Developmental Direction for East Asia Maritime Security Cooperation (동아시아 해양안보협력 발전방안)

  • Today the ocean is a treasure trove of the resources that prosperous country and the passage of the trade to lead the world economy. Due to the development of the latest science and technology, human activities are increasingly expanding into the ocean from land. Modern east Asian countries have also recognized the value of the ocean and competitively pursue their own interests at sea. For this reason, the conflict between the East Asian countries is rising. On the other hand, the means of International organizations and maritime security to resolve these issues are very limited. In order to solve this problem, we should reexamine the scope and agenda of the maritime security issues, and re-evaluate the process and results of the various security cooperation which have been implemented. If we solve these problems successfully, the troubled Asian waters will be changed to 'sea of peace and prosperity'.

  • View of the recent expansion of ASEAN, Korea must take some measure to cope with them. This paper is aim for suggesting on commercial cooperation between Korea and ASEAN through transition of ASEAN. Generally speaking Southeast Asia can be divided into mainland Southeast Asia and maritime Southeast Asia. ASEAN is association Southeast Asian nations. Korea has been a dialogue partner of ASEAN since 1991, and through the ASEAN plus three try to come true East Asian cooperation. but the level of public awareness of Korea in ASEAN remains very low to compare with China and Japan. Korea and ASEAN have not become the closest of friends in East Asian even though the two are good commercial partners. Korean ODA for ASEAN must be linked with Korean firm's trade and investment for ASEAN to show synergy effect. Korea should analyze ASEAN's plan for ASEAN Economic Community and find potential development needs of ASEAN. Korea and ASEAN want to become ASIA's FTA Hub. such as great vision can come true if Korea cooperate sincerely with ASEAN.

  • Korean firms are faced with the necessity of creating new markets in 21st century. Korean economy has witnessed the accelerated growth rate of trade volume during the period from the latter part of 20th century to the early part of 21st century. In recent times, Korean export volumes have been stagnated. For the second take off, Korea has to create a new ASEAN BOP market. In order to penetrate into the ASEAN BOP Market, it is necessary for exporting firms to have a partnership with ASEAN countries via ODA. In particular, Public-Private Partnership(PPP) might be seen as an effective tool to access the BOP market in ASEAN region. The international development cooperation based on PPP will establish the humanitarian values as well as economic values through the combined effort of government and business enterprises. This study suggests four kinds of business model to have a mutual cooperation between Korean firms and ASEAN markets.

  • Russia's push in the Asia-Pacific region stems from its interests that have the national, regional and global dimensions. In their turn, the aims of this policy are civilizational, geopolitical, economic and prospective, with a long-term outlook. In the course of their achievement, cooperation with Northeast Asia's countries will play one of the key roles owing to the factors of geographic proximity, Northeast Asia's economic potential, risk hedging and a growing influence Northeast Asia exerts upon the global development. A new cooperation paradigm between Russia and the states of Northeast Asia should be based upon establishing and cementing self-reproducing ties. This is the central aim of Russian initiatives in relations, with Japan, the Republic of Korea, Democratic People's Republic of Korea, Mongolia and China. However, numerous obstacles ranging from Russia's absence in the regional free trade agreements and supply-production chains of value-added production to the permanent international instability generated by Pyongyang's missile-nuclear developments hamper the practical implementation of this task. Realizing the necessity to give an additional impetus to this new cooperative paradigm, Russia has to develop directions with an apparent consolidating effect. The most promising may be the establishment of a permanent security forum based upon Northeast Asia Peace and Security Mechanism chaired by the Russian Federation. The urgency of this measure and its expected support stem from the necessity to strengthen security in Northeast Asia, a task neither the US-led hub-and-spoke system nor ASE-AN-led multilateral dialogue venues have been able to resolve. The issues addressed at the security forum must include the unification of approaches to North Korean nuclear issue and producing a document specifying actions of the claimants on the disputed maritime territories in the "direct contact" situations. At the expert level, Russia has elaborated on the idea to establish such a forum outlining the spectrum of the key directions of cooperation. With the urgency in the establishment of this dialogue venue, its agenda has to be coordinated with the agendas of the existing security systems presented by the US alliances and the ASE-AN-led multilateral negotiations. The practical implementation of this initiative will strengthen security in Northeast Asia as its challenges will be resolved in the pre-emptive way based on coordinated approaches. Therefore, Russia as the Eurasian state will be one of the role players in the advent of the Asian century.

Understanding the Trilemma in Inter-Korea Economic Cooperation (남북한 경제협력의 불가능 삼각정리와 실천적 협력방안)

  • Models of South-North Korean economic integration have the problem of circular reasoning. While many studies argue that South-North Korean economic integration would contribute to alleviate security risks in the Korean peninsular, they emphasize the success of any economic model of inter-Korean economic integration is subject to favorable geo-political and security environment. It is a failure in distinguishing between goals and constraints. After identifying three major goals of South-North Korean economic cooperation, this study shows the trilemma among the goals; they are 1) formation of a complete economic community, 2) maintaining independent sovereignty of the two Koreas, 3) promotion of mutual economic interests. The trilemma suggests that it is theoretically impossible to achieve the above three goals at the same time. Only two goals are achievable simultaneously. This study argues that the most practical option is to pursue the combination of goals 2) and 3) considering the complex political and security environment around the Korean peninsular. Recognizing that North Korea is the least developed country in the Northeast Asia region, South Korea's initiatives for inter-Korean economic cooperation should focus on assisting industrialization and integration of the North Korea economy into the Northeast Asian regional production sharing structure. In view of the 'flying geese model' of the sequential industrialization in the region, the least developed economic status of North Korea can partially be explained by its failure to participate in the production network in the region as well as lack of effective implementation of appropriate industrial policy. Therefore, promotion of industrialization of North Korea should be the immediate goal of economic cooperation between North and South Korea. It is an interesting fact that North Korea has rapidly expanded its apparel exports in recent years. It could mean that the North Korean economy is actively responding to the dynamics of international comparative advantage structure, although the production activities are limited to exports to China since the closure of the Gaesung Industrial Complex. The recent increase in apparel export is a starting point for incorporating the Easy Import Substitution fulfilling both domestic and neighboring regional demand of North Korea. It could help integrate North Korea's industry into the production network of Northeast Asia. An immediate policy implication is that the economic cooperation between the two Koreas should focus on facilitating this process and supporting North Korea's industrial policy through South Korea's contribution of capital, technology, and service intermediary inputs.

