교통환경정책의 대기질 개선효과 분석 방법론 연구 (Analysis Method for Air Quality Improvement Effect of Transport and Environment Policy)

  • 본 연구에서는 도로이동오염원을 대상으로 추진하는 교통환경정책의 대기질 개선효과 분석 방법론을 제시하였으며, 해당 방법론은 정책 추진에 따른 도로이동오염원의 통행량과 대기오염물질 배출량 변화, 대기오염물질의 공간적 확산과 이로 인한 노출인구의 건강영향을 순차적으로 고려한다. 특히 도로이동오염원의 통행량 변화는 정책 효과와 직접적인 연관이 있기 때문에 대기질 개선효과 분석시 반드시 고려되어야 하며, 본 연구에서는 교통수요모형 기반의 상향식 방법을 적용하여 기존 하향식 방법 대비 정책 추진에 따른 통행자의 통행행태 변화를 상세하게 반영하고자 하였다. 정책 시나리오 분석을 통하여 본 연구에서 제시한 분석 방법론의 활용가능성을 검토하였으며, 통행자의 통행행태 변화가 예상되는 정책의 대기질 개선효과 분석은 본 연구의 분석 방법론 적용이 필요한 것으로 판단된다.

  • IPCC reported that 17% of the global GHGs emission is from transport sector. Road transport sector contributes to 70% of transport sector's GHGs emission. Nowadays, Climate change is a global issue and railway transport is marked as an environmental friendly transport mode. For decreasing the GHGs emission of road transport sector which occupies almost of transport sector's GHGs emission, railway transport is emphasized as a environment friendly alternative transport. In this paper, For the promotion of railway transport's role about climate change, I indicated the direction of South Korea's railway transport policy by analyzing some countries' modal shifts and railway transport's climate change policy.

유럽녹색물류의 정책적 시사점과 교훈 (Lessons from the Policy Implications of Green Logistics in Europe)

  • Purpose - As economic activities between different countries have rapidly spread in a world of free trade, it is inevitable that a large volume of cargo will be carried between countries. It is natural, then, that CO2 emissions and other environmental pollutions have followed, which exposes people and society to serious environmental problems and social costs, and so on. Therefore, the need to understand logistics is not only a matter of transportation but also an environmentally oriented matter. The purpose of this study is to look at some lessons and implications from the European case in terms of green logistics matters. Research design, data, and methodology - In order to look into this matter, first, it has to be established that some cargo transport volumes using different transportation modes have clearly declined because of previous economic recessions. Some transport policies produced by the European Union (EU) are based in a long history of struggling to cope with transport matters in European countries. In its recent transport policies, the EU has provided greener transportation alternatives, realizing that pollution matters affect the European transport market. This study tries to determine what policies the EU has implemented to deal with green logistics matters. This study concentrates in particular on the Marco Polo program in the EU. Results - This study found that the EU seems to consider these kinds of matters, that is, transport and the environment in the context of green logistics. The EU launched some policy instruments to solve this matter relatively earlier than other countries and reviewed them as necessary. In order to make these policy tools work, the EU provided PACT for combined transport, and then the Marco Polo I and II European transport white paper packages. These European policies deal with green logistics matters in two ways. First, some restrictions have been imposed, especially taxation, and so on. Transport subsidies are also powerful means of handling green logistics matters in Europe. Along with these two means of dealing with transport and the environment, the EU eventually targeted integration of different transport modes. Instead of employing only a single transport instrument mode to deliver the cargo to be carried, such as trucking, rail, ocean-going carrier, flight, or inland waterway transport, the EU has proposed that combining transport modes is the best alternative for transport and the environment. That is, the EU is pursuing the adoption of multimodalism as an answer to the green logistics challenge as it provides a more cost efficient and more productive means of transport. Conclusions - In conclusion, multimodal transport should be considered when applying green logistics, as it can provide an alternative way to achieve transport and environmental solutions together at the present time. Two methods can be used to encourage multimodal transport: restrictions and subsidies. These are the lessons and implications from European green logistics policies.

  • Road freight transport industry in Korea contains many and complicate problems such as over supply of the vehicle caused by rapid policy changes, illegal multilevel transactions, poor truck drivers working environment, lack of road freight transport related statistics and so on. Korean government has developed various logistics industrial policy trying to solve these problems in various ways. However, the relationship among the problems and action plans has been more and more entangled since the part of suggested policies have made another perverted problems. These complex structure of the toad freight transport industry in Korea makes difficult to identify and to solve the problems. Causal map method helps to give a clean picture to understand the complex industry at a glance. This study contributes for visualization of the causal relationships among the existing problems and related policy issues in the road freight transport industry in Korea by causal map. This study could be helpful to develop the actual road freight transport industrial policies including the illogical multilevel and unfair transaction in Korea.

수송용 LPG 수요함수의 추정 및 활용 (Estimation and utilization of transport LPG demand function)

  • 본 논문은 수송용 LPG 수요함수를 추정하고 장 단기 가격 및 소득탄력성을 분석한다. 또한 추정된 장기 가격탄력성을 활용하여 수송용 LPG 소비로 발생하는 소비자 잉여 및 경제적 편익을 추정한다. 분석에 사용된 가격 및 소득 자료는 각각 2003년부터 2012년까지의 소비자 물가지수로 조정한 월별 실질 수송용 LPG 가격과 월별 경기종합지수이다. 수요함수의 추정을 위해 단위근 검정, 공적분 검정, 오차수정모형 추정의 절차를 취했다. 수송용 LPG 수요는 가격에 비탄력적인 것으로 판단되며 단기보다는 장기가 보다 탄력적이다. 수송용 LPG 수요의 장기 가격탄력성은 -0.422였으며, 이를 이용하여 계산된 수송용 LPG 소비의 소비자 잉여와 경제적 가치는 2012년 3월의 경우 각각 9,660억원 및 1조 7,813억원에 달한다.

