포스트게놈 시대의 국내 유전체연구 현황: 한국적 거버넌스의 제도적 다형성 연구 (Topography of Post-Genomic Researches in Korea: Governance and Institutional Polymorphism)

  • 인간게놈프로젝트(HGP)는 지난 세기말 미국 영국 프랑스 중국 독일 일본의 컨소시엄이 수행한 거대과학이다. 그러나 한국에서의 HGP는 부족한 재원과 정부의 지원 미비 등으로 인해 일부 전문가 및 소수 난치병 환우들의 주장에도 불구하고 수행되지 못하였다. 이처럼 '90년대-한국의-HGP'는 구성되지 못했지만 포스트게놈 시대에 들어오면서 유전체의학이 활성화될 수 있게 된 사회적 메커니즘을 본 연구는 삼중나선 모델에 기반하여 분석하고자 한다. 포스트게놈 시대의 국내 유전체의학 연구들은 대학-기업-정부의 전통적 삼중나선 분류로는 정확히 설명이 안 되는 하이브리드 조직들을 중심으로 비로소 수행될 수 있었다. 국내 대학의 선도적 유전체연구자들은 기금부족 문제를 해결하기 위해 필수적으로 기업을 설립해야 했고, 이는 상업적 이익을 위해 선택적으로 벤처기업을 설립하는 선진국의 기업가적 대학과는 매우 다른 모습이다. 두 개의 사례연구를 통해 본 논문은 이 조직들이 사실상 뚜렷이 구별되기 어려운 대학과 기업의 연구 중합체(research assemblage)임을 보인다. 비슷한 맥락에서, 기업을 창업하지 않은 대학의 다른 유전체 연구자들도 정부와의 접점에서 구성되는 다양한 조직들을 통하고서야 비로소 유전체 연구를 수행할 수 있었다. 본고에서 '90년대-한국의-HGP'가 수행되지 못한 과학임을 주장하는 것은 결코 아니지만, 수행되지 못한 과학의 개념과 맥락적 유사성을 가졌던 게놈 연구가 활성화되기 위해서는 삼중나선의 변형적 수용이 필요했다는 점을 최종적으로 보이고자 한다.

A 'Mode 3' Science Policy Framework for South Korea - Toward a Responsible Innovation System

  • This article advocates for a Mode 3 science policy. Compared to the university research-based Mode 1 knowledge production system and the knowledge application-centric Mode 2 innovation system, Mode 3 can be defined as a system that integrates both Mode 1 and Mode 2-type knowledge production models. In this article, based on the major characteristics of the Mode 3 scientific knowledge production system, I agree with the advocates of Mode 3 that constructing a knowledge society requires an inclusive form of knowledge production and innovation system through the democratization of knowledge production as well as the promotion of social values. Moreover, the mechanisms for creating accountable innovation in the Mode 3 system should be given more attention from the science research and policy communities to make public policy for scientific and technological innovation more reflective of social changes. Similar to the ways that the Mode 1 and Mode 2 scientific knowledge production approaches have influenced the development of science policy models, the Mode 3 scientific knowledge production approach, or Mode 3 science, also has the potential to shape a new science policy model. I will refer to this as Mode 3 science policy. In an effort to conceptualize the democracy- and society-centric Mode 3 science policy model, I will articulate science policy strategies in four science policy domains in South Korea from the context of the Mode 3 science approach. These include (1) evaluation of publicly-funded research activities, (2) valorization of scientific knowledge (that is, enhancement of the value of scientific knowledge through governmental action), (3) development of a science policy decision-making support system, and (4) anticipatory foresight of science, technology and society. When adopting and implementing a Mode 3 science framework, one progressive change is to increase socially desirable innovation such as responsible innovation.

