Quantitative Safety Risk Assessment using Aviation Safety Data (항공안전데이터를 사용한 위해요인 위험도 정량적 평가기법)

  • To manage State Safety Program (SSP) in a more integrative and proactive manner, an aviation safety authority of the state shall detect and assess the risk of emerging or hidden safety hazards before they provoke accidents or incidents(ICAO, 2018). In case of South Korea, safety risk assessment is conducted by calculating the likelihood and severity of the hazard following ICAO's safety management manual. It is reasonable to extract the safety risk likelihood by calculating the number of occurrence caused by the hazard. However, it is ambiguous to assess the safety risk severity defined as the extent of harm that might be expected to occur as a consequence of the identified hazard. In this paper, a safety risk assessment method which quantitatively calculates the risk of hazard using aviation safety data(i.e. aviation safety mandatory report, etc.) is proposed. By utilizing the proposed method, the existing process that safety risk is being subjectively assessed by safety inspectors can be supplemented. So that essential aviation safety policy decision making can be accomplished by the accurate result of safety risk assessment.

Development of A New Methodology for Evaluating Nuclear Safety Culture (원자력 안전문화의 정량화 방법론 개발)

  • This study developed a Safety Culture Impact Assessment Model (SCIAM) which consists of a safety culture assessment methodology and a safety culture impact quantification methodology. The SCIAM uses safety culture impact index (SCII) to monitor the status of safety culture of the NPPs periodically and it uses relative core damage frequency (RCDF) to present the impact of safety culture on the safety of the NPPs. As a result of applying SCIAM to the reference plant (Kori 3), the standard for the healthy safety culture of the reference plant is suggested. SCIAM might contribute to improve the safety of the NPPs (Nuclear Power Plants) by monitoring the status of safety culture periodically and presenting the standard of healthy safety culture.

Influence Analysis of Seismic Risk due to the Failure Correlation in Seismic Probabilistic Safety Assessment (다중기기 손상 상관성에 의한 지진리스크 영향 분석)

  • The seismic safety of nuclear power plants has always been emphasized by the effects of accidents. In general, the seismic safety evaluation of nuclear power plants carries out a seismic probabilistic safety assessment. The current probabilistic safety assessment assumes that damage to the structure, system, and components (SSCs) occurs independently to each other or perfect dependently to each other. In case of earthquake events, the failure event occurs with the correlation due to the correlation between the seismic response of the SSCs and the seismic performance of the SSCs. In this study, the EEMS (External Event Mensuration System) code is developed which can perform the seismic probabilistic safety assessment considering correlation. The developed code is verified by comparing with the multiplier n, which is for calculating the joint probability of failure, which is proposed by Mankamo. It is analyzed the changes in seismic fragility curves and seismic risks with correlation. As a result, it was confirmed that the seismic fragility curves and seismic risk change according to the failure correlation coefficient. This means that it is important to select an appropriate failure correlation coefficient in order to perform a seismic probabilistic safety assessment. And also, it was confirmed that carrying out the seismic probabilistic safety assessment in consideration of the seismic correlation provides more realistic results, rather than providing conservative or non-conservative results comparing with that damage to the SSCs occurs independently.

Risk Assessment of Mechanical Parking Facility during Construction based on AHP Analysis (AHP 분석을 이용한 기계식 주차설비 건설 중 위험성 평가방안 연구)

