The Problems and Improvement Methods of Apartment Management Company Selection System (공동주택 관리업체 선정방식의 문제점과 개선방안)

  • As the construction of multi-family housings, especially apartments, has been increased since 1970s, the multi-family housing becomes one of the main housing types in Korea. With the increase of multi-family housings, managing them becomes an important issue. Since 2010, the government has made a lowest price award system by a competitive bid compulsory to promote the development of housing management systems. Although competitive bids were implemented, the maintenance company was finally selected by the price without any other consideration. Consequently, the quality of management service was not enhanced. The purpose of this study is to suggest the improvement scheme of multi-family housing management system. In this study, the bidding data of "K-apt", the bidding method and the successful tendered price are analyzed. The results of analyzing bidding materials, the proportion of applying a lowest price system was 67.7%. Also many diverse ways to select the best management company were used, but most of these ways were violate the law and guidelines of Ministry of Land, Transport and Maritime Affairs. It meant that the lowest price award system was not implemented by strict standards and didn't correspond with the needs of residents of apartment. This condition made the housing maintenance quality low and deteriorated the management industry development. To enhance this condition, a new standard to select the management company, which are included contents of quality of managing quality, management expenses and companies' soundness, is necessary.

A Study on Estimating Method for Actual Unit Cost Based on Bid Prices in Public Construction Projects (시설공사 입찰단가를 활용한 실적단가의 산정 방안에 관한 연구)

  • It was found that Korean Standard of Estimate which has been used as the only basis of cost estimate of public construction projects had some side effects such as jerry-build construction and over-estimation because it failed to reflect the current price and the state-of-the-art construction methods in a changing construction environment. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004. This paper presents analytic criteria and a process model for deducing more current and reasonable historical construction cost for contract items from not only previous contract prices but also all of the other bid prices that were not contracted. The procedure of estimating actual unit cost proposed in this paper focuses on the removal of abnormal values including strategically too low or high prices and the time correction. In addition, basic research is conducted for the correction of actual unit cost through the analysis of fluctuation of bid price depending on bidding types and rates of successful bid. It is anticipated that the effective use of the proposed process model for estimating actual unit cost would make the cost estimation more current and reasonable.

Evaluation on the impact of Lowest Bid Contracts on Site Operations in times of Severe Economic Downturn (건설경기 침체기의 최저가 낙찰제 건설현장의 운영 실태분석과 개선 방안 도출)

  • The year 2008 was a hard year for Korea's construction companies. The real estate downturn resulted in halting new construction and stopping existing work, and inflation of global oil prices caused price hikes in rebar and concrete materials. As a solution to reducing the budget, the newly appointed government announced plans to increase low cost bid contracts from 10 billion to 30 billion won. When such economical and political factors negatively impact the construction market, projects based on low cost contracts are the hardest hit. Many problems already inherent in low cost bid contracts become accentuated. Consequently, this provides an opportune time to actually study and analyze the issues in these projects. This paper introduces the findings made from investigating four projects struggling to make ends meet in the year 2008. Results show that flow of cash (i.e., liquidity), or lack thereof, was the root cause which in turn was hampered by failed mechanisms for design changes, material inflation. Attributing cash flow risk to the bottom of the production structure (i.e., small business subcontractors) was also a problem within the industry. Contractors need a better way to prepare against material price fluctuations, and owners need to assist in expediting payment during times of extreme downturn.

The Effect of Price Competition Structure and Change of Exchange Rate among Exports Countries to the Korea's Fish Import Market (우리나라 수산물 수입시장에서 수출국간의 가격경쟁구조 및 환율변화가 수출가격에 미치는 영향)

  • Recently, the Korea's economy concerns the second money crisis because of the rapid increase of the exchange rate. The Korea's economy which is very dependent on the foreign trade is more sensitive to the change of exchange rates. There are many literatures which analyze the effects of variations of the exchange rates on the secondary and tertiary industries such as the manufacturing industry and IT(Information Technology). But there have been no studies which try to figure out the effects of variations of exchange rate on the primary industries, especially, fisheries' industry. Therefore this paper tries to analyze the effect of price competition structure and the change of exchange rate on foreign fisheries exporting prices in Korea's fisheries import market. This study utilizes OLS(Ordinary Least Squares Analysis) for the analysis in the market of frozen yellow corvina, hairtail, angler fish which are major fisheries importable in Korea. The results show that the exporting country which has the highest market share is more sensitive to the change of the exchange rates itself than that of the other exporting countries' price when it starts to set up its exporting price. And the exporting countries which have low market share are more sensitive to the change of price which country has the highest market share than that of price whose countries have low market share and those of their exchange rate. Also we can find out that the countries which have similar market share try to set up price-setting strategy in the opposite direction. In other words, one country tries to bid up its price, other countries response to rival country by lowering their prices. In the consideration of the fact that most exporting countries aren't affected by Korea's fisheries' prices, the exporting countries in Korea's fisheries import market are more sensitive to the prices of other exporting countries than that of Korea's. This result indicates that the price leader-follower model could be applicable to the Korea's fisheries import market.

Sellers' Strategies in Online Auctions : Effect of Starting Bids and Buy-It-Now Options on Auction Outcomes (인터넷 경매 판매자의 판매전략이 경매 성과에 미치는 영향 : 시작가와 즉시구매옵션을 중심으로)

  • This study analyzes revenue-maximizing strategies of online auction sellers in terms of setting up starting bids and buy-it-now options. To this end, a series of field experiments is conducted where women's hair accessories of unique designs are listed in an established online auction site. The results of the experiments argue that high starting bids could increase sellers' revenue while buy-it-now options have no significant effects. Our findings suggest that online auction sellers listing items with uncertain demand - mainly individual sellers - should be cautious with auction tips which generally support low starting buds.

