조직의 안전분위기가 항공교통관제사의 안전행동에 미치는 영향 (The Effect of organizational safety climate at Air Traffic controller's safety behavior)

  • As a domestic aviation industry has been growing continuously, the air traffic volume of en-route has increased rapidly to 2,300 a day. According to developing air navigation system including Performance Based Navigation(PBN), the manner of flights has diversified. Consequentially task of air traffic service has been increasing more and more and the organization of Air Traffic Service(ATC) established one Air traffic management Office(ATMO), extends to 3 Regional organization(Seoul, Busan, Jeju) and a number of air traffic controller exceeds 600. The purpose of this research is going to investigate the relationship between organization's safety climate and air traffic controller's safety behavior, In pursuing above, previous studies related to co-worker and supervisor's safety climate were examined for literature review. Based on this previous studies, research model was constructed. Hypothesis was verified by effect. Data from 209 samples was employed for final survey. The main results show that co-worker and supervisor's safety climate were meaningful factors to effect perceived Safety Behavior and safety knowledge, safety motivation were significantly and positive related to safety compliance.

  • 해상교통관제는 관제사의 업무 특성과 작업 환경에 따라 제공되는 서비스의 질이 달라질 수 있다. 본 논문에서는 해상교통관제사의 근무 여건을 분석하여 추후 대한민국 해상교통관제 작업 환경 개선과 이를 통한 양질의 서비스 제공을 실현할 수 있는 방안을 제시하고자 하였다. 전국 20개소의 해상교통관제 센터에서 근무하고 있는 관제사를 대상으로 근무 여건 문제점 및 개선방안에 대한 인식을 설문하였다. 해상교통관제사의 작업 환경과 작업 스트레스, 이직의도 등을 분석하여 향후 해상교통관제 센터의 작업 환경과 조직 개선을 위한 기초 자료로 사용할 수 있을 것으로 기대한다.

  • The differentiation of this study is largely based on the above discussion. First, I would like to examine the main factors that affect the image of the local government's special transport agencies in terms of users and suggest strategic options for promoting the local government's special traffic. Second, a public service approach is very necessary considering the concept of new public transport such as local government special transport, individual use experience and social impact. The purpose of this study is to demonstrate the characteristics of local government special traffic through the five important factors of the service quality which are not capable of objectively measuring the characteristics of the service.

항행 서비스 향상을 위한 항행시설 안전성숙도 평가 모델 개발 (Development of ANSP Safety Maturity Survey Model for Enhancement of Air Traffic Service)

  • 항행안전시설에서 제공되는 항행정보의 서비스를 지속적으로 향상시켜 공항 운영 경쟁력 증진과 항행정보 이용자인 항공기 조종사, 항공교통관제사, 항공사, 및 일반인에게 안정성과 신뢰성 있는 항행정보 서비스 제공이 필요하다. 항행시설 안전성숙도 평가(ASMS; ANSP safety maturity survey)는 항행안전시설 분야의 조직 경영, 안전과 위험관리, 정책 기준 절차관리, 교육훈련 및 근무환경 등 유지관리 및 안전관리 필수요건들이 어느 수준까지 충족하는지를 평가하는 체계이다. 동 평가개발의 추진방침은 국제운영 우수사례 (Eurocontrol, FAA) 등 안전성숙도 평가모델 분석기법을 벤치마킹하여 국내 항행시설 평가체계 분야에 적용하고, 항행시설 유지관리 및 안전도의 계량적인 수준 측정을 위한 핵심 구성요소 발굴을 통해 유지관리(management) 분야의 26개 평가항목 및 안전관리(safety) 분야의 23개 평가항목으로 구성된 평가모델을 개발하였다. 항행시설 안전성숙도평가를 통해 항행안전시설의 성능개선 및 안전사고 예방은 물론 각종 서비스 향상을 유도하여, 이용자에게는 최상의 항행정보를 제공하기 위한 것이다.

  • The old couple household is also growing up with the growth of the aged so this is problem that needs to consider the home welfare service aspect. Otherwise, by the decrease of the number of the child and facilities' space availability, the government searching for proper usage of that kind of space in terms of financial and administration. So this study have combining of elementary school and home care for the aged facility especially for the increase of home care for the aged service facilities and improvement of using elementary school's space. That will increase the elderly cares and have need the homewelfare-service in the future, we select study elderly welfare facilities. We use analysis that analyze the trend of an elderly and social changes and conclude for the complexation of elderly welfare facilities, compound form of an elementary school, traffic line, space organization and interaction space organization.

