자동차보험 환자와 건강보험 환자의 의료 이용 양상 분석 - 일개 대학병원을 대상으로 - (An Analysis of Automobile Insurance and Health Insurance Patients' Uses of the Medical Services)

  • The purpose of this study was to confirm the reasons why the medical institutes avoid the traffic accident victims covered by the automobile insurance. For this purpose, a university hospital was sampled to comparatively analyze days of hospitalization, average medical cost per day, ratio of optional medical cost, average cost by injury/age group/department, distribution of MRI photographing, etc., between health insurance and automobile insurance patients. Accordingly, in order to assure automobile patients of a reasonable rights of medical services, it is deemed necessary to arrange a fair system encouraging them reduce the days of their hospitalization as well as a complementary mechanism preventing unnecessary expensive medical services due to the hazard.

  • 본 논문에서는 디지털 콘텐츠에 대한 안전하고 신뢰성 있는 유통, 전달, 취약성 점검을 위한 정보보호의 자동분석 방법을 위한 네트워크 구조와 분석 모델을 제시한다. 제시된 네트워크에서는 firewall과 IDS(Intrusion Detection System)를 이용하며, 자체적인 위협을 평가하기 위한 에이전트를 활용하는 방안을 제시하며, 주요 기능으로는 보안 범위 선정, 관련 데이터 수집/분석, 수준평가 및 대책 제시 등을 포함한다. 효율적인 자동화 분석 모델을 개발하기 위해서는 콘텐츠의 상호 유통과 웹서버-사용자간 트래픽 분석에 기초한 네트워크의 설계와 정보보호 및 자동분석 알고리즘의 개발 그리고 효율적인 DRM/PKI 등의 도구 개발이 필요함을 알 수 있다.

  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

  • Spam refers to any unwanted or unauthorized commercial messages. Spam may violate individuals' privacy or other personal rights. Spam often overloads network traffic, wastes individuals' time, lowers productivity and quality of life, and limits the trustworthiness of Internet businesses. As the use of mobile messaging services and social networking services both on mobile communication networks and on the Internet increase, newer and more complex types of IT applications and services are often used as new means of spam. In this research, the characteristics and impact of new and future forms of spam, and anti-spam related policies and regulations are surveyed. To improve the effectiveness of anti-spam policies and regulations in Korea, adding a definition of spam in the law, changing policies to focus on the 'type of services' rather on the medium of transmission, and redefining the scope of 'commercial purposes' in Korean law are suggested.

  • To solve social problems such as traffic accidents caused by human driver factors and to guarantee the convenience of movement, research on the commercialization of automated vehicles is being actively conducted worldwide. In automated driving levels 2 and 3, the driver must be ready to drive at any time as the automated driving system sometimes requires manual driving by the driver. The purpose of this research is to analyze the trends in global automated vehicle guidelines and prepare guidelines for the characteristics of human factors necessary for the control rights transition system of automated vehicles. To this end, we reviewed at the guidelines for automated vehicles in the US, Germany, and Japan; ISO international standards; domestic automated vehicle standards; and the EU AdaptiVe project. In addition, a guideline is presented that can be referenced and applied by organizations related to automated vehicle manufacturing and operation. It was developed by utilizing the results of our studies on the human factors affecting the guideline of control rights transition. As national laws and regulations and continuous technology development for commercialization of automated vehicles are in progress, further research into and the revision of guidelines for safe automated vehicle production and use should be continued.

  • Through various media, damage of both smoking and second-hand smoking has been recognized, and brought global scale of interest in antismoking. In Korea, government has tightened regulations of smoking in non-smoking zone since December, 1980, and after National Health Promotion Act in 1995, non-smoking zone has been gradually expanded. On the other hand, there were law suits to find those regulation towards smokers are either unconstitutional or not for 4 times. In this current state, people need smoking area to prevent second-hand smoking and to consider smokers in multi-unit dwelling. Main purpose of this research is to plan smoking spaces based on various typology of multi-dwelling plan for protection of both smokers and non-smokers' right. The research group collected and analyzed the smoking behaviors in various multi-unit dwelling types such as flat type, tower type, hybrid type and others. Based on those data, the group found three phenomena. First, there are internal regulations in multi-unit dwelling to make non-smoking zone based on National Health Promotion Act and resident representative meeting decision. Second, main smoking activities are occurring at major traffic line and entrances. Third, smoking inside of multi-unit dwelling complex causes second-hand smoking to residents live in $1^{st}$ floor and when they enter. Therefore, one can achieve both smokers' and non-smokers' protection of right by creating a designated smoking space near main entrances of multi-unit dwelling complex to consider smokers' and prevents second-hand smoking by using shaft space, which is in core space, to ventilate tobacco smoke through roof.

제주자치경찰 시스템의 실태와 발전모델에 관한 연구 (A Study on the Reality and Improvement of Autonomous Police System in Jeju Special Self-Government Province)

