(월과) that demanded creative writings from his civil officials. The purpose of these institutions which was propelled by the king Sungjong was the training for the literary scholars under the diplomatic necessity. 2. Chosun Dynasty exchanged envoys with Myeong(명) Dynasty during the time of the king Sungjong as many as 100 times. The training for the excellent literary scholars was nationally urgent problem because the competent literary scholars were needed whenever Myeong Dynasty dispatched the envoys to Chosun Dynasty. Eung-je, Kwa-si and Weol-kwa were executed from practical demand and 1 - 3 persons at the minimum, 60 - 70 persons at the maximum took part in this institution at a time. This means that 60 - 70 literary works were produced at a time. Therefore, the steady execution of Eung-je, Kwa-si and Weol-kwa inevitably resulted in mass production of literary works. 3. The king Sungjong instructed his civil officials to compile the anthologies of the then representative civil officials as a means to encourage literary compositions, read it himself and took actions to publish them at the expense of government. There were six anthologies compiled and published under this policy of the king Sungjong, Kang Heui­maeng's Sasukjejib(강희맹, 사숙제집), Shin Suk-ju's Bohanjaejib(신숙단, 보한제집), Kim Su-on's Shikujib (김수온, 식우집), Choe Hang's Taeheojeongjib(최항, 태허정집), Seo Keo-jeong's Sagajib (서거정, 사가집), Lee Seok-hyeong's Jeoheonjib(이석형, 저헌집). Yu Ho-in's Noekyejib(유호인, 뇌계집+CZ48), Lee Seung-so's Samtanjib(이승소, 삼탄집), Kim Jong-jik's Jeompiljaejib(김종직, 점필제집) of three were examined by the king Sungjong, but published later because of the death of the king. 4. jeompiljaejib was compiled by order of the king Sungjong and passed Eulram (을람 : king reads an anthology personally) which contained Joeuijemoon(조의제문) that criticized the king Sejo(세조) who had usurped a throne. The recording of Joeuijemoon became an issue in process of Muosahwa(무오사화), and it was ordered that the printing blocks should be broken and the published books should be collected and be burnt up. These procedures destroyed the social atmosphere that people considered it an honor writing literary compositions, compiling and publishing anthologies thanks to the steady efforts of the king Sungjong. 5. It had an important effect on the compilation and the publication of anthologies after that, breaking the printing blocks, collecting and burning up the pulished books of Jeompiljaejib because of recording of Joeuijemoon. Namely, it got universalized to delete compositions that can cause problems in the future as well as the parts related to political issue, from the objects of recording. Such tendency became one of the important principles of the anthological compilation after that.

Data Mining Approaches for DDoS Attack Detection (분산 서비스거부 공격 탐지를 위한 데이터 마이닝 기법)

  • Recently, as the serious damage caused by DDoS attacks increases, the rapid detection and the proper response mechanisms are urgent. However, existing security mechanisms do not effectively defend against these attacks, or the defense capability of some mechanisms is only limited to specific DDoS attacks. In this paper, we propose a detection architecture against DDoS attack using data mining technology that can classify the latest types of DDoS attack, and can detect the modification of existing attacks as well as the novel attacks. This architecture consists of a Misuse Detection Module modeling to classify the existing attacks, and an Anomaly Detection Module modeling to detect the novel attacks. And it utilizes the off-line generated models in order to detect the DDoS attack using the real-time traffic. We gathered the NetFlow data generated at an access router of our network in order to model the real network traffic and test it. The NetFlow provides the useful flow-based statistical information without tremendous preprocessing. Also, we mounted the well-known DDoS attack tools to gather the attack traffic. And then, our experimental results show that our approach can provide the outstanding performance against existing attacks, and provide the possibility of detection against the novel attack.

