USN's Efforts to Rebuild its Combat Power in an Era of Great Power Competition (강대국 간의 경쟁시대와 미 해군의 증강 노력)

  • The purpose of this paper is to look at USN's efforts to rebuild its combat power in the face of a reemergence of great powers competition, and to propose some recommendations for the ROKN. In addition to the plan to augment its fleet towards a 355-ships capacity, the USN is pursuing to improve exponentially combat lethality(quality) of its existing fleet by means of innovative science and technology. In other words, the USN is putting its utmost efforts to improve readiness of current forces, to modernize maintenance facilities such as naval shipyards, and simultaneously to invest in innovative weapons system R&D for the future. After all, the USN seems to pursue innovations in advanced military Science & Technology as the best way to ensure continued supremacy in the coming strategic competition between great powers. However, it is to be seen whether the USN can smoothly continue these efforts to rebuild combat strength vis-a-vis its new competition peers, namely China and Russian navy, due to the stringent fiscal constraints, originating, among others, from the 2011 Budget Control Act effective yet. Then, it seems to be China's unilateral and assertive behaviors to expand its maritime jurisdiction in the South China Sea that drives the USN's rebuild-up efforts of the future. Now, some changes began to be perceived in the basic framework of the hitherto regional maritime security, in the name of declining sea control of the USN as well as withering maritime order based on international law and norms. However, the ROK-US alliance system is the most excellent security mechanism upon which the ROK, as a trading power, depends for its survival and prosperity. In addition, as denuclearization of North Korea seems to take significant time and efforts to accomplish in the years to come, nuclear umbrella and extended deterrence by the US is still noting but indispensible for the security of the ROK. In this connection, the naval cooperation between ROKN and USN should be seen and strengthened as the most important deterrents to North Korean nuclear and missile threats, as well as to potential maritime provocation by neighboring countries. Based on these observations, this paper argues that the ROK Navy should try to expand its own deterrent capability by pursuing selective technological innovation in order to prevent this country's destiny from being dictated by other powers. In doing so, however, it may be too risky for the ROK to pursue the emerging, disruptive innovative technologies such as rail gun, hypersonic weapon... etc., due to enormous budget, time, and very thin chance of success. This paper recommends, therefore, to carefully select and extensively invest on the most cost-effective technological innovations, suitable in the operational environments of the ROK. In particular, this paper stresses the following six areas as most potential naval innovations for the ROK Navy: long range precision strike; air and missile defense at sea; ASW with various unmanned maritime system (UMS) such as USV, UUV based on advanced hydraulic acoustic sensor (Sonar) technology; network; digitalization for the use of AI and big data; and nuclear-powered attack submarines as a strategic deterrent.

Pacific Sea Level Variability associated with Climate Variability from Altimetry and Sea Level Reconstruction Data (위성 고도계와 해수면 재구성 자료를 이용한 기후변동성에 따른 태평양 해수면 변화)

  • Previous studies have indicated a great regional difference in Sea Level Rise (SLR) in the Pacific and it has been suggested that this is linked to climate variability over the past two decades. In this study, we seek to identify the possible linkage between regional sea level and Pacific climate variability from altimetry-based sea level data (1993-2012) and further investigate how the Pacific sea level has changed spatially and temporally over the past 60 years from long-term sea level reconstruction data (1953-2008). Based on the same method as Zhang and Church (2012), the Inter-annual Climate Index (ICI) associated with the El $Ni{\tilde{n}}o-Southern$ Oscillation (ENSO) and the Decadal Climate Index (DCI) associated with Pacific Decadal Oscillation (PDO) are defined and then the multiple variable linear regression is used to analyze quantitatively the impact of inter-annual and decadal climate variability on the regional sea levels in the Pacific. During the altimeter period, the ICI that represents ENSO influence on inter-annual time scales strongly impacts in a striking east-west "see-saw mode" on sea levels across the tropical Pacific. On the other hand, the decadal sea level pattern that is linked to the DCI has a broad meridional structure that is roughly symmetric in the equator with its North Pacific expression being similar to the PDO, which largely contributes to a positive SLR trend in the western Pacific and a negative trend in the eastern Pacific over the two most recent decades. Using long-term sea level reconstruction data, we found that the Pacific sea levels have fluctuated in the past over inter-annual and decadal time scales and that strong regional differences are presented. Of particular interest is that the SLR reveals a decadal shift and presents an opposite trend before and after the mid-1980s; i.e., a declining (rising) trend in the western (eastern) Pacific before the mid-1980s, followed by a rising (declining) trend from the mid-1980s onward in the western (eastern) Pacific. This result indicates that the recent SLR patterns revealed from the altimeters have been persistent at least since the mid-1980s.