분지 베타 글루칸의 저분자화 기술 연구 (Study on the Process to Decrease the molecular Weight of $\beta$-[1,6]-branched $\beta$-[1,3]-D-Glucans)

  • 분자량이 1 MDa 이상인 $\beta$-(1,6)-branched $\beta$-(1,3)-glucan의 효과적인 저분자화 방법을 물리적인 방법, 화학적인 방법, 효소적인 방법으로 나누어 고찰하였다. 물리적인 방법인 초음파처리의 경우엔, 저분자화가 진행됨에 따라 감소하는 저분자화의 효율로 인하여 산업적으로 일정 수준이하의 BBG을 수득하기에 난점이 있으며, 또한 3차 구조의 변성 문제도 주목해야 할 것이다. 화학적인 산 처리법의 경우, 분자량 100,000 Da 이하의 BBG을 산업적으로 수득하기에는 유리할 수 있으나, 약리적 효능에 결정적인 $\beta$-(1,6)-branch의 파괴가 단점이라 할 수 있다. 효소적인 방법이야말로 triple helix 3차 구조의 변성 문제나 $\beta$-(1,6)-branch의 감소 문제를 피하며, 효과적으로 분자량을 감소시킬 수 있음이 확인되었으나, 아직 분지도가 높은 $\beta$-(1,6)-branched $\beta$-(1,3)-glucan까지 효과적으로 가수분해 할 수 있는 효소를 screening 하지는 못하였다.

Networked Creativity on the Censored Web 2.0: Chinese Users' Twitter-based Activities on the Issue of Internet Censorship

  • In most of the world, the current trend in information technology is for open data movement that promotes transparency and equal access. An opposite trend is observed in China, which has the world's largest Internet population. The country has implemented sophisticated cyber-infrastructure and practices under the name of The Golden Shield Project (commonly referred to as the Great Firewall) to limit access to popular international web services and to filter traffic containing 'undesirable' political content. Increasingly, tech-savvy Chinese bypass this firewall and use Twitter to share knowledge on censorship circumvention and encryption to collectively troubleshoot firewall evasion methods, and even mobilize actions that border on activism. Using a mixed mythological approach, the current study addresses such networked knowledge sharing among citizens in a restricted web ecosystem. On the theoretical front, this study uses webometric approaches to understand change agents and positive deviant in the diffusion of censorship circumvention technology. On policy-level, the study provides insights for Internet regulators and digital rights groups to help best utilize communication networks of positive deviants to counter Internet control.

Does the Use of Social Network Sites and Mobile Phones Promote the Acquisition of Job-Related Information, Job Mobility and Entrepreneurship in Asia?

  • This study examines how different uses of social network sites (SNS) and mobile phones (MP) to communicate with friends and business associates are related to the acquisition of job-related information, job mobility, and entrepreneurial intentions, using social capital as its main theoretical lens. To this end, a nationally representative, random digit dialing (RDD) survey was conducted in Singapore. Path analyses show that SNS interactions with friends are positively related to both bonding and bridging social capital. The former is linked with greater job mobility, the latter with entrepreneurship, and both are associated with more job-related information. SNS interactions with business contacts are directly positively related to job-related information and entrepreneurship. For mobile phones, interactions with friends are positively related to social capital, job information and entrepreneurship. Professional networking is associated with more bridging social capital, job information and job mobility. Bonding capital is found to be linked with greater job mobility, while bridging capital has a positive relationship with both entrepreneurship and job mobility.

Social Factors and Herd Behaviour in Developed Markets, Advanced Emerging Markets and Secondary Emerging Markets

  • This paper examines the existence of herd behaviour in fifteen (15) global stock markets, which consist of Developed Markets (Canada, Hong Kong, Japan, Singapore and the United Kingdom), Advanced Emerging Markets (Brazil, Malaysia, Mexico, Poland and South Africa) and Secondary Emerging Markets (Chile, China, Indonesia, the Philippines and Russia) by using Cross Sectional Absolute Deviation (CSAD) method of Chiang and Zheng (2010). It also seeks to explore the impact of social factors such as prosperity, education, ageing society, industry orientation and gender on the existence of market-wide herding. The findings of this paper indicate that herd behaviour exists in Singapore (Developed Market), Mexico, Poland and South Africa (Advanced Emerging Markets) and China and the Philippines (Secondary Emerging Markets). No evidence of herding is observed for Canada, Hong Kong, Japan, United Kingdom, Brazil, Malaysia, Chile, Indonesia and Russia. Ageing society is also found to have significant impact on the existence of herd behaviour. Nonetheless, prosperity, education, industry orientation and gender are found to be insignificant to herding. This study sheds some light on whether social factors determine herding behaviour in the 15 selected stock markets.