A New Measure of Asset Pricing: Friction-Adjusted Three-Factor Model

  • In unfrictionless markets, one measure of asset pricing is its height of friction. This study develops a three-factor model by loosening the assumptions about stocks without friction, without risk, and perfectly liquid. Friction is used as an indicator of transaction costs to be included in the model as a variable that will reduce individual profits. This approach is used to estimate return, beta and other variable for firms listed on the Indonesian Stock Exchange (IDX). To test the efficacy of friction-adjusted three-factor model, we use intraday data from July 2016 to October 2018. The sample includes all listed firms; intraday data chosen purposively from regular market are sorted by capitalization, which represents each tick size from the biggest to smallest. We run 3,065,835 intraday data of asking price, bid price, and trading price to get proportional quoted half-spread and proportional effective half-spread. We find evidence of adjusted friction on the three-factor model. High/low trading friction will cause a significant/insignificant return difference before and after adjustment. The difference in average beta that reflects market risk is able to explain the existence of trading friction, while the difference between SMB and HML in all observation periods cannot explain returns and the existence of trading friction.

  • In procurement auctions, auction frequency and transaction volume per auction have been analyzed as important factors in determining auction performance. However, there is no empirical study on the effect of auction frequency and transaction volume in procurement auction. Current studies mainly focus on bidder behavior analysis and new system design in procurement auction. In the study, we analyze the effect of two factors on relative winning price empirically by using real auction data from MRO procurement outsourcing company in Korea. From the results, we find the winning price is lower when the frequency of auction with same item category is lower. The low frequency of auctions means participating bidders have limited information of previous auctions and they bid their best price to win the current auction due to less opportunity of reopening the auction in near future. The larger purchase amounts of MRO items didn’t results in lower winning price, contrary to our hypothesis. The possible reason is that the price of MRO items already reflects the economy of scales and the increased volume per auction do not cause the further discount of MRO items from the auction.

  • Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Due to these institutional problems, orders institutions were often a way to determine the successful bidder to apply differently for identical or similar construction. Therefore this study winning bidder selection criteria through analysis of construction the number and construction order performance, order performance by work division and institutional orders, the weights bidder order performance and orders status of turnkey alternative tendering construction to civil part performed in domestic.

Genetic Parameter Estimates of Carcass Traits under National Scale Breeding Scheme for Beef Cattle

  • Carcass and price traits of 72,969 Hanwoo cows, bulls and steers aged 16 to 80 months at slaughter collected from 2002 to 2013 at 75 beef packing plants in Korea were analyzed to determine heritability, correlation and breeding value using the Multi-Trait restricted maximum likelihood (REML) animal model procedure. The traits included carcass measurements, scores and grades at 24 h postmortem and bid prices at auction. Relatively high heritability was found for maturity ($0.41{\pm}0.031$), while moderate heritability estimates were obtained for backfat thickness ($0.20{\pm}0.018$), longissimus muscle (LM) area ($0.23{\pm}0.020$), carcass weight ($0.28{\pm}0.019$), yield index ($0.20{\pm}0.018$), yield grade ($0.16{\pm}0.017$), marbling ($0.28{\pm}0.021$), texture ($0.14{\pm}0.016$), quality grade ($0.26{\pm}0.016$) and price/kg ($0.24{\pm}0.025$). Relatively low heritability estimates were observed for meat color ($0.06{\pm}0.013$) and fat color ($0.06{\pm}0.012$). Heritability estimates for most traits were lower than those in the literature. Genetic correlations of carcass measurements with characteristic scores or quality grade of carcass ranged from -0.27 to +0.21. Genetic correlations of yield grade with backfat thickness, LM area and carcass weight were 0.91, -0.43, and -0.09, respectively. Genetic correlations of quality grade with scores of marbling, meat color, fat color and texture were -0.99, 0.48, 0.47, and 0.98, respectively. Genetic correlations of price/kg with LM area, carcass weight, marbling, meat color, texture and maturity were 0.57, 0.64, 0.76, -0.41, -0.79, and -0.42, respectively. Genetic correlations of carcass price with LM area, carcass weight, marbling and texture were 0.61, 0.57, 0.64, and -0.73, respectively, with standard errors ranging from ${\pm}0.047$ to ${\pm}0.058$. The mean carcass weight breeding values increased by more than 8 kg, whereas the mean marbling scores decreased by approximately 0.2 from 2000 through 2009. Overall, the results suggest that genetic improvement of productivity and carcass quality could be obtained under the national scale breeding scheme of Korea for Hanwoo and that continuous efforts to improve the breeding scheme should be made to increase genetic progress.

  • The purpose of this study is to analyze managemental problems that were made by cooperator and to offer improvable plan for small and medium construction company. The adapted research method a case study three small and medium contractors and investigate the managemental operation of cooperator and rating standard. Also analyze problem of the rating standard and managemental state of the cooperator and offer improvable plan. The results of this research are as follows. 1)Applying open bid system for supplying low price subcontract for practical rule. 2) Applying rating ratio of subcontract that is followed by receiving status, constructing ability, and selling scale of small and medium construction company for improving working of cooperator.