  • As the number of automobile registrations increases yearly, parking spaces that are located in downtown areas are increasing, and mechanical parking facilities are also increasing. Therefore, there is a high risk of accidents when installing and repairing a mechanical parking facility. In the preceding six years (from 2012 to 2018), the statistics that pertain to accidental disasters indicated that a total of 137 disaster victims were generated by the construction sector, 33 accidents occurred, and 10 people died. However, only the safety management items pertaining to accidents that occur during maintenance work and the use of the installed mechanical parking facilities are being studied; furthermore, there is no ongoing research with respect to the risk management that is conducted at the construction site. In 2017, the Korea Occupational Safety and Health Agency (KOSHA) announced the "Guidelines for Safe Installation and Maintenance of Mechanical Parking Equipment"; however, it is a safety guideline that is limited to the installation of basic protective equipment and to facility installation. There is no model for mechanical parking facilities that is indicated in the "Risk Assessment Model by Construction Industry Type", which is issued by the Safety and Health Corporation and is widely utilized for risk assessment in the construction industry; moreover, elevator installation work CODE N0: 22 is the only major example of a disaster. In this study, "risk assessment through a focus group interview" was performed, and data was derived from the "risk assessment of Article 41 (2) of the Industrial Safety and Health Act", which reflects the characteristics of the construction industry based on AHP analysis. The results of this study can be utilized for the risk assessment that is conducted during the construction stage of mechanical parking facilities.

Suggestions for Increasing Utilization of KORA for Supporting the Off-site Risk Assessment System (화학사고 장외영향평가 지원 프로그램(KORA)의 활용도 증대를 위한 제언)

  • Objectives: All enterprises intending to install and operate hazardous chemical handling facilities should prepare an off-site risk assessment (ORA) report that evaluates the impact of potential chemical accidents on the surrounding environment and population. This study was conducted to introduce the process of development and the functioning of the Korea Off-site Risk Assessment support tool (KORA) developed by the National Institute of Chemical Safety and to suggest manners to increase its utilization. Additionally, this article provided an overview of KORA. Methods: In order to identify problems with and refinements for KORA, the required items for each phase of KORA were derived by analyzing the Chemical Control Act and related administrative regulations. Results: The functions of KORA made receptor-considered assessment of chemical accidents possible, but several limitations were found in particular phases, such as the analysis of impact range, consideration of sensitive receptors, and assessment of environmental receptors. Conclusion: In this study, we suggested manners to increase the utilization of KORA. It is anticipated that the further research suggested in the study could contribute to the stabilization of the KORA system.

A Study on the Implementation of Risk Assessment System at Workplace in Korea (우리나라의 사업장 위험성평가 제도 실시에 관한 연구)

  • Risk assessment system which is the point of occupational safety and health management system is recognized to be effective to prevent industrial accident and occupational disease internationally. Ministry of Employment and Labor developed guidance on risk assessment at workplace recently. This guidance presents standard model on risk assessment at workplace. However, enterprises may be confronted with many questions in the process of introducing and operating risk assessment. For risk assessment to be implemented properly and effectively at workplace, there are various questions that need to be considered in advance, including giving shape to standard on risk evaluation and clarifying the implementation system at workplace in advance. Also for risk assessment to be revitalized at workplace, several policy matters need to be settled. First, an administrative agency should present the implementation method of risk assessment more concretely. Secondly, it is necessary for an administrative agency to develop and spread various detailed manual, models and good practices related to risk assessment. Thirdly, a government agency need to apply an incentive & disadvantage policy actively to risk assessment.

A Study of the Safety Assessment for Combustion Products in the Exposure Human Bodies Rounding Missile Ejection (유도탄 사출시 연소 생성물의 인체 안전성 평가에 관한 연구)

  • The objective of this study is to safety assessment for human body on the guided missile combustion products. This study is to verify the safety assessment when operating the interior missile ejection take on verify the safety of the human body. During the missile ejection of combustion products, this study is analyzed combustion products. Result are accepted NIOSH and KOSHA of the safe guideline, and 6 exposure gas to the specified values 42% (CO), 22% ($CO_2$), not detected (others) are within minimal exposures criteria of the reference value respectively. Contribution of these results supported that interior missile ejection during combustion products may have been ensured human safely. Therefore, the future for improving the environmental safety of the shooting projectile steel plate round, dust collector, ventilation and other facilities is to improve environmental safety and efficient renovated design needed by target focused areas.