  • 자치경찰 제도의 도입 목적은 지역여건에 적합한 치안 서비스를 제공하고자 하는 것이다. 그러나 창설 1년을 바로 눈앞에 둔 제주자치경찰은 형식상으로는 지방분권이나 정부개혁의 업적이라고 주장되기도 하나 실제로는 독자적인 자치경찰인지 국가경찰의 보조기관인지 구분이 어렵다는 문제가 제기된다. 따라서 제주자치경찰은 국가경찰과의 업무협약을 통해서 업무와 관할의 범위를 약정할 수밖에 없고, 약정의 결과 그 관할은 제주국제공항과 관광지 등 극히 제한적이다. 또한 제주자치경찰은 산림, 환경 등을 수사하는 특별사법경찰관리로 규정되어 일반범죄에 관한 수사권이 없다. 특별사법경찰관리의 관할범죄에 대해서는 긴급체포권이 인정되지만, 일반형사범에 대해서는 긴급체포권이 인정되지 않는다. 특별사법경찰의 관할범죄에 관한 수사권이 인정되고 "경범죄처벌법"과 "도로교통법"에 의한 통고처분은 할 수 있으나 유치장 운영조차 할 수 없고 즉결심판청구권이 없다. 국가는 자치경찰 사무가 지방사무라는 이유로 자치경찰에 대한 국가예산지원에 소극적이어서 정원으로 책정된 인력을 신규채용하지 못하고 있다. 따라서 본 논문은 첫째, 제주 자치경찰 제도가 지역여건에 적합한 치안서비스를 제공할 수 있는 구조적으로 독자적이고 자율적인 자치경찰 제도인가를 자치경찰 이념형을 도출하고 이를 배경으로 하여 제주자치경찰의 실태를 분석해 보고자 한다. 둘째, 2006년 7월 1일 창립된 후 약 1년 동안의 제주자치경찰의 직무수행과 관련된 다양한 실태분석을 통해 미래의 발전모델을 제시해 보고자 한다. 제주자치경찰 발전 모델은 자치경찰 시스템의 이념형을 기준으로 한 구조개혁, 합리적인 수사권 배분, 자치경찰 예산분담의 합리화, 그리고 특별사법경찰 관할 범죄수사기법의 개발과 전문화의 측면에서 접근된다.

한.미항공협정(韓.美航空協定)의 문제점(問題點)과 개선방향(改善方向) (Analysis on the Problems of U.S.-Korea Air Services Agreement and Recommend Action for its Improvement-)

  • This paper is examine the problems of U.S.-Korea Air Service Agreement and recommend some directions for its improvement under the rapidly changing circumstance and growing importance of Korean penisula. Since the provisional agreement of 1949, U.S. -Korea Air Service Agreement has consistently been favorable to U.S. side. Fair and equal opportunity is the principle and basis of the bilateral air agreement. Notwithstanding such principle, it is only the U.S. carriers who can freely enter into any market, under the discretion of business strategy, while Korean carrier can serve only three points including Honolulu. In an effort to recitify such serious imbalance, Korea continuousely requested additional rights and has given utmost efforts to accommodate requests made by U.S. carries without much success. When we review aviation market between Korea and U.S. under the present agreement, Korea is fully open to U.S. carries as they can connect from any or all points in the U.S. via any or all points in Korea and all points beyond Korea. Increased number of U.S. carriers are enjoying greater utilization of the opportunity accorded them. Four(4) U.S. carries now operate to Korea using thirteen(13) gateway points and about one hundred fifty(150) on-line points in the U.S. such imbalance can be well understood when we review the exchange of traffic rights between the U.S. and the Pacific rim countries. During the yeras following the 1978 agreement with Korea, the U.S. proceeded to sign liberal agreements with Thailand, Taiwan, Singapore and the Phillipines. In exchange, the U.S. granted the four Pacific rim countries substantially greater rights than were granted to Korea, although Korea was the first Asian nation to sign a pro-competitive aviation agreement which granted U.S. carriers unrestricted market access and pricing flexibility. Moreover, Korea ranks the 2nd trading and tourist partner to the U.S. among the Pacific rim countries (Japan is the largest partner to the U.S. in terms of both trade and tourist market). In this paper such problems in the Korea-U.S. Air Services Agreement are analyzed in terms of historical perspective, U.S. Aviation policy, imbalance status in detail cases, discrimination to Korea comparing to other Asian countries, and theoretical application. And further it discusses current aviation issues between Korea and U.S. such as the ratification of 1980 MOU and various doing business issues of U.S. carriers in Korea. Finally, this paper concludes the analysis and suggests some directions to improve and rectify the problems and imbalance of U.S.-Korea Air Services Agreement in question.

LAN 모니터링을 통한 인터넷 유해 사이트의 사용자 접속 방지 시스템 개발 (Implementation of User Connection Prevention System through LAN Monitoring from Internet Harmful Site)

  • 오늘날 인터넷은 가장 주목받고 있는 정보통신의 산물로서 군림하고 있다. 특히, WWW은 GUI(Graphic User Interface) 인터페이스를 갖는 브라우저의 등장으로 인터넷의 발전에 가장 큰 공헌을 하였다. 초기 인터넷의 목적은 학문 연구의 수단이었으나 그 발전과 동시에 인터넷의 이용 방향은 학술, 경제, 문화 등 사회 각 분야로 넓혀지기 시작했다. 이와 같은 발전에 있어 가장 큰 역기능으로 나타난 것이 인명 경시, 인권 침해, 음란정보, 불건전 오락물등과 같은 유해 정보를 제공하는 호스트가 급속하게 늘고 있다는 것이다. 이와 같은 유해정보의 급속한 증가는 초고속 정보화 사회에 힘입어 급속도를 추진되고 있으며, 초, 중등학교의 교육 현장에서는 범람하는 유해 정보에 대해 청소년을 보호할 수 있는 방안이 절실히 요구된다. 본 논문에서는 초, 중등학교의 LAN상에 통신되는 정보를 모니터링하면서 인터넷 유해 정보 사이트에 접속하는가를 점검하는데, 이때 인터넷 유해 정보 사이트에 접속하면, Hijacking기법을 도입하여 사용자가 접속하려는 호스트가 전송한 패킷인것처럼 가상적으로 재구성한 Fake Packet을 사용자에게 전달하여 인터넷 접속을 방해하는 시스템의 개발을 제시하였다. 또한 개발된 시스템을 안동대학교 LAN에 적용하여 인터넷 유해 사이트로 접속하는 사용자 정보를 모니터링한 결과, 인터넷 유해 사이트로의 접속금지에 대하여 만족한 성능을 수행하였다.