A Study on the Health Care Management of Industries in Seoul (서울지역 산업장의 보건관리)

  • The objective of this study was to analyze the status of health examination, and the health care management of industries in Seoul. This will provide effective industrial health care services. 46 industries were selected as a sample, and were given self administered questionnaire developed by the academic affairs of community health nursing. The results of this study are as follows: (1) The general characteristics of industries: The greater part of the industries were manu facturing companies, 300-900 workers, in a one shift system. (2) The general characteristics of health man ager: 96% of the companies had industrial nurses and the larger industries had comprehensive health managers. 90% of the industrial nurses were full-time employees and 77% of the industrial physician were part time employees. 80% of the industrial physician were age 50 or older, while 59% of the industrial nurses were 25-29 years of age. (3) Health examination and follow up care: The proportions of the workers who took general health examination was 94%. Of those, 12% took secondary examinations. In secondary examinations, 36% were evaluated at the C-grade, 20% were evaluated at the D-grade. The proportion of the workers who were required to take special examination were 29% and of that, the proportion of the workers who actually took the examination was 88%. 85% of the workers who were recommended for follow up cares were given follow up care while working. The physical agents among the special examination were done the most frequently to detect the examination effects. (4) Health care services: Industrial nurses performed health examination most frequently and health education was done the least. There were significant differences in health care services according to the size of the industries. Companies with 300 workers or less had higher health care services than other groups. The three primary reasons of health care management and examinations of workers are: First, industrial nurses are requires to accumulate professional knowledge and experience through continuos' activities. Second, systematic and concert examination for industrial workers should be performed periodically. Third, it needs developing health education strategies that are important workers for health promotion in industries.

  • Focusing on the concept of "narrative of desire" advocated by Peter Brooks, this paper aims to analyze the construction and presentation of the body narrative in I Am What I Am, combined with the "body situation" concept of Merleau-Ponty, the pioneer of body studies. This paper first analyzes the changes in the characters' physical and mental cognition in the film through the "desire narrative" and "visual body" proposed by body narratologist Peter Brooks. Secondly, this paper summarizes the physical and mental evolution of the coward-rebel-disciple-self-breaker experienced by the teenager, and analyzes the continuous plot composed of the body in time and space through the physical situation formed by time and space, that is, the visual presentation of the juvenile's personal body picture. So the protagonist's physical desire and visual body in "I Am What I Am" are the meta-driving forces of the narrative. The film presents the subject's physical desire in a visual way, and reproduces the deduction process of the body narrative through the body situation.shift from the common surreal, magical special effects, exaggeration, deformation and other techniques of commercial animations such as "Ne Zha: Birth of the Demon Child" (2019) and "Legend of Deification" (2020) to the true-life "I am What I am". "(2021), "To the Bright Side" (2022) and other visual experiences of the same kind marks breakthroughs made by Chinese animation and is of practical significance.

A Study on the Method for Converting the Unit Database from Training-model into Analysis-model : Focused on the 'Chang-Jo21' and 'Vision21' model (훈련용 워게임 모델의 부대 DB를 분석용 워게임 모델에 재사용하기 위한 변환방법 연구 : 창조21모델과 비전21모델을 중심으로)

  • In the field of defense M&S, we are actively pursuing researches that interoperable multiple war game models to simulate various combat environments at the same time. Although the 'unit DB(Database)' for operating the war game models is originated from the identical data, it has been recognized that the method of expressing the attribute of the data is different and the cross reference is impossible. As a result, it makes unnecessary time and effort in establishing the same unit DB in the organizations that operate the war game model. In this study, a method of reusing the unit DB of the training war game model to the analysis war game model with similar resolution and simulated logic was applied to the actual field. For this purpose, we defined the procedure for converting the unit DB by analyzing metadata of the 'Chang-Jo21', a combat training model for corps and division, and the 'Vision21', an analysis model for corps and division operation plan. And we introduced an algorithm that can map different metadata of two unit DBs. This study was meaningful as the first attempt to map and integrate heterogeneous metadata semantically for the reuse of unit DB between different war game models in defense M&S field. Also, it provided implications for the necessity of paradigm shift that reuse of the unit DB between two different war game models is possible and the need for standardization of the unit DB metadata in the defense M&S filed.