A Survey of Ecological Knowledge and Information for Climate Change Adaptation in Korea - Focused on the Risk Assessment and Adaptation Strategy to Climate Change - (기후변화 적응정책 관련 생태계 지식정보 수요와 활용도 증진 방향 - 생태계 기후변화 리스크 평가 및 적응대책을 중심으로 -)

  • This study aimed at investigating present research and knowledge-base on climate change adaptation in ecosystem sector and analyzed the current status of basic information on ecosystem that functions as evidence-base of climate change adaptation to deduce the suggestions for the future development for knowledge and information in biodiversity. In this perspective, a questionary survey titled as "the ecological knowledge-base and information needs for climate change adaptation" with the researchers who were engaged with adaptation studies for biodiversity in the ecosystem related-research institutes including national and 17 regional local governments-affiliated agencies in Korea. The results are as follows; current status of utilizing ecological information which supports climate change adaptation strategy, future needs for adaptation knowledge and ecological information, and activation of utilizing ecological information. The majority of respondents (90.7%) replied that the ecological information has high relevance when conducting research on climate change adaptation. However, only half of all respondents (53.2%) agreed with the real viability of current information to the adaptation research. Particularly, urgent priority for researchers was deduced as intensifying knowledge-base and constructing related information on 'ecosystem change from climate change (productivity, community structure, food chain, phenology, range distribution, and number of individuals) with the overall improvement of information contents and its quality. The respondents emphasized with the necessity of conducting field surveys of local ecosystem and constructing ecosystem inventories, advancing monitoring designs for climate change in ecosystem, and case studies for regional ecosystem changes with the guidance or guidelines for monitoring ecosystem change to enhance the quality of adaptation research and produce related information. In terms of activation for ecological information usage, national and local adaptation network should be working based on the integrated ecological platform necessary to support exchanges of knowledge and information and to expand ecosystem types in time and spatial dimension.

Research Direction for Functional Foods Safety (건강기능식품 안전관리 연구방향)

  • Various functional foods, marketing health and functional effects, have been distributed in the market. These products, being in forms of foods, tablets, and capsules, are likely to be mistaken as drugs. In addition, non-experts may sell these as foods, or use these for therapy. Efforts for creating health food regulations or building regulatory system for improving the current status of functional foods have been made, but these have not been communicated to consumers yet. As a result, problems of circulating functional foods for therapy or adding illegal medical to such products have persisted, which has become worse by internet media. The cause of this problem can be categorized into (1) product itself and (2) its use, but in either case, one possible cause is lack of communications with consumers. Potential problems that can be caused by functional foods include illegal substances, hazardous substances, allergic reactions, considerations when administered to patients, drug interactions, ingredients with purity or concentrations too low to be detected, products with metabolic activations, health risks from over- or under-dose of vitamin and minerals, and products with alkaloids. The reason why side effects related to functional foods have been increasing is that under-qualified functional food companies are exaggerating the functionality for marketing purposes. KFDA has been informing consumers, through its web pages, to address the above mentioned issues related to functional foods, but there still is room for improvement, to promote proper use of functional foods and avoid drug interactions. Specifically, to address these issues, institutionalizing to collect information on approved products and their side effects, settling reevaluation systems, and standardizing preclinical tests and clinical tests are becoming urgent. Also to provide crucial information, unified database systems, seamlessly aggregating heterogeneous data in different domains, with user interfaces enabling effective one-stop search, are crucial.

Special Educators and Music Therapists' Recognition of Music Therapy in Special Education Class in Elementary School (초등학교 특수학급 음악치료에 대한 특수교사와 음악치료사의 인식 조사)

  • It has been passed more than 50 years of the history of music therapy on school aged children since there had been enforced the 'Education for All Handicapped Children Ace' in United states 1975, which had made an important role of music therapist augmented. In the case of South Korea, through reforming the law on March 2005 that therapist educator has to be allocated on the special class in general school, at least, patrol teacher is charged on that, which made possible to start music therapy as initial stage was realized in realistic way on the spot of school. This research has primary concerns as following. The one thing is intended that figuring the opinions of special educators and music therapists involved with the music therapy in elementary school. And the other thing is intended that making a investigation of actual condition on the spot of existing school, moreover, pinpointing at issue and suggesting the change for the better than now. In order to undertake theses intentions, I examined preceding researches and existing data, distributed the questionnaire involved the music therapy of elementary school to the people who are composed of special educators-65 persons and music therapists-30 persons from 18th October to second of November, and analyzed collected by descriptive statistics. According to the analyzed results, it says that special educator and music therapist know well about the necessity of music therapy in elementary school and its effectiveness is manifested in positive way. Moreover, in order to systemize and promote a program of music therapy, what is most urgent thing is the completion of instrument and music therapy room and there are needed strong supports at the level of nation and institution. It has become pervasive on the demand of therapy education by parents in all of the places involved with disabled children such as special school, special class, local welfare community, and early education. This research shows that how therapy and education was connected as music therapy on the spot of the elementary school, and the necessity of the education of music therapy.

