Determination of trace boron in steels by prompt gamma-ray activation analysis (즉발감마선방사화분석법에 의한 철강시료 중의 붕소 측정)

  • A trace amount of boron in steel significantly influences its mechanical and physical properties. A prompt gamma ray activation analysis (PGAA) method is used to measure boron in low alloy steel samples of KRISS 101-01-C21~C26. NIST SRMs of 362, 364, 1761 and 1767 serve as the control standards to validate the measurement method. The measured values of the NIST SRMs are consistent with their certified values within the expected uncertainties, except for that of NIST SRM 362. Experimental uncertainties are evaluated according to the guidelines given by the International Organization for Standardization (ISO). The expanded uncertainties are calculated with a coverage factor of 2, at approximately 95% confidence level. The calculated relative expanded uncertainties of boron mass fractions are between 3% and 7% at the mg/kg level. The results are compared with the results measured by the solvent extraction-inductively coupled optical emission spectrometry (ICP/OES) method.

  • A school library is where students develop their skills to cope with future uncertainty and can utilize various information materials to build their capability and response abilities to changes. Teachers' perception is crucial as their guidance is essential for the student to use the school library. Most studies, however, focused on quantitative measurement of the importance of the teachers' perception as an external environment, and there is a lack of specific categorization of different types of perceptions on the role of the school library. This study aims to examine types of perceptions about the school library among elementary school teachers. To do so, this study used Latent Profile Analysis (LPA), a person-centered approach, to identify teachers' complex perceptions about the role and importance of the school library, which were difficult to review in previous studies, and the teachers' most representative types of perceptions. Based on the findings from the above, this study is meaningful in proposing customized measures to operate and promote the school library depending on teachers' perceptions.

ISO 3951-1:2022, Sampling Procedures for Inspection by Variables - Part 1 (ISO 3951-1:2022, 계량형 샘플링 검사절차 - 제 1부)

  • Purpose: ISO (International Organization for Standardization) has published the third edition of ISO 3951-1:2022, Sampling Procedures for Inspection by Variables-Part 1. ISO 3951-1 is an AQL (Acceptable Quality Limit) type sampling scheme, and incorporates switching rules to move among normal, tightened, and reduced inspections. This paper examines the contents of ISO 3951-1:2022 and analyzes its characteristics. Methods: The contents of ISO 3951-1:2022 and ISO 3951-1:2013 (the second edition of ISO 3951-1) are compared and analyzed in detail. The comparisons of ISO 3951-1:2022 and ISO 2859-1:2013 (the latest edition of Sampling Procedures for Inspection by Attributes-Part I) are also performed. Results: The main changes of ISO 3951-1:2022 are as follows: i) procedures have been introduced to accommodate measurement uncertainty, ii) many of sampling plans are adjusted to improve the match between their OC (operating characteristic) curves and the OC curves of the corresponding plans of ISO 2859-1, iii) the form p* for determining the acceptance of the lot is extended to all ranges of AQL and code letter values. Conclusion: ISO 3951-1:2022 cancels and replaces ISO 3951-1:2013, which has been technically revised. KS Q ISO 3951-1:2019 that is Korean version of ISO 3951-1 was established as a Korean standard by conforming to ISO 3951-1:2013. Therefore, we need to revise it to ISO 3951-1:2022, as soon as possible.

Investigation of O4 Air Mass Factor Sensitivity to Aerosol Peak Height Using UV-VIS Hyperspectral Synthetic Radiance in Various Measurement Conditions (UV-VIS 초분광 위성센서 모의복사휘도를 활용한 다양한 관측환경에서의 에어로솔 유효고도에 대한 O4 대기질량인자 민감도 조사)

