Public-Private Partnerships in Mexico, Panama, and Brazil: A Focus on Port Performance

  • Purpose - This study examines the relationship between public-private partnerships and the performance of ports based on three factors: the quality of the port infrastructure, container throughput, and logistic performance in three Latin American countries, Mexico, Panama, and Brazil, for the period of 1994-2017. Design/methodology - The selected countries are top ranked in terms of container throughput in Latin America. The methodology employs secondary data from the World Bank (Quality of Port Infrastructure, Logistics Performance Index, and Private Participation in infrastructure database). Findings - Overall, the results revealed that the private investment of these countries varies significantly over the past couple decades. Panama, with the least public-private investment over the study period, performs better than Mexico and Brazil with regards to port quality infrastructure and container throughput. For ports in the selected countries to keep up with global competition, there is a need to enhance efficiency. Originality/value - Compared with ports in Asia, Latin American ports are lagging behind with respect to container throughput and efficiency. This study suggests greater collaboration from the private sector, academia, and other organizations, as well as a review of the regulatory framework to ensure better transparency and project allocation. Throwing more light on the public-private investment environment of Mexico, Brazil, and Panama, this study offers policy makers and regulators insightful information on port infrastructure.

U.S. Port Investment Strategies and the Corresponding Economic Impacts Stemming from the Panama Canal Expansion

  • This paper measures the economic impacts of the U.S. port investment strategies coping with the Panama Canal expansion. Using secondary import data, negative and positive estimates of the impacts were presented in this study. Reduced port activities into the West Coast Customs Districts negatively affect transportation and warehousing industries, among other effects. Still, they have simultaneous positive effects in other states from increased imports resulting from modal shifts and changes in the entry port located in the South and East coasts. This study applied the supply-driven National Interstate Economic Model that measures all interstate trade among the U.S. states to divert foreign imports from 15 Pacific Rim countries. For this purpose, the following assumption was adopted: larger ships using the canal will lead to a redirection of seaborne trade among U.S. (and other) ports and result in secondary effects, e.g., using different freight modes and regional growth spillovers. This study also accounted for the entry point change and significant port investments for foreign trade under alternative scenarios. The choice of ports for international trade depends on decisions about how to minimize multimodal delivery costs. The total direct reduction of transportation and warehousing activities associated with foreign imports in the West Coast ports was estimated at $3.3 billion, leading to total negative effects of $5.8 billion. Total positive impacts from the shift of transportation modes with the choice of an entry port and new warehousing activities for foreign imports in the selected 12 states varied. As expected, states that involved an entry port had the most prominent benefits, but Texas, New York, and New Jersey may be benefited through all the port enhancement projects in the U.S. Also, except for Transportation and Postal, and Warehousing industries, Construction is another dominant positive affected industry of the Canal expansion in the U.S.

  • In port management, the scale of facilities and port layouts are major factors characterizing the port, which influence port economics and productivities continuously through the port operation. Grouping ports in certain region by their characteristics could be used as the principal informations to establish national policy for port development or investment and also to analyze the competitiveness between ports. Currently Korean ports are divided into two groups such as the local port and the designated port containing foreign trade port and coastal port under the Korean port law. These divisions seem to be used for port administration as the matter of convenience but some qualitative grouping is needed for research of port problems. In this paper, 20 major Korean ports were clustered by the similar characteristics using Fuzzy C-Means and found to be classified 8 qualitative groups.

국내 무역항의 표준 선박길이에 관한 연구 (A Study on the Standard Ship's Length of Domestic Trade Port)

  • 최근 선박 대형화 추세가 급격하게 진전된 반면 국내 무역항의 수역시설 조건은 과거와 동일하여 특정 항로에서의 해상교통 혼잡이 발생할 개연성이 매우 높다. 국내항의 해상교통혼잡도를 평가하기 위해 사용하는 표준 선박길이는 70 m로, 30년 전부터 현재까지 그대로 사용하고 있어 이에 대한 검토가 시급하다. 본 연구에서는 국내 Port-MIS 데이터베이스에 저장된 60,000여척 선박 주요 제원을 기반으로 선박 대형화 추세를 분석하고, 최근선박의 총톤수와 선박 길이와의 상관함수를 이용해 선박 대형화가 반영된 표준 선박길이를 제안하였다. 또한 최근 5년간 국내 무역항 이용 선박에 대한 톤수별 척수를 기초로 소형선을 제외한 누적 빈도수가 50 % 이상 차지하는 기준점을 도출해 국내항의 표준 선박길이를 제안하였고, 각 표준 선박길이는 국내 무역항의 특성을 고려하여 적용할 필요가 있다.

