The purposes of this study were to examine the college tuition and student aid policies in the USA and to provide implications to Korean higher education. To accomplish these purposes, college tuition policies and student financial aid policies by federal and state governments in the United States were analyzed. Regarding tuition policies, the federal government has tried to minimize the impact of recent tuition increases by using methods like establishing various college affordability acts and government regulations. As a result, the federal government established a new law and was able to publicize a list of higher education institutions charging higher tuition levels and increasing tuition and fees at a higher rate. State governments also have introduced and implemented tuition policies such as tuition caps and linking tuition increase to student financial aid. Regarding student financial aid policies, Obama administration has emphasized grant programs which, unlike loan programs, have no further burden placed upon students. These efforts certainly produced desired results. Related policy implications from this study were provided for tackling tuition issues in Korean higher education.

In this paper, we configured the panel data of four years using the information of Higher Education In Korea (2010~2013) and studied the influence of tuition and scholarships on the stop-out rate of national university and private university separately through a panel analysis. Three models are implemented considering various variables suck as faculty-student ratios, employment rate, per pupil expenditure, average tuition, and per pupil scholarship. This study showed that the lower net tuition and the higher per pupil off-campus scholarship lowered the stop-out rate at national universities and the lower tuition and the higher per pupil scholarship lowered the stop-out rate at private universities.
In this study, two controversial Child Care Policies will be discussed based on the perspective of Economics: Accreditation of Child Care Centers and Liberation of Child Care Service Tuition. Liberation of Child Care Service Tuition is to provide parents and children with exact quality which they want at a differentiated price. Accreditation of Child Care Center is to enhance the quality of child care service by evaluating the quality of centers and grading centers into three classes. This study concludes that success or failure of the policies mostly depend on the investment capability of the government to increase the supply of child care centers. Employing these two policies requires the child care rate more than certain level and more financial investment from the government since the responsibility of providing child care services relies mostly on the government in Korea.
College tuition is a significant economic, social, and political issue in Korea. We conduct a Bayesian analysis of a hierarchical model to address the factors related to college tuition based on a survey data collected by Statistics Korea. A binary response variable is selected depending on if more than 70% of tuition costs are supported by parents, and a hierarchical Probit model is constructed with areas as groups. A set of explanatory variables is selected from a factor analysis of available variables in the survey. A Markov chain Monte Carlo algorithm is used to estimate parameters. From the analysis results, income and stress are significantly related to college tuition support from parents. Parents with high income tend to support children's college tuition and students with parents' financial support tend to be mentally less stressed; subsequently, this shows that the economic status of parents significantly affects the mental health of college students. Gender, a healthy life style, and college satisfaction are not significant factors. Comparing areas in terms of the degrees of correlation between stress/income and tuition support from parents, students in Kangwon-do are the most mentally stressed when parents' support is limited; in addition, the positive correlation between parents support and income is stronger in big cities compared to provincial areas.
The purpose of this study was to investigate conditions in private high tuition fee institutions and also assess mothers’' perception for their children’'s preschool education. Participants were 37 mothers in Seoul and Geonggido, whowere interviewed individually. Results were as follows: Firstly, 78.9% of the mothers hadtheir children attend private high tuition fee institutions five days a week. Furthermore, 70% of their children aged three to five were enrolled in more than three early educational programs. Secondly, 43.2% of the institutions charged over 600,000 Won by month. 48.7% of the mothers have paid over 900,000 Won by month. Thirdly, 89.2% of the mothers were satisfied with the institutional services and convinced that the institutions would benefit in developing their children’'s wholesome characters and academy.
The purpose of this study was to find the characteristics of university education expenditure and how university education expenditure affected household finance such as total household expenditure after excluding education expenditure, savings, and debts respectively. The data were drawn from the 8th Korean Labor & Income Panel Study conducted by the Korean Labor Institute, and 563 households with children attending university were selected. The t-test, F-test (Duncan's multiple range test as post hoc test), OLS, and Heckman's two-step estimation were utilized by SAS 9.1 and SPSS 12.0 for Windows. The results were as follows: First, average annual tuition was found to be 6,170,000won(21.5% of total annual household expenditures) and average annual private education expenses were 4,920,000won(15.9% of total annual household expenditures). Second, the higher the household income levels, the more spent on university education, whereas the higher the household income level, the lower the household expenditure-to-university education ratio. Third, tuition and private education expenses had a negative impact on household expenditures after excluding education expenditure.
This study analyzes whether the national scholarship system achieves the policy goal to provide the half-tuition and suggests ways to improve the policy. The study finds that the national scholarship system provides free education for students from under 2nd decile income and the half-tuition for students from under 6th decile. However, since students don't feel fully the effect of the policy, this study proposes policy improvements on new approaches to public communications. Also is suggested the necessity to change the policy tool from debt-like to equity-like investment.
85% of South Korea's gross domestic product(GDP) depends on trade. Exports amount in 2011 exceeds $ 5,000Billion. Korea is expected to achieve $ 1 trillion in total trade volume and will become finally the ninth in the world. We do not have a lot of natural resources and are bound to export the finished products to pursue economic development. In other words, trade sector is very essential for Korea to continue economic growth. The department of trade in universities have brought up the concerned students serving for trade sectors. Currently, "half-price tuition" in universities has become very controversial issue in Korea so this paper studies the efficiency of "the Department" because the universities may reconsider the adjustment of tuition fee, if they can enhance the efficiency level. DEA model is used for the analysis. As a result, 8 DMUs like KAN1, KEI5, BAE10 etc. show relatively higher efficiency levels.
This paper empirically investigates the dynamics of the poverty-higher education gap in Korea. Poverty may lead to a gap in access to higher education through two channels: the short-term inability to pay college tuition and fees and long-term disadvantages arising from one's environment that impede the development of academic ability. A regression analysis based on data from the Korean Education and Employment Panel suggests that it is long-term disadvantages that plays a dominant role in the dynamics of this gap. We also replicate a study carried out by Carneiro and Heckman, who have addressed a similar question in the US. Again, the results confirm that the crucial constraint is the long-term accumulation of disadvantages arising mainly from family background, not the short-term constraint. These findings suggest that policies designed to alleviate short-term financial constraints, such as tuition reduction, will be less effective in reducing the gap in accessing four-year college in Korea than policies involving early intervention in children's development.
This study is aimed to investigate the effects of perceived value of the users in the relationship between service qualities of the Pilates training centers, which has been recently increasing, and their reuse intention. A survey research was conducted with 487 users who used the Pilates training centers and collected data were analyzed using SPSS 23.0 and AMOS 23.0 programs. The analysis results are as follows. First, service qualities perceived by the Pilates users including external service, quality of trainers, training program, and tuition fee showed significant impact on reuse intention, positively. Second, service qualities perceived by the Pilates users including external service, quality of trainers, training program, and tuition fee showed significant impact on both functional and emotional values, positively. Third, functional and emotional values perceived by the Pilates users showed significant impact on reuse intention, positively. Fourth, significant mediating effect of functional value was found in the relationship between service qualities of the Pilates training centers, which were external service, quality of trainers, training program, and tuition fee, and reuse intention. Fifth, significant mediating effect of emotional value was found in the relationship between service qualities of the Pilates training centers including training program and tuition fee, and reuse intention.