  • In this present study, the sensitivity of O4 Air Mass Factor (AMF) to Aerosol Peak Height (APH) has been investigated using radiative transfer model according to various parameters(wavelength (340 nm and 477 nm), aerosol type (smoke, dust, sulfate), aerosol optical depth (AOD), surface reflectance, solar zenith angle, and viewing zenith angle). In general, it was found that O4 AMF at 477 nm is more sensitive to APH than that at 340 nm and is stably retrieved with low spectral fitting error in Differential Optical Absorption Spectroscopy (DOAS) analysis. In high AOD condition, sensitivity of O4 AMF on APH tends to increase. O4 AMF at 340 nm decreased with increasing solar zenith angle. This dependency isthought to be induced by the decrease in length of the light path where O4 absorption occurs due to the shielding effect caused by Rayleigh and Mie scattering at high solar zenith angles above 40°. At 477 nm, as the solar zenith angle increased, multiple scattering caused by Rayleigh and Mie scattering partly leads to the increase of O4 AMF in nonlinear function. Based on synthetic radiance, APHs have been retrieved using O4 AMF. Additionally, the effect of AOD uncertainty on APH retrieval error has been investigated. Among three aerosol types, APH retrieval for sulfate type is found to have the largest APH retrieval error due to uncertainty of AOD. In the case of dust aerosol, it was found that the influence of AOD uncertainty is negligible. It indicates that aerosol types affect APH retrieval error since absorption scattering characteristics of each aerosol type are various.

  • Internet-based commerce has undergone an explosive growth over the past decade as consumers today find it more economical as well as more convenient to shop online. Nevertheless, the shift in the common mode of shopping from offline to online commerce has caused consumers to have worries over such issues as private information leakage, online fraud, discrepancy in product quality and grade, unsuccessful delivery, and so forth, Numerous studies have been undertaken to examine the role of perceived risk as a chief barrier to online purchases and to understand the theoretical relationships among perceived risk, trust and purchase intentions, However, most studies focus on empirically investigating the effects of trust on perceived risk, with little attention devoted to the effects of perceived risk on trust, While the influence trust has on perceived risk is worth studying, the influence in the opposite direction is equally important, enabling insights into the potential of perceived risk as a prohibitor of trust, According to Pavlou (2003), the primary source of the perceived risk is either the technological uncertainty of the Internet environment or the behavioral uncertainty of the transaction partner. Due to such types of uncertainty, an increase in the worries over the perceived risk may negatively affect trust, For example, if a consumer who sends sensitive transaction data over Internet is concerned that his or her private information may leak out because of the lack of security, trust may decrease (Olivero and Lunt, 2004), By the same token, if the consumer feels that the online merchant has the potential to profit by behaving in an opportunistic manner taking advantage of the remote, impersonal nature of online commerce, then it is unlikely that the merchant will be trusted, That is, the more the probable danger is likely to occur, the less trust and the greater need to control the transaction (Olivero and Lunt, 2004), In summary, a review of the related studies indicates that while some researchers looked at the influence of overall perceived risk on trust level, not much attention has been given to the effects of different types of perceived risk, In this context the present research aims at addressing the need to study how trust is affected by different types of perceived risk, We classified perceived risk into six different types based on the literature, and empirically analyzed the impact of each type of perceived risk upon consumer trust in an online merchant and further its impact upon purchase intentions. To meet our research objectives, we developed a conceptual model depicting the nomological structure of the relationships among our research variables, and also formulated a total of seven hypotheses. The model and hypotheses were tested using an empirical analysis based on a questionnaire survey of 206 college students. The reliability was evaluated via Cronbach's alphas, the minimum of which was found to be 0.73, and therefore the questionnaire items are all deemed reliable. In addition, the results of confirmatory factor analysis (CFA) designed to check the validity of the measurement model indicate that the convergent, discriminate, and nomological validities of the model are all acceptable. The structural equation modeling analysis to test the hypotheses yielded the following results. Of the first six hypotheses (H1-1 through H1-6) designed to examine the relationships between each risk type and trust, three hypotheses including H1-1 (performance risk ${\rightarrow}$ trust), H1-2 (psychological risk ${\rightarrow}$ trust) and H1-5 (online payment risk ${\rightarrow}$ trust) were supported with path coefficients of -0.30, -0.27 and -0.16 respectively. Finally, H2 (trust ${\rightarrow}$ purchase intentions) was supported with relatively high path coefficients of 0.73. Results of the empirical study offer the following findings and implications. First. it was found that it was performance risk, psychological risk and online payment risk that have a statistically significant influence upon consumer trust in an online merchant. It implies that a consumer may find an online merchant untrustworthy if either the product quality or the product grade does not match his or her expectations. For that reason, online merchants including digital storefronts and e-marketplaces are suggested to pursue a strategy focusing on identifying the target customers and offering products that they feel best meet performance and psychological needs of those customers. Thus, they should do their best to make it widely known that their products are of as good quality and grade as those purchased from offline department stores. In addition, it may be inferred that today's online consumers remain concerned about the security of the online commerce environment due to the repeated occurrences of hacking or private information leakage. Online merchants should take steps to remove potential vulnerabilities and provide online notices to emphasize that their website is secure. Second, consumer's overall trust was found to have a statistically significant influence on purchase intentions. This finding, which is consistent with the results of numerous prior studies, suggests that increased sales will become a reality only with enhanced consumer trust.