A Study on the Radar Operational and Technical Performance Requirements for Vessel Traffic Service

  • With the expansion of the shipping and port logistics industry in the 21st century, the traffic density is continuously increased because of the increase in volumes of world sea freight and fleets, as well as the increase in the causes of potential marine accidents, such as ship collisions and stranding. Accordingly, the International Maritime Organization (IMO) has requested that the installation and operation of VTS should be applied in areas with high risk of marine traffic, and the request should be included as one of the Safety of Life at Sea (SOLAS) regulations. In this paper, the fundamental requirements of the radar system for vessel traffic services were analyzed and the analyzing factors were based on the IALA guideline.s This paper also includes results for the requirement and recommendation analysis on detection distance, target separation, and the target position accuracy of X-band radar. Also, to check if it satisfies the requirement of detection distance, range and azimuth separation of small point targets, and target position accuracy from the IALA guidelines, the test was conducted through the radar image acquired at the VTS center, and hence, the validity of the technical performance requirements was confirmed.

미래지향적인 항공교통관제서비스 개선에 관한 연구 (A Study on the Improvement of Future-Oriented Air Traffic Control Services)

  • 전 세계 항공교통량은 1977년 이래로 매 15년 간격으로 2배씩 성장하는 비약적인 증가세를 보임에 따라 국내·외 항공교통관제 서비스와 항행안전시설 운영관리 체계 및 현황 검토를 통한 관리 운영의 효율성 등을 진단하여 기능을 통합한 항공교통관제기관의 설립 타당성을 제시하고 미래 항공운송 환경에 대비하여 선진화된 항공교통관제서비스의 제공을 위한 독립 전담기관 운영체계의 수립이 필요하다. 특히, 2021년에는 국제정책·기준 등 항행환경 변화를 적극 반영하여 항공교통을 안전하고 효율적으로 처리하기 위한 운영, 시설, 제도 등에 대한 맞춤형 종합계획인 국가항행계획(NARAE; national ATM reformation and enhancement)이 수립됨에 따라 더욱 항공교통관제기관의 역할이 중요하게 되어 관제 및 항행 운영체계의 향상된 실행계획이 추진되어야 한다.

A Simulation Study of Urban Public Transport Transfer Station Based on Anylogic

  • With the increase in the population of our cities and the rapid increase in the number of private cars, urban traffic has become more and more congested. At this stage, urban public transportation has become one of the main ways to improve urban traffic congestion. Aiming at the problem of how to improve the basic capacity of buses in multi-line transfer stations, this paper conducts simulation research based on anylogic software. Through micro-simulation analysis of vehicles entering, stopping, and exiting the station, combined with the delay model theory, the vehicle is given Stop organization optimization and station layout improvement methods, so that vehicles can run in the station more stably, smoothly and safely. Case analysis shows that applying this method to the roadside parking problem, the main and auxiliary bus stations have a significant improvement in operating capacity compared with the conventional tandem double bus stations, and the service level of the main and auxiliary bus stations has been significantly improved.

  • 한국과학기술정보연구원은 대용량 데이터를 초고속으로 생산·처리·활용할 수 있는 국가슈퍼컴퓨팅시스템을 구축·운영하여 사용자(대학, 연구소, 정부 및 산하기관, 기업체 등)에게 HPC(High Performance Computing) 서비스를 제공하고 있다. 2019년 1월 1일 공식 서비스를 개시한 국가슈퍼컴퓨터 누리온은 한국과학기술정보연구원에서 5번째로 구축한 시스템으로 이론성능 25.7 페타플롭스를 갖는다. 시스템 운영자나 사용자의 관점에서 슈퍼컴퓨터의 사용 방법과 운영 방식을 이해하는 것은 매우 중요하다. 이를 이해하는 작업은 네트워크 트래픽을 모니터링하고 분석하는 것에서 시작된다. 본 논문에서는 누리온 시스템과 슈퍼컴퓨팅서비스 네트워크 및 보안 구성에 대하여 간략히 소개한다. 그리고 슈퍼컴퓨팅서비스 현황을 실시간으로 확인하기 위한 모니터링 체계를 기술하고 서비스를 시작하고 11개월(2019년 1월~11월) 동안 수집된 슈퍼컴퓨팅서비스 네트워크의 인바운드 및 아웃바운드 트래픽과 비정상행위(공격) 탐지 IP 개수에 대한 시계열 및 상관관계 분석을 수행한다.

Framework for End-to-End Optimal Traffic Control Law Based on Overlay Mesh

  • Along with the development of network, more and more functions and services are required by users, while traditional network fails to support all of them. Although overlay is a good solution to some demands, using them in an efficient, scalable way is still a problem. This paper puts forward a framework on how to construct an efficient, scalable overlay mesh in real network. Main differences between other overlays and ours are that our overlay mesh processes some nice features including class-of-service(CoS) and traffic engineering(TE). It embeds the end-to-end optimal traffic control law which can distribute traffic in an optimal way. Then, an example is given for better understanding the framework. Particularly, besides good scalability, and failure recovery, it possesses other characteristics such as routing simplicity, self-organization, etc. In such an overlay mesh, an applicable source routing scheme called hierarchical source routing is used to transmit data packet based on UDP protocol. Finally, a guideline derived from a number of simulations is proposed on how to set various parameters in this overlay mesh, which makes the overlay more efficient.