Actual Condition of Quality Control of X-ray Imaging System in Primary Care Institution: focused on Gwangju Metropolitan City (1차 의료기관의 엑스선 발생장치 정도관리에 관한 현황조사:광주광역시 지역을 중심으로)

  • With the expanded use of radiation in modern medical practices, the most important issue in regards to efforts to reduce individual exposure dose is quality assurance. Therefore in order to study the present condition of quality assurance, the Gwangju Metropolitan City area was divided into five districts each containing ten hospitals. Four experiments were conducted: a reproducibility experiment for kVp, mA, and examination time (sec) intensity of illumination; half-value layer (HVL) measurement; and beam perpendicularity test matching experiment. The tube voltage reproducibility experiment for all fifty hospitals resulted in a 95.33% passing rate and mA and examination time both resulted in a 77.0% passing rate. The passing rate for intensity of illumination was 86.0% and 52.0% for HVL, which was the lowest passing rate of all four factors. For the beam perpendicularity test matching experiment, generally the central flux is matched to within $1.5^{\circ}$. Of all fifty hospitals 30.0% were beyond $3^{\circ}$. The results of the survey showed that 58% responded that they knew about quality assurance cycle. All fifty respondents stated that they have not received any training in regards to quality assurance at their current place of employment. Although quality assurance is making relative progress, the most urgent issue is awareness of the importance of quality assurance. Therefore, the implementation of professional training focusing on safety management and accurate quality assurance of radiation will reduce the exposure to radiation for radiologists and patients and higher quality imaging using less dosage will also be possible.

Comparison of Response Systems and Education Courses against HNS Spill Incidents between Land and Sea in Korea (국내 HNS 사고 대응체계 및 교육과정에 관한 육상과 해상의 비교)

  • As the type of Hazardous and Noxious Substances(HNS) becomes various and the transport volume of HNS increases, HNS spill incidents occur frequently on land and the sea. In view of various damages to human lives and properties by HNS spills, it is necessary to educate and train professional personnel in preparation for and response to potential HNS spills. This study shows the current state of response systems and education courses against HNS spill incidents on land and the sea to compare those with each other between land and sea in Korea. Incident command system on land are basically similar to that at sea, but leading authority which is responsible for combating HNS spills at sea is changeable depending on the location of HNS spill, as it were, Korea Coast Guard(KCG) is responsible for urgent response to HNS spill at sea, while municipalities are responsible for the response to HNS drifted ashore. Education courses for HNS responders on land are established at National Fire Service Academy(NFSA), National Institute of Chemical Safety(NICS), etc., and are diverse. Education and training courses for HNS responder at sea are established at Korea Coast Guard Academy(KCGA) and Marine Environment Research & Training Institute(MERTI), and are comparatively simple. Education courses for dangerous cargo handlers who work in port where land is linked to the sea are established at Korea Maritime Dangerous Goods Inspection & Research Institute(KOMDI), Korea Port Training Institute(KPTI) and Korea Institute of Maritime and Fisheries Technology(KIMFT). Through the comparison of education courses for HNS responders between land and sea, some recommendations such as extension of education targets, division of an existing integrated HNS course into two courses composed of operational level and manager level with respective refresh course, on-line cyber course and joint inter-educational institute course in cooperation with other relevant institutes are proposed for the improvement in education courses of KCG and KOEM(Korea Marine Environment Management Corporation) to educate and train professionals for combating HNS spills at sea in Korea.