Managing Technological Risk and Risk Conflict : Public Debates on Health Risks of Mobile Phones EMF (기술위험 관리와 위험갈등 : 휴대전화 전자파의 인체유해성 논란)

  • We are living in the time of high probability of technological risk due to increased rate of technology development and diffusion of new technologies. Resolving uncertainties, the basic attribution of risk, by accumulating knowledge over the risk factors of certain technology is critical to management of technological risk. In many cases of technological risks, high uncertainty of knowledge is commonly mentioned reason for public controversies on risk management. However, the type of technological risk with low social agreement and low uncertainty of knowledge, the main reason for public controversy is absence of social agreement. Public debates on the risks of mobile phones electromagnetic fields(EMF) to human health comes under this category. The knowledge uncertainty on human health effect of mobile phones EMF has been lowered increasingly by accumulating enormous volume of knowledge though scientists have not reached a final conclusion whether it pose a risk to the physical and mental health of the general population or not. In contrast with civil organizations calling for precautionary approach based regulation, the mobile phone industry is cling to the position of no-regulation-needed by arguing no clear evidence to prove health risks of mobile phone EMF has found. In Korea, government set exposure standards based on a measurement called the 'specific absorption rate'(SAR) and require the mobile phone industry to open SAR information to the public by their own decision. From the view of pro-regulation side based on precautionary approach, technology risk managament of mobile phones EMF in Korea is highly limited and formalized one with limited measuring of SAR on head part only and problematic self-regulated opening of information about SAR to the public. As far as the government keeps having priority on protecting interest of mobile phone industry over precautionary regulation of mobile phones EMF, the disagreement between civil organizations and the government will not resolved. The risk of mobile phones EMF to human health have high probability of being underestimated in the rate and damage of risk than objectively estimated ones due to familiarity of mobile phone technology. And this can be the cause of destructive social dispute or devastating disaster. To prevent such disastrous results, technology risk management, which integrating the goals of safety with economic growth in public policy and designing and promoting risk communication, is required.

External Auditing on Absorbed Dose Using a Solid Water Phantom for Domestic Radiotherapy Facilities (고체팬텀을 이용한 국내 방사선 치료시설의 흡수선량에 대한 조사)

  • Purpose: We report the results of an external audit on the absorbed dose of radiotherapy beams independently performed by third parties. For this effort, we developed a method to measure the absorbed dose to water in an easy and convenient setup of solid water phantom. Materials and Methods: In 2008, 12 radiotherapy centers voluntarily participated in the external auditing program and 47 beams of X-ray and electron were independently calibrated by the third party’s American Association of Physicists in Medicine (AAPM) task group (TG)-51 protocol. Even though the AAPM TG-51 protocol recommended the use of water, water as a phantom has a few disadvantages, especially in a busy clinic. Instead, we used solid water phantom due to its reproducibility and convenience in terms of setup and transport. Dose conversion factors between solid water and water were determined for photon and electron beams of various energies by using a scaling method and experimental measurements. Results: Most of the beams (74%) were within ${\pm}2%$ of the deviation from the third party's protocol. However, two of 20 X-ray beams and three of 27 electron beams were out of the tolerance (${\pm}3%$), including two beams with a >10% deviation. X-ray beams of higher than 6 MV had no conversion factors, while a 6 MV absorbed dose to a solid water phantom was 0.4% less than the dose to water. The electron dose conversion factors between the solid water phantom and water were determined: The higher the electron energy, the less is the conversion factor. The total uncertainty of the TG-51 protocol measurement using a solid water phantom was determined to be ${\pm}1.5%$. Conclusion: The developed method was successfully applied for the external auditing program, which could be evolved into a credential program of multi-institutional clinical trials. This dosimetry saved time for measuring doses as well as decreased the uncertainty of measurement possibly resulting from the reference setup in water.