Trends in the rapid detection of infective oral diseases

  • The rapid detection of bacteria in the oral cavity, its species identification, and bacterial count determination are important to diagnose oral diseases caused by pathogenic bacteria. The existing clinical microbial diagnosis methods are time-consuming as they involve observing patients' samples under a microscope or culturing and confirming bacteria using polymerase chain reaction (PCR) kits, making the process complex. Therefore, it is required to analyze the development status of substances and systems that can rapidly detect and analyze pathogenic microorganisms in the oral cavity. With research advancements, a close relationship between oral and systemic diseases has been identified, making it crucial to identify the changes in the oral cavity bacterial composition. Additionally, an early and accurate diagnosis is essential for better prognosis in periodontal disease. However, most periodontal disease-causing pathogens are anaerobic bacteria, which are difficult to identify using conventional bacterial culture methods. Further, the existing PCR method takes a long time to detect and involves complicated stages. Therefore, to address these challenges, the concept of point-of-care (PoC) has emerged, leading to the study and implementation of various chair-side test methods. This study aims to investigate the different PoC diagnostic methods introduced thus far for identifying pathogenic microorganisms in the oral cavity. These are classified into three categories: 1) microbiological tests, 2) microchemical tests, and 3) genetic tests. The microbiological tests are used to determine the presence or absence of representative causative bacteria of periodontal diseases, such as A. actinomycetemcomitans, P. gingivalis, P. intermedia, and T. denticola. However, the quantitative analysis remains impossible, and detecting pathogens other than the specific ones is challenging. The microchemical tests determine the activity of inflammation or disease by measuring the levels of biomarkers present in the oral cavity. Although this diagnostic method is based on increase in the specific biomarkers proportional to inflammation or disease progression in the oral cavity, its commercialization is limited due to low sensitivity and specificity. The genetic tests are based on the concept that differences in disease vulnerability and treatment response are caused by the patient's DNA predisposition. Specifically, the IL-1 gene is used in such tests. PoC diagnostic methods developed to date serve as supplementary diagnostic methods and tools for patient education, in addition to existing diagnostic methods, although they have limitations in diagnosing oral diseases alone. Research on various PoC test methods that can analyze and manage the oral cavity bacterial composition is expected to become more active, aligning with the shift from treatment-oriented to prevention-oriented approaches in healthcare.

Measurement of the Nursing Staff Needed for Two Specialized Nursing units in a University Hospital (간호업무량 측정 및 간호인력 수요산정)

  • This study investigated a process to estimate the need for nursing staff on the basis of a patient elassification system and the required care needs and activities. The investigation was carried out in the following four steps. Step 1. Patients were classified according to the amount of nursing care need on each shift as class I (mildly ill), class II (mederately ill), class III (acutely ill), and class IV (critically ill). Step 2. Measurement of the direct nursing care hours needed for each patient class, and measurement of indirect nursing care hourse and personal time of the nursing staff. Step 3. Calculation of he total nursing workload in a nursing unit. Step 4. Estimation of the nursing staff needed. The investigation was carried out from July 17th to 30th, during 24hours every other day. The subjects were the patients and the nursing staff on two units of Seoul National University Hospital, Korea. Some of the results from the investigation are as follows : 1) Distribution of patient classification On the neuro surgical (N.S.), the distribution was class I, 22 patient, 3, class II, 27 patients, class III, 26 patients, and class IV, 25 patients, For the orthopedic surgical unit(0.5.), it was class I, 43 patients, class II, 43 patients, class III, patients, and class IV, 3 patients. 2) Direct nursing care hours per day On the N.S. unit, 3.2 hours of direct nursing care were needed for class I, 3.9 hours for class II, 5.1 hours of class III, and 6.2 hours for class IV patients, while 2.0 hours for class I, 2.5 hours for class II, 3.5 hours for class III, 5.0 hours class IV patients were needed on the 0.5. units. 3) Analysis of direct nursing care activities Activities were classified into assessment and observation(47%), medication(38.7%), communiontion(5.1%), exercise(2.4%), elimination and irrigation(1.3%), treatmemt(1.1%), hygiene(0.8%), nutrition(0.8%), and hot and cold compress(0.1%). 4) Average hours of indirect nursing care per day. On the N.S. unit 4.2 hours, and on the O.S. unit, 3.5 hours of RN indirect care was needed. 5) The average personal time used by the of nursing staff was 17 minutes for both RNs and nursing assistants in the N.S. unit, and 32 minutes for both RNs and nursing assistants in the O.S. unit. 6) Estimation of nursing staff needed on two specialized units of a university hospital For the N.S. nursing unit of 43 beds, 31 nursing staff would be indicated. For the 0.5. nursing unit of the same number of beds, 19 nursing staff would be indicated.