Emergy Evaluation of the Estuarine Areas of Yeongsan River, Seomjin River, and Han River in Korea (영산강, 섬진강, 한강 하구역의 에머지 평가)

  • An emergy concept was used to evaluate the environment and economy of the estuarine areas of Yeongsan River, Seomjin River, and Han River in Korea. The emergy evaluations clearly showed ecological and socioeconomic characteristics of the estuarine areas that act as ecological and economic centers of surrounding areas. River, tide, and rain provided most of the renewable emergy inputs to the estuarine areas with their contribution to the total emergy input less than 8%. The estuarine areas mostly relied for their operation on the purchased emergy which accounted for $92{\sim}98%$ of the total emergy input to the systems. Emergy indices such as emergy use per unit area, population carrying capacity, environmental loading ratio, and emergy sustainability index revealed that the estuarine areas of Yeongsan River, Seomjin River, and Han River are not sustainable at the current level of economic activities in the areas. The ecological economic values of the environment of the areas were in the range of $7.29{\sim}22.06$ million Em\/ha/yr. They are more than twice that for the whole country, indicating the ecological and economic importance of the eatuarine areas. It is, therefore, urgent to establish and implement estuarine management policies to protect and restore the ecological and economic potentials of the estuarine areas of Yeongsan River, Seomjin River, and Han River. Management plans for the estuarine areas should include both demand-side measures such as reduction of population and economic concentration and consideration of ecological carrying capacity in planning stages for utilization and development of the areas, and supply-side ones such as restoration of degraded ecosystems and construction of new productive ecosystems.

The Factors Affecting Hepatitis B Vaccination of Dental Hygiene Students (일부 치위생과 학생의 B형간염 예방접종에 영향을 미치는 요인)

  • The purpose of this study was to investigate the differences in health belief related to vaccination among dental hygiene students, identify the factors affecting hepatitis B vaccination, and provide basic data for health education concerning hepatitis B prevention. Hepatitis B vaccination was positively correlated (r=0.179, p=0.003) with seriousness of believing that hepatitis B would affect psychological, physical, and social activities and negative correlation (r=-0.183, p=0.002) was also found between perceived barriers related to hepatitis B. As for the factors affecting hepatitis B vaccination, juniors were 0.39 times (95% confidence interval [CI]=0.21, 0.71) more likely to have it affected than seniors and those who were more serious, and who had greater barriers were more likely to have it affected-1.80 times (95% CI=1.29, 2.52), 0.61 times (95% CI=0.41, 0.90) respectively (p<0.05). It is therefore urgent to develop a program within a curriculum that can begin with freshmen along with specific education with the objective of obliging dental hygiene students to receive hepatitis B vaccination. It is also necessary to provide consecutive sessions of education rather than one-time education and to develop a specific plan for obligatory hepatitis B vaccination through correct and thorough education.

A Study on the Legislative Conception of Terror of the Advanced European Nations (유럽 선진국의 법제적 테러 개념에 관한 고찰)

  • Many countries throughout the world have enacted laws on terrorism in the light of the changes that time has brought to them, geographical features, cultural values, and environmental elements. Especially some advanced European nations prescribe the definition of terrorism, the purpose of terrorism, the behavior of terrorism, and the types of crimes related to terrorism and so on for the following reason that it is more vital for the authorities concerned to investigate and punish terrorists after the rise of terrorism. In this regard, this paper analyzes legislative countermoves against terrorists of advanced countries such as France, Germany, and England and through this sheds light on the need of future anti-terrorism bills. The legislative basic guidelines directly to manipulate future terrors based on theories derived from this study could be summarized as follows. In the first place, providing laws on direct investigative power and harsher punishment to those involved in terrorism is a prerequisite for social security and thus the presidential directive of the state anti-terrorism action guidelines just deals with administrative measures without any effective response to terrorism. Hence it is urgent to make anti-terrorism bill concerning investigation and punishment of terrorists. In the second place, it is associated with the objectives of terror. The expression "all sorts of" stated in Korean law is so quite unclear that it can not fulfill the required conditions for naming it "crime". Comprehending provisoes of the crime that meets the purpose of the terrorists is necessary in order to investigate and inflict punishment on them. Therefore, it is advisable to establish specific and precise principles such as political, social, ideological, and religious purpose of terrorists in the bill. In the third place, to meet the flow of times of technicalization, informatization, such provisoes as destruction of electronic data system, crimes related to nuclear materials, purchases of weapons by terrorists, tax administration for prohibition of sale, and arson should be considered in terror bill. In the fourth place, nonselective attack toward unspecified individuals has become a serious issue in our society. Terrorists leave poisonous foods or beverages to crowded place or dump toxic chemicals into river intentionally. Therefore more strict regulations must be included in terror bill to prevent possible terrorist attacks.
