Purpose: This study aims to analyze the determinants of Green Total Factor Productivity (Green TFP) growth in the agricultural sector in Indonesia from 1980-2018. Research design, data, and methodology: The growth of Green TFP in the agricultural sector is calculated using the Growth Accounting Method. Moreover, this study uses multiple linear regression to analyze the determinants of the growth of Green TFP in the agricultural sector in Indonesia. Results: The survey results show that the average growth of Green TFP in the agricultural sector in Indonesia is still negative, which indicates that the efficiency of production factor or mastery of technology is still low. Inflation and patent applications are variables that significantly affect the growth of Green TFP in the agricultural sector, where the inflation variable has a negative effect. In contrast, the variable growth of patent applications has a positive impact. Conclusions: The government needs to continue to improve efficiency by organizing various programs related to increasing mastery of technology in the agricultural sector. The government also needs to advance research and development by promoting patents to become research incentives and impact the improvement of new technologies, especially those related to the environment. Moreover, economic stability needs to be maintained through inflation control.
Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.
This study aims to find out the cause of delay by analyzing the process of 12 Core-based Improvement pilot projects, especially focused on lands, buildings, population status. For this purpose, it performed a literature research on maintenance plan reports, various statistics of building and population status analysis, a field research and an individual interview with public officials in charge at local governments of 12 project districts. The findings are as follows; 1) it was difficult to cope flexibly to environmental changes because the core sector was so large that the plan was led to areal improvement. 2) the project was selected without reflecting the characteristics of the core sector and the area of residents-led renovation properly in terms of building status such as building density and old buildings ratio, 3) the coordinator group for socially disadvantaged class in the district was not operated and thus foundation for residents-led renovation was not set up. In conclusion, it should be presented the proper size of the core sector when the core-based residential environment improvement project is initiated in the future. In addition, building status is taken into consideration when designating the core sector and the area of residents-led renovation. The coordinator group needs to be operated from the early stage of the project as well.
This research aimed to explore strategies to develop the cashmere industry in Mongolia. Questionnaire consisted of questions regarding the necessity of development in different sectors in the cashmere industry, and areas of necessary competition for the development of Mongolian cashmere industry. In addition, characteristics of respondents and their companies were questioned. Surveys were distributed to people working in cashmere manufacturing companies in Ulaanbaator, Mongolia between July 25th, 2012 to September 3rd, 2012, and a total of 79 questionnaires were included in the final analysis using descriptive analysis, t-test, one-way ANOVA, and Duncan test. Results showed that respondents perceived design as the sector that needed the most improvement, and product related strategies such as product quality, product differentiation, and design were more important than distribution or promotion related strategies. The perceptions on the development strategies differed according to company size and their target markets (domestic vs. export). Overall, respondents working in smaller companies showed greater concern for most sectors, and also felt technology, product quality and design were more important than those in working in larger companies. Companies that targeted the domestic market showed greater concern for herding and scouring sector than companies that exported, while the latter evaluated government policy, network, distribution/export channels more importantly than the former in developing the Mongolian cashmere industry.
Background and objective: Due to the recent crisis of extinction in local areas, the mountain village promotion policy is recognized as an important task. This study examined the priorities of major policy projects in the forest sector that affect mountain village promotion. Methods: For research methods, literature search, expert advisory meetings, and a survey were conducted. The survey was conducted on 42 policy stakeholders from June 1 to August 13, 2021. The literature search was based on policy projects in the forest sector by 8 upper-level local governments including mountain villages. For questionnaire items, 173 forest policy projects were classified into 27 types through expert review, and the importance and performance of each type were rated on a 5-point Likert scale. Paired t-test, IPA, Locus for Focus model, and Borich needs assessment were used as the analysis methods, and the statistical program SPSS 21.0 was used as the analytical tool. Results: The results showed that 'creating forest-related jobs' and 'supporting cultivation of professional forestry workers' both showed high importance and performance, implying that they would show an effect in mountain village promotion. 'Creating forests for environmental improvement', 'discovering forest cultural assets' 'establishing and boosting forest tourism', 'providing forest therapy services', 'creating forest-related jobs', 'supporting community revitalization', and 'urban-rural exchanges' were found to be the types that needed improvement and concentration for mountain village promotion. In particular, 'creating forests for environmental improvement' and 'discovering forest cultural assets' were derived as priority considerations for mountain village promotion policies. Conclusion: In summary, it was found that in order to promote mountain villages, various content projects must be improved and carried out to enhance the physical environment and revitalize mountain villages.
In the past 20 years, passenger and cargo transportation performance at the international passenger ports in Korea have increased by 8.6% on the compound annual growth rate, respectively. The Korean government had expected to continue expanding the market of car ferries and the government included plans for the development of additional routes and lanes with neighboring countries such as China, J apan, and Russia as a part of the Plan of the Korean Ministry of Oceans and Fisheries in 2019. However, compared to the development of routes, the management and operation of passenger terminals are inefficient. The purpose of this paper was to introduce the overall improvement of the passenger terminal operating system that reflects the recent changes in the supply and demand of international passenger vessels and the needs of the government and private sector passengers. To this end, a basic survey was conducted on the status of operations and facilities at the Busan International P assenger Terminal and a questionnaire survey was administered on the subject of use. The results of the survey were analyzed using the IPA model. As a result of the analysis, three items in the operation sector, three items in the facility sector, and four items in the system sector of the Busan International Passenger Terminal were identified as in need of improvement. Based on the results, the need for investment to improve the international passenger terminal operating system is suggested.

