  • The objective of this paper is to make use of marketing in order to managerial good conducted the pursuit of public interest of the public library. The information service of the public library is to be user orientated. The results of the study is as follows : The activation of the community information is based on get hold of the exact community needs : in this paper, it is proposed to the survey's frame of the community need ; according to the results of the survey, the community needs the institution of the information and referral service and the public library must be made of the information unit of the nation for the public service and the public sphere of the information in the future.

Crossing the "Great Fire Wall": A Study with Grounded Theory Examining How China Uses Twitter as a New Battlefield for Public Diplomacy

  • In this paper, I applied grounded theory in exploring how Twitter became the battlefield for China's public diplomacy campaign. China's new move to global social media platforms, such as Twitter and Facebook, has been a controversial strategy in public diplomacy. This study analyzes Chinese Foreign Spokesperson Zhao Lijian's Twitter posts and comments. It models China's recent diplomatic move to Twitter as a "war of words" model, with features including "leadership," "polarization," and "aggression," while exerting possible effects as "resistance," "hatred," and "sarcasm" to the global community. Our findings show that by failing to gage public opinion and promote the country's positive image, China's current digital diplomacy strategy reflected by Zhao Lijian's tweets has instead constructed a polarized political public sphere, contradictory to the country's promoted "shared human destiny." The "war of words" model extends our understanding of China's new digital diplomacy move as a hybrid of state propaganda and self-performance. Such a strategy could spread hate speech and accelerate political polarization in cyberspace, despite improvements to China's homogenous network building on Twitter.

  • According to the passage of an age, a method which communicates each other between the city and space, and space and a human has changed. Recently, as the city is developing related with the public, the sphere and a territory of activity of a public has been wider in an environment of the city. Therefore, development of night scenery and the rise of a medium of a vision are accompanied with a new material and the high-technology. Innovation of abundant techniques tends to being surface and mass media, and breaks from the architectural aspect of space as mutual expansion of relations between interior and exterior, and making a boundary obscurely. Space design represents peculiarity of non-territorial which modern art, an advertisement, a media and a reflection are integrated as getting over above tendency. As we find out methods which the public can communicate with the space in wider territory, the public and the space can extend mutual relations and the design of modern space is been varying a part as the space which has a context of city and synthetic sociality for the public by avoiding independent objects.

  • Recently, multiple metropolitan counties and local authorities have been actively working on improving their local existence with various methods and strategies. Such change cannot be observed when local authorities were chosen by the government. Also, the public administration has recently emphasized important factors of public design which seeks better lifestyle and outward beauty from quantitative growth and policy of strongly considering outward form due to the compressive modernization. Public design intends to complete aesthetic factor and improve the quality of life as the efficiency as the value of public administration. The purpose of this study is to discuss how public school has been evolved as public space and how to create local user-centered interaction. The study retrieve the communication which the essential publicness in the school public design and the self-management which is the original value in terms of sociology. The method in which the characters of the public design of the publicness have been changed will be concentrated on in public area. In addition, the study has been focused on the efforts of the reflection of the development in public design are the challenges for the aim of the design of the publicness.

Text Analysis of : Possibilities of Feminist Sphere in Radio (라디오 프로그램 <여성시대> 분석 : 여성주의적 공간의 가능성)

  • The purpose of this study is to investigate women's radio talk program and evaluate its possibilities and limitation from the point of feminist perspective. The theoretical framework is based on feminist studies and text analysis of talk show. Existing studies regarding talk show are mainly focused on television. But radio talk show is one of general entertainment and it's influences on minorities are still significant. is the most representative women's radio talk program in Korea. It has been broadcasted over 10 years and very popular among Korean housewives. The audience of this program call themselves schoolfellow, and call the program 'school of women'. The media text of is mainly consisted of letters from women audiences, and they are selected by producers. So the text is made by both audiences and producers. The unique combination of this process produces complicated discourses which contain women's experiences in letters and station's considerations through safekeeping. The problems investigated in this study are as follows: First, What discourses are produced in this program? Second, Alternative possibilities can be seen in this program in feminist perspectives? Text analysis of 1week(2000.9.18-9.24) and interview with producers are accomplished to this purposes. In the text analysis, subject matters, inscribed women's position, values of the letters are revealed. Most of the subject matters are family affairs. Some are socially oriented but family and home are the predominant category of women's letters. And the position of women subject is defined in the domestic network. They are nameless but the mother, wife, daughter, daughter-in-law of other people. In value, family-oriented value and small happiness in everyday life are generally appeared. But these values are essentially coincide with the values of status quo. The answers of the conflict are not public but individualized. And acception the status quo is presented as the wisest decision, But ` has many implications in relation to women's sharing of their experience, and construction of imagined community in media. Women continuously interact each other revealing and discussing their experiences and sometimes their social practices are stirred through this media sphere. So we see the 'emotional union' among women are formed through radio. The limitation of this program is very apparent: it's patriarchic values, acception of status quo, and individualization of the women's problems. But in the same time we can read coexisting it's latent possibilities: the possibilities of women's public sphere. But it is completely alternative women's sphere in feminist perspectives. It renders women opportunities to participate public media and share with other women, and collaborate with their problem.

