A Study on Value Capture Using the Data of Subway Line#3 and Line#4 in Seoul. (서울시 지하철 3, 4호선 건설에 따른 개발리익 산정에 관한 연구)

  • The management of subway business in large cities has recently become more difficult because of increased construction and operation costs. To cope with this situation, it is necessary to examine the methods of obtaining returns on development profits of land value rises that occur due to subway construction along subway lines, For this purpose, we examined the actual situation of rises in land values brought about by the construction of subway line #3 and line #4 in Seoul with application of three methods. In this research, we have calculated a basis of the development profits produced by the construction of subway line. According to the results, development profits produced by the subway construction differ depending on the method adopted. If, however, we accept line comparison analysis method, the total development profits amount to 557,3 billion won that is equivalent to 37 percent construction cost.

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

  • In most PFI(Private Finance Initiative) projects in Korea, the project management are in charge of the Special Purpose Company(SPC) established for carrying out the project. This paper is a case study about an owner CM executed by the organizations and staffs of SPC itself. : Seoulbeltway (Ilsan $\~$ Toegaewon) Private Investment Project. In time management area, the SfC was the leader of project management throughout the life circle - plan, design, permit, construction, operation and maintenance - beyond the schedule manager's role. In cost management area, the methods of reducing the total costs by VE, new technologies, etc. has been needed assuming the construction risks were subject to SPC.

  • The recent bridge construction projects is demanded more sophisticated risk management measures and loss forecasts to brace for risk losses from an increase in the trend of bridge construction. This study aims to analyze the risk factors that caused the loss of material in actual bridge construction and to develop a quantified predictive loss model, based on the past record of insurance payment by major domestic insurance companies for bridge construction projects. For the development of quantitative bridge construction loss model, the dependent variable was selected as the loss ratio, i.e., the ratio of insurance payout divided by the total project cost, while the independent variable adopted 1) Technical factors: superstructure type, foundation type, construction method, and bridge length 2) Natural hazards: typhoon and flood 3) Project information: construction period and total project cost. Among the selected independent variables, superstructure type, construction method, and project period were shown to affect the ratio of bridge construction losses. The results of this study can provide government agencies, bridge construction design and construction and insurance companies with the quantitative damage prediction and risk assessment services, using risk indicators and loss prediction functions derived from the findings of this study and can be used as a guideline for future basic bridge risk assessment development research.

  • Recently the renewable energy has been used widely and the importance of renewable sources is bigger than before. And the government enforced a law to the public buildings to install the renewable energy facilities. The capacity of facilities was 5% of total construction cost until April 13, 2011. Since then, the government changed the law from 5% of total construction cost to 10% of predicted energy usage for the resonable use of the renewable energy facilities. In this study, the comparative analysis is conducted according to the law to the building installed PV system through the Energy Plus simulation. And the method for improving renewable energy supply ratio was analyzed using existing PV array. Adjusting the PV array angle is the best way to generate more electric power without additional fee. When applying the month optimum angle, 3,600kWh of electric power are more generated compared to the existing angle.

Survey of Corrosion Cost in China and Preventive Strategies

  • A national consultative project entitled "corrosion cost survey in China and preventive strategies" was funded by the Chinese Academy of Engineering in 1998. Soon afterwards, an expert group was organized jointly by the Institute of Metal Research, CAS and Chinese Society of Corrosion and Protection. The report on corrosion cost survey in China was published in 2003. According to this report the overall annual corrosion cost in China estimated by the Uhlig Method and Hoar Method at 1997-2001 was found to be 200.7 billion Yuan RMB and 228.8 billion Yuan RMB respectively, which is equivalent to 2% of the gross national product of China. However the total cost of corrosion including the direct and indirect cost was estimated to be more than 500 billion Yuan RMB per year in China. Among them, corrosion cost of infrastructure ranked in first comparing with other sectors. Although corrosion costs in some sectors, such as electric power, petrochemical, oil pipeline and railway in China has reduced in the past years, significant losses are still being encountered in most sectors of industries and cost-effective methods have not always been implemented. Both successful and unsuccessful cases in corrosion control and corrosion management were collected. As the investment in capital construction continues increasing rapidly in China, the maintenance and life extension of the infrastructures will become a big issue.   • The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.

  • Ensuring the stability of visible structures during excavation works are extremely crucial. While the stability of the ground is analyzed through numerical calculations the during design phase, the conditions during construction often differ. Therefore, it is imperative to analyze the stability of the wall through measurements. The cost of measurements on the construction site is set at a very low unit price, which increases the risk of accidents involving retaining walls. In this study, we argue for the importance of automated or wireless system measurements of retaining walls, by estimating construction duration and accident costs through the analysis of hypothetical accident cases, and comparing these with measurement costs. In case of a major destruction during excavation work, the accident handling cost could be less than 5% of the total measurement budget. Therefore, increasing the measurement budget to prevent accidents in advance can be economically beneficial.

  • In determining the feasibility of planning and launching railway transportation projects, various decision-making processes are essentially required. LCC(Life Cycle Cost) value including total construction cost and operation cost is estimated in approximation Model with rough guideline. In this study, modeling and simulation-based analysis method is proposed to support the decision making process of railroad transportation and derivation of LCC. Firstly, cost analysis model was constructed by collecting various existing rail transportation business data to enable analyze based on numerical data, and the result were analyzed by DOE(Design Of Experiments) and RSM (Response Surface Method) simulation. Professional commercial software tools were used for effective model construction and simulation. In order to verify the research results, the actual railroad transportation projects were selected, and the results of the analysis were compared.