Compare the Intracranial Pressure Trend after the Decompressive Craniectomy between Massive Intracerebral Hemorrhagic and Major Ischemic Stroke Patients

  • Objective : Massive intracerebral hemorrhage (ICH) and major infarction (MI) are devastating cerebral vascular diseases. Decompression craniectomy (DC) is a common treatment approach for these diseases and acceptable clinical results have been reported. Author experienced the postoperative intracranaial pressure (ICP) trend is somewhat different between the ICH and MI patients. In this study, we compare the ICP trend following DC and evaluate the clinical significance. Methods : One hundred forty-three patients who underwent DC following massive ICH (81 cases) or MI (62 cases) were analyzed retrospectively. The mean age was $56.3{\pm}14.3$ (median=57, male : female=89 : 54). DC was applied using consistent criteria in both diseases patients; Glasgow coma scale (GCS) score less than 8 and a midline shift more than 6 mm on brain computed tomography. In all patients, ventricular puncture was done before the DC and ICP trends were monitored during and after the surgery. Outcome comparisons included the ictus to operation time (OP-time), postoperative ICP trend, favorable outcomes and mortality. Results : Initial GCS (p=0.364) and initial ventricular ICP (p=0.783) were similar among the ICH and MI patients. The postoperative ICP of ICH patients were drop rapidly and maintained within physiological range if greater than 80% of the hematoma was removed. While in MI patients, the postoperative ICP were not drop rapidly and maintained above the physiologic range (MI=18.8 vs. ICH=13.6 mmHg, p=0.000). The OP-times were faster in ICH patients (ICH=7.3 vs. MI=40.9 hours, p=0.000) and the mortality rate was higher in MI patients (MI=37.1% vs. ICH=17.3%, p=0.007). Conclusion : The results of this study suggest that if greater than 80% of the hematoma was removed in ICH patients, the postoperative ICP rarely over the physiologic range. But in MI patients, the postoperative ICP was above the physiologic range for several days after the DC. Authors propose that DC is no need for the massive ICH patient if a significant portion of their hematoma is removed. But DC might be essential to improve the MI patients' outcome and timely treatment decision.

A novel architecture of CCN for better security and applicability (향상된 보안 및 적용 가능성을 위한 컨텐츠 중심 네트워킹(CCN)의 새로운 아키텍처 연구)

  • Information Centric Networking is changing the way how content is being transmitted. The shift from IP and host based networking towards content based networking scenario is growing day by day. Many researches have been done about different frameworks of ICN. Caching is an important part of ICN and many researchers have also proposed different ways for caching the data. With caching of data in intermediate devices like the network devices as well the user devices in some cases, the issue of content security as well as the role of the content producer becomes a major concern. A modified ICN architecture based on the current Content Centric Networking (CCN) model is presented in the paper. The architecture mainly focuses on involving the content producer in content delivery in the real time. The proposed architecture provides better security aspects for the CCN architecture. Apart from security the paper will also consider the issue of applicability of CCN architecture to replace the TCP/IP based architecture. The efficiency of the proposed architecture is compared with the previous CCN architecture based on the response time for a content delivery which shows very comparable level of efficiency. The paper than analyzes different beneficial aspects of the proposed architecture over the current architecture.

A Study on the Development of SSB Modem (디지털 SSB 모뎀 개발에 관한 연구)

  • The SSB modem performs the modulation process which converts the digital voltage level to the audible frequency band signal and the demodulation process which converts reversely the audible frequency signal to the digital voltage level. The modulator and the demodulator are implemented with a single DSP chip. Because of the SSB specific character, the distortion occurs when the frequency is changed. This distortion has no effect on voice communication but it has an significant effect on data communication. In other words, it is impossible to send data stream with adjacent 2 periods. Therefore, in case of using 2-tone FSK, it is needed to send at least 3 periods to transmit 1 bit. Therefore we implemented the modem using modified phase-delay shift keying to transmit 1 tone signal for high speed transmission. In the 1200[bps] mode, it generates 0, $187{\mu}s$, delay time at 1.3kHz symbol frequency, and in the 2400[bps] mode, 0, $70{\mu}s\;130{\mu}s\;200{\mu}s$, delay time at 1.5kHz symbol frequency. Finally, in the maximum 3600[bps] mode, it generates 0, $100{\mu}s\;160{\mu}s\;250{\mu}s$ 2.0kHz symbol frequency. The measured results of the implemented SSB modem shows a good transfer functional characteristic by spectrum analyzer, almost same bandwidth in pass band and 20dB higher SNR comparing the emu FACTOR and American CLOVER and in the experimental transmitting test, we verified the transmitted data is received correctly in platform.