  • The purpose of this paper is to examine historical development, ideology and praxis of Islamic radicalism in Indonesia. In the second part of this paper, radical trends under Sukarno and Suharto governments will be dealt with, focusing on three streams of Darul Islam, Dewan Dakwah Islamiyah Indonesia and Islamic secret sects. The third part investigates the surge of radical Islamic movements after the fall of Suharto regime. For this, three organizations are again selected for detailed analysis. This paper argues that, judging from active engagements of radical organizations in national and international affairs and favorable attitude of general Muslims toward them, radicalism has recently established itself as one of the major constituents of Indonesian Islam. To put it differently, the current situation signifies that under the Suharto regime, a diversification of so-called the santri has been underway. Contrary to the traditional santri group which emphasizes the fulfillment of faith in the private sphere, another group has been crystallized, which gives priority to Islamic roles in public sphere and attempts to realize these. It is difficult to pinpoint the reasons why this group has emerged. Its effect, however, can relatively easily be grasped. With the surge of this new radical stream, the rhetoric of an establishment of Islamic state and a realization of Islamic law has no longer been tabooed and has been instated as the key element in public discourse of Islam.

The Study on the Process of Public discussion about the On-line civic Social Movement (온라인 시민 사회운동의 공론화 과정에 관한 탐색적 연구: 안티닉스 운동 게시판 분석을 중심으로)

  • This study focuses on the on-line civic social movement which is based on the individual dimension. This kind of on-line social movement is organized voluntarily by the citizens who have the common concerns about issues and problems raised in the net. In the context, this paper analyzes what is the characteristics of discourse formed in the process of public discussion concerned about the anti-Nix movement. And, this study also analyzed who was processed the anti-Nix movement through which steps and what kinds of way in the case of anti-nix movement. Based on the research results, the anti-Nix movement is led by the organizer of the movement and the active participants of it. This study also found out that the various movement strategies of the site organizer were the major reasons of the success of anti-Nix movement. This study also found out that the discussion board of anti-Nix movement is close to the function and role of traditional public sphere rather than those of the swearwords and libels.

Next, it focus's on the public advantage of not mixing mean and purpose but of having a geared mind. Lastly, it educates the regional inhabitants through training professional human resources in each sphere.

A Critical Examination of Public Sphere Communication in the Decision-making Process in Relation to Seoul City Hall Plaza (서울시청 앞 광장조성 관련 공론장에서의 의사소통에 대한 비판적 검토)

  • A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

A Study of the Use of the Family in Enlightenment Discourses: an analysis of Taehan Maeil Sinbo (개화기 계몽담론에 나타난 ′가족′에 대한 단상 - 대한매일신보를 중심으로 -)

  • This is a study of discourses on the family used during the Enlightenment period in Korea. To this end, 1 have conducted a qualitative analysis of the editorials taken from the Taehan Maeil Sinbo of that period. The major findings are as follows: First, these Enlightenment period discourses claimed that civilized nations evolved from a family in primitive society. This concept of family is different from the concept of family in a Confucian society. Civilized societies believed the family is less important than the nation. At that time, Korean Press used the term bumoguk (Parental nation) to refer to the nation in an attempt to equate national loyalty to filial piety. Second, the Enlightenment period claimed that the nation belonged in the Public sphere while the family belonged in the private sphere. However, it was stated that it was the duty of the family to discipline the members and make them into good citizens. Finally, Enlightenment discourses used familyism as the basis of their arguments.