The purpose of this study to provide implications for improvement of Korean voluntary sector, by analyzing of program managers' subjective evaluation of voluntary program management and of their view of the needs for outside supports. For this, researchers selected 600 agencies, which are found to have a staff in charge of voluntary programs, and sent a questionnaire by mail. Those agencies are consisted of the following three. areas: social services, civil movement, public sector. The response rate was 65%, and researchers analyzed 382 respondents out of 391, besides those who did not complete the form in full. One of the results was that program managers' subjective evaluation score of overall voluntary program management was 51 points in the perfect score of 100 points. The voluntary program management was consisted of the following six areas: recruiting, job placement, public relations, education(training), program development, and. information system Specifically, program development and information system appeared to be worse than the other areas, and this fact was true in all three types of agencies of social services, civil movements, and public sector. Moreover, program managers in public sector showed that outside supports for voluntary programs (or activities) was more desperately required. Based on the results, researchers concluded that, toward the improvement of voluntary programs, professionalization as well as legal supporting system, networking, and national supporting institution were required.

In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.

The main purpose of this study was to gauge the patient satisfaction index and subsequently discuss the Importance-Performance (IP) matrix analysis of the inpatient services in the context of the private hospital setting. The Malaysian Customer Satisfaction Index Model was employed as the theoretical framework for the above purposes. This study involving 242 patients in Malaysian's private healthcare sector used a Web-based survey as the main method of data collection. Partial least square structural equation modeling (PLS-SEM) was utilized for data analysis. Using Fornell et al. (1996)'s formula, the resulting patient satisfaction index was slightly lower than the "very satisfied" category, the target level required for positioning as one of the world's premier medical tourism players. The IP matrix showed that medical quality is the main competitive advantage of the private hospitals that can propel their growth in the global healthcare marketplace. The results also indicate that outcome quality, patient rights, and privacy, and service quality are the three quality domains that need to be prioritized for further improvement. On the other hand, the servicescape quality domain needs to be strategized as the unique selling proposition as the performance of the private hospitals in this regard is already extremely good.
This paper aims to provide a basic framework to make a regional plan for the environment-friendly agriculture. To prepare the regional plan is mandated by the Environment-friendly Agriculture Promotion Act of 1998. Here is proposed the input/output analysis framework, which includes the shifts of fertilizers, herbicides, pesticides, and livestock manures Basically, the discharged amount of polluted elements means the difference between the amount of the elements entered into the crop and livestock sectors and the amount of the elements absorbed or used by the crop and/or livestock.