  • In 21th century, high oil price and environmental pollution appeared by serious social problem. It brought important change of logistics environment, and environmentally-friendliness and sustainability are emphasized. In spite of that railroad has high energy efficiency and environmental-friendliness to advantage traditionally, there is still transport division rate of railroad in declining tendency as investment policy that is concentrated on road and insufficiency of social realization about environmental problem. The construction of environment-friendly transport system and the reasonable role sharing between modes of transportation are important. Transportation policy of Korea is presented through plans to constructs efficiently and manages national transportation system. In this study, examine development process of national railroad logistics plan with logistics environment change, and proposes the following ways to development of railroad logistics policy.

Factors Affecting Quality of Lecturers at Higher Educational Institutions: The Context of Technology 4.0 in Vietnam

  • Improving the quality of teaching staff in universities is an important goal of most universities. Therefore, it is necessary to evaluate the factors affecting the quality improvement of lecturers at universities. There are many factors affecting the improvement of this quality of human resources. This article uses the survey method to assess the factors affecting the improvement of the quality of lecturers in education and training institutions of the Ministry of Transport of Vietnam. Currently, the Ministry of Transport of Vietnam has 4 educational institutions. The research team has assessed the impact factors at these 4 facilities. The research team conducted a survey for faculty members of the Ministry of Transport. The result was 446 votes. The authors have performed factor evaluation by multivariate regression model. The influencing factors include Professional competence, the virtue of teaching staff, scientific research capacity, participating in building a democratic educational environment, Professional support policy, Instructor's income, and Information technology support. Research results show that most of the factors have a positive impact on improving the quality of lecturers. Based on the survey results, the authors also make policy suggestions to further improve the quality of teaching staff of the schools in the coming time.

  • After reviewing the current status of hydrogen buses and hydrogen charging stations in the United States, as well as related laws and programs, it was found that the federal and state governments supported the supports of hydrogen buses and the deployment of hydrogen charging infrastructure through various policies and programs. In order to promote the spread of domestic and overseas hydrogen buses and hydrogen charging infrastructure, it is necessary to develop and apply various legal systems and programs that can provide incentives to hydrogen bus manufacturers, hydrogen charging station installers, hydrogen bus operating organizations and entities. 국내 도시물류정책의 추세 분석과 발전 방향: 물류기본계획의 변화를 중심으로 (Trend Analysis and Development Direction of Domestic Urban Logistics Policy: Focusing on the Change of Logistics Master Plan)

  • 본 연구는 우리나라 도시물류를 대상으로 과거 추세를 분석하고 미래 변화를 전망하여 도시발전에 선제적으로 대응할 수 있는 정책 방향을 제시하였다. 연구 범위는 물류정책기본법에서 제시하는 국가물류기본계획과 지역물류기본계획의 변화를 중심으로 하였다. 연구 진행은 국가물류기본계획을 근간으로 과거부터 현재까지 도시물류와 관련된 정책 변화를 살펴봄과 더불어 장래 예상되는 물류환경 변화에 대응하는 국가의 정책기조를 파악하였다. 그리고 이를 서울시 도시물류기본계획의 내용과 접목시켜 앞으로 도시물류기본계획에서 계속 추진하거나 새롭게 추가해야 할 물류정책을 제안하였다. 정책 제안은 장래 물류환경을 정책적, 사회적, 기술적 변화로 구분하여 제시하였다. 분야별로는 도시계획(10개 정책), 교통계획·ITS(8개 정책), 물류기술·ITS(6개 정책) 및 법·제도(8개 정책) 등이다. 정책의 지속성으로 구분하면 현재 추진 중인 정책이 계속되어야 할 것은 15개, 앞으로 새롭게 도입해야 할 정책은 17개이다.

녹색성장시대에 환경친화적 항만관리정책의 발전방향 - 광양항을 중심으로 - (Green Port Management Policy Directions in the Green Growth Era - The Case of Gwangyang Port in Republic of Korea -)

  • 본 논문은 광양항을 사례로 수송수요와 항만환경의 실태를 분석하고, 환경친화적인 항만관리정책의 방향을 항만운영과 계획 측면에서 강구하는 데 있다. 중요한 논문내용은 녹색성장과 환경친화적 항만의 개요, 광양항 수송 환경실태의 분석, 환경친화적 광양항 관리정책의 방향 등으로 구성되어 있다. 연구결과, 광양항을 환경친화적인 녹색항만으로 육성하기 위해서는 항만운영 계획 측면에서 합리적인 항만관리정책의 방향이 정립되어야 한다. 항만운영의 측면에서 환경 친화적인 정책방향은 환경친화적 항만물류수송체계의 전환, 항만컨테이너 운영부두의 에너지 절감, 환경친화적 항만운영기술의 적용 등을 들 수 있다. 항만계획의 입장에서 환경친화적 항만정책의 방향으로는 환경친화적 항만친수공간의 조성, 해양폐기물의 환경친화적 처리와 항만환경계획의 수립 시행 등이 포함된다. 본 연구는 항만과 환경의 상호간 영향에 대한 계량분석, 환경친화적 항만정책효과의 분석 등에 한계점을 가지고있다. 향후 연구에서는 계획과 운영 측면에서 환경친화적 항만정책의 영향평가방법에 대한 연구가 필요하다.