A Research on the Establishment of New Korea-Russia Bilateral Cooperation Law for the Sustainable Arctic Development

  • The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.

Nationalizing Transnationalism: A Comparative Study of the "Comfort Women" Social Movement in China, Taiwan, and South Korea

  • Most literature on the "comfort women" social movement focuses on the case of Korea. These works tend to transpose the meanings generated by South Korean organizations onto the transnational network, assuming certain homogeneity of repertoires and identities among the different social actors that comprise this network. Even though there is some degree of consensus about demands, repertoires, and advocacy strategies at the international level, does this same uniformity exist at the national level? In each country, what similarities and differences are present in the laboratories of ideas, relationships, and identities of social actors in the network? Symbolically and politically, do they challenge their respective societies in the same way? This article compares this social movement in South Korea, China, and Taiwan. My main argument is that the constitutive base for this transnational network is the domestic actions of these organizations. It is in the domestic sphere that these social actors reinforce their agendas, reinvent their repertoires, transform their identities, and expand their submerged networks, allowing national movements to retain their latency and autonomy. Following Melucci's relational approach to the study of social movements, this research is based on a qualitative analysis of institutional documents, participant observation, and open-ended interviews with members of the main social actors.

E-voting Implementation in Egypt

  • Manual elections processes in Egypt have several negative effects; that mainly leads to political corruption due to the lack of transparency. These issues negatively influence citizen's participation in the political life; while electronic voting systems aim to increase efficiency, transparency, and reduce the cost comparing to the manual voting. The main research objectives are, finding the successful factors that positively affects E-voting implementation in Egypt, in addition of finding out the reasons that keep Egyptian government far from applying E-voting, and to come up with the road map that Egyptian government has to take into consideration to successfully implement E-voting systems. The findings of the study suggest that there are seven independent variables affecting e-voting implementation which are; leadership, government willingness, legal framework, technical quality, awareness, citizen's trust in government and IT literacy. Technology-Organization-Environment (TOE) theory was used to provide an analytical framework for the study. A quantitative approach (i.e., survey questionnaire) strategy was used to collect data. A random sampling method was used to select the participants for the survey, whom are targeted voters in Egypt and have access to the internet, since the questionnaire was distributed online and the data is analyzed using regression analysis. Practical implications of this study will lead for more citizen participation in the political life due to the transparency that E-voting system will create, in addition to reduce the political corruption.

Relationship between the Changes in Policy Tools of the Central Government and the Local Fiscal Structure: Focused on the Changes in the Transaction Taxes

  • This study aimed to determine the changes in the local fiscal structure brought about by the change in the transaction tax, including the acquisition tax, by the central government. The review of the analysis results proved the following. First, the government's transaction tax exemption policy effectively influenced the expansion of the local fiscal budget. Transaction tax exemptions such as acquisition tax exemptions would not contribute to the expansion of the local fiscal budget in the short run, but may do so in the long run. Second, the review of the effect of the transaction tax exemption policy by the central government on the local fiscal structure confirmed that its impact on the local fiscal structure may vary depending on the timing of such tax exemption. Third, the overall local fiscal structure as a result of the transaction tax exemption by the central government was confirmed to have been influenced more by the fiscal capability of the local government than by the income level of the local residents. In conclusion, the stimulation of real estate transactions using tax tools may positively influence the overall fiscal structure of local governments, but it would also put pressure on the fiscal management of local governments because it is largely influenced by the fiscal capability of the local governments.
