This study analyzes previous research on 'The Self-Governance of the Commons' to overcome 'The Tragedy of the Commons', and derives elements for successful commons management. These factors are compared and analyzed with the social and economic attributes of the Jeju Haenyeo community, a successful community self-governance model. In addition, in the recently changing environment, it is revealed whether this internal community mechanism can be useful in the future. The goal is to reveal what social and economic factors will help the sustainability of the Jeju haenyeo community in the future. As a result of analyzing the internal operating mechanism of the Jeju haenyeo community, the production and distribution system that improves trust and reciprocity, the inherent sense of community, the division of roles between formal and informal organizations, and the institutionalized explicit and implicit norms within the organization served as internal and external strengths of community sustainability. However, the closure of the network, the crisis of productivity, the weakening of homogeneity, and the emergence of new subjects acted as internal and external weaknesses. In conclusion, for the sustainability of the Jeju Haenyeo community, it is necessary to reorganize the reproductive function of labor using the haenyeo school, to maintain clarity on the subject of livelihood and cultural transmission, and guarantee the income of Haenyeo.

This study structurally analyzes major inefficiency of Korea's healthcare delivery system by utilizing the systems thinking. In particular, the phenomenon of patient's concentrated visits to large hospitals, waste of resource due to competitions between clinics and large hopitals, and the structure of oversupply were visualized using the causal loop diagram. The inefficient structure of healthcare delivery system can be understood more clearly by utilizing the major system archetypes of 'success to the successful', 'tragedy of commons', 'escalation' and 'limits to growth'. This study also finds solution from archetypal structure suggested by Wolstenholme. The inefficient status of healthcare delivery system might be explained by the 'out of control' archetype. In conclusion, the public resources such as the national health insurance need to be acknowledged as the entire achievement. All the participants should cooperate with each other in order to improve the inefficiency of the healthcare delivery system. In addition, the arrangement of incentive system for cooperation, acceleration of health information technology, and development of innovative business models make the sustainable healthcare delivery system.

The government is largely responsible for preventing “the tragedy of the common property”, but fisherman's effort fer an autonomous fishery control is equally required. Especially in these days of EEZ such self- regulated fishery management system should be developed and cared for as well. This study aimed to explore a proper management system for coastal fishing ground that now requires the responsible fisheries management by investigating and analysing more drastically the managerial functions of fishery right by Eochon-Gye(the smallest unit of fisheries cooperative based on a fishing village), a typical fishery producer's organization in Korea. This study also included such contents as (1) an understanding of fishery producer's organization, (2) the utilization and management system of coastal fishing ground, (3) the actual condition of fishing right distribution in Korea, (4) the fishery right management and activity of Eochon-Gye, (5) the operation and distinctive feature of fishery right in Japan, (6) the intervention and limit of fishery producer's organization for fishing ground management function, and (7) summary and proposal. We made all Eochon-Gye of the whole country an object of this study and carried out an investigation into Eochon-Gye through a questionnaire. We extracted 359 Eochon-Gye, 20% of the total 1,719 Eochon-Gye as a random sample and investigated these regions through a questionnaire by mail. The contents of the questions consist of 40 items, including six categories about the organization of eochon-gye, and fishing ground management and activities.

In Korea, There are many disasters, like the collapse of Sampung department store, the strike of severe typhoon 'Rusa' and the subway tragedy in Taegu, because of global warming, urbanization, high-density and high-rise of buildings. So, the government made 'The Framework Act' on the safe and management of disaster and 'The National Emergency Management Agency' was established. But emergency medical service systems in Korea is not growing so much. The purpose of this research is to give basic data for the development of emergency medical service systems in Disaster by comparing of disaster management systems and emergency medical systems among the nations of the world, analysing emergency medical systems in disaster in Korea and suggesting some improvement methods. The improvment methods are like this ; First, establishing the National Disaster Medical System in Korea, making the good triage by EMT, expansion of EMT's working area, developing protocols and framing of medical director increasing the working force of EMT, broad inner cavity of ambulance for treatment of patientent, supplement of professional equipments, active using of helicopters are needed in prehospital are. Second, equal establishment of emergency medical center and increase of working force of emergency medical team are needed in hospital area. Finally, enforcement of the dispatcher's qualification, smooth communication among EMSS systems and actualization of medical direction through screen are needed in the Telecommunication system.