On the Situation Analysis and Developing Plan for International Seaborne Trade among South Korea, North Korea and China

  • Since 1990, North Korea's economic situation has drawn the international community's attention and became an important factor to analyze and judge the situation in North Korea, in the Korean Peninsula and even in the whole Northeast Asia. As North Korea's neighbors, Sino-Korean trade and Inter-Korean trade play an important role in North Korea's foreign trade. Based on situation analysis, the great connection and difference between Sino-Korean trade and Inter-Korean trade are given an introduction. Also by exploring reasons for Sino-Korean trade development, we can gather some insights for Inter-Korean trade development.

환적화물의 항만배후단지 유치 가능 품목 선정 및 물동량 추정: 수탁가공을 중심으로 (Selecting Target Items and Estimating Volume Size for the Port Hinterland from the Transshipment Containers: Focusing on Trusted Processing)

  • 항만배후단지는 실질적인 신규 물동량 및 고부가가치 창출에 어려움을 겪고 있다. 항만에서 단순 경유되는 환적화물을 수탁가공으로 전환하여 항만배후단지로 유치할 수 있다면 신규 물동량과 고부가가치 창출에 크게 기여할 수 있을 것이다. 본 연구는 국내 수탁가공 실적과 환적화물의 적하목록 실적을 기준으로 항만배후단지 유치에 적합하고 수탁가공으로의 전환도 가능한 품목과 그 규모를 산정하였다. 수탁가공 실적 상위 50개 품목을 분류하고 그 중 33개 품목이 항만배후단지 유치에 적합한 것으로 제시하였다. 부산항은 국내 수탁가공 전체 규모보다 3.2배가 많은 유치 가능 물동량을 단순 환적하고 있는 것으로 나타났다. 광양항도 상당한 물동량이 단순 경유하는 것으로 나타났다. 본 연구는 환적화물의 적하목록을 무역실적과 비교한 첫 번째 연구로서 항만공사, 정부, 지자체 등의 기업유치 활동에 유용한 정보를 제공할 것이다.

  • Because of a recent trend of the open and globalized world economy, international trade is getting bigger and there is a trade competition among many countries, resulting in competition between harbor industries. Therefore, as hub-port development of China, Japan and Taiwan is more actively progressing than any other times, Korea should prepare a powerful management system to take the initiative over them. Above all, a new recognition of the governmental officers in charge of political management about hub-port industry and early development of the northeast hub-port are needed. To maximize its distinctiveness from competitive ports, port sale should be actively managed. As well, as port functions are diverse, accompanied site development should be prepared. In conclusion, in order to improve functions of a port and develop the port as a general complex of physical distribution, the government should encourage the accompanied site development and support preparation of a customs-free area and a general system of physical distribution.

항만경쟁력의 평가기준과 이의 가중치에 관한 연구 (A Study on the Evaluation Criteria and Its Weight of Port Competition)

  • The evaluation of port competition could be applied to determining the selection of a calling port. A few fundemental attributes of port competition were adapted by the 'brain storming' method. The criteria used for evaluating a port's competitiveness were as follows: efficiency of port operations, competitive power of each port's industry, economic activity of the hinderland associated with each port and capability of globalization. The weight of each criterion was 30%, 40%, 20% & 10%, respectively. And the most important factors that were considered in choosing each of the above criteria were profitability, port information system, cargo volume & inducement of foreign capital. The results of this study seemed to suggest that factors which influence port competition varied according to port circumstances, such as computer and communication systems and access to the global trade within the World Trade Organization