A Study on Asia Decoupling through the Analysis of Global Value Chain and Trade in Value Added (역내외 밸류체인과 부가가치 교역구조 분석을 통한 Asia Decoupling 가설 검증)

  • This study examines the 'Asia Decoupling' hypothesis, focusing on changes in trade patterns between regions and countries, based on the latest value added trade statistics. As an analytical tool, indicators that can directly measure the degree of distribution of actual value added were used. Main findings are: Firstly, creating potential at regional level which used to be the growth engine of East Asia until the mid-2000s declined sharply after the global financial crisis. Secondly, in the development pattern of the value added distribution network, no positive change has been detected in the give-out or gain capacity of emerging countries that can generate future growth in East Asia through GVC development. Lastly, China's value added contributing capacity, as different from the hub countries in other regions such as US and Germany, has declined significantly since the mid 2000s, while its capability to benefit greatly increased, and the gain potential of advanced group countries in competition with China is decreasing. We suggest the establishment of intra-regional economic cooperation mechanism including all countries in East Asia for expanding the value creating capacity in the region.

  • By the middle of 2018 there are signs of China's entry into a new period of development, characterized by a change in the old model: "market reforms-inner-party democratization - moderate foreign policy" to another: "market reforms - Xi Jinping personality cult - offensive foreign policy." This model contains the risks of arising of the contradiction between economic freedom and political-ideological rigidity which can lead to destabilization of the political life. However, in the current positive economic dynamics, these risks may come out, rather, in the medium and long term. Today, the political situation in China remains stable - despite growing dissatisfaction in scientific expert and educational circles due to increased control over the intellectual sphere by the authorities. The need for a new redistribution of power between central and provincial authorities could potentially disrupt political stability in the medium term, but, at the moment, is not a critical negative factor. The economic situation is positive-stable. Forecasts indicate a possible increase in China's GDP in 2018 at 6.5%. At the same time, there are negative expectations in connection with the Sino-US and potentially Sino-European "trade war". In the Chinese foreign policy, as a response to Western pressure, China increasingly uses the Russian direction of its diplomacy in the expanded version of Russia + SCO. The nuance here is seen in China's adjusted approach to the SCO: first of all, not as a mechanism for cooperation with Russia, but as an organization that allows using Russia's potential for pressure on the US in the Sino-US strategic rivalry. In the second half of 2018, the Chinese economy will continue to develop steadily, albeit with unresolved traditional problems (debts of provinces and state-owned enterprises, ineffective state sector, risks on the financial and real estate market). In politics, discontent with the cult of Xi will accumulate, but without real threats to its power. Weakening in economic opposition between China and the United States is possible due to Beijing's search for compromises on tariffs, intellectual property, trade deficit. To find such trade-offs, Xi will use the so-called. "Personal diplomacy" of direct contacts with Trump.

  • 본 연구에서는 인터넷 무역의 특징, 기존 무역절차와의 차이, 인터넷 무역의 주요 수단, 성공요건 등을 살펴보고 인터넷 무역과 관련된 정부부처, 무역유관기관, 학계, 언론, 정보통신업체 등의 역할과 추이, 국내 수출기업의 인터넷 무역 활용 등을 검토하였다. 이러한 검토를 통해 법적, 제도적 뒷받침, 인프라 구축, 거래알선 서비스 및 무역정보 제공뿐만 아니라 인터넷 무역 전문인력의 육성을 포함하여 기업의 현실을 감안한 현장 밀착형 지원체제의 구축이 필요하다는 것을 알 수 있었다. 이와 관련하여 대학 등 교육기관의 역할이 매우 중요함을 강조하고, 향후 대학 등이 중심이 되어 중앙정부와 지방자치단체, 무역유관기관, 종합상사, 언론기관 등과 긴밀한 산 학 관 협력체제를 구축함으로써 지역 중소기업의 발전과 대학생들의 취업이나 창업에 기여할 수 있음을 살펴보았다.

Methods for Identification of Irradiated Foods (방사선 조사식품의 검출기법)

  • Progress in commercialization of the irradiation process, greater international trade in irradiated food, differing regulations relating to use of the technology in many countries, and consumer demand for clear labeling of irradiated food highlighted the need for tests that could be applied to the food itself. Scientists have had to focus on identifying and isolating the minute changes caused in the component food molecules by the process. A number of investigators have reviewed the changes occurring in food after irradiation, detecting and measuring the effects of irradiation. The Joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture organised a coordinated program on analytical detection methods in irradiation treatment of food (ADMIT) which promoted cooperation in this area and sponsored collaborative testing of some of the most promising methods.