Correction of Latent Errors in Pavement Deterioration Data using Statistical Methods (통계기법을 활용한 포장파손자료의 잠재오차 보정)

  • Successful implementation of infrastructure asset management system can be started with rich and reliable data. However, measurement errors in the data have always existed in the real world caused for many unknown reasons. It disturbs maintenance activities of agencies, and makes negative effects to reliability of research results on forecasting deterioration process and life cycle cost. Above all, it makes a contradiction that road agencies cannot believe their inspection data surveyed by their hands. It is particularly serious in the road pavement management field. Although road agencies are well recognized the fact, inspecting without measurement error would be a great challenge. Considering the facts, this paper aimed to suggest statistical error processing methods to correct latent error included in pavement surface inspection data. As alternatives, this paper suggested two methods based on probability distribution to consider structure of error and reliability of the data. The suggested methods were empirically tested by using pavement inspection data from Korean National Highway. As the result, this paper confirmed that conventional error processing that just removes only visible errors is not enough to cover uncertainty in pavement deterioration process. The suggested methods would be useful for improving reliability of analysis results required for road infrastructure asset management.

A Plan for Establishing IOT-based Building Maintenance Platform (S-LCC): Focusing a Concept Model on the Function Configuration and Practical Use of Measurement Data (IOT 기반 건축물 유지관리 플랫폼 구축(S-LCC) 방안 : 기능구성과 계측 데이터 활용을 위한 개념 모델을 중심으로)

  • The reliability of the results of LCC analysis is determined by accurate analytical procedures and energy data from which the uncertainty is removed. Until now, systems that can automatically measure these energy data and produce databases have not been commercialized. Therefore this paper proposes a concept model of an S-LCC platform that can automatically collect and analyze electric energy consumption data of equipment systems using the IOT, which is the core tool in the Fourth Industrial Revolution and operates the equipment system efficiently using the analyzed results. The proposed concept model was developed by the convergence of existing BLCS and IOT and was comprised of five modules: Facility Control Module, LCC Analysis Module, Energy Consumption Control Module, Efficiency Analysis Module, and Maintenance Standard Reestablishment Module. Using the results of LCC analysis deduced from this system, the deterioration condition of an equipment system can be identified in real-time. The results can be used as the baseline data to re-establish standards for the maintenance factor, replacement frequency, and lifetime of existing equipment, and establish new maintenance standards for new equipment. If the S-LCC platform is established, it would increase the reliability of LCC analysis, reduce the labor force for entering data and improve accuracy, and would also change disregarded data into big data with high potential.

Predicting the Concentration of Obesity-related Metabolites via Heart Rate Variability for Korean Premenopausal Obese Women: Multiple Regression Analysis (심박변이도를 통한 폐경 전 한국인 비만 여성의 비만 관련 대사체 농도 예측을 위한 회귀분석)

  • Objectives Advanced researches on the relationship between obesity and heart rate variability (HRV), heretofore, focused on characteristics of HRV depending on the state of obesity. However, the previous researches have not quantified predictive power of HRV toward the obesity-related variables, which is rather more meaningful for clinicians who regularly treat obese patients. Hence, we designed a research to investigate whether HRV could predict serum levels of obesity-related metabolites. Methods Ninety obese premenopausal women meeting the inclusion criteria were recruited. The HRV test, blood sampling, and measurement of physical traits were conducted. Multiple regression analysis of the measurement data was carried out, putting obesity-related metabolites (insulin, glucose, triglyceride, hs-CRP, HDL, LDL, total cholesterol) as outcome variables and the others as predictors. To select appropriate predictive variables, the Akaike's Information Criterion (AIC) was applied. Normality and homoskedasticity of residuals for each model were tested to identify if there were any violations of the regression analysis's basic assumption. Logarithm transformation was used for the values of the concentration of metabolites and the HRV. Results The regression model including Total Power (TP) value and BMI had significant predictive power for serum insulin concentration (F(2, 88)=835.7, p<0.001, $R^2=0.95$). The regression coefficient of ln (TP) was -0.1002. However, it was not sure if the HRV could predict concentrations of other metabolites. Conclusions The results suggest that the Total Power (TP) value of the HRV can predict the level of serum insulin. If the BMI could be assumed as being constant, when the TP value is multiplied by n, the predicted change of insulin could be drawn by multiplying $n^{-0.1002}$. The uncertainty of this model can be assumed as approximately 5%.