Reproductive and developmental toxicology is concerned with various physical or chemical agents interfering with fertility in both gender or normal growth of offsprings. Reproductive and developmental toxicology is rather a complex science, with many fields, i.e., various endpoints are involved and many different mechanisms of action. For that reason, diverse aspects must be considered when attempting to assess possible adverse health effects in the area of reproductive and developmental toxicology. The thalidomide tragedy made it clear to regulatory authorities around the world that systematic, comprehensive evaluation of the reproductive cycle was needed to adequately evaluate the potential of medicinal drugs to impair the process of reproduction or the development of embryos, fetuses, and children. International Conference on Harmonization of Technical Requirements for the Registration of Pharmaceuticals for Human Use (ICH) and U.S. Food and Drug Administration (FDA) developed a guideline to assess the reproductive and developmental toxicity. Also these guidelines have since been applied to the detection and regulation of environmental toxicants, food additives, and so on. Although it was hoped that testing procedures of guideline would be updated constantly to reflect the current state of the science in reproductive and developmental toxicology, it was not until this decade that regulatory guidelines and testing methods have been altered in a significant way. In this paper, we would like to present the recommended approaches and recent trends for improvement of testing guidelines or experimental methods in reproductive and developmental toxicology.

In digital environment the hallmark of the national libraries is its responsibility or function of acquiring and preserving the county´s off-line and on-line publications in term of legal deposit. But the legal deposit system based on print materials in Korea predates the digital age and requires a new legal framework. It would be a tragedy if national library was not to archive the nation´s intellectual and cultural heritage because of limitation of legal deposit system. The purpose of this paper is to analyze form of the current deposit system and to suggest a reform model for legal deposit legislation with priority given to legal scheme and elements(terms, the depositor, the depository, object of deposit, number of copies, time of deposit, compensation and fine, right of migration and free access, etc.).

인터넷 서비스가 차별화 되어야 한다는 논의는 인터넷이 본격적으로 상용화된 1990넌대 중반부터 꾸준하게 제기되어 왔다. Tragedy of commons 라고 불리는 인터넷 혼잡현상은 지속적인 기술발전으로 인해서 상당부분 해결되었으나, 최근 들어서는, Web 2.0의 등장을 통해 동영상 파일이 차지하는 비중이 늘어나면서 P2P를 통한 파일교환이 전체 인터넷 트래픽의 상당 부분을 차지하면서, 또한 실시간 미디어, VoIP 등의 인터넷 응용 프로그램 등에서 전송상의 지연을 포함한 QoS 보장을 요구하게 되면서, 또한 통신사업자의 망중립성에 관한 논의가 진행되면서, 인터넷 서비스를 차별화하고, 통제하려는 연구의 중요성이 증대되고 있다. 본 연구는 인터넷 서비스를 차별화하기 위한 수단으로 기존에 제시되어온 자격과 우선순위라는 2개의 차원에서 그리고 가격제도로서 종가제와 종량제의 차원에서 배경을 검토해본 다음, 우선 대기열 이론과 혼잡성 제어 이론을 통해서 차별화된 서비스가 전체 시스템에어떤 구체적으로 효익을 가져오는 지를 검토하며, 우선순위와 사용시간에 따라 차별화되는 종량제가 현실에서 발견되지 않는 이유에 대한 이론적인 근거를 제시하고, 종량제를 채택했을 경우에 발생하는 문제점과 종량제 사용에서 발생하는 한계들을 논의하면서, 현실적으로 종량제와 차별가격을 도입할 때 발생할 수 있는 문제점들을 밝혀본다.

Media has become an inseparable companion of $21^{st}$ century culture, exerting immense influence on our daily lives. This article aims to reveal how cultural aspects and media in a particular part of the Silk Road have adapted Western cannons. Iran has redefined and transformed Western culture through the modern Silk Road by the method of cinematic adaptation. Karim-Masihi employs the general plot of Hamlet, the well-known drama by William Shakespeare (1564-1616), in his movie Tardid (Doubt 2009); however, he transforms some of the characters to reflect the current socio-cultural aspects of Iranian society. One of the characters is named Siavash, whose life is similar to Hamlet. In passivity, he awaits his imminent death and other tragic consequences. Yet, the movie ends differently. It is not an Elizabethan tragedy in a strict sense, although the final scenes abound with corpses. This article aims to find the similarities and differences between the two works, while reasoning the significance of the alterations. It concludes with how different cultures react to the same themes.

The purpose of this paper is to analyze storytelling in on-line personal game broadcasting in order to find out unique characteristics of on-line personal game broadcasting. This study selects Youtube channel and as classic cases of on-line personal game broadcasting, and analyzes the cases with Bakhtin's theory of carnival. The on-line personal game broadcasting modifies the broadcasting format of mass media externally. Also, the on-line personal game broadcasting internally moves between interior and exterior of the game text in order to create new narrative events. In this process, the polyphonic utterances of the broadcasting host appeared. The reversal of the tragedy and the comedy leads the audience to catharsis.

The purpose of this study is to prevent some accidents from the tragedy related to school accidents in elementary, middle and high schools. However, it is necessary to establish the program of school safety and change the view of the safety because safety measures are being taken after the accident, not prevention. There are some resolution to prevent school accidents by developing manuals, educating school safety for teachers, utilizing audio-video education and private organization, it is difficult for teachers to handle a fire alarm and electric safety inspection, and check condition of health, training experts through qualifying exams.
