교통정책변화에 따른 교통투자평가방법 개선에 관한 제언 (A Proposal for the Evaluation Method Improvement of Transport Investment with the Transportation Policy Change)

  • This paper shows the recent changes of national transportation policies in some developed countries and argues that the evaluation method of the effect of transportation investment on national economy should be improved to reveal real impact of the investment. The evaluation method should develope effective performance indicators of the goals set in national transportation policy. To estimate correctly the magnitude of transportation services in national economy, the evaluation method also provides a way to measure in-house transportation services and to overcome the limits of marginal effect equal equation.

교통시설 상호연관성 분석방법론 개발 (Development of the Analysis Methodology for Interrelationship between Transportation Facilities)

  • PURPOSES : Lots of criticism such as over/duplication investment, inconsistency of the policies among local governments and national plans etc. has been aroused due to the policy of supply-driven construction for transportation facilities. Recently, according to the environmental-friendly transportation policy, the investment of railroad has been expanded gradually, however the duplication with existing road facility makes it difficult to construct railroad. Thus it is necessary to evaluate the interrelationship between new project and existing facilities in the planning stage. However the method and the criteria for analyzing the duplication and over-investment of projects are not established in the manual, thus the feasibility of these projects are carried out from the economic point of view. METHODS: First, It reviewed about interrelationship criteria(domestic, overseas) and proposed implications and this study directions. Next, It developed the methods of evaluating independency, competitiveness and complementarity. RESULTS : In this study, the methods of evaluating independency, competitiveness and complementarity etc. are suggested to analyze the interrelationship between transportation facilities. The case study was carried out to examine the applicability of the methods. CONCLUSIONS: The methods raise rationality of decision-making compared to existing one. In the future, these methods are introduced into the manual of pre-feasibility study and feasibility study, more efficient decision-making and investment are expected.

철도건설 투자우선순위에 관한 연구 (A Study on Criteria for investment Priority of Railway Project)

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

  • This article shows that, in the logit models, the(conditional) expected utility of the decision makers choosing an alternative is invariant across all alternatives. This property of the logit model implies that the logit model can not explain the distributional wealfare effects of a transportation policy (or transportation investment) among different alternatives, and thus the logit model is not proper for evaluating transportation policy in equity aspects.

  • Recently, with traffic SOC investment policy changing from road-centered to railway-centered according to environment-friendly and sustainable development, issues regarding overlapping and overinvestment of traffic facility have been raised. Regarding investment of various traffic facilities of which departure and destination are similar to each other, academia, civic organizations, government, etc. are recognizing problems including overlapping investment of budget, environmental destruction, etc., but not suggesting definite solutions. Objective transportation network analysis is required because various positive effects including solutions of delay/congestion may occur due to provision of alternative way and distribution of the amount of traffic when accidents occur, as well as negative effects suggested by some of civic organizations in various transportation facility investment of similar departure and destination. Hereupon, this study tries to suggest a tool that can objectively evaluate interrelations of transportation network by applying multi-criteria analysis including economic feasibility regarding analysis of interconnections between and within means of transportation.

국내 교통SOC 투자평가체계 효율화 방안 (Efficiency Plan of Transportation Investment Appraisal System)

  • 최근 국가상위계획에 반영된 교통SOC 사업이 예비타당성조사단계에서 중단 지연됨에 따라 투자평가방법 및 제도의 실효성에 대한 관심이 높아지고 있다. 특히, 현재 시행되고 있는 투자평가제도간 중복 및 일관성 부족 등으로 인해 불필요한 예산 및 시간 그리고 인력낭비가 발생된다는 논란이 제기되고 있다. 일례로 국가재정의 효율적 운영을 목적으로 예비타당성조사가 도입되었으나 타당성 평가와 분석방법 및 평가내용이 유사하며, 효율적 교통체계구축을 촉진하기 위해 도입된 타당성 평가 또한 현재 타당성 조사가 그 기능을 대신하여 타당성 평가가 유명무실해 지는 등 주먹구구식 투자평가제도 도입으로 인해 효율적인 교통SOC투자가 이루어지지 못하고 있는 실정이다. 이에 본 연구에서는 현재 수행되는 투자평가제도의 도입취지 및 운용현황을 살펴봄으로써 각 제도에 대한 이해도를 제고하고, 이를 토대로 현 투자평가체계의 효율화를 위해 각 투자평가제도간 연계성 강화방안을 제시하였다. 본 연구를 통해 현재 수행되는 투자평가제도를 체계적으로 정리할 수 있는 토대가 마련되어, 교통SOC투자제도의 합리성, 일관성 및 효율성 향상에 기여할 것으로 사료된다.
